Hillary's health plan

"Clinton's campaign, aware of the inevitable attacks, planned a careful rollout of its health-care proposal,” the Washington Post writes. “Rather than giving a single speech on health care, she gave two addresses earlier this year on improving health-care quality and reducing costs. Her aides argued that it was particularly important for Clinton to show that her approach to reforming health care would be different this time around and focused on rebutting charges that her plan was not like the 1993 proposal… Clinton's campaign dubbed the new proposal the American Health Choices Plan, and the candidate used the words ‘choice’ and or ‘choose’ more than a dozen times in her 45-minute address.”

BTW, for all the hand-wringing by the chattering class (including us) about whether health care is a double-edged sword for her, a CBS News poll finds: "Sixty-one percent of those who plan to vote in a Democratic primary express confidence in Clinton’s ability to make the right decisions about health care. Forty-two percent say they have confidence in Obama, while 39 percent say they have confidence in Edwards… Registered voters see Clinton's experience with a failed health care proposal as an asset rather than a liability. Sixty-six percent of all voters, and 77 percent on Democratic primary voters, say her past experience will help her to reform health care if she becomes president."

But forget the poll, this positive review from the New York Times’ David Brooks is probably the campaign's favorite clip today. "Hillary Clinton’s health care plan is a huge step forward from 1993. It’s better than the G.O.P. candidates’ plans (which don’t exist). But there are still complexities in the health care system that no loya jirga, no matter how smart, can fully anticipate and control."

The New York Times notes the new plan has MAJOR differences with the old one. " A variety of health policy analysts, however, said the change between Clinton 1 and Clinton 2 was striking. The first plan, for example, would have required people and employers to join new ‘regional alliances’ to purchase coverage. It would have tried to control total health spending through a complicated system of managed competition, and would have created a National Health Board with sweeping authority to regulate that system.”

The New York Daily News offers a graphic outlining the differences between Hillary ’93 and Hillary ’07.

How did Clinton win over former health-care critics? Newsweek notes, "Health-care groups say they have been encouraged by her work in the Senate—where she’s taken a more restrained and incremental approach. In the ’90s she thought she could elbow past members of Congress. But since becoming one herself, she has made a point of joining forces with Republicans on health-care issues. Together they’ve worked to expand coverage for veterans and children, as well as to modernize the system with electronic, rather than paper, medical records. Her former foes in the industry have taken note… She’s made nice with the pharmaceutical industry, too. Big Pharma’s lobbyists are constantly engaged with her staff, as they are with other members of Congress."

The Wall Street Journal writes that the Clinton campaign even briefed the GOP-leaning NFIB on the plan. "In a sign that the campaign was working hard to at least nullify opposition from the group, the NFIB was invited to participate in a briefing on the plan with Clinton aides. The outreach is just one in a series of steps Mrs. Clinton is taking toward trying to win over business. For months, she has been meeting with business leaders one-on-one and in small groups to explore health-care issues. Many have come away impressed, including Eric Schmidt, chief executive of Google Inc. ‘She was organized; she knew her stuff; she listened carefully; she responded to ideas,’ he said."

The Boston Globe has some of the GOP criticism. "Key elements of Hillary Clinton's healthcare proposal are strikingly similar to the tenets of the health overhaul that Mitt Romney signed into law in Massachusetts last year. But you would never guess it from the broadsides he hurled yesterday against what he called ‘Hillarycare 2.0’ and described as ‘a European-style socialized medicine plan.’ ... ‘Clinton's plan and the Massachusetts law also share a guiding principle: Build on the existing employer-based private healthcare system, instead of replacing it with a government-run system.’”

The Politico has the Clinton campaign’s response: “‘It's sort of funny to me that [Romney] would cast it as a big government solution, when it's essentially what he enacted in Massachusetts,’ Clinton's Senate legislative director, Laurie Rubiner, said in response to Mitt Romney's attack. She added that the Clinton plan is based on ‘choice and competition.’”

Per NBC/National Journal’s Athena Jones, Clinton told MSNBC’s Joe Scarborough this morning: “It is also hard to understand why we can’t to a better job in the way we spend the $2 trillion that are in the health-care system. We spend 50% more than anybody else in the world and we don’t get the best results and we don’t cover everybody. If this were a business you would put it into bankruptcy. You’d say ‘This just doesn’t add up.’”

David Brooks is a tool and using the phrase "loya jurga" (tribal counsel in Aphganistan?) to mean, what?
the collective wisdom of health care experts, is symptomatic of his snobby pretentiousness. Brooks love to pretend he knows something the rest of us don't. In '09 we need a new president and new pundits, our old ones have failed in every crisis we have faced over the last six years. Well, I just had to say that.
I would rather be involved in a health care plan that covers everyone than a quagmire fiasco religious oil war that will last for years.
The problem with Hillarycare is that she just has too many people with their hands in her pockets.  This is just a disaster waiting to happen.  

What she says and what will happen are two different approaches.  she learned that from her husband very well when he made all sorts of promises and only carried out less then 40% of them.
Instead of resorting to the useless Hillary bashing, Jerry, how about actually looking at her proposed plan, and commenting on its specifics.  Saying, the problem with her plan is that there are too many, I assume lobbiests/special interests, with their hands in her pockets, is no help.  I guess the real reason why you and others resort to unimaginative cliche's, is that you have no real leg to stand on to factually oppose the merits of her plan.  This is particularly so since it is not a plan for socialized medicine, i.e. single payor health coverage.  She carefully took that weapon away from people like you and fellow rethugs.

I can sum up all of the articles in one sentence: "Hillary is selling out Americans to the health-care, pharmaceutical and insurance industries."  Like I've said for the past few months, a Clinton Presidency will be business as usual.
There is a new study out that concludes that by and large liberals are smarter than conservatives. Maybe that is why they started a STOP HILLARY campaign during the first months of the Clinton administration. She is a very intelligent person and is willing to learn from her mistakes. The present administration will not admit to ever making a mistake. That is one of the reasons I will vote for her in the primary but I will also vote for THE NOMINEE whoever it may be in the general election.

No other industrialized country in the world ignores more of its citizens in regards to health care than the United States.  This is a travesty and is abominable.

Hillary's program WILL work actuarially.  Put the numbers to paper and compare them against the benefits we have gotten from the illegal invasion of a sovereign country - it's nolo contendere.
The interview with Greenspan was interesting.  he said out of all the presidents he has worked with Bill Clinton was the most intelligent.  He also said that while he, Greenspan, was a Republican, and Clinton a Democrat, he was an extremely effective President. So get off your ignorant "everything Clinton is bad" bandwagon, Jerry, it just makes you like like a  whiner.

The fact that Clinton's numbers are 20% higher might mean something, except over 20% of the public have an opinion about her but "haven't heard enough" or "never heard of" Obama.  We're only a couple weeks into September; most people are only beginning to tune it.  
"American Health Choices Plan" - as in: "You can either take this plan, or be arrested. You choose."

The Universal Health crowd are going to go nuts in favor of this stuff.  Lets see, the NY Times, Boston Globe, Newsweak, NY Daily News, and David Brooks (this group are also known as the HillCheerLeaders), are for it.  That automatically means I'm against it.

Those nasty (elected) Republicans had a different view of things then did Bill.  Go figure.
It will be near impossible for any of these dramatic healthcare plans to pass because, remember, the plan has to pass through Congress. And therein lies Clinton's (and partly Edwards') problem. Clinton's plan will automatically receive opposition from the vast majority of Republicans simply because she is Hillary Clinton. And the others will oppose it because it is mandatory, and Republicans don't like that sort of thing.

So, unless the Democrats pick up enough seats for the cloture vote, it is unlikely that any of these plans, especially Clinton's, will pass.
MANDATORY HEALTH INSURANCE??? Anything mandated by the government as "must have" is another attack on the middle and lower classes. I am more left than right. In my mind reform of the criminal insurance companies would go much further to insure affordable health insurance to Americans than "insure or die" tactics proposed this time.

That is exactly what we need AGAIN in the Whitehouse - a president who is so focused on politics, and so focused on the avoidance of doing his/her homework, that they do not even know which way is up.

Insure or what? Be jailed? Not bloody likely. Offering tax credits? Those happen only AFTER the insured has paid premiums out of pocket for the first year. If one doesn't have enough money to pay up front, no tax credit will help.
Oh, yes, then there's the ever-popular pre-existing condition. No, the health care insurance industry will NEVER give up that right to deny care.
Hillary's new plan, I predict, is already being fought in boardrooms of the for-profit industry. Dead on arrival when it hits Congress.
The best health care plan that America needs is one where the FREE MARKET reigns.  By artificially propping up health care companies, Hillary's, and all other state-sponsored, state-endorsed, or otherwise funded and/or moderated by the state, the Democratic candidates, and the DNC in general, are enriching the executives of these health care companies, that up till now, they have loathed with such virulence.  

By not allowing the free market to determine who is covered and who is not, we are treading down a slippery slope towards universal health care where the care is sub-standard (i.e. - Canada) although the cost is lower to the individual (someone is picking up the remainder...who is it you ask?  Good ole Uncle Sam, who is about bankrupt at the moment!).  

This is purely political posturing on the part of all candidates.  Let the market reign, let the healthcare providers compete for our dollars, and keep the government out of it!

I've got health insurance. Don't need more of the same. I will still go completely broke if I ever get really sick after all the co-pays, denials of coverage, etc. Thanks for nothing. Note to candidates: Start talking about real change...not the same old same old.

the only people that are against a true universal healthcare plan are the wealthy who are afraid they're wealth won't be able to any longer buy them superior healthcare, which may be true , but you won't find too many average americans that would be getting the healthcare they need crying about it.

Hillary Clinton has the best health care plan! She knows how to learn from her mistakes, because she married Bill Clinton, and he was a President(!) not to mention they have a daughter. She knows more about being corrupt than even Edwards, who's a lawyer, so she can beat the republicans and she has the best health care plan, which is impossible to deny. She was 2 different First ladies, she got elected to something in a state she doesn't even live in, and anyone who doesn't like her dies mysteriously, and she's a WOMAN(!) what more could you want?

I am so sick of the right wing freakshow, and its candidates on the trail telling lies to people, and the media dutifully printing the in the name of balance.   Clinton's plan (like Obama's, Edward's, and Romney's) uses private providers, private insurers, protects choice, etc.  It is far from "government run" or being "socialist" as some of the frothing at the mouth, rightwing talkers out there keep saying over and over.  Their fearmongering shows how scared they are heading into '08.

Until you have been in the position of losing access to health insurance, and therefore health care, you do not realize where the real problem lies.  The health insurance companies do as they please.  After 25 years of health care coverage, both through our jobs and paying for our ownn policies we were dumped by United Health Care who no longer will offer individual pay plans in Missouri.  We had to re-apply with another company which aggreed to accept my husband and my two children, but not me.  I now wake up every day and pray I don't have an automobile accident or find out I have cancert.  My care will wipe us out financially.  I am willing to pay for health but I can't get it!  That is health care rationing which seems to be what so many people are afraid will happen with national health care.  We are already rationing health care:  those who work for companies that provide it, have it, and those who are in jobs with no benefits are at the mercy of the insurance companies who cherry-pick who they will insure and who they won't.  Go to an ER on a Friday night and you will see the horrifying future we face if we don't do something now.  I spend 6 hours on a gurney waiting to be seen by an ER doctor because I couldn't find an orthopedist in my town who would see a self-pay patient.  Instead of paying $170 for an office visit I paid $1,500 for the ER. And it was not necessary for me to be there.  HELP!!

There is no bureaucracy anywhere in the public sector that is nearly as bloated as the private insurance industry.  Administrative costs for existing federal health care programs for children, the elderly, and the poor are less than 5% of their overall budgets and don’t come anywhere near the combined largesse of obscene corporate profits and executive compensation packages, not to mention the numerous layers of unnecessary middlemen.

If you added up all of the premiums paid to private insurance companies by individuals and corporations, cut that total in half, assumed a conservative return on investment equal to the shortest term Treasury Bill at any given period of time, set aside 5% for administrative costs, there would be more than enough money in a single-payer universal healthcare system to cover every single person in our country, while paying doctors and hospitals at least 10% more for their services than they currently receive from the private insurance industry.

Single-payer universal healthcare is the only solution to our country’s healthcare crisis, because it is the only one that gets the private insurance industry out of the healthcare business.  Sadly, Hillary Clinton and every other Presidential candidate are too cowardly to consider this option, because they are afraid of the stigma associated with “socialized medicine”.

Eight years of unprecedented peace and prosperity, and an America with no national debt.  Bill Clinton kept more of his campaign promises than any other president in history.  Those he didn't keep were either blocked by the Republican Congress, or simply not possible.

Eight years of war, lies, hatred, and stupidity in the White House.  George W. Bush, the puppet, hasn't kept a single promise, except for those he made to his oil company backers.  Has done nothing for the common good of the People of America, except divide the country in more ways than anyone thought possible.

Difficult choice to make, now isn't it?

Maybe another Clinton in the White House can be a good thing.

It is very apparent that none of you work in the health care field. The United States already has substandard health care. We are considered a third world country when it comes to the lack of coverage and accessibility of health care in our country. There isn't a plan that is going to be perfect and changes are going to need to be made. But maybe its time for the US to quit being laughed at, by starting to make the needed changes in our health care system.  Universal coverage is need. Its as simple as that. At least Hillary has a plan.  The only other idea out there that i would like to see added is that of Edwards to take away congresses health coverage until they get quit acting like there lobbyists puppets and do something.
The last thing I need is to have health insurance for a bunch of illegals coming out of my pocket. How is this getting paid for, Billary? I'll take care of myself, thank you.

I hear about how much better the insurance is in other industial nations like maybe England, Canada Norway?  Look at the amount that is paid for that coverage!  Look at the wiating lines!  Look at the standard of care!  Is that what we want?

Hillary says this isn't a gaverment program.  That's interesting!  How will the cost be funded?  Who will administer?  Who will regulate?  How will have the oversight?

I see cheers for Hillary's plan on this blog, but I don't see the plan.  Hillary "93" health plan was 1400 pages.  Hillary "07" health plan is 10.5 pages.  So what is the plan?

Hillary says the cost of the plan will be 110 billion.  If we devide the by the number of people in the US (approx. 300,000,000) in woks out to about 3500 per person.  Do you really think that is going to pay for the cost?

Do you want a system that will require you to take schedule test like mamograms, etc. in order to keep your coverage.  Or will require that you loose weight?  On option, you do what we feel is good and health or we don't cover you.

Uder the plan, are you garenteed to be able to have your choice of doctors and facilities?

Before everone gets all bent out of shape with how great Hillary's plan is and how great it will be for everyone, it would be nice if people would take a step back and ask some questions.  Take a step back and look at the cost especially the increased tax increases that will come with a program like this.  Step back and look at the countries that have "Universal Coverage" and what is the real standard of services the people in those countries have.  Ask yourself if the cost and the services provided will be an improvement over what is available to you know.

Hillary is leading us down the a "prim-rose Lane"  You want to buy into it?  Good Luck!
The bottom line is if the Plan is good for us, will Hillary and all the other elected officials join using the "madatory or else" Health Care!  I have a great plan I pay for right now.  I will not pay a penalty for taking care of myself and my family.
