Clinton talks ‘baby bonds’

Every baby born in America should receive money that can later be used to pay for college, Clinton told the crowd at the Congressional Black Caucus annual legislative conference in Washington on Friday.

"I like the idea of giving every baby born in America a $5,000 account that will grow over time, so when that young person turns 18, if they have finished high school they will be able to access it to go to college," Clinton said, calling it one way to give young people a chance to save money tax free.

Clinton also said the GI bill should be expanded and talked about the importance of making college affordable for everyone. She touched on the need to end discrimination in hiring practices, so that when people graduate college, they can make a decent living. She added that politics should be about giving young people the opportunities to live up to their potential. "Everything we do, I believe, is about young people," she said.

Clinton said the greeting most common among the Masai tribe of Africa is not, "How are you?" It's "How are the children." This is the question we should ask ourselves, she said. 

Clinton and Obama have been working hard to court black voters, a key Democratic constituency.

***UPDATE***Clinton spoke to the crowd of more than 500 for about an hour, taking questions from mostly young people in the audience and interrupting herself at times to greet politicians she spotted in the room. At one point she said the questions being put to her at the forum were better than the questions asked at Democratic debates. 

She opened by saying she wanted to have a conversation about the issues facing the nation and touched on the celebration this week marking 50 years since the integration of Central High School in Little Rock, Ark., and last week's march in Jena, LA in support of six black teens charged in beating a white student at a high school.

She called the two events bookends that marked the progress made by the civil rights movement. "There has been a lot of forward movement, but there is such a long way to go," she said.

Clinton talked about efforts to ensure environmental justice, saying asthma, learning disabilities and birth defects caused by the environment affected minorities and the poor disproportionately. She nodded her head as a young woman from Texas talked about problems black college students faced getting on the voting rolls in 2004 and 2006 anf pledged to make it easier for people to vote.

Clinton said it was important to ensure everyone a living wage. "No one who works fulltime in our country should end up with income below the poverty line," she said, to applause. She also talked about the need to enforce gun laws and to provide better treatment for youth with mental health issues and she called the government's handling of Katrina an embarrassment.

other countries do similar, but for different reasons.  Australia is up to $8000AUD (approx $7000USD)/per child but TO THE PARENT.  i think our economy can handle it.

rough calculations--approx 3.5 mil childern/yr X $5000 = $17 bil.  i gotta say, compared to war spending which may have no tangible effect on US economy, this seems like a bargain.  the $190 billion just asked for ONE YEAR of war could fund this proposal for over 10 years.
Sounds like a gimmick to me and I don't think we should be encouraging people to have children with payoffs.  There is no long term solution to the environment, polution, global warming, hunger and poverty without population control.

WHAAAAAATTT!!!!! Are you kidding me MSNBC! Obama has a rally for 24,000 people in NYC yesterday and you give mention to Hillary's 500 people. This is really disappointing! The messages on these blogs and public opinion is meaningless! The media wants to force the candidate they want down the American voters throats!  I'm through with this.  All these blogs do is amuse the media because in reality everyone who writes on these blogs do not matter in there eyes. Why bother. All we do is give them traffic for their advertisers. To them the voters don't matter only big business.

We definitely need to come up with ways to help pay college expensese for children.  But I think we need well thought out ideas, such as tax breaks for parents of college students, help in repaying student loans, or perhaps a national scholarship fund paid for by income taxes, for students whose parents can't afford college tuition for their children. A national college fund will help all our bright young people who are denied a college education because they can't afford the costs involved.  

I like the reps who demand to know how "she" is going to pay for it while for 6 years they have NEVER asked how he, king george was going to pay for everything he and the reprehensible congress spent on the war and tax cuts...why is that reps? why do you only act fiscally responsible when a dem suggests something?

Amazing how no one apparently read the article and heard what she said. She only said she "liked the idea" of so called baby-bonds for college, not that it was one of her goals to implement if president. Obviously it's an idea that needs work, but like prior comments said, she's at least thinking about higher education, in ways that are out of the box - republican criticizing her provide no answers.  Of course, the hillary bashing comments never cease to amaze me. I'm certain that if there was an article that noted Hillary's observation that the sky is blue, there'ld be at least 30 posts calling her a flip flopper, an out of touch liberal, disgusting, a lier, commie, etc. for calling the sky blue. Thus, the knee jerking negative comments about her have zero credibility or weight.
Hillary Clinton is the most phony politician i have ever seen in my life time. What a joke! She will say anything to get elected. Where is her value? Even Bill Clinton didn't promise $5,000 for every child born.

The last time i checked, she was talking about fiscal responsibility. Is this the way she intend to balance the budget. Democrats better wake up before they elect a disaster that cannot win the general election.

Why would Hillary Clinton want to subsidize education for people who can't get on the voting rolls?  I know some stupid white college kids who couldn't get on the voting rolls either.  The key word here is "stupid".
Money for college is out there if you do the research. the internet makes it so easy to find grants(free) money for either college or tech school.

Last yr over  2 BILLION went unused bacause nobody asked for it. All you have to do is apply and it is almost a lock you will get it. Government programs like this one would be a disaster and fraud laden.

All you so called put upon middle class parents who WORRY about the college investment. Get your 11th grader to start looking up grants and make it like employment. Have them dedicate a few hours a week early on in the school year and you will be amazed that by the time they graduate, college will be paid for. It takes effort to look and to fill out the apps, but the rewards are great also it starts to teach your kid that effort pays dividends, plus you obtain contacts for future endeavours.  

Yes, many parents cannot afford out of their operational funds to pay for college, but they can encourage their kids to look for the funds, because they are out there.
What does Hillary mean when she says expanding the GI Bill? My guess is that she wants to add "conscientious objectors", anyone who registered as a democrat, people who protest against the war, and anyone who is in favor of decreasing the size and cost of our military to those eligible for the GI Bill benefits. She probably wants to include those who were thrown out of the military with dishonorable discharges too.
I love how the republicans never get upset at the tax deductions to the rich but if a black kid gets benifets thier crying all the way to church. Republicans your going to be out on your right wing ass!

Maybe this is just a hypothetical $5,000...can you say pandering?
I think helping families with educating their kids will motivate the kids and help our future! Lets see over 8% of our children don't even graduate high school. If a republican’t had their way, kids would sleep with the bible and hunt at night, j/k but really it's kinda true! When will the repubs realize that education and our environment is the most important, not the war or the bible, that does not put food on the table! I'm really scared to get old if the republicans ever get majority! That's really sad.

Dot, Completely agree.  As I said, the 5000 up front one time investment is one idea.  Taking it further, you could make it a contribution to a 529, and encourage parents to "add to it" with modest tax cuts.   National scholarships, tax credits are other credible ideas.  What would be interesting, is whether the 5000 up front would cost LESS in the long run than tax credits.  Would be an interesting analysis.  As I said, at least, the democrats are willing to bring this up.  Just look at this board, nothing but a bunch of whiners afraid their tax dollars will go to educating future generations rather than bombs in Baghdad.  It's incredible to me, the negative response to something that could benefit working families.   I don't have to lecture you guys that Americans are falling behind knowledge and skill wise compared to the rest of the world stage..are we going to do something about it?

As for kids who don't go to college, perhaps a system could be worked out to help them too.. with trade school, jr college.. no one said only 4 year universities were allowed.  We SHOULD encourge more trade school education as well for those so inclined.

Folks, it's all about WHAT we spend our money on.  Do we want to dump into a black hole in Iraq.. or do we want some of our taxdollars going to invest in our future generations?  Do we want to be competitive in 20 years on the world stage?  Do we want corporate welfare babies (like the pharmeceutical companies) getting all the breaks while regular folks struggle? Those are the questions for the age, and each of us will have to determine which direction to vote.  On this, and many other pressing issues.
We keep increasing the bonus money for enlisting so the Repugs can keep their war going.  Why not bring back the draft and provide for college education??
Maine has a high rate of high school students graduating, but fewer than the national average of them go on to college. A study of the situation said its because students and their parents are unsure how to proceed to higher education. (kind of a losing cycle, I guess). I think if it was understood that students had $5000 towards tuition from birth, it would raise expectations that kids can move forward, regardless of their family background. I recall VA Gov. Mark Warner had a lot to say about helping students transition after H.S. either to college or trade schools. It was one of the reasons I wanted to vote for him for President.

It is my duty as a citizen to be wary of what candidates tell me when they are wanting to be my president for 4 years. If we, as a nation, were more wary, maybe we wouldn't be in Iraq.

It is not, however, YOUR place or MINE to assume what some average Joe means when they say something.

But if, as you say, it is insulting for me to interpret what I think Clinton's actual intentions are, then how is your statement that she DOES intend to follow through with this plan and that she WILL do it any less insulting to those that think she won't? Does the fact that you support her somehow make it ok that you say she will definitely follow through? $5000 a kid?  To be invested??  Well, sign me up, and lets get this thing rolling!!  Do you realize where the stock market would go by pumping $20 billion a year into the market from this fiasco?  Us investors would make a killing.

Thanks Hillary!  Up until know, I was voting for someone else.  Guess it does all come down to voting your pocketbook.

Just be sure to sell before any of these bonds come due.  You just know the government will raid the funds and stuff the lock box with IOUs.  But h*ll, that will be someones elses problem.
More great MSNBC reporting! Just write down her remarks, and don't ask her about the massive downsides of her scheme. For instance, the impact this would have on illegal immigration, as illegal aliens flooded the U.S. to take advantage of Hillary's giveway.
This is the most stupid thing I have heard yet from ANY of the candidates. Let me spell this out for you.  WE, THE USA, DO NOT HAVE ANY MONEY!!  It's not a question of being able to give money to every baby born for a college education.  It's a question of how much is every current, and future, TAXPAYING citizen of the USA going to have to pay in increased taxes to recover from 2 terms of BUSH.  The bill is going to come due, and anyone who didn't live thru the '70's, with double-digit inflation and interest rates, is going to get a wake-up call.

It's just typical Hillary pandering to the crowd.  She has no intention of awarding families with $5k just like she has no intention of ending the Iraq war.  Say no to Hillary- the democratic version of George W Bush.
We all know how the government has used the Social Security "Trust Fund".  

At what point does Hillary's plan project that this one will be used to balance the budget?  $17.5 billion x 17 years plus earnings at 4% (can't put in the stock market, remember) comes to about $474 billion "unspent" by the time the first beneficiary is eligble to use it.

No one gets to use any of this money until approximately 2025 but it will be in the safe hands of . . . who?  And it won't be fair to children born last year or the year before . . .

But it's still a great idea because it feels so good.

Lisa - I wish that I had only $20,000 in debt.  Actually, I had $20,000 in debt from my undergraduate studies.  Once I added law school in, my debt hovers somewhere around $140,000.  Like your doctor, I will be paying that off for many, many years to come.  Thankfully, the majority of the loans were federal loans and I have them consolidated at 2.86% - but the ones that are higher are killing me.  

Yes, I know I made a choice to go to college and to law school.  But people shouldn't have to put themselves into 6-figure debt (which is more and more common in graduate schools) to get ahead.

Six figure debt?  That explains why lawyers have to sue the pants off people to make up the difference.  Way to many laws, and way too many lawyers in this country.  What we need is some serious Tort reform.  But seeing the lawyers control that too, we'll never see that either.

I'd like to say being a lawyer is honest work, but the system is set up so that it encourages lawyers to prey on people's misery.  Oh, sure, at some point we
all need a lawyer.  The only actions I've ever done that required a lawyer was to have one look over the 100+ page contract when buying a house.  Lawyers had a lot to do with contracts being that big too.  People used to be able to settle their differences between themselves.  What ever happened to that?  The old joke of 'What do you call 100 lawyers in a bus that goes over a cliff?  A good start.' is so true.

Yes, it does go for my support of Obama.
No, it is not unsettling because I have considered the plans Obama has put forth, I have thought about them, and the fact that he doesn't lead in the polls doesn't change my loyalties. As a matter of fact, I don't think Obama's healthcare plan will pass, but I do think it has a better chance of passing than Clinton's. Also, if Obama said he wanted to give every child $5,000 for college, I would be wary about his ability to get it done. I don't claim that he will get it done, as you do with Clinton, and I'm not insulted if someone questions his ability.

But I would, however, have more confidence in his intentions to do it than I do with Clinton. The reason is that Clinton comes off as too calculating and conniving, and she gives me the impression that she does nothing unless it will serve a purpose for her personally.

I have few problems with Clinton's policies. It is a matter of character, and she has none. The only thing that can change my mind about that is Hillary Clinton. Not the MSM, who reports more insignificant, sensationalist drivel than the National Enquirer; not the polls; and certainly not your incessant singling out of posters for the sole purpose of fulfilling your obsession with yourself.

So if you truly feel that I hate Hillary Clinton, or that I hate you for supporting her, you should just start a diary and write about how much CitizenJ pisses you off, or how MK, MO really gets on your nerves. Once you have blown off some steam and pulled yourself down from your own self-built pedestal, then maybe you will realize that most people on this board are not convinced by your arguments that Clinton is the best candidate because she is ahead by 15 points in some poll. It's a tired argument, and one that is not gaining the support of anyone who is smart enough to not let someone else cast their vote for them.

Does any one wonder where she got the idea? Go to Joe Biden's website and you will see this was his idea, although far more modest the government invests 500.00 per child born in 08 (or 09 on), and the parents can add additional money per year to the fund for college, (or can be used for down payment on a home) the child pays back the original 500 (no interest) at 25.


Biden discussed his far more modest plan at previous debates/forums.
Carrie, if you are a lawyer, you should get into politics.  You seem to have good ideas and your reasoning ability is sound.

As far as Hillary's plan goes, the stock market would benefit greatly if this money were put into interest bearing accounts and managed by banks and investment firms.  Any of you who had doubts Hillary was a shill for Wall Street, this should answer them.  By advocating for a program which seemingly helps people in need while providing for the transfer of more public funds into private hands, she has created the perfect program to appeal to her liberal supporters while enriching those she really cares about.  What's the difference if money goes to investment firms or Halliburton.  It's still allowing the already wealthy to feed at the public trough.

You seem to be suggesting that other people should subsidize you (I mean that more in the general "you" sense) because you made an expensive choice.

Should the law school education be cheaper (thereby depriving instructors of salary or benefits or other students of school resources)? Should the taxpayer subsidize you in some way that's greater than the abnormally low interest rate you already receive?

You presumably took a risk on a bigger investment for a bigger return.  No one else should subsidize that and I don't see any other possible interpretation of your statement that "people shouldn't have to put themselves into 6-figure debt to get ahead".  

People routinely put themselves into 6 figure debt "to get ahead" (newer, bigger houses, newer more expensive cars, acquisition of investments (like an education)etc.

So, what was your point, exactly, since I seem to have misinterpreted it?

There is little that can be said to someone who exhibits such an irrational bias. The deep-seated prejudice and irrational hatred contained in accusing a former first lady, 2 term senator from New York and leading candidate for the democratic nomination for President of the United states of being devoid of character make any reasonable political discourse impossible.

I am sure that your need to lecture me yet again on what others want or think is as trivial to them as it is to me. You may be proselytizing for converts, and railing at the world and the MSM for not sharing your views, but I am demonstrably not. Nor do I use factual information for any purpose than to back up my argument(s).

In time the campaign will run it's course and the debate here will be about which party can best serve our Nation, and all of the rancor over internecine rivalries will be a dim memory, as each party lines up behind their standard-bearer. I hope that by that time your anger subsides and that you and I can put our energies towards electing a democratic President and congress rather than the petty and silly bickering that you made such a point of saying that you disdained in your, "advice", to me.

Until then, I expect more of the same. I don't like it. I don't want it, but I do (sadly) expect it.

1. They already have a similar program in England (Do google search) that is working.

2. The account is NOT for the parents its for the child and grows over time to pay for collage.  Parents cannot get the cash!

3. Avg. person pays $27,000 in national debt to pay for scrubbed student loans.  (it could be a savings)

4. STOP LISTENING TO TALK RADIO IT IS NOT NEWS!

I say that it is an intersteing idea that has had positive results in other countries.  We should give it a fair look.

Last time I checked, with the possible exception of the jurisdiction of Bethlehem, having sexual intercourse was, for years, a prerequisite for conceiving a child.  (Now there are some equivalent medical procedures, but put those relative rarities aside.)  I thought that being paid money in exchange for sexual intercourse was illegal.  Have I not been paying attention? Did I miss some legal reform enacted during the Clinton administration?
