Between now and August 11 (the day of the straw poll), we'll be focusing a bit more energy on the under-the-radar campaigns going on among the various second- and third-tier GOP candidates. Politico's Simon helps set the cheeky CW for the second-tier candidates.

GIULIANI:

John Harwood of CNBC and the Wall Street Journal curtain-raises Giuliani's health-care speech today. Giuliani, "bidding for the allegiance of economic conservatives, is set to outline a health-care policy that he says would improve coverage access and affordability at little cost to the government." In an interview, Giuliani "described development of the anemic market for individually purchased health-insurance policies as the centerpiece of his plan. He said that, if elected, he would introduce a tax deduction of as much as $15,000 a family for the purchase of such policies. He predicted that with such a tax break, the number of Americans buying coverage on their own would go to 30 million or more from the current 17 million. Such an increase in subscribers would let insurance companies cut the prices of policies markedly and allow "millions" of Americans to afford coverage, Mr. Giuliani said."

In a conference call yesterday, the campaign unveiled its health-care team, which includes Dr. Mark McClellan, former director of Medicaid services; Dr. Daniel P. Kessler of the Hoover Institution; Sally Pipes, head of the Pacific Research Institute; Dr. Scott Atlas, chief of neuroradiology at Stanford University Medical School and a fellow at the Hoover Institution; and Dr. David Gratzer of the Manhattan Institute.

While in New Hampshire yesterday, Giuliani took shots at Democrats, saying they want to create a “nanny state.” And in an effort to appear the economic conservative, he warned that Democrats would raise taxes by at least 20 to 30 percent.

The former New York mayor campaigned VERY close to Romney's summer vacation place yesterday.

Giuliani also did New York Republicans a favor by criticizing Gov. Eliot Spitzer (D) for the role his office played allegedly using state police to "improperly scrutinize" state Senate GOP leader Joseph Bruno.

It's been a while since we've heard anything from or about Judith Giuliani. But Vanity Fair's Judy Bachrach weighs in with her own profile of the former Judith Nathan.

F. THOMPSON:

The Washington Post's Richard Cohen weighs in with his second anti-Thompson column in as many weeks.

Many news organizations are following up on NBC’s Kelly O’Donnell’s reporting from last week that Thompson will report today that he’s raised about $3 million in June for his “testing the waters” committee. The New York Times: “The amount, to be reported as required to the Internal Revenue Service today, was less than the $5 million that Mr. Thompson’s supporters had hoped for and has met with some disappointment inside his camp, which has also been buffeted in recent days by staff defections and high-level disagreements. A spokeswoman for Mr. Thompson, Linda Rozett, said the sum should be put in the proper context, noting that he was not yet a declared candidate and that those who were had already had many months to establish their organizations.”

The campaign's internet outreach adviser, Jon Henke, released a memo defending the campaign's fundraising and noted that the campaign had a burn rate below 20%.

Noting a burn rate is all well and good, but should a "testing the waters" committee be worried about burn rate? Aren't they not yet a campaign? Look for Thompson rivals to start pushing this issue harder today about whether Thompson is truly "testing the waters" or running a campaign via 527.

By the way, keep a close eye on the Thompson campaign this next month. How successful will they be wooing supporters from other camps (particularly McCain’s)? Will they roll out endorsements or draft committees in an orderly fashion? Will it be similar to what Bush did in '99? One assumes they are up to something… If they don't woo a solid slate of folks early, is that a bigger deal than their lower-than-expected fundraising?

A 20% burn rate BEFORE entering the race - only a debt-loving Republican of the modern day would brag about such a figure.  Maybe he can spend 20% of our GDP before he's elected, too.
The neo-cons fear mongering no longer works with a majority of Americans when it comes down to democrats raising you taxes; considering our deficits are at record levels; in the history of this country under Republican leadership. We become the biggest debter in the world. Keep talking trash Rudy.
Considering that there are people who do not want health insurance, this will be for the one's that do want health insurance.  I cannot believe there are that many gullible people in this country that think that raising taxes to provide health insurance is the answer.  What happens if you don't want the health insurance?  Should you pay extra taxes for something you don't want?
Rudy...news for you...health insurace is already tax deductable...so you're saying we don't need to change anything...heck of a job Rudy.
I have never met a human being who does not want health insurance.  I have met quite a few who can not afford it, and I am not talking about those who drink beer and watch springer all day either. I am talking about the folks who work at the market where I buy my gas, the servers at every restaurant I have ever eaten in, and the daycare that keeps my grandchild.  All of those hard working American Citizens would love to have health insurance but since they all make less than $10.00 per hour (and can not afford it)and their boss is exempt from contributing or helping obtain insurance for them they have no health insurance.  If I could put a big tax on anyone making more than 100,000.00 per year and earmark it for health insurance for those industries I would do so. These are hard working American Citizens and they deserve healthcare and health insurance just like anyone else who works 40 + hours a week.  That is why I am considered a big tipper when I eat out and give a nice little bonus to the childcare worker every year - they work hard and I recognize their contribution to our nation.
Union Baby: "I have never met a human being who does not want health insurance."

Baiter - stay away.
StevenBrenner - well have you met anyone who does not want health insurance?  Have you met anyone who has come right out and said they do not want health insurance or health care for their children?
I have not - maybe your family is larger than mine (I have 11 aunts and uncles who all have children and grandchildren - they all want health insurance and healthcare).  I work with over 20,000 people and everyone I know who works here is very happy to have health insurance and thankful there are enough of us on the rolls to make it less expensive.  It is one of our benefits that keeps us here.
Maybe you don't have health insurance or healthcare or maybe you are employeed by one of the big evil industries - Insurance (the others are drug firms and oil companies), if so, then by all means state your case.  Just don't think that folks are not interested in something because they can't afford it.
Union Baby's head is so big it's about to explode!
gonzo-gate
Union Baby...if you have 11 aunts/uncles and you are consistently bashing the employers who provide opportunities for gainful employment...then you and your family need to 1. practice birth control as do the rest of us responsible taxpayers, and 2. get at least a grade school education.  Unions have been one of the great scourges on our nation, you sniveling fool.
Rudy, Thompson and Romney are jokes and CFR puppets.

One is flipflopping liar(Romney.) Another is crook lawyer and corporate special interest lobbyist Thompson.) And the other is a transvestite who had sex with his cousin (Giuliani.)

And all of them are ChickenHawks who REFUSED to serve there country in the US Armed Forces. But even though all of them are cowards they want to send our kids off to die in a war with Iran.

And you call this a choice. None of the above!
