Clinton offers more on health care

In a speech on health-care quality in New Hampshire, Clinton laid out her five-fold plan to Dartmouth Hitchcock Medical Center health care professionals: (1) support health care providers, (2) educate patients, (3) reimburse doctors by rewarding quality, (4) recruit and retain more nurses, which she called the "heart and soul of the health care system," and (5) address health disparities for both racial/ethnic reasons and preexisting conditions.
 
Using language Clinton has previously reserved for the Iraq war and the military, Clinton said America "plod[s] along with a 20th-Century health-care system unable to take full advantage of 21st-Century medical advances, stuck in the same rut of fatalistic thinking that has defined our health-care debate for more than a decade."
 
Unlike Edwards and Obama who have laid out their entire health care policies in one speech, Clinton's policy speech today is the second of three on the topic. Earlier this summer, Clinton talked about lowering costs in health care, and she promised a speech next month on her plan for universal healthcare. "My order here is deliberate," Clinton said. "In order to forge a consensus on universal health care, we need to assure people that they'll get the quality they expect at a price they can afford."

Throughout her speech, Clinton mentioned how the government would get involved, promising a public-private partnership for a quality trust by asking the Secretary of Health and Human Services to invest $125 million in the area.
 
She also promised federal support for continuing multi-occupations (MOC) education for physicians. "As president, I want to lend the support of the federal government to the MOC process to help doctors stay on the top of their game," Clinton said. "I will offer higher Medicare reimbursement rates to doctors who participate in qualified MOC programs."
 
While talking about proper reimbursement for doctors, Clinton offered some praise for President Bush for refusing Medicare payments for "never events" such as "preventable infections, injuries and errors sustained during hospital stays."

"It's not often that I offer praise for the Bush administration," Clinton said to laughter, "but it is well deserved for this decision."

So where is Hillary's plan for Universal Health care, again?

Richardson, Obama, Edwards, Kucinich, Dodd have all released their plans. Where is Hillary Clinton's plan? Will the traditional media do its job and ask Hillary for her plan for universal health care?
That's not fair !!
Hillary has to clear her health care policies with her campaign contributors, first.
Her policies are dependent upon how much she receives from the lobbyists (they're people, too !!)

During the Clinton years, her health care meetings were as secretive as Dick Cheney's energy 'summit' (sic). They produced similar results.
I think Hillary's plans compare very favorably to the Republican plans which I think so far consist of variations on the status quo and pray you don't get sick.
Sierra I find it hard to fathom how someone could be a Democrat and have such unreasonably deep hatred for Hillary Clinton. I have my differences with her policy emphasis and she is not my first choice but I can't see any reason to hate her.  She is far from being a Joe Lieberman.

Hillary's health care plan depends on what the polls are saying at the time.  Give Edwards and Obama credit for putting out specifics of their plan.  In short, HRC's campaign is all hat no cattle.

her plan for Universal care is to make it a legal requirement to have insurance. She is owned by the insurance lobby and this will funnel more money and more control into thier laps. HR676 is a reasonable start for true universal care under a single-payer non-profit plan. Taking out the insurance profits is the only way to make it work.
Look if Hillary was going to have a real plan she'd release it. She studied the issue enough in 93, so there is no reason not to release a plan, if she had any intention of pushing the issue, which she clearly does not! She is running a general election campaign, and believes that the GOP candidate will be so unacceptable that Democrats will  vote for regardless of whether she screwed us over.

It is now apparent that Mrs. Clinton is just going to rewind America to the 90s and replay the "horror movie" over again.

Mrs. Clinton is just flowing with whatever position is popular with American people. When it was popular to vote for the war, she followed the public opinion, when it became so unpopular, she joined the anti-war  crowed. At least, we have it on record that she will not accept ant date certain withdrawal as recent as less that 2 years ago.

What we've been seeing in Mrs. Clinton "inevitable" poll numbers is mere name recognition, the more people get to know Barack and know that he is looking into the future and getting things done in a bi-partisan way, the more they will agree with him as what America needs today and as a result We'll begin to see some movement in Obama poll numbers in the next couple of weeks.

Thanks Sierra for the reply. Edwards and Obama are my first choices. I didn't know Jimmy Carter was a DLC type, I'd thought he was stabbed in the back by the DLC types in congress where he got more resistance than support -- but I could be wrong.  Speaking of populists, I was raised in Louisiana where the populist Huey P. Long was loved by the people. He took on the oil companies and big business, made them pay their fair share of taxes and used the money to build roads, schools, bridges and hospitals and to supply schoolbooks. He was considered corrupt because a percentage of all that was kicked back to his party elections.  In retrospect it was probably peanuts compared to what big business pours into the election campaigns today -- only difference, the laws are now written to make it legal.

For me, Obama is the best choice for our country.  I like Edwards and would readily support him as well if nominated but, never, ever Evita Clinton.

you are wrong nuanced, Sierra is seeing the light about the Clinton's.  We might tear into each other about other things concerning politics, but we agree on one thing:  The Clintons.  I want Hillary to push her health care plan, I think it should be the theme of her campaign.  That way she can be ripped to shreds by Rudy or mitt and we won't have the Clinton's to yell and scream at any more.  This is just like 1993-94, when the typical Blondie tried to shove her health care plans down our throat and helped the GOP take over congress.  Don't you liberals ever pay attention to history?

Hillary doesn't have to put her full plan out yet.  It's a shrewd political move on her part.  Let Obama and Edwards duke it out on their "universal" plans, that while pretty, have about a zero chance of becoming law with a half republican congress.  HIllary knows this, her advisors know this.  Small incremental steps in the right direction are what are possible now.  Not the whole enchilada. She tried the whole enchilada once before and it failed.  It would fail again.. if Edwards or Obama pushed it.   She's a smart one.. love her or hate her, man, she's one smart cookie.

Clinton talks health care at DHMC

• Empower doctors by increasing Medicare reimbursement for doctors who obtain special certification in their specialties.

• Spend $125 million to create a public-private, health quality trust that will measure the certification programs to ensure they remain on the cutting edge of research and technology.

• Create a Best Practices Institute that would fund and display state of the art research.

• Give more federal funding on an emergency basis to train more nurses, retain new ones and get more racial and ethnic diversity in the field.

• Spend $50 million to create a quality database that is easy for patients and loved ones to navigate.

• Spend $50 million to support a clinical care program that promotes ethnic and racial diversity.

• Increase federal reimbursement to models of care that don’t treat individual symptoms or diseases but care for the person as whole.

• Clinton supports the recent Medicare ban on payment for accidents or infections acquired in the hospital and would prevent insurers who cover federal workers from passing on those costs in their insurance rates.

• Create a paperless system that would allow doctors, nurses and patients to easily access patient information.

LEBANON – Democratic presidential candidate Hillary Clinton called for more training for doctors, doctor certification and increasing federal money for caregivers who treat the patient as a whole person.

Her proposals to improve health-care quality would include an extra $250 million in federal spending to help patients make better choices about their coverage.
“The idea is that we have to really empower patients, not shift costs on to them under the guise of so-called consumer-driven care,” the New York senator said.

Clinton gave a 35-minute address on the quality of health care to a crowd of professionals at the Dartmouth-Hitchcock Medical Center here.

Next month, she will detail a proposal to expand health-care coverage to all Americans.

“We have begun to agree there is an economic as well as a moral imperative to rein in cost and extend coverage to all Americans,” Clinton said.

In 1993, Clinton gave a speech at this site to promote her failed proposal to offer universal coverage.

“I cannot think of a more appropriate place to come and speak about health-care reform,” Clinton said.

Laura Patchett, a licensed practical nurse at Dartmouth, said Clinton focused on the issues most important to caregivers such as her.

“She has a real depth of knowledge on the subject that impressed me. I never felt at any point that she was engaging in sound bytes,” Patchett said.

Clinton pushed for an end to paper medical records and said it’s a tragedy doctors offering care don’t know as much about patients as a retailer does about consumers.

“While Amazon knows exactly what books you want and what movies you like, an emergency room doctor might not know what medications you are taking or even what blood type you are,” Clinton said.

Patients need to have better information to make decisions, Clinton said, and she would have the federal government invest in a citizen-friendly database on health-care quality.

“We don’t compare prices or quality, we wind up stuck with something, whether we think it is best for us or not,” Clinton said.

Clinton said federal reimbursements are in dire need of change because they often reward inefficient practices with more government money.

“We have to completely overhaul this system. We need a system that actually encourages rather than discourages good health care,” Clinton said. “They often punish doctors who are trying to do the right thing like spending more time with their patients.”

This is HER issue. This is not just campaign rhetoric for her and she will truly make this issue the centerpiece of her administration. There is no other politician in this country who has more experience, more incentive, or more of an understanding of the complexity and underlying challenges to truly overhauling and changing for the better our current ineffectual and unwieldy system that leaves tens of millions without coverage, can bankrupt even those with coverage and leaves life and death medical decisions to bean-counters and insurance company executives.

Can anyone answer this question for me:  when did a universal health care plan bill ever get introduced in Congress during the Clinton Administration and fail to pass that Hillary was responsible for?  Everyone keeps saying she failed with health care back then.  My understanding is that she researched the issue, and the Republicans were the ones that didn't give what ever she was proposing an icecube's chance in hell. And therefore, nothing was presented to congress FOR THAT reason.  Now, she's got a second chance.  What's wrong with that?
Amazed - you are very correct.  Hillary does not need to put out a plan, and why should she?  She is far and away the leader, and she needs to take no risks at this time.  She can set the agenda, and watch as Obama and Edwards struggle.

Amazed- If you mean it is a shrewd political move to say you want universal plan, say you are going to release a plan, delay release of the plan, because the MSM hasn't pushed you on it, and in the debates you are allowed to ignore the actual questions, then if you are the nominee put forward a "plan" that is nothing but the status quo. Which you are able to do, because the GOP nominee won't be any better, than yes it is shrewd. But is it ethical? Does it inspire trust? Does it make you want to work your rear off supporting her as the nominee in a state Al Gore won, but Kerry narrowly lost, and Hillary has little chance of winning? No it doesn't. I'd feel better about Hillary as the likely nominee if she answered questions in the debates, and if she stopped insulting our intelligence by claiming she'll have a plan, etc... I'd still be concerned she is unelectable, because so many independents  and more than a few Dem's don't like her, and turn out with the GOP will be massive if she is the nominee, but at least I'd not be so sickened by the total lack of respect she has shown primary/caucus voters.

Ham Milsa, the issues regarding our broken health care system have not changed appreciably since 93/94 when Hillary obtained "her scars to prove it" (I think I'll vomit the next time she uses that line-get a new one!!!!) What are the changes in the insurance/ lack of insurance different today. Bottom line is Hillary has no intention of addressing the issue, and if you think otherwise you will be disappointed.

Jill Venus- I have gone to Hillary's website, are you sending people there to show she doesn't have a plan, or do you think by telling people to go there they'll assume she must have a plan on the website, but won't bother following through? Hillary has no plan on her website. Read her material under health care, it isn't a plan, calling it bare platitudes would be elevating it.

Tuck- You could not be more wrong. Most in the GOP actually believe Obama could be elected, or at least has a better chance than Hillary does. The GOP could be wrong, just as the Dem's were when they wanted Reagan to win in 80, because they were sure the country would never elect a washed up actor, but the GOP wants Hillary to be the nominee. There is concern that if the Dem's nominated Edwards he would be harder to beat. GOP activists used to be concerned that Richardson would be hard to beat, but those concerns have lessened. Most GOP activist will tell you Biden would be the hardest Dem to beat in the general election, especially given he would be able to point to his warnings of the real threat to the US is from  terrorist attack, not a nuclear bomb with a return address. Having said that less than 24 hours before the 9/11 attacks. The idea that the GOP  doesn't want Hillary to be the nominee is a joke. Look at the transcript of Mondays Hardball.

Nuanced: Jimmy Carter's confidant and advisor, Bert Lance used to say: 'he campaigns on the left, but governs on the right'.
Jimmy didn't have any campaign goals but 'zero based budgetting' and 'human rights'.
His focus on human rights was (obviously) wonderful and it showed his heart was in the right place.
But his domestic policy was 'I'll never lie'.
That's pretty thin soup and why Ted Kennedy ran against him in 1980.
The DLC is dragging the Democrats into a one party government, the DC insiders party.

I think the reason that personality and sound bites play so much a part of the elections is because there's so little differce in the parties.
They're all getting their money from the same sources.

The article details her couting business interests.

How can we trust the national government to administer universal health care? Remember how the government failed the victims in New Orleans? Hillary has the right idea (the same idea that Harry Truman first initiated). But too much government is bad government.
Hillary and Husband already try those universal insurance and they have the oportunity already to show how they will do that, but they never did'nt push enought to believe their self. Who going to believe her this time, she just want to be in the American history, go and play someplece else.

Hillary wants to demand that everyone have Health Care.  GOOD LUCK!  She is going to DEMAND that Employers provide Health Care, for their employees, and Help pay the COST as well!  We all know what this will do.  If the employer can afford to do this in the future, he could have afforded to do it now.  Either he can not afford to do it NOW ( NO FUNDS)SMALL BUSINESS OWNER, or he will have to pass the cost on to each of us,the consumers.  Most likely the SMALL BUSINESS OWNER will be forced out of business.  

Where is the EXTRA $260 BILLION to run this show, going to come FROM??  Hang on to your billfolds and pocket books, folks.

We would be better off copying the methods of the Private Medicare system, known as Medicare Advantage.  The focus is on PREVENTATIVE Medicine, not Reactive.  The Doctors are rewarded for NOT running every type of test they can think of, just to justify the procedure and thereby charging more for their services.  The less the Doctors have to do and are able to cure the patient, or at least improve the life of the patient, the lower the COST of Medical Care and the savings is passed on.

By the way, as we speak, CONGRESS is trying their best to CUT MONEYS to this very service, Medicare Advantage. This will take Medical Care AWAY from MILLIONS of SENIORS. This comes out of the mouths of the same hypocrites that are trying to tell you they want to help the SENIORS and everyone else with their NATIONAL HEALTH CARE PROGRAM.

Medical cost are out of hand because of the waste in Hospitals, over charging by Medical Providers, and the Insurance Industry trying to keep up with the upward spiral of greed.

The Government will and has always tarnished anything that it touches in the private sector.  Mandated Healthcare will be no different.
