FEMA’s fake 'news conference'

From NBC’s Kelly O’Donnell
On Tuesday, FEMA held what was called a "news briefing" on the California fires, but the questions asked did not come from reporters. They were asked instead by FEMA staffers.

VIDEO: FEMA apologizes for having staff workers pretend to be reporters at a news briefing on the Southern California wildfires. NBC's Jeannie Ohm has the story.

“It is not a practice that we would employ here at the White House or that we -- we certainly don't condone it,” Press Secretary Dana Perino said. “We didn't know about it beforehand. FEMA has issued an apology, saying that they had an error judgment when they were attempting to get out a lot of information to reporters, who were asking for answers to a variety of questions in regard to the wildfires in California. It's not something I would have condoned. And they, I'm sure, will not do it again.”

One reporter asked Perino who is responsible?

“Well, FEMA is responsible,” she said. “And they have accepted that responsibility, and they issued an apology today. They have admitted that they had an error in judgment. I would agree with that. They've issued an apology. And, you know, you'll have to ask them about why they decided to do that."

Why fake it? Apparently, the FEMA briefing was called with little lead-time and reporters didn't get there fast enough. Instead of acknowledging that reporters were not there they apparently pretended and even used the typical practice of calling a "last question."

The briefer, FEMA's Deputy Administrator Harvey Johnson, did not indicate that the questions were coming from staff who were in essence playing reporters. Six questions were asked and the phrasing and subject matter were not typical for a news briefing give and take.

Senior administration officials are looking into the matter and suggest the "intentions were good," but acknowledge that was not an appropriate "tactic."

The suggestion is that so many media questions had been coming in to FEMA and the briefing was a way to get information out. But instead of transparency, a senior FEMA official appears to have faked it.

Below are the actual questions and excerpted responses from Johnson:
QUESTION 1: What type of commodities are you pledging to California?
"So I think we're well ahead of the requirement and we'll be able to make sure that all the shelters that are stood up are, in fact, all sustained and have sufficient materials and quantities of commodities to make sure they meet the demand of the people who might seek shelter."

QUESTION 2: Sir, there are a number of reports that people weren't heeding evacuation orders and that was hindering emergency responders. Can you speak a little to that, please?
"So I think you're seeing more compliance and more conformance with expected norms of travel."

QUESTION 3: Can you address a little bit what it means to have the president issue an emergency declaration, as opposed to a major disaster declaration? What does that mean for FEMA?
"As an emergency declaration, it allows us to provide -- to open up the Stafford Act and to provide the full range of protective measures and all the things that they need now in order to address the fire, If the governor had asked for a major declaration, that would have talked about individual assistance and public assistance at greater levels. And at this point, the governor has not asked for that."

QUESTION 4: Sir, we understand the secretary and the administrator of FEMA are on their way out there. What is their objective? And is there anyone else traveling with them?
"..all the key leaders who are directing this effort and demonstrating a partnership through their effort will be out there at San Diego this afternoon. So I think it's a good demonstration of support, recognizing that our role is not to usurp the state but to support the state. And they'll demonstrate that by their presence."

[Off-camera voice asks for another question)

QUESTION 5: Are you happy with FEMA's response, so far?
"I'm very happy with FEMA's response so far. This is a FEMA and a federal government that's leaning forward, not waiting to react. And you have to be pretty pleased to see that."

[Staff voice off camera: Last question.]

QUESTION: What lessons learned from Katrina have been applied?
"I think what you're really seeing here is the benefit of experience, the benefit of good leadership and the benefit of good partnership; none of which were present in Katrina.

“So, I think, as a nation, people should sit up and take notice that you have the worst wildfire season in history in California and look at how well the state and local governments are performing, look at how well we're working together between state and federal partners."

Here's FEMA's statement from Vice Admiral Harvey Johnson:
STATEMENT
October 26, 2007

STATEMENT IN REGARDS TO FEMA'S TUESDAY PRESS BRIEFING
FEMA's goal is to get information out as soon as possible, and in trying to do so we made an error in judgment. Our intent was to provide useful information and be responsive to the many questions we have received. We are reviewing our press procedures and will make the changes necessary to ensure that all of our communications are straight forward and transparent.

At FEMA, our focus is disaster operations and, in this case, it means working closely with the State of California to support their response to the devastating fires. We're committed to being there for the State and being good partners. In working to do so we did not put enough focus on how we communicate to the public.

The real story -- how well the response and recovery elements are working in this disaster -- should not be lost because of how we tried to meet the needs of the media in distributing facts.

We can and must do better, and apologize for this error in judgment.

### END OF STATEMENT # # #

FEMA had given reporters about 15 minutes notice ahead of the conference.

What do you expect from an Administration which specializes in lying to the American Public.  Just another example of an irresponsible individual appointed by another irresponsible individual (President Bush)
They probably did this because it was late in the day and CHERTOFF wanted to get home before his dinner got cold like he did during the Katrina disaster.
Holmes- what about the neocon panty-twisted hysteria that Iran is going to bomb US?   No comment on that?
Jeff Gannon Book Selected for National Press Club Book Fair
'The Great Media War: A Battlefield Report' Featured At 30th Annual Event

WASHINGTON, October 16 /Standard Newswire/ -- A book by former White House correspondent Jeff Gannon, "The Great Media War: A Battlefield Report" will be among those featured at the 2007 National Press Club Book Fair. The National Press Club is the world's most prestigious association of professional journalists. The November 1st event is the 30th annual book fair and benefits the Eric Friedheim Journalism Library at the National Press Club.

Jeff Gannon, the first exclusively online reporter to cover the White House on a regular basis is considered a New Media pioneer. He notes that his daily readership of more than half a million topped the circulation of most newspapers, despite reporting for a small news outlet. Gannon points out that since his tenure at the White House nearly every news entity has launched an online presence.

Gannon chronicles his two years as a member of the White House Press Corps and reveals his role in the Valerie Plame affair and the scandal that toppled Dan Rather from the CBS News anchor chair as well as the historic defeat of Sen. Tom Daschle in 2004. He also offers a rare behind-the-scenes look at the White House Press Corps, led by the legendary Helen Thomas.

Gannon weighs in on the left versus right, liberal versus conservative debate that he dubs "The Great Media War". He contends that the struggles between those opposing ideologies play themselves out on radio, television and in the newspapers every day and determine how news is reported. Gannon also sees the Internet as the next front in The Great Media War and discusses its effect on the future of journalism and news reporting.

Gannon writes about his experiences after asking one of the most famous questions ever posed by a reporter to a president. He explains "The Question" and speculates as to the reasons the reaction to it caused a nationwide sensation.

Gannon has something to say about nearly every member of the Beltway media establishment as well as many Washington politicians. His book is replete with evidence of pervasive liberal media bias well beyond the point of questioning whether or not it exists. Gannon proves the point with words directly taken from the lips of his colleagues.

Remember the Bush "town hall meetings" where only supporters could attend?  How about paying "reporters" like Armstrong Williams based on how often they wrote articles praising Bush policies.  Or, how about when they created their own "news reports" by fake reporters that were used without qualification by local tv stations. The Bush Administration threatens the very foundations of our democracy.  Those on this site who cannot see this threat should re-examine what it means to be an American.  Of course, during the Revolutionary War, 1 in five Americans supported the British.  That's the same level of support that Bush has today.
Thank you, First Read for exposing yet another travesty of this administration.
Has anyone stopped to think about the situation to consider what other press conferences may or may not have been fake over the years.  Realistically what makes any of you think that the US doesn't already have government controlled media?  When is the last time a serious question you had was answered or even asked?
Republican = LIAR.  Everything about this administration is phony.  I'd like to flush them all down the toilet.
Again the Bush Admin is finding ways to manipulate their image.  You know the one that says "We Care." Again the Bush Admin has smugged the good work of FEMA: David Paulison and the multitude of volunteers.
I do not believe for one moment that anyone working for FEMA even thought for a moment that they HAD to make their image look any better. This was the work of Rove & Cheney.
But that's just my two cents.
"Why is it that you republicans do everything you possibly can to deflect conversation away from the real issue, which is that Bush is a complete moron, has no idea what he's doing, is completely unqualified to be president, and appoints similarly unqualified morons to head up federal agencies like FEMA"

Because he keeps making asses out of your leadership, and we had no real choices when they were available in 2000 and 2004? Bahahahhahaa
Everyday someone in this administration does something so unbelievable that it borders on laughable.  Often I feel like I am watching an SNL parody rather than seeing the actual government officials doing their jobs.  Of course, none of this really is funny, because it is our lives and our money that their incompetence is wasting.

A fake news conference.  Isn't that what they have in countries run by dictatorships?

Note to all military serving oversees:  You are desperately needed at home to give back some shock and awe to the dictator who has taken residence in the White House.
The maladministration and the military have done it, why not FEMA? Sadly all we get is deception. What gets me is the completely inarticulate and meaningless answers. In a faked news conference, where you know exactly what questions are going to be asked, you should be able to do a bang-up job of it. What a bloody joke!
Anyone who refuses to believe that the white house and all the little bushes aren't behind the fake FEMA "press conference and all the staged press conferences and repub debates must just be part of the 21% approval of the worst administration EVER. BTW if you believe in what you write here...why not state your name "openminded"...not

Lair, lair pants on fire.
openmind: that's an ironic name to call yourself when clearly it's not the case.
For those on the right who still defend W, fake is the MO for everything this administration does
Question: When did FEMA, the Federal Emergency Management Agency, become FEMA, the Fake Emergency Media Agency?

Answer: Back when "Brownie" was ignoring Katrina. Some things never change!

To: FEMA Deputy Administrator Harvey Johnson

It's OK to talk to your staff to anticipate possible questions and make sure you can answer them Harvey, but don't hold press conferences without the press!

As George Herbert Walker Bush might say: It ain't prudent!
It is amazing to me that this, once again, turns into a democrat/hillary and republican/bush issue. It doesn't matter who is in power, this type of behavior by the US governemnt is unaccepted! As the people, we s/b outraged at the total disrepect the governemnt has for us (again it doesn't matter if it was the democrats or republicans)
Another fubar staged by an illegitemate government.Face it all you bush neocons, when the morons mouth is open,he's lying. The same applies to his cronies.Remember W.M.D.s?Impeach monkey boy and lets move on.
Let me get this straight...FEMA had time to structure their fake questions, prepare their fake answers and get their staff in place for their "news conference" but they only gave reporters 15 minutes to get there for it?  Please.
While President Bush was in San Diego yesterday with  shirt sleeves rolled up for his latest photo op, all air traffic in the area was grounded for his 'security' so no planes or helicopters were able to actually fight the fires for the six hours King Bush was in town.
And, although the fires were out in the Rancho Bernardo neighborhood Bush chose for his photo op, residents who'd been told they could finally return to what was left of their homes had to sit in their cars for three hours, in 95 degree heat, waiting for King Bush to leave.
Just like in New Orleans, we have a fake administration, pretending to care when they really just want to puff out their chests in front of the cameras. Bush was actually in San Diego, strumming guitars, while New Orleans was dying. This time around, he's strumming San Diegans.
Fake FEMA news conferences?  So, what else is new?
Who decides who is a real reporter.... you got to get licensed to ask someone questions? they answered questions that people wanted to know the answers to and did faster than the reportes could get there... they were probably more worried about getting flack for not holding one quick enough than holding an internal source that was national broadcasted. if you look at a circle thats what it is but if you want a square there will always be people who call it a square.
It's all funny. American Way, Politics and Comments.
Wow, It's amazing how some people just don't want to connect the dots. Whether ignorance or stupidity, some of you so called patriotic Americans (Republicans), because everyone else is unpatriotic, can ignore FACTS, not spin, because of ideaology. In the end you'll all get what you deserve, and hpefully a lot more. Wake up to the TRUTH, and stop blaming liberals (liberty) for the current fiasco in the WH. How many more examples do you need?
ENOUGH ALREADY!!!  How many of you live in the areas that are or have been under mandatory evacuation?  Do you have any idea how difficult it is to sit in a hotel room and not know whether or not your home in Rancho Bernardo is burning?  I do--and another one in Rancho Penasquitos.  Just give me straight information...and for the sake of common decency--THIS IS NOT A MEDIA EVENT TO GARNER MORE VOTES!  Every fool that got up and grandstanded during this horrible disaster has lost my vote forever.  BTW--I have lived in San Diego since 1948 and have never seen a more shameful display.  Call if "felony stupid."
OMG!!!!

I cannot believe that, after the drubbing the admin took over Katrina that they would be this stupid.

I have rarely seen people shoot themselves in the foot over and over like them.....

Bush, do yourself a faver (and US!) and just...walk away. Please.
Every fool that got up and grandstanded or was appointed by anyone involved in this fake news conference during this horrible disaster has lost my vote forever.  BTW--I have lived in San Diego since 1948 and have never seen a more shameful display.  Call if "felony stupid."
Actually it was obvious to most observers from the beginning that they were not real reporters.  The tipoff: they behaved appropriately, didn't act like jerks, and appeared to have some semblance of having a clue.
It's amazing how people deflect the issue of this news conference with a claim that others are deflecting from the wholey UNRELATED topic of the Presidency.  There was nothing wrong with the questions that were asked, in fact, it was expedient to have them asked since none of the reporters were responsible enough to ask them instead of inane "global warming" type questions.  The manner in which they asked was questionable, but FEMA did NOT claim that these people were reporters, and did not prevent present reporters from asking their own questions.  In this way they ensured the public received relevent information.

If all you can do is whine about how Bush came too slow in Katrina, and Bush came too fast in SoCal, neither of which have ANYTHING to do with this issue needs to take off the tinfoil hat and go check yourself into a psych ward; prognosis Bush Derangement Syndrome. Get a clue, and come back when you have a legitimate complaint... this news conference and FAQ's harmed what exactly??? It's not Bush's fault my house burned down and the crackpot-ism isn't helping matters any.... when wood combines with oxygen, it's called chemistry not conspiracy.
Thoughts from Fire Ravaged So. Cal regarding the staged FEMA "New Briefing".

#1 We were hoping that we were going to get some answers about lack of air support for the first 3 days.
No such luck.
#2 We were looking to see what response FEMA had planned for the 3/4 million displaced people from San Diego county.
No such luck
What we got was a "Pat on the back" for FEMA by FEMA.

What you have seen on your news outlets doesn't even come close to the reality of watching neighbors homes go up in flames.
How many people heard the head of OCFA (Orange County Fire Authority) blame both state and federal governments for failing to implement recommendations made over 3 years ago for such scenarios?
There's plenty of blame to go around. But what is needed right now is action, not some phony "News briefing".
Let's see just how consistently the nation and its citizens are being MISLED. We have a bully puppet president being used to pull to pull the wool over their own eyes, deny and restructure "reality." Then they  deceive a public they're supposed to be serving and serve up fake news conferences. How about making every nasty thing they do a "secret" while snitching the identity of a CIA operative whose husband had the audacity to tell the truth about lies leading to the Iraq war. They whine that the IRAQ benchmarks (they failed to meet) were too high. Folks, welcome to "1984" American style. Orwell was just off about 20 years.

What I find most enlightening is the way people on here are attempting to defend FEMA. There are actually a few valid ways to defend what FEMA did.  One could point out that essentially what FEMA did was issue an F.A.Q. (as someone pointed out).  And what they said in this release is not a lot different than what they would have said while reporters were present.

But instead of using logic like that,  the FEMA and Bush supporters mostly resort to attacking the Democrats and the media.

Which, in effect, means they are surrendering and admiting that they really cannot defend FEMA or the Bush Administration.

Pay no attention to the man behind the curtain,  blame the media and the Democrats.  Yeah, that's the ticket.

It's all THEIR fault.  Not us, oh no.

The liars (Repukelickers) have done this so much in Iraq, they had to test it here on their bran washed puppets, to see if they could pull it off.
They got caught with their communist crap so they just throw out some more lies and more garbage.
What more do you expect from Liars, Thieves, and Puke licker's???
Who needs the press? Why doesn't this administration cut out the middle men and just start interviewing themselves directly?  I'm sure they'll ask the hard questions of themselves, just like when Woody Allen cross examines himself in 'Bananas': http://www.youtube.com/watch?v=8a3mk9sp0oE
It's disturbing that it appears FEMA has learned nothing from past mistakes. Of course this simply reflects leadership, both at FEMA's level and the national level. Accountability for the performance of govt agencies needs to go right to the top dog Mr. Bush.
Dave,

He makes an ass of all of us

They're doin' a heckuva job.

COME ON! We have our president talking about blessing the United States on the one hand but kept the budget for the U.S Forestry service cut since he took office.

Now a fake news concerence. Just like the falsehoods of Iraqi weapons of mass destruction. I thought Bill Clinton was bad with the worthless welfare reform and NAFTA. Our current president and his cabinet members have taken our country to the lowest point in humanity and governance in it's history.

I can only hope the next President Democrat, Republican, Green or Independent is a much improved version of what we have now and the recent past.
Was "Wag the Dog" a true story?
-- oops you caught us. You are so perceptive. I'll bet you are just as handsome as you are smart.

---2nd opinion, you are as funny as you smell.
Why is this important, some ask? Because it demonstrates yet again an administration that places image above substance. What was gained by this charade? What would have been the harm in Johnson stepping up to the mic and saying "Nobody's here yet, so I'll just read this prepared statement." (Of course it would have been written much more eloquently). Rather than just speak the simple truth, they deliver a sham press conference. Lying about the important stuff might be understandable, but lying about something with essentially zero-risk, that's just corrupt.
And why is anyone surprised?
We have a fake president too!
He lies and kills, shits on the constitution and wants more wars. Well at least he is drunk most of the time. FEMA is a joke and a disgrace along with home land insecurity.
Lee Holmes re: 3:57pm post;  So you're saying that it's OK for the Bush administration to lie and deceive because it's your perception that liberals lie also.  You've got serious rationalization issues, dude.
What is so suprising about a fake FEMA news conference? They could just as well send their version of events to FOX and it would be carried as "News" The whole government is fake. People are ruling us whose only qualification is their party membership. This govervenment is an abberation from resposible leadership!
...and they wonder why much of the country doesn't trust the government.  I't's just one more step in controlling what's broadcast.  Brings back memories of the USSR.  I don't care if they're Republican or Democrat, good or very bad, or just giving lip service, right is right and wrong is still wrong!
Kyle Blood, let me try to make this simple.  If I hold a "press conference" where my employees ask me questions I gave them instead of assembling actual reporters that work for actual media outlets and allow them to ask their own questions, IT ISN'T REALLY A PRESS CONFERENCE!!!!!!!!
Typical of the moral bankrupt Bush administration.  Fake reports, prostitute reporters.  These people have NO morals
Watson: It is elementary. We are already BEING bombed by Iran or do you not know what a QUDS -produced SHAPE charge can do to a British or American platoon?[has,in fact, already].
People should do some real research and find out about FEMA, and when it comes to the news, well how can one be suprised, look who owns and runs the News.it is all wrong when you lie to the public or anyone.
However, putting this on, you could still not find the time in your "busy broadcast day", to mention Michael Murphy....ya know, the NAVY Seal, who was just awarded the Medal of Honor? I din't...I saw it on FOX!

But it were a President Clinton making the award, you'd have found time.

What a bunch of lightweights you are. I am happy, so happy, that my cable company does not carry MSNBC. But it did just start carrying the new FOX BUSINESS CHANNEL!!!

I wouldn't care if you went dark forever.
