Rudy’s immigration shift?

In his continuing shift right, Giuliani is up today with a 60-second, hard-line immigration radio ad in Iowa and New Hampshire called “Fence.” In the ad, he says illegal immigration “frustrates” him and he drew on his experience as mayor of New York -- again. He criticizes the U.S. Immigration Service, who he says he tried to work with as mayor of New York.

“It makes no sense,” Giuliani says of the immigration service’s deportation priorities. “After they have been in jail for selling drugs in the United States -- we now have to keep them in the United States. They [the immigration service] couldn’t do it [deport them], because they had other people lined up to throw out. They had like a professor who over-stayed his visa. I had a drug dealer who had maybe killed people.”

Last week, Romney accused Giuliani of having run a “sanctuary city” for illegal immigrants as mayor of New York. This week, the New York newspapers challenged Giuliani’s hard-line immigration credibility. Today, the New York Post wrote, “Critics said Giuliani's get-tough plan contrasts with his actions as mayor, when he actually filed a lawsuit to protect the identity of illegal aliens receiving city services.” Yesterday, the New York Daily News said as mayor Giuliani was “considered one of the most immigrant-friendly government executives in the nation -- in both word and deed.”

The Daily News pulled a quote from Giuliani who said in 1994, “’Some of the hardest-working and most productive people in this city are undocumented aliens. If you come here, and you work hard and you happen to be in an undocumented status, you're one of the people who we want in this city."

GIULIANI: “It frustrates me that if someone comes here illegally, in addition to everything else that’s involved in that, if they commit a crime, we don’t throw them out of the country.  As the mayor of New York I wanted to see if I could get the Immigration Service to help me. Let’s see if you could get rid of the drug dealers who are coming out of jail. It makes no sense -- after they have been in jail for selling drugs in the United States -- we now have to keep them in the United States. They couldn’t do it because they had other people lined up to throw out. They had like a professor who over-stayed his visa. I had a drug dealer who had maybe killed people. A person who comes here illegally and commits a crime should be thrown out of the country. People that come in illegally we gotta stop. You stop illegal immigration by building a fence, a physical fence and then a technological fence. You then hire enough Border Patrol so they can respond in a timely way. And then, if anybody becomes a citizen, we should make certain that they can read English, write English and speak English, because this is an English speaking country.”

Thank God Rudy saved America on 9-11.
Bottom line is that no manner what any politician says in the campaign about immigration, once in office there is no political will to actually accomplish the stated goals. Republicans leaders really do not want to stop illegal immigration because of the cost and the democrats see every immigrant as a potential vote.  
Even if they build a fence and appropriate money for construction, how many decades will it take and how many decades will be spent maintaining a fence. It is going to be just like any major interstate highway project, in that it will never be completed. Once built, the fence will always require upgrades, maintenance and expansions. It will amount to a huge pork project for the Border States and contractors. How many politicians will be bought by companies vying for the construction and maintenance contracts.
If the government is responsive to the immigration reform and control, then the money should be spent on enforcement and people resources. Adding people and equipment to the immigration department and border security patrol would be a better use of resources. Just securing the southern border will not ensure we are free from terror threats. If we ignore the Northern border, we will leave our selves vulnerable from the north. After all how many of the 911 Hijackers crossed over the Mexican border?

Rudy's early comments on immigration were 9/11. Yes the world has changed since then and so did Rudy.

Can someone tell me how a city mayor has ANY credibility on federal immigration laws? Does he even realize that there is no INS any more? It all falls under DHS now.

I can't blame Rudy when, as mayor of USA's largest city (and largest illegal population), he took the decisions he did. It'd be tough as hell to deny all services to a quarter of your city's population.
WOW, a 30-second ad for Giuliani where he DIDN'T mention 9-11!!  He must be losing his touch.  Anyway, how he got to be an "expert" on terrorism is beyond me; he was mayor when NYC got attacked, so what-- that's like saying I'm an expert on crime because my car got stolen.
*sigh if he thinks you stop illegal immigration by building a fence is dumber then i thought he was. The only way to stop illegal immigration is to help build up the economies of the countries that they are coming from. NAFTA for example has caused alot of problems for mexican farm workers, so guess where they go? I cant stand Rudy if he thinks that just because he was mayor of NYC on 9-11 that makes him qualified to run this country hes sadly mistaken

Many Rudy supporters are the same people who were accusing John Kerry of being a flip flopper in the 2004 election.  That's consistency for ya!
I suppose Rudy took out all those terrorists by himself?  I do hope you are making a joke, Rudy was not mayor of New York very long after 9-11, but anyone who did not know better would think he was at the helm for years after.
"His" city would never work without illegal immigrants (all those nannies, butlers, and servants).  Guess he figures if he gets elected he won't need them anymore - the White House is fully staffed.
I've said it before and every time Rudy Bush opens his mouth he sounds more and more like a chip off the old block.  I don't know what his problem is he should have President Bush with him hand in hand.  Now he wants to stop establishment of a Palestinian State and attack Iran's nuclear infrastructure, sound familiar? You know, people said the same thing about John Kerry, about flip-flopping on issues. So, does this mean that everyone who disgusts these 'flip-floppers' has never changed their mind on something before? Because, it must be real hard to form an opinion on something, then be proven that your opinion is in the wrong, and you still support it. Good for Rudy.
We already know that Rudy is a piece of work, but the real question to him is, what are you going to do about the 12 million that are already here. The answer to that question is the one that all the candidates are ducking!

Betty, Rudy didn't do anything on 9-11 other than what myself and thousands of other NY'rs did that day - go to work in downtown Manhattan, and scramble for our lives after the Towers were hit.  Rudy merely emerged from his hiding space AFTER the smoke cleared, made a bunch of pretty speaches, kicked the firefighters out of ground zero who were looking for their fallen brethren, make up excuses as to why the first responders' communications were wholly inadequate, try to justify building the Office of Emergency Management in the Twin Towers even though they were already a terrorist target in 1993 and continued thereafter, gave false statements about air quality, ... and I can go on.  The simple fact is that but 9-11, Rudy would merely be the Former Mayor of NY, and not the Repubilcan Presidential Contender. On 9-10-01, myself and my fellow NY'rs were counting down the days for him to step down - he's abrasive, divisive, and thinks compromise and consensus are 4 letter words. He's capitalized on a national tragedy for his own gain.  Trust me...he doesn't care about doing what's right for his nation - he only cares about power and is only running because he thinks he can win.
Thank God Rudy Giuliani is a Moderate Republican or I would have become a Democrat already.

I see nothing wrong with the statement or belief that undocumented workers who work hard are worthy of being in the City. We have no choice, Guiliano had no choice but to let them stay. How do you force the Immigration Service to hurry? That departmen needs a complete overhaul. You can't blame Guiliano for red tape that forces the Immigration Service to kick a professor out before a criminal. That is not Guiliano's fault, though it is completely ridiculus. And something should be done about it. You come to this Country illegally and that's bad enough but if you commit a crime YOU SHOULD BE KICKED OUT!
Rudy just happened to be Mayor of NYC on 9/11.  And boy does he remind us, over and over again!  He has warped policies and no real accomplishments.
Once the gold was located, Rudy "the terrible" was finished with recovery of hero's and shifted to the cover up phase of the illegal actions taken of a crime scene in which the steel was whisked away to impede any investigation that would prove the gov't allowed and helped 911 to take place to further the American-Israli plan for a new Pearl Harbor attack to carry out their further destruction of the rights of Americans and continue their New World Order expansion. Meanwhile the U.S. gives MORE military aid to the zionist Russian Jews in Isrial..these are not the Jews of Moses, but the Russian zionists who use Judaism and the holocost as a tool to further their desires. True Jews do not believe in murder for any reason, unlike Americans who think collateral damage is just a word!!!
Illegal immigration has very little to do with 9/11 and terrorism, and everything to do with isolationism and typical conservative bigotry.

Rudy did not do all the saving on that September day.  There were many heroic men and women of the NYPD and NYFD among others who worked to get people out and those who were out to safety.  He did some coordination and was a good symbol of hope at the time.  This should not be the only thing that he should be judged on to be president.  

What a person should be judged on when running for president (or other offices) are several: Experience (if any; technically none is needed), policy idea and plans on various subjects, character to some extent (but should not be used to eliminate), position papers, and background.  Where the candidate's ideas come from could also be important.  Since I am not nearly as ideologically set as other people, I am willing to listen to all of the candidates.  There are some who are better than others.  I would like to see one or two more parties that could run a viable presidential candidate.  
AND the man loves to wear womans clothing and makeup! Just wait til the Clinton power machine gets ahold of this fool. She'll crush this guy. The Clintons will definitely not put up with the lying swift boat, puppies either. We can just watch the action when the right wingers start with their lying attacks on Hillary and the Clintons chew them up for dinner.
What are Mayor Giuliani and Gov. Romney’s policies on immigration?  Well, it depends on where and when you ask the question.  Running for the Republican presidential nomination in Iowa this year they’re taking a pretty hard-line. But back home in liberal Massachusetts and New York City they were leaning a lot farther to the left.  

Here’s Giuliani at a 1994 press conference:

“The reality is that they are here, and they’re going to remain here,”
"If they're working, and they're complying with the law, and they're making a contribution, then let's sign them up, let's register them, let's collect their taxes, and let's let them pay their fair share,"

"Some of the hardest-working and most productive people in this city are undocumented aliens,"

"If you come here and you work hard and you happen to be in an undocumented status, you're one of the people who we want in this city. You're somebody that we want to protect, and we want you to get out from under what is often a life of being like a fugitive, which is really unfair."

This is from one of  Giuliani’s weekly mayoral radio addresses in 1996:

“Two days ago I announced that the City of New York has filed suit against the federal government. We are challenging a provision of the recently enacted federal Welfare and Immigration Law….Our lawsuit contends that the new federal law violates the Tenth Amendment of the United States Constitution by invalidating New York City’s “Executive Order 124.”
For those who may not know, “Executive Order 124″? is New York City’s policy regarding undocumented immigrants. This order was issued seven years ago by Mayor Ed Koch and then later reissued by Mayor Dinkins and then by me. “Executive Order 124″? protects undocumented immigrants in New York City from being reported to the U.S. Immigration and Naturalization Service while they are using City services that are crucial for their health and safety, and critical for the health and safety of the entire city.”

This is from a Giuliani speech to a pro-immigrant group on Thursday, January 9, 1997:
“So there is really no reason for the punitive anti-immigration legislation that we are now seeing in Washington.  The "Know-Nothings" of the mid-nineteenth century tried to isolate America, in a way very reminiscent of what is happening now.  It is a negative philosophy that sees people as liabilities. However, the vast majority of Americans have an optimistic view of humanity, seeing people as assets who contribute and create opportunities.  Forward-looking, enlightened Americans joined together to stop the "Know-Nothings," allowing for an incredible economic expansion in the twentieth century. Now, we must do the same, and stand up to today's isolationist movement, ensuring that America's next century is as prosperous as the last. That is why I am so proud to announce the establishment of this Coalition of well-known individuals and prestigious organizations who oppose the anti-immigration forces now being seen in Washington and elsewhere.”  

Giuliani strongly supported Bush’s guest worker program on Meet the Press:

"There isn't a mayor or a public official in this country that's more strongly pro-immigrant than I am, including disagreeing with President Clinton when he signed an anti-immigration legislation about two or three years ago, which we got some amendments of to protect the rights of immigrants."

Romney, who got caught using undocumented labor for both Massachusetts Public Works projects and his own yard work, has also taken liberal positions as recently as the last couple of years.  Here’s Romney in a November 2005 interview with the Globe, supporting the McCain/Bush  position:

"quite different from amnesty, because they required illegal immigrants to register with the government, work for years, pay taxes, not take public benefits, and pay a fine before applying for citizenship,”

"That's very different than amnesty, where you literally say, 'OK, everybody here gets to stay,
It's saying you could work your way into becoming a legal resident of the country by working here without taking benefits and then applying and then paying a fine."

In the same interview, Romney said it was not"practical or economic for the country" to deport illegal immigrants, adding:

"These people contribute in many cases to our economy and to our society"

Here’s Romney in the March 30, 2006 Lowell Sun:

“I don’t believe in rounding up 11 million people and forcing them at gunpoint from our country,”

“Those that are here paying taxes and not taking government benefits should begin a process towards application for citizenship, as they would from their home country.”

Of course neither candidate is voicing these opinions now that they’re seeking national office.  And it’s not at all clear what, if anything, they actually believe.

Its pretty sad how many people show so much disrespect to someone.  The fact is, when we were attacked on 9-11, Giuliani did exactly what he needed to do as a mayor.  He did not cower back, as I am sure many of you did.  He stood his ground as mayor and that city and our nation held together through it all and we kept our heads up.  Whether he is flip flopping or not, the fact is, the man dealt with a huge crisis that I am sure none of you would have been able to handle, and he did it very well.  He made sure that that city did what it could in the wake of everything that was going on, and the situation, as disasterous as it was, was handled in a much more organized manor than most would have ever have imagined it could be.  He didn't stay in office very much longer after, but following such a huge disaster, of course it was a lot of pressure beyond anything one normally deals with, therefore he left office.  9-11 changed everyone, so therefore, sure, his views definitely could have changed on immigration, I am pretty sure everyones views changed on something that day, and now it is something he is using as a tool for his campaign.  To me, immigration is not a huge threat, but it is something that should be taken into the account for the long run.  It is easier to keep track of a country when you know who is living in it and that the people in the country abide by the government they have known to follow.  If not, it can begin to slip, economically, socially, etc.  The thing is, no matter who wins the election, things will still be messy.  We just have to support our candidates to ensure things can be slowly resolved.
I think this says something about his character and what kind of president he would be.

Giuliani Vows to End Illegal Immigration

COLUMBIA, S.C. -- Under his immigration plan, Rudy Giuliani would allow most of the estimated 12 million illegal immigrants in this country to stay, work and even become citizens -- provisions that GOP hardliners blast as "amnesty."

In a rare revelation of his views on this hot-button issue -- and only in response to a direct question about it -- the Republican presidential front-runner outlined a position that resembles controversial parts of the comprehensive immigration bill Congress rejected this year because of charges it gave "amnesty" to illegal workers.

In two appearances here in a state where illegal immigration is on the rise, Giuliani said his first step would be to "end illegal immigration," by securing the border with physical and high-tech fences and properly deployed border patrols.

In response to a question by Richard Pope, 75, about the 12 million illegal immigrants already here, Giuliani said, "I would say come forward, get your ... tamper-proof ID card, get photographed and fingerprinted, and we will check you out."

He added, "If you want to work, pay your fair share and we'll sign you up. People who don't sign up we will find and throw out of the country."

Giuliani also said those workers who came here illegally but who qualified for the ID card could eventually become eligible for citizenship.

"If they ever wanted to become citizens, I would say they would have to pay a fine so it's not amnesty," Giuliani said. "Also they have to get at the back of the line, not get ahead of anybody else."

They would also have pass an English and civics test, he said.

Giuliani earlier this year rejected the Bush immigration bill as unworkable. He criticized it for failing to require an ID card for non-citizens and a database to track their arrival and departure in the country.

But he never attacked allowing the undocumented workers to stay or get citizenship.

Giuliani's plan runs counter to the views of immigration hardliners in his own party, including Rep. Tom Tancredo of Colorado, who is running for president as an immigration foe.

It also might open him to more criticism from his rival Mitt Romney, who is attacking the former mayor for running New York City as a "sanctuary" for illegal immigrants.

Giuliani yesterday held up his actions in New York as a model, comparing his requirement for finger-printing welfare recipients -- resulting in less fraud and fewer on the dole -- to his call for ID cards for noncitizens.

But in response to a question about whether George W. Bush had failed to enforce immigration laws, Giuliani refused to directly blame the president -- though he implicitly criticized him for failing to build the 700-mile fence authorized by Congress.

We really shouldn't care if he flipped, or flopped. The point is he's finally coming around to the correct position on this issue, which is good. Also, the spotlight is finally shining on the *illegal* "sanctuary city" nonsense... And that's good, too.
Since, I'm a Democrat I'm delighted that Rudy is the leading Republican in the polls. Hillary, Obama or Edwards will whip his phony butt come election day.

The immigration to the United States is not well control by the Federal Goverment as a result of:
1. Constitutional Reasons
2. International- Economical, Political Affairs
3. Isolation is not a principle of Capitalism
4. To keep down smaller economies, not lettin them growth or gain much value through manipulation of Market, International Monetary fund and World Bank in order to keep US as the most economic power and wealthier country.
5.  This tolerated immigration through the years and lack of law enforcement is due just and for those only reasons, to compensate what they take from the entire world.
