Nineteen days before the midterm elections, the Republican party is approaching -- and in some cases setting -- low watermarks in the NBC/Wall Street Journal survey, driven mainly by the public's increasingly negative views of the war in Iraq and of the performance of the GOP-run Congress in the wake of the Mark Foley scandal.  Voters rate North Korea's nuclear missile test as an important recent event in deciding how they will vote, but opinions remain volatile and at this point, they give Republicans only a slight edge over Democrats on it.

By a margin of 15 points, voters prefer a Democratic- to a Republican-controlled Congress, 52% to 37%.  That's the widest margin ever recorded for either party in the survey.  It also marks a six-point increase in Democrats' favor since our last poll two weeks prior, when the margin between the two parties was nine points.  The new poll was conducted from October 13-16 of 1,006 registered voters and has a margin of error of +/-3.1%.

Congress' job approval rating in the survey is 16%, one point away from its all-time low of 15% from April 1992.  In October 1994, when the last wave election swept the Democratic majority party from power, Congress' job approval was 24%.  The poll also shows the Republican party with one of its lowest positive ratings and its highest negative rating ever recorded: 32% positive, 49% negative.  Rated 37% positively and 35% negatively, the Democratic party has come to be viewed as a "marginally acceptable alternative," per our NBC/Journal pollsters. 

Two issues are causing this downshift for the GOP, which comes despite some improvement in feelings about the economy.  While Bush's overall job approval rating has dropped a point over the past two weeks, from 39% to 38%, his job approval rating on handling the economy has increased three points.  "Americans sometimes don't pause to give you credit," says NBC/Journal pollster Bill McInturff (R).  "They move on to what they're concerned about."  Those concerns, per the survey, are Iraq and Congress' performance.  "Those issues have overwhelmed what they think in terms of the economy," McInturff says.

Iraq continues to be the top issue for voters, and one on which they prefer Democrats over Republicans by 39% to 31%.  The survey was taken before the one-day US death toll there hit a 10-month high earlier this week.  Even so, President Bush's job approval rating on handling the war has dropped five points in one month, and the level of optimism about the way things are going there has plummeted 24 points since we last measured it in June.  When voters were asked an open-ended question about what message they'd like to send to Congress with their vote, the "number one response is dissatisfaction with the way things are going in Iraq," says McInturff.

The Foley scandal, co-pollster Peter Hart (D) says, has been "the coagulate of this election" in that it served to harden all of voters' various uncertainties about the Republican leadership in Congress.  The scandal hit two different buttons, Hart says: "Children are our central nervous system," and also, "the leadership were more interested in saving their own skins, and they acted like politicians instead of acting like fathers."  Although the poll shows that the scandal has not seriously undercut the GOP's traditional advantage over Democrats when it comes to promoting strong moral values, 55% of those polled who've heard about the scandal are dissatisfied with the way GOP leaders handled it.  The upshot, per Hart, is that voters now feel as though they have permission to vote against the party.

Also rather problematic for Republicans: Foley is recognized by a remarkable 83% of the electorate; 69% view him negatively.  House Majority Leader John Boehner and former House Clerk Jeff Trandahl are scheduled to testify before the Ethics Committee today about their knowledge of Foley's inappropriate behavior toward pages.

In a pair of rare public appearances, President Bush stands with two of his party's more controversial incumbents on the ballot; most Bush events with candidates are still closed to the press.  But check out who he's appearing with.  Rep. Don Sherwood of Pennsylvania has admitted to having an adulterous affair and is fending off charges that he abused the woman with whom he had the affair.  And Sen. George Allen's problems, including some with racial undertones, have been well-documented on YouTube and the front page of the Washington Post.  The Democratic House campaign committee points out that Bush has proclaimed this week to be "National Character Counts Week."

Hey wake up! Thats to the 30 or so percentage of people that would follow this president off a cliff. Talking about BLIND LOYALTY! Bush has a crack in his head a mile wide. God help all of us.
I wonder what kind of imminent, major terrorist threat to the U.S. the Bush and his hired guns will manufacture now in the next 48 to 72 hours to turn around their recent bad news. Those low-lifes have something up their sleeves, you can bet on it. Hang on, it's gonna be a big one.
It seems to me I read these sorts of dire/optimistic (depending on your party preference) predictions in 2002, the last mid-term elections. Republicans were to lose a number of seats in the House and Senate, but alas/thankfully (again, depending on your party preference) that did not occur. In 2004 Kerry was proclaimed the winner... until the polls closed, when the exit polls were proven wrong. Why should anyone believe these polls, when experience tells us what a terrible job they have done historically?

OK..enough of the looneybin conspiracy crap folks- grow up. This is not N. korea, nor Iran or some South American autocratic dictator ship. Bush and Rove cannot control world events, but some Americans like to believe in Oliver Stone crap. If the Dems lose or do not gain enough seats, it is because they did not get their message ( which is trluy hard to follow) out to the voters. If they win big, it goes back to Thomas Jefferson and his beleif in politcal revolutions very generation. It is not good for one party o dominate politics too long- look at the emocraytic Party in the 1960s and 1970s and the vietnam debacle. Parallel that to today and Iraq...
Brian, I'm concerned that you're right. Over the past 5 1/2 years, there's been a documented pattern of the "threat level" going to orange or red for political purposes. I recall Tom Ridge and John Ashcroft played this role well---it was all politically well timed---they cried wolf, and held a news conference. Watch for Chertoff or some other Busg stooge to do the same thing before Nov.7. It makes a mockery of true, legitimate threats. Chertoff or some other GOP partisan will go on the air and use the 9/11 fear factor for political purposes, just like the GOP did in 2002. I'm watching for this. Don't put anything past Karl Rove. If Nancy Pelosi (a big if) is elected House Speaker on Nov.7, it will be a huge embarrassment to Bush, Rove and Limbaugh. How could they let Mrs. Pelosi get the best of them, and at the polls yet? Rove will do everything to avoid that, including manufacturing a terror threat.
Its clunky to still view politics and our future as Democrat vs. Republican. I for one am amazed we our still talking as if a 'party' will serve as savior or destroyer.
I'm surprised that Bush's approval rating is at 38%. That seems awfully high to me, and I live in Texas! I don't know anyone who is planning to vote republican here in Texas. I do agree with another post in which the writer says Bush and his hired hands will manufacture a terrorist threat any day now. As a person who travels incessantly, I don't pay any attention to the terror levels. It's silly mumbo jumbo. Bush and his boys have made a joke out of the entire "terror level" issue, and anyone who has traveled knows that. And those screeners at the airport?? Don't get me started......

Brian in Cedar Hill, TX: It was reported yesterday that that "something up their sleeves" as you put it was that millions of voters in highly-concentrated Democratic districts in 4 states are being auto-purged from the voter rolls. They will be given Provisional Ballots in the election next month but these ballots will never be counted. That's how Karl Rove and President Bush remain confident that Republicans will keep the House and Senate after the midterms... if you investigate it at www.dailykos.com, you will see that Secretary Blackwell of Ohio (who is both Secretary of State - in charge of elections - AND the neocon Republican candidate for Governor) has a very elaborate sceme that he's been running since last spring to invalidate 1.2 targeted Democratic voters in that state alone! Bush cannot win unless he cheats, as usual.
The fact that a comment like Brian's can be made, and have validity as well, shows just how bad things have gotten here in the "shining city on a hill". Personally, I think these polls are off. NO ONE that I talk to is happy right now, be it the war, the economy, immigration, health care, etc etc etc. Brian, god I hope you're wrong. I've been preparing myself for the same thing however for a few months. Unfortunately, this is a cabal that has demonstrated an almost fanatical desire to retain power. I don't think we'll be getting a "threat". I'm more worried that something is actually going to happen. The boogeymen in Iran & N Korea...and now supposedly Hezbollah has infiltrated our southern "border" with Mexico...it's all a prelude to something.
Yup, Brian they do. Last night on the news it started. They released a report saying that the NFL games this weekend have been threatened on a known terriorist website (Could it be the White Houses website maybe?), anyway, I think Bush and Company have been reading to many Tom Clancy novels or watched Black Sunday one too many times.
In 19 days, the Republican Party train wreck will finally happen. For the American people, it will be like emerging from the Dark Ages. The evil empire of King George II will be restored to the people as the founding fathers intended. And a new age of democratic enlightenment will follow. Of course, the realities of terrorism and nuclear proliferation will still be a part of our lives, but at least a government of, by, and for the people will be in charge. Gone will be the days of tyranny at the hands of Big Oil, the Religious Wrong, and the Secretary of War. November 7, 2006 will be the United States of America's Bastille Day.
It is a sad state of affairs when we expect to be lied to, deceived, and await manufactured threats from our current regime. It is even sadder to realize there are STILL people who believe all the manure spun their way by our mentally challenged leader and his morally corrupt posse. I'll hand them one thing, they have done a good job of conditioning us rats to expect the cheese when teir bell is rung. Too bad many of us, self included, didn't realize the cheese was poisoned. Vote ALL the scoundrels out, keep only the truthful and honest, regardless of party affiliation.....or look forward to 'staying the course' : more of the same....more consolidation of power in our budding aristocracy, more loss of our freedoms and rights. Personally, I'm worried about our own country for a change. You know, education, crime, healthcare and all the other things that affect my daily life.

The number one story is vote fraud. Everyone has seen the reports of faulty Diebold machines, vote counts from Republican strongholds in excess of the population, vote role purges, intimidation of mniority voters, and other dirty tricks by the Republicans. I hope the media will cover this serious issue. And, I hope that the Democrats litigate and fight vote fraud to the fullest extent. Vote fraud is the most disgusting anti-American crimnial act -- and, should be investigated and prosecuted to the fullest extent. And, to all the voters out there -- don't lose hope. Vote and bring all your frinds with you !
Hmmm...let's see what threat could pop up before the election...it would have to affect a couple of important states like Florida and Ohio....what showed up in the news? The following: "The threat, posted on a Web site, alleges that dirty bombs could be used this weekend against seven stadiums -- in Miami, New York, Atlanta, Seattle, Houston, Oakland and Cleveland. The bombs were to be delivered by truck, the posting said." Surprise! It's October! We're gonna release non-credible threats to the public. Be Afraid!
The November surprise. Oh yeah...Saddam H's jury verdict is due as early as November 5th. Do a search for it...it's out there. Anyway that'll be enough to keep the status quo...

Those polls weren't all messed up - the vote was fraudulent. "OH, no way!" shriek the faithful. "There has never been a dishonest president, a stolen election or a more trust worthy administration in our history." You people deserve what you're going to get, but the rest of us don't.
Declining support for the GOP is a harbinger of a healthier, safer world but what will replace Republican insanity? Democrats or somebodies need to find voices to present creative ideas and the courage to stick with them. Now we hear only faint voices with statments changing at each new poll. Aren't any of them against the war? Do they support Cheney/Bush Humane Torture in secret foreign camps. I long for a few candidates who have the guts to stand for something. A brand new Congress is not a guarantee of a better Congress.
Seems we presently have three major parties in the American electorate: 1. Roughly 30% would sacrifice everything (except, of course, all their stuff) for Jesus, or George Bush, whichever comes first. 2. Same percentage, give or a take, remember the Clinton Years as the Second Coming and pine for the Democratic Rapture. 3. What's left on the cutting room floor are the completely inured, the cynically disenchanted. Who will win? Who will lose? It is going to be close, and the cynics (surprise) have the deciding vote.
It doesn't matter what the polls say, the Republicans still control the voting machines. The results probably have been already programmed, remember Florida and Ohio.
The claim has been made repeatedly that the exit polls that showed Kerry winning in 2004 have been "proven" wrong. This is just another bald-faced lie being spread by Bushies. However, the discrepancies between the alleged vote count and the polls were explained away with a lame theory that Republicans were more reluctant to talk to pollsters than Democrats, causing the pollsters to undercount the Republican vote. That theory was debunked by the fact that the discrepancies only occurred in "battleground" states, not states that were overwhelmingly Repub states where vote fraud wasn't necessary or overwhelmingly Democratic states where the fraud necessary to turn the election would have been so massive it would have made even the gullible U.S. news media suspicious. The exit poll data were examined by qualified statisticians who found no evidence that the polls were done incorrectly. But of course, that's just science and as everybody knows, the Bushies ignore science because it has a "liberal bias." The only hope the Democrats have this year is that the voters are so revolted by Republican corruption and incompetence that Rove can't disenfranchise enough Black voters this time to prevent the Democrats from winning a majority of seats in Congress.

Exit polls have been notoriously ACCURATE since their inception UNTIL the Bush administration came to power. Life in America. Geeez. I have never see anything like it in my 48 years. The last 12 years that the Republicans have been in power we have seen them pursue an investigation against a sitting president for all of the 8 years he was in office. Nothing ever came of it and millions of you hard earned and easily spent tax dollars were spent. We have seen manufactuered evidence to start a war of agression in Iraq. We have seen them start a war without planning ahead to get us back out. Now we are looking at Iraq and Afganistan destabilizing he rest of the Middle East and it is our country's fault. We have seen America's standing in the world plummet from Beacon of Hope to Bully on the block. We have seen the likes of Karl Rove, Tom Delay, Bob Ney, Mark Foley, Randall “Duke” Cunningham and Jack Abramoff rise and fall in the republican party. We have seen five different tax cuts that were designed to only help the the richest Americans. We have seen the gap between the rich and middle class widen. Save America! Vote against a Republican in your district and state on November 7.

And yet, after all the horrible things this President has come to represent, the only thing he is never questioned about is his good old boy power fraternity, the secret society Skull and Bones. I don't begrudge anyone membership in any organization, but it seems that the President of the United States should not be able to have alligiance to two Masters. While I don't necessarily believe that this group is as nefarious as described, I wonder how it is that he is never questioned as to being a memeber, or their goals as an organization. Creating a war that has no end, dividing the people so that their own agenda can be offered as a solution, the destruction of the United States sovereignty, and the subjugation of all the barbarians [that's you and me]. Well, it might not be true, but boy it sure looks similar. The Associate Attorney General, the Chairman of the Securities and Exchange Commission, the General Counsel to the Office of Homeland security, the Pentagon's representative in Europe, the President of the Council on Foreign relations, as well as many leaders in the publishing and banking world are all cronies of this rich boy fraternity dedicated solely to the gaining of power and control for its members. Why is our President given a free pass on this? Why is he allowed to go on not answering questions about this organization? He is supported by the modern day Pharisees and Saducees despite his views on torture and war, and I wonder if they would have been so supportive if they knew his nickname as a member of The Order was Magog [the same name as the one who starts the battle of Armageddon, or if they knew that his initiation included bowing to and kissing the feet of one dressed as Satan, Judas Iscariot,as well as kissing the feet of a costumed mockery of the Pope [not to mention Don Quixote]. All I want is that the goals and books of the Russell Trust be thrown open for all to see. It was made law in the 1940s that they don't have to open their books to the public. After all, if it's a secret society....well, what do you plan in secret? It must be one heck of a party they're waiting to surprise us with, right!?

I am so tired of hearing Bush state that the Democrates are a "Cut and Run" group and that they will do nothing but have the rest of the world look at us as if we cannot keep our word. What Bush should be saying is that the Republican party believes in the statement "Stay and Die". The month of October is beginning to look like the deadliest for the American Service Persons. On just 2 days there have been 10 killed. How can he look at himself in the mirror everyday and say he feels for the families. He does not know what compassion is. He cares nothing for the people of the US, except for his bodies, the rich people. Please everyone stop listening to the people who would see the death of our country and help to try and restore the faith in the world that this country will do the right thing. VOTE VOTE VOTE VOTE
Just a thought concerning vote fraud: Such base attempts to undermine our system of government should be considered treason. I realize that maliscious intent might be very difficult to prove, but those who perpetrate these acts are as great a threat to our security as any other terrorist, and should be treated no better. The possibility of death by firing squad/hanging/gas chamber/lethal injection just might give a few people pause.

I think it will be high time for a general strike if the Fascists manage to steal another election. Either that, or it's going to be a low-grade revolution.
The numbers at the voting polls must be so overwhelming that there can be no "hijacking" of votes. This is why I encourage everyone to exercise your privelege. We cannot give up hope that each individual can make a difference. My fellow Americans, if you love our country and all it stands for, please go out and vote.
America is all americans land. we need to protect our land against enemy and poverty, have a good healthcare system for all citizen, protect our social security, strengh the education and our economy by all means, always keep our freedom. Also we need to create good relationship with other countries so we can have respect from outside the united states. we are divided because of politic. Let's make every single vote counts because we are the world model. Before we decide to go voting let's try to see which candidate has a good perspective for the future of america.

A symptom of the past few years has been that, while never previously believing that our basic liberties could be hi-jacked, I now believe this to be underway;in large part due to the lack of a representative congress. From being herded into submission through the guise of "soft on terrorism" to the adage that "power corrupts", the only logical choice to my mind is complete overhaul of party power in both houses at this point in time. It can be fine-tuned to reflect individual merit regardless of party (the optimal situation) some other election. For now, in my humble opinion, the national and the world's welfare necessitates a Democratic landslide.
There is a solution for those who fear the votes will be manipulated on Nov.7. Vote absentee. You don't have to go away to do this. You simply apply for an absentee ballot and then you can vote having the "paper trail" that so important to make sure your vote will count. Remember, you must be registered to vote in order to apply for an absentee ballot. Please don't excuse yourselves by saying "my vote won't count because the machines are rigged". Vote absentee and make your vote count!!
