Clinton talks ‘baby bonds’

Every baby born in America should receive money that can later be used to pay for college, Clinton told the crowd at the Congressional Black Caucus annual legislative conference in Washington on Friday.

"I like the idea of giving every baby born in America a $5,000 account that will grow over time, so when that young person turns 18, if they have finished high school they will be able to access it to go to college," Clinton said, calling it one way to give young people a chance to save money tax free.

Clinton also said the GI bill should be expanded and talked about the importance of making college affordable for everyone. She touched on the need to end discrimination in hiring practices, so that when people graduate college, they can make a decent living. She added that politics should be about giving young people the opportunities to live up to their potential. "Everything we do, I believe, is about young people," she said.

Clinton said the greeting most common among the Masai tribe of Africa is not, "How are you?" It's "How are the children." This is the question we should ask ourselves, she said. 

Clinton and Obama have been working hard to court black voters, a key Democratic constituency.

***UPDATE***Clinton spoke to the crowd of more than 500 for about an hour, taking questions from mostly young people in the audience and interrupting herself at times to greet politicians she spotted in the room. At one point she said the questions being put to her at the forum were better than the questions asked at Democratic debates. 

She opened by saying she wanted to have a conversation about the issues facing the nation and touched on the celebration this week marking 50 years since the integration of Central High School in Little Rock, Ark., and last week's march in Jena, LA in support of six black teens charged in beating a white student at a high school.

She called the two events bookends that marked the progress made by the civil rights movement. "There has been a lot of forward movement, but there is such a long way to go," she said.

Clinton talked about efforts to ensure environmental justice, saying asthma, learning disabilities and birth defects caused by the environment affected minorities and the poor disproportionately. She nodded her head as a young woman from Texas talked about problems black college students faced getting on the voting rolls in 2004 and 2006 anf pledged to make it easier for people to vote.

Clinton said it was important to ensure everyone a living wage. "No one who works fulltime in our country should end up with income below the poverty line," she said, to applause. She also talked about the need to enforce gun laws and to provide better treatment for youth with mental health issues and she called the government's handling of Katrina an embarrassment.

This idea gives me hope for the future, being a middle class citizen I worry about the future and if I would be in the position to send my child to college.

When ever anyone sees Clinton coming, the questions they should ask themselves is "Where is my wallet?  Is my wallet safe?"  The woman is a black hole when it comes to money.

Oh, you can tell a fool anything, tell me the truth. EVERY child born will get a $5000 account, sounds good if it could really happen. I mean really so that means that both a businessman who makes $400,000 and young mother who is makes $20,000 a year, both their children gets $5000, that doesn't seem quite fair. I mean really, and what happens if a child doesn't decide to go to college, what happens to the money? And what happens if lord forbid the child dies, what happens to the money? That idea just has FRAUD screaming all over it.

Why not do something that can help people across the board with less loopholes, like say for instance, like no interest rates on student loans or more grants or something of that sort that can be done honestly!! Or a $5000 tax credit for parents for every year their student is in college. The more and more I hear her speak the more I think she just says things that people want to hear knowing that it really isn't not a sound idea!!!
I believe higher education is an important issue because it is an investment that pays dividends over a person's lifetime.  Unfortunately, the middle class is finding itself priced out of higher education, unless a student wants huge debt upon graduation.  (The average student loan debt is now around $20,000)
The poorest students will receive Pell and possibly other grants, but even these grants are inadequately covering basic costs. Even students with several scholarships are scrambling for ways to pay for the ever-increasing costs of college.  

The rich will always be able to send their children to college.  Unfortunately, there is a large segment of our society that doesn't even dream of getting that degree, due to financial hardship.  
Tran the same people who pay for the giant subsidies that bush gave the oil companies when they were posting record breaking profits. Bushie said I will pay you to take all that nasty old oil out from under the wildlife
preserves in Alaska.
Tran must have been born with a silver spoon in his mouth!  You can always tell the wealthy ones.
Why not make the expense of college 100% tax deductible (5 years maximum)?  That makes more sense than everything else that has been mentioned in the past.
Crystal, you have some good ideas.  Implementing a program like Clinton mentioned would be difficult, at best.  

My optometrist told me he is still paying his student loans over 20 years later--but at a 3% interest rate, he said he'd be crazy to consolidate his loans to the higher rates of today.  Today's 6.8% interest rate on loans certainly adds to student's costs, especially when you note how much even state college tuition has skyrocketed over the last 6 years.

An investment in a student earning a degree is money well spent in my opinion.  Citizens who have the ability to support themselves and their families are much less likely to end up on welfare or in prison.  
How does she intend to pay for it? I am not sold on the idea until she tell me how she intend to pay for it.

Based on what i see on the last debate, i can't trust HRC on anything she said. She can't answer a simple question and i don't even know where she stand. Can any HRC supporter tell me where she stands on issues?

Yes, expanding the GI Bill and helping the middle class is CRAZY!
We need every nickel to fight them there so they don't come here. That's worth every penny of the TWO BILLION DOLLARS plus per WEEK we are spending now in our wonderful war of democracy and liberation in Iraq.

As to abortions, right on! We should focus on the rights of the unborn, because we are pretty much giving up any hope for the rights of the post-born.

God Bless George Bush! He has made this country what it is. The last thing we need is Hillary Clinton or some democrat ruining all the progress we've made these past 6 1/2 years.

You do make a good point there Crystal.
Seems to me, this is a "free market" type approach.  Most other industrialized nations have subsidized college programs for their masses, AGAIN we are the only ones who don't.  So this, takes a small investment on the front end, then leaves it to the "individual" to manage in the "market" from there.  It will never, ever pass.. but it's a thinking outside the box kindof idea, if you ask me.

And Crystal, you ask good questions about if the kid doesn't go to college.. those details would have to be worked out, but compared to some nations that pay 100% for their kids' college educations, this is a much more moderate approach.

What the blazes makes anyone believe that there will even be a ''middle class''after it has been taxed into the ground by these insane mommy-state schemes. Bear in mind that not a single Democrat has the guts to deal with illegal immigration,so American taxpayers will be forced to bear the brunt of upwards of 20-40 million new babies borne as progeny of illegals every 10-15 years or less. And this does not count those of other racial groups here legally or not. This is merely more Dr. Feelgood to be spooned out to the gullable masses.

Give me a break! What on Earth did Billary do for blacks while holding the most powerful office in the world? The 1994 crime bill, which Billary enacted, took millions from education to build prisons, 8oo,ooo slaughtered in Rwanda while the first "black President" lifted not one finger to stop the killings. The difference in sentencing between crack and powder cocaine, as Barrack Obama said the only difference in this drug is the color of skin of the person holding the drug, this injustice could have been made fair by a stroke of a pin from the highest law enforcement officer of the land (Bill Clinton). Yet he chose not to right this wrong. There's Ricky Ray Rector, Bill Clinton flew back to Ark. off the campaign trail to sign the death warrant, and oversee the execution on this mentally retarded black man in 1992. So all you black people voting for Hillary because you miss Billary take a long hard look at what the Clintons did for you when they had the chance to put laws in place that would effect positive change. As for Hillary promising you college money at birth, please remember Haiti, Billary promised refuge to people coming here from that poor country, however once he took office he revoked that promise, the reason he gave; too many blacks were coming to the U.S. from Haiti. How's that for loyalty.
This is nothing more than a ruse by Clinton. She doesn't plan on doing this. She knows that it is quite unlikely that she could even get her healthcare plan passed, and that she definitely wouldn't get this passed. The only reason she would possibly promote this is so that it will bring more people to the polls who ignorantly think that she really intends to try to pass it.

Can they still have the money for a new car, some bling, or say simply to invest in pharmaceuticals? The majority of births in America are to immigrants, and the majority of those are to illegal aliens. What part of no on increased immigration numbers are these candidates incapable of understanding? What we truly need is legislation that allows American tax payers to opt out of funding insane policies like this. Let Citizens keep more of their tax dollars and they'll be able to afford college. Eliminate the unfair wage competition of massive immigrant influxes, and Citizens will be able to afford college. Eliminate the insane competition for affordable housing caused by overpopulation, and Citizens will be able to afford college.

There is an existing program aclled the Earned Income Tax Credit, available for lower income persons as a refundable credit on the federal (and some state) tax returns of up to $4,000 if they have 2 or more children.

If the parent(s) saved this money as though it nelonged to the child, the child(ren) would have a good sum of money at 18. However, most parents who claim this credit use it for cars, trips, paying back bills and meeting everyday expenses.

What low income people really need is money-management counseling and to stop considering their kids and the EITC as a cash gift from the goverment each year.
How about give that 5000 to every rich family who make over 1 million a year... that s the republican way. Rotten, self centered liers.

Let's get real.  a $5000 bond is a good step towards educating America.  The money is not partisan.  Every baby, whether their parents are blue state or just plain red.  As for taxes, they have been cut way too much already.  taxes pay for wars and baby bonds alike.  This really is an interesting idea though.  What will the money be doing while it is waiting for those babies to grow up?  Why, it's loaning itself to the federal government of course.  At a time when Americans aren't saving enough for themselves, the Clinton machine wants to find new ways of paying the government.  Don't be fooled, the money for college is a merely an afterthought.
Amazed. There's probably a reason why people risk their lives to sneak into the United States, while others stnd in line for years. Even though some countries pay 100% of the education costs, it seldom has much payback for those nations. Usually, graduates beat it for the United States as soon as they get their lambskin. Modeling America's economic, social or cultural policies after those of nations who's resident "flee" as soon as they can, is not an argument for the United States to emulate these practices. The one thing our government hasn't tried not interfering in the lives of Citizens. Government should be getting out of the way of its Citizens, and turning loose of our wallets.
Free college for every child.  Free health care for all. A good job for everyone, with a secure retirement.  

But where will the money come from?

To students of history, Senator Clinton's campaign promises are beginning to sound more and more familiar....

Who was it who promised "A chicken in every pot?"

And I am sure that democrats are going to raise our tax to pay for it.  Whoever votes for HRC will regret to do so.
Rather than focus on whether $5,000 or a million, I question the premise that a college education is the be all and end all.  The proposal is absolutely elitist.  Where are the plumbers, electricians, machinists or medical technicians in this plan?  I'm not knocking the value of a college education, but its real value is in the effort to achieve a degree, which this proposal seems to ignore, and not all high school graduates are interested in further academic work.  What does the Senator offer them?  

Our Government is by law, prevented from earning a profit (technically any earnings from fees, licenses, etc,, are plowed back in). That being the case; giving every child $5000.00 means taking $5000.00 from the tax payers. This is neither a reasonable or sustainable suggestion.
What a GREAT IDEA! Let's sock away 25 Billion dollars a year that will benefit the 15% of kids who are born with the intelligence but lack the means so that they along with the kids who can afford it, can use it 18 years later after 450 billion dollars has been taken away from funds that could go to public education and get the 15% the tools and grades to get a good scholarship.  What a great idea to take away a driving force for those kids to work hard for those grades and take away the funds to provide the rigor and instruction they need in this technological age.

Geez, if you can plow through the pro/anti HRC rhetoric here, there are some intriguing ideas...

But the core one we're reading/chatting about is pretty simple and MIGHT be a good one, which is all HRC was saying? It's worth investigating, refining, and evaluating.

1. A citizen has a kid.
2. Kid gets a trust fund (not the parent)
3. Kid finishes high school before 18
4. At 18, trust fund becomes available to be used ONLY for college tuition.

The hidden costs really aren't that "hidden": someone will need to administer the trust funds and their payouts, extra paperwork will occur between those administrators and the colleges receiving payment, etc. But there's no more risk of "fraud" than a usual trust fund, in fact there's less since this money is earmarked ONLY for tuition payments.

To simplify this for some contributers: If Britney has more kids, neither she nor Kevin Federline would benefit, only the children would, and only IF they finish school and go to college.

And folks naive enough to assume a one-to-one correlation of plans like this with tax increases have no idea how our government actually functions. In the end, the cost of a plan like this pales in comparison to most others, especially during wartime activities.

It's plan that encourages children to stay in high school, get to college, and help offset tuition costs... nothing more. Certainly it's an idea worth entertaining and discussion, on it's own merits and separate from Red vs Blue propaganda...
Our health care system is too costly and provides substandard care when compared to the world community of nations.

We have done nothing about energy conservation since the Carter administration crisis.  

We have not added oil refining capacity, which now determines ever increasing fuel prices.

Our Social Security trust fund has been dipped into by the government and now our Government wants to know, "How can we ever keep it afloat?"

And now Hillary Clinton, without addressing these financial challenges for America would like to offer another scheme without the means to fund it other than probable tax increases.  I am for education and investing in our children, but let's do it honestly and with a real plan.

We need better leadership than George W. has provided and Hillary's political double speak is far the leadership we require in these challenging times.

Seems like even though you hate anyone to assume that they know what you think, you have no trouble telling us what's in Clinton's mind.
Her supporters are no more or less ignorant than anyone else's, but if you want to insult us, feel free.
Yes she does and yes she will. Hillary has been an advocate for children for her entire career in public life, and to disparage her sincerity and her intent on this topic indicates a lack of knowledge about the candidate, or a personal bias that has nothing to do with the facts, against them.
