Per NBC’s Ken Strickland, the Senate is expected to vote today on the revised Iraq supplemental, which does not contain timelines for troop withdrawal. Here's where the Democratic presidential candidates stand (for now) on this new war-funding bill:
BIDEN: At a news conference on military equipment, he said YES, he'll vote for the war-funding bill. And later in a written statement, he said: "I believe that as long as we have troops on the frontlines, we must give them the equipment and protection they need. So I will vote for the supplemental."
CLINTON: She didn't answer the question when asked yesterday at an immigration news conference or in the hallway pursuit of her that follows.
DODD:  in a written statement, he said NO, he will not vote for it. "I cannot and will not simply give this President another blank check."
OBAMA: His office says he wants to read the bill, see what the benchmarks are, and then announced his decision.

Edwards put out this statement: “Every member of Congress who wants to support our troops and end the war should oppose this proposal. If you're in Congress, and you believe this war is wrong, I urge you to use every power you have to stop it if it's brought up for a vote. Block the blank check.”

The New York Times examines why congressional Democrats caved on the Iraq supplemental. “Democrats said they did not relish the prospect of leaving Washington for a Memorial Day break — the second recess since the financing fight began — and leaving themselves vulnerable to White House attacks that they were again on vacation while the troops were wanting. That criticism seemed more politically threatening to them than the anger Democrats knew they would draw from the left by bowing to Mr. Bush."

But the threat from the left seems serious. The Politico writes, “Enraged by what they considered capitulation by Democrats, anti-war leaders vowed to redouble their efforts at defeating the next funding request when it comes up as expected in September. The group MoveOn.org, which previously had been an ally of the Democratic leadership on the war issue, in a statement raised the specter of ‘in-district advertising and recruitment of primary challengers’ as punishment for Democrats who supported the deal… MoveOn circulated a flier among lawmakers' offices reading ‘Congress: Have some backbone. Vote No on the supplemental.’”

Few men or women elected in our history—whether executive or legislative, state or national—have been sent into office with a mandate more obvious, nor instructions more clear: Get us out of Iraq. Yet after six months of preparation and execution—half a year gathering the strands of public support; translating into action, the collective will of the nearly 70 percent of Americans who reject this War of Lies, the Democrats have managed only this: The Democratic leadership has surrendered to a president—if not the worst president, then easily the most selfish, in our history—who happily blackmails his own people, and uses his own military personnel as hostages to his asinine demand, that the Democrats “give the troops their money”; The Democratic leadership has agreed to finance the deaths of Americans in a war that has only reduced the security of Americans; The Democratic leadership has given Mr. Bush all that he wanted, with the only caveat being, not merely meaningless symbolism about benchmarks for the Iraqi government, but optional meaningless symbolism about benchmarks for the Iraqi government. The Democratic leadership has, in sum, claimed a compromise with the Administration, in which the only things truly compromised, are the trust of the voters, the ethics of the Democrats, and the lives of our brave, and doomed, friends, and family, in Iraq. You, the men and women elected with the simplest of directions—Stop The War—have traded your strength, your bargaining position, and the uniform support of those who elected you… for a handful of magic beans. You may trot out every political cliché from the soft-soap, inside-the-beltway dictionary of boilerplate sound bites, about how this is the “beginning of the end” of Mr. Bush’s “carte blanche” in Iraq, about how this is a “first step.” Well, Senator Reid, the only end at its beginning... is our collective hope that you and your colleagues would do what is right, what is essential, what you were each elected and re-elected to do. Because this “first step”… is a step right off a cliff. And this President! How shameful it would be to watch an adult... hold his breath, and threaten to continue to do so, until he turned blue. But how horrifying it is… to watch a President hold his breath and threaten to continue to do so, until innocent and patriotic Americans in harm’s way, are bled white. You lead this country, sir? You claim to defend it? And yet when faced with the prospect of someone calling you on your stubbornness—your stubbornness which has cost 3,431 Americans their lives and thousands more their limbs—you, Mr. Bush, imply that if the Democrats don’t give you the money and give it to you entirely on your terms, the troops in Iraq will be stranded, or forced to serve longer, or have to throw bullets at the enemy with their bare hands. How transcendentally, how historically, pathetic. Any other president from any other moment in the panorama of our history would have, at the outset of this tawdry game of political chicken, declared that no matter what the other political side did, he would insure personally—first, last and always—that the troops would not suffer. A President, Mr. Bush, uses the carte blanche he has already, not to manipulate an overlap of arriving and departing Brigades into a ‘second surge,’ but to say in unequivocal terms that if it takes every last dime of the monies already allocated, if it takes reneging on government contracts with Halliburton, he will make sure the troops are safe—even if the only safety to be found, is in getting them the hell out of there. Well, any true President would have done that, Sir. You instead, used our troops as political pawns, then blamed the Democrats when you did so. Not that these Democrats, who had this country’s support and sympathy up until 48 hours ago, have not since earned all the blame they can carry home. “We seem to be very near the bleak choice between war and shame,” Winston Churchill wrote to Lord Moyne in the days after the British signed the Munich accords with Germany in 1938. “My feeling is that we shall choose shame, and then have war thrown in, a little later…” That’s what this is for the Democrats, isn’t it? Their “Neville Chamberlain moment” before the Second World War. All that’s missing is the landing at the airport, with the blinkered leader waving a piece of paper which he naively thought would guarantee “peace in our time,” but which his opponent would ignore with deceit. The Democrats have merely streamlined the process. Their piece of paper already says Mr. Bush can ignore it, with impugnity. And where are the Democratic presidential hopefuls this evening? See they not, that to which the Senate and House leadership has blinded itself? Judging these candidates based on how they voted on the original Iraq authorization, or waiting for apologies for those votes, is ancient history now. The Democratic nomination is likely to be decided... tomorrow. The talk of practical politics, the buying into of the President’s dishonest construction “fund-the-troops-or-they-will-be-in-jeopardy,” the promise of tougher action in September, is falling not on deaf ears, but rather falling on Americans who already told you what to do, and now perceive your ears as closed to practical politics. Those who seek the Democratic nomination need to—for their own political futures and, with a thousand times more solemnity and importance, for the individual futures of our troops—denounce this betrayal, vote against it, and, if need be, unseat Majority Leader Reid and Speaker Pelosi if they continue down this path of guilty, fatal acquiescence to the tragically misguided will of a monomaniacal president. For, ultimately, at this hour, the entire government has failed us. Mr. Reid, Mr. Hoyer, and the other Democrats... have failed us. They negotiated away that which they did not own, but had only been entrusted by us to protect: our collective will as the citizens of this country, that this brazen War of Lies be ended as rapidly and safely as possible. Mr. Bush and his government... have failed us. They have behaved venomously and without dignity—of course. That is all at which Mr. Bush is gifted. We are the ones providing any element of surprise or shock here. With the exception of Senator Dodd and Senator Edwards, the Democratic presidential candidates have (so far at least) failed us. They must now speak, and make plain how they view what has been given away to Mr. Bush, and what is yet to be given away tomorrow, and in the thousand tomorrows to come. Because for the next fourteen months, the Democratic nominating process—indeed the whole of our political discourse until further notice—has, with the stroke of a cursed pen, become about one thing, and one thing alone. The electorate figured this out, six months ago. The President and the Republicans have not—doubtless will not. The Democrats will figure it out, during the Memorial Day recess, when they go home and many of those who elected them will politely suggest they stay there—and permanently. Because, on the subject of Iraq... The people have been ahead of the media.... Ahead of the government... Ahead of the politicians... For the last year, or two years, or maybe three. Our politics... is now about the answer to one briefly-worded question. Mr. Bush has failed. Mr. Warner has failed. Mr. Reid has failed. So. Who among us will stop this war—this War of Lies? To he or she, fall the figurative keys to the nation. Voting for the new funding bill is like telling your son and daughter that if you get a job and strat cleaning up your room by the time the next school year starts, we will give you enough money to support your drug habit until then. Then adding, we won't make yor employment or tidiness strict factors in deciding whether to continue to support your addiction. This is stupid. I agree with Edwards: if you are against the war, vote against the funding. George Bush's pride in being a war President is like feeding your teenagers' addiction to drugs: keep feeding it and everyone and everything around your family will be negatively affected.
What about the troops? Who cares if Congress is debating over money...what else is new. Congress needs to start asking the correct questions such as, "How are the troops?", "What's thier opinion?", "How do they feel?". Too many questions are going unanswered. The troops need a better way of communicating to the public like Youtube.com. But we already know what the government thought about that concept. Every single Presidential Candidate must stop focusing on their vote count and focus on the current problems in Iraq. Who cares about what they think? Is it really going to matter anyway? They don't have to be elected President to do something about it. They already have the public influence to make any decision they want. I think the troops opinion is more important and more effective.
The truth is this country is still divided on this war. Even though everyone wants to get out..we can't agree on how to do it. To the Dems fault they should have forced benchmarks atleast. Maybe they will in September...the time is not right for Presidential politics because that often requires taking extreme positions. Good luck when you have to explain those votes.

70% of Americans think the troops should leave Iraq. Unfortunately 70% of the Senate doesn't agree. Until that time the GOP holds all the cards. They also hold our troops hostage in a situation that they, the strongest, best trained, most capable fighting force in history, cannot win. Hold the real culprits responsible; the Republicans who sold us this bottle of snake oil and cannot, for political reasons, admit that it's phony and worthless.
I'm getting real tired of the political gameboard that the Dems are playing on. When will they realize that in order to come out on top on their plight to stop the war they have to stick together or they will just look dumb. My son did a year in Iraq with our local Guard and I have never been in support of it. Just reading what these politicians have to say is depressing. As usual they don't agree and that has been their basic stumbling block in the progress they seek. Why is it that all of us Americans know that we are not getting anywhere in Iraq and Bush and his cronnies don't. Is it the oil? Is is a political game? Is it bullheaded leadlership? Or, is it a man who just doesn't know any better? Either way, this is the issue: My son is there and not the politician's kids. Since it isn't, then they are heartlessly just playing a game. We can't see who our enemy is over there. It's like Vietnam. They all look alike. It's just another episode in the big nose of American leadership sticking it's nose in the affairs of other countries. And, how do we fix their problems...we offer young American lives. Thus far, over 3,400 of our young, brave soldiers have given their lives for a country who does little for themselves in return. What proves this? The Iraqi Assembly is taking a two month vacation! A pretty gutsie move, if you ask me. They are leaving on a long break while our children stay there and die for them. What should that tell us. It should tell us to come home and let them take care of their own problems. So what do I do now? I sit back daily and pray my son doesn't have to go back to this mess. If you are in favor of this fiasco, then send your son. If not, get off your butt and protest! Spread the word! AMERICANS HAVE HAD ENOUGH OF THIS. HEY, GW, SEND YOUR DAUGHTERS OVER!!!!

Claiming either side won the battle over funding while troops and innocent people die is just flat damn wrong!! This administration's policies will go down in history as the worst and most contemptuous and arrogant. I believe all have failed the troops, they are the ones caught in the crosshairs. We have to remember the numbers people. The dem have to wait until September when some of the rep will switch over and begin supporting benchmarks. (If they really keep their word.) As for the "pork" on this bill, we need to get something out of this president for the people. Why not tie some educational and minimum wage increases into this blank check? Unfortunately until the next election cycle for congress comes up, there is only so many things that these representatives can do. We the people have been promised that the rep will stop supporting this insane president in September if things haven't improved. I just find it all ridiculous that this dictator has had free reign for so many years, and now it all comes down to being the fault of the dem. If you want to see something other than the death of our soldiers, then don't vote for this crap anymore. As for what our troops think, I believe they all want to accomplish their mission (even though most of us don't know what that is) and I know they love their country and are willing to die for something that they might not believe in. We are backing an Islamic government whose leader (Al Maliki) is a member of a VIRULTENT ANTI-AMERICAN party (DAAWA) founded in IRAN and SUPPORTED by IRAN. The best BUSH can hope for is that the Maliki government stabilizes and we can start withdrawing our troops while BUSH declares victory. Of course, that will still leave a FUNDAMENTALIST ANTI-AMERICAN government in power that is JUST as bad if not worse than SADDAM. This is BUSH's VICTORY?? Only for the BUSH DROOLERS.
I blame the democrats for backing down! I knew the republicans would back Bush and the party (remember, party first and country last). But I expected some backbone from the dems. So here we go with another blank check for that miserable excuse for a president. And what happens in September? Do you really expect some repubs to join the dems in supporting benchmarks? What difference would it make if President Bush did pull out. (Like it would ever happen) But seriously, DEMS, REPS, it doesn't matter. There is a problem and we need to stop focusing on labels and parties. Do we honestly believe that "Someone Else" can do better? America is in such a deep hole, it will take years, if not decades to get out of this mess. I don't think that pulling our troops out would be the end of it. Who would we be kidding? The "Next-Elect" will find something to blame such as Iran's Nuclear capabilities, Global Warming, or World and US Ecconomics. And before you can say congradulations to the next President, the U.S. will be right back in the middle of another country trying to show it how its done. The world is not perfect and we need to stop focusing on the world's problems. Our priority is right here at home, to the American people, not Iraq, not Iran. No one. Excuse me if I sound a little selfish, but there are plenty of problems that need attention in America. The idea of position of United States President has been taken for granted too many times.

As I saud in another thread.....Can anyone really be surprised at the outcome of the Iraq war funding legislation, with the monumentally inept "leadership", the Democrats have presenting and negotiating their programs??? Let's see what "Speaker Pulloutski" has accomplished since the mid term victories.... She failed at getting Jack Murtha positioned as her, right hand, hatchet man for the Iraq debate (showing that she can't unify, or move anything, much less her own party)..... She hasn't enacted ANY of her promised "first 100 hour" legislations.... Her grandstanding, sophomoric, foreign relations, trip to the middle east, that blew up in her face, when she brought a supposed Israeli peace proposal message to the Syrians that was never extended (isn’t screwing up for the domestic media enough of a disgrace, why add an international twist to the mix).... This week she has her gluteous maximus handed to her with BushW getting his way, for the moment, with the Iraq war funding legislation... (God help the democrats if the war shows any improvement in the interim, before September…sorry, it’s back to the minority seats) Quite a track record, for an individual that was spouting continuous rhetoric and bravado about what she was going to change, enact, legislate, after the mid terms, but then again, that was before she actually had to accomplish anything, of consequence, on her own merit. All of that aside She and the rest of the Democratic leadership & congress must be exceptionally proud, for it only took them four months to accomplish, what it has taken Bush, six and a half years of constant miscues to do, they now have a lower approval rating than his record low numbers....The only question that arises when one looks at the likes of Pulloutski, Reid and Murtha....is which one is actually Larry , Curly or Moe....a disgraceful alternative to what has been a very,very poor administration
Al, KS - I've been saying for some time now exactly what you said. We're arming our next enemy just like we've been doing all over the world for the last 50 years. Somehow we don't seem to be able to learn that lesson, but Iranians still remember when we overthrew an elected government to install the Shah, and South Americans still remember when we overthrew an elected government to install Pinochet. Both of those actions and a lot of others have come back to burn us later. Like Reagan's "Afghani freedom fighters" who we now know as the Taliban.

Okay everyone Kerry and Leahy have said they will vote NO on the Iraq supplemental bill. Are any of you aware of others who will vote No? I am watching to see who in the race for President will also vote no.
That any would call this Iraq bill a compromise is laughable. The compromise came when bush told congress he wanted a blank check; congress did campaign statments that they would not give him a blank check and then the great compromise: congress issued a blank check. AND THE PEOPLE SAID NOTHING!

ex-marine, I suppose you honor the service of every veteran living and dead by calling people names and with your personal insults/attacks? And you still continue to straddle the Vietnam fence. In one post you will say we had no business there, and in the next you will say you were there fighting for our rights? Which is it?
jus, everyone who reads my post understands what I said but leave it to the likes of you to twist and turn what I said into something I did not say and that makes you a LIAR. darrin changing your name wont fool anyone, this is exactly what you asked me a week or so ago but you try it again, this shows your lack of respect and intellegence.
It looks like we have imposed a September deadline, the Democrats will have to stand against the war next time or loose their base. They have handed a crazy man both a gun and boxed him in a corner. Implement a bloodbath in Sadr City and get the surge moving or utilize the fleet now in the gulf along with Israels increased aggressivity and move the front to Iran.It will now be a tense summer. Why are we doing this again?
I support the VFW 100%! A great group of people. Just two people in here I don't care for being in the VFW. Of course, I always will talk about that corner of the VFW, you know, the greatest generation? The one's that actually saved the world from evil. Not the one's who went over to nam and are still a bit bitter about the outcome. And of course, I support our guys over there in the middle east 125%, without them, we are a nation of nothings.
