Let me school you the difference between congress declaring an army a terrorist organization and State department declaring an army a terrorist organization.

If a congress declare such, the president can use their declaration to justify going to war with Iran in the name of " Fighting terrorism". However when state department make such declaration, the president cannot use such premises without getting authorization from congress.

Thus, the difference between Obama and Clinton is simple. Obama support the  declaration from Sate Department but oppose congress declaration.

Clinton support Kyl-Liberman amendment (Congress) that decalre iranian military a terrorist organization.Bush can use this declaration as a proxy war against Iran.

That is why i said Clinton blew it on that vote. She should have voted No.

First read, you really need to give us a day or two warning before you put Albright's picture up.  It is startling to see it cold.

Its does not matter whether the Kyl-Leiberman amendment was non-binding or not. He is still well within his rights to use it as a pretext to war with Iran. Why do you think Congress is trying pass the resolution to not invade Iran?  If you have not noticed, the Bush administration has put a thin line between what is unconstitutional in regards to checks and balances. Remember the wire tapping and torture issues? We do not know what Bush or Cheney will do when it comes to war with Iran. Like Obama said "You do not write Bush a blank check and act surprised when he cashes it!"

Georgia has a point.  It has worried me ever since I heard what Hillary had done.  I am afraid the administration is not going to parse the sentence or look at the declaration legalistically, as a diplomat might.  The administration will trumpet it a political invitation to wage war, and so I am afraid it represents a serious error in judgment.

I think you sound a bit unhinged here. Here are the five things the resolution says:

"- Iran is fighting a proxy war against the Iraqi and coalition forces in Iraq.
- It is a vital national interest of the US to prevent Iran from turning Iraq's Shiite militias into a Hezbollah-like force.
- The US should combat, contain and roll back the violent activities and destabilizing influence inside Iraq of the Government of the Islamic Republic of Iran.
- Prudent and calibrated use of all instruments of United States national power.
- Designating Iran’s Islamic Revolution Guards Corp. (IRGC) as a terrorist organization."

This means, as Senator Webb said on the floor, is an act of war against Iran because United States have the right to go after any terrorist group in the world; and since the IRGC is part of a government entity, it is a label for the whole government!

So binding or not, IRGC is now considered as terrorist group and can be pursued!

My reading of the citations here regarding Kyl-Lieberman (2,3,4 etc.)have a key phrase in each, either directly or by reference.  The phrases or words are "in Iraq" or "inside Iraq".

Words can mean a lot of things.  Maybe these mean something too, like Iranian Revolutionary Guards acting inside Iraq on behalf of the Iranian government are subject to getting their heads blown off as opposed to arrested and detained.  Maybe even if they have made it safely back into Iran.

There is something to be said for keeping options open and communicating consequences ahead of time, maybe even for getting authorization, dontcha think?

Hillary is all about keeping options open.  In that one regard, she may be presidential and certainly has learned something from Bill.

With a republican president in office today republicans will shout from the mountaintops that the president can choose to make war on anyone he chooses, Constitution be damned. But once a democrat (probably Clinton) is in the White House on January 20, 2009, republicans will be reading and quoting the Constitution ad infinitum that only congress can authorize and fund war. Elda, you must understand most of the people who are here attacking Hillary have nothing better to do.
This is a full time job for them, many of them post under numerous names. They do this to make it appear The whole world hates Hillary, when ofcourse that is very very far from the truth. The truth is They know she is the likely Nominee, and even the likely next President.  They take a story and twist and turn it into something that is pure fiction.
They harp and harp on mundane matters of the past that had no bearing on This country, They think they are clever because they can turn a colorful insult.

Obama's resolution specifically stated that nothing in it could be used to authorize Bush to attack Iran.  The Kyle/Lieberman resolution did not contain that language.  That is the DIFFERENCE between Clinton and Obama. Clinton either still trusts Bush not to attack without approval (even though there is nothing in the resolution prohibiting him from doing so) or she actually does support such an attack but is to poll-shy to say before the primaries are through and thus uses the cover of the vague (purposefully?) Kyle/Lieberman resolution to do so.  Obama on the other hand does not trust Bush and so put the language in his resolution to make sure Bush could not use as a pretext to attack.  You tell me who is the naive one?

Obama DID NOT VOTE! Like any person who does not vote he has no right to now complain. Clinton voted for this because she expects to be President in fifteen months and it would be tough dealing with Iran if she voted against this resolution today. Edwards and Obama are still thinking about what that vote could or could not do for them today. Hillary knows that she will have to deal with that issue someday and can't afford to be soft on Iran today. The difference berween winners and losers.

Hillary just took a big tumble in my rating, not for her naivity in voting to give Bush the right to initiate war with Iran, but for her complete failure to remember what happened the last time this malevolent, bumbling idiot was given some authority in the field of conflict. Giving Bush even the slighest amount of leeway is like giving a mad dog permission to be off his leash. Anyone who says that Bush cammot go to war without the permission of the Congress must be in advanced Alzheimer's and can't see that he has already gone to war twice without the permission of the Congress. Hillary was the front runner in my mind and by quite a large margin, but this act of total stupidity has reduced her image considerably and perhaps we wopuld be better off with Edwards or Obama. We shall see.
