SIOUX CITY, IA -- Hillary Clinton used the first stop on a two-day, post-Thanksgiving swing through Iowa on Saturday to lay out a $700 million a year plan to help people affected by autism. The money would be spent for research and provide support for families and teachers dealing with the disorder, as well as for autistic children and adults.

The senator said autism diagnoses had risen dramatically in the last 15 years to some 25,000 each year, affecting 1.5 million Americans and their families and costing the country at least $35 billion a annually. She talked about spending time with a child with autism while living in Little Rock and her work on behalf of children with disabilities over the years.

Clinton said not enough was known about what she called one of the most urgent and least understood challenges facing the nation and not enough services were available to deal with it.

“I think it’s time we had a government and a president who recognized the seriousness of autism and addressed it head on,” Clinton told the crowd at a local Boy’s Club. She said she was at the club because of the work the organization does to provide services for children with autism.

Clinton's plan would double investments in the National Institutes of Health’s efforts to identify the causes of the disorder, including possible environmental causes. Fully funding the “Combating Autism Act,” a Clinton co-sponsored bill that became law in 2006, would cost $200 million a year and would be covered by the senator’s initiative to increase the NIH budget by doubling it over 10 years. The other $500 million would come from savings from improving government efficiency, said spokesman Jay Carson.

"The federal government wastes billions of dollars each year in making improper payments based on procurement and contractual arrangements between agencies and service providers,” Carson said. “Implementing the GAO's recommendations for streamlining the payment process could reduce improper payments by at least $3 billion per year. Hillary will allocate a portion of this savings to fund her autism services program.”

One audience member, her head shaved and painted red, white and blue with “Hillary” written along the side, thanked the senator for talking about the disorder. The woman said she had lost her hair due to cancer and that she was an adoptive parent of two autistic children.

During the question-and-answer session, a man asked Clinton whether her administration would be willing to tackle the issue of providing universal health care for all Americans, regardless of their immigration status.

"We have to have a safety net, but I have not included people who are undocumented in my health care plan,” Clinton said. “I don't think we can do that until we deal with comprehensive immigration reform. Just on a matter of humanity and morality, we want to be able to take care of people on an emergency basis, so there are certain services that we should provide through a safety net system.”

The senator was late to the event due to travel delays, according to campaign co-chair and former Iowa Gov. Tom Vilsack. He spoke to the crowd for about 10 minutes about the responsibility Iowans have in choosing the nominee. He also said Iowa voters had an opportunity to make history on Jan. 3 and stressed that Clinton had been battle-tested when it came to withstanding Republican attacks.

The former governor asked the men in the audience to think about a young girl or woman in their lives as the senator spoke.

"Think about being able to go to her on the day after the election and being able to say to her that for the first time in American history, every opportunity, every opportunity, not just the union president or the college president or the doctor or the lawyer or the teacher or the nurse -- every opportunity is now available to both men and women in this country. It is what America is about," Vilsack said, calling this election an "enormous chance."

Clinton fails to mention all the governmental waste associated with some of this funding. I was once on the government payroll working for an agency that "helped" individuals and their families with developmental disabilities, such as Autism. In fact I had to leave the agency because I saw so much government waste, and physically became ill at times.  I was actually flown in to meet with Senators to lobby on behalf of this agency in a Lear Jet, along with a couple other of the Program Managers I worked with. I suggested that we drive up to save the agency and our tax payers money, but I was told we have the funding to pay for it, if we don't spend it we lose it, does that make sense? NO!!!! At one point I was told not to work so fast because I was making the other employees look bad. That was the last straw, I am no longer employed there, I went back to the private sector, not making as much money or getting the perks I did with the Government job, but I can sleep well at night knowing that I am no longer a part of the big government wasteful spending and tax rip off machine. People don't let these Politicians fool you, especially those that are into all the Social Programs, there is more waste there than you can imagine, and guess who pays for it? The citizen taxpayers of America. The patients I worked with did not benefit, the employees of the agency did, and that to me is wrong.

When I saw the headline I thought it was Hillary's plan to win the autistic vote. It probably is, still. However, the increase in autism is disturbing.

In my opinion Hillary is finally focusing on something other than government money and I think she is doing right by taking up for younger kids and FINALLY CARING!!!!!

She is juggling a lot of issues.  Many of the candidates probably haven't "gotten around" to that issue, or  have thought it through or have the capacity to take on this issue.  You got to admit, she is thorough.

This is really rich.  After she stripped funding for research investigating the connection between thimerisol and autism out of the Combating Autism Act, after her mass-vaccine push that started in 1992, which resulted in increased vaccination, and increasing autism that paralleled, now that new research is showing that blood mercury levels ARE correlating with autism - Hillary Clinton is going to march in and save the autistics?  Perhaps this is just a clever scheme so that no one notices that she is personally responsible for so much of the trouble.  Very clever of her to help cause a problem, and then be the one to solve it.  I hope someone else notices.

Well, the corruption and cronyism has exploded under Bush. Organizations like FEMA used to be highly effective under Clinton. Remember the massive Missisippi River floods under Clinton and how well it was handled in contrast to Katrina? It was a natural disaster of a similar magnitude. H. Clinton has also run a highly effecient senatorial office regardless of what you may think of her Iraq war vote. She is proven to be very effective and detail oriented. My estimate is she would be an effective administrator, certainly much better than Bush.

THE HILL may have a lot of perception problems with many americans but she is ahead of everyone when it comes to bringing up issues, that is what we all want and need in the end, a discussion of issues.

Hillary Clinton never bothered to talk with any actual autistic people before making any of her (often contradictory) campaign promises, and she won't get so much as one vote from America's autistic adults.  In March of this year, she was sucking up to Autism Speaks and promising to "prevent and cure anything along the autism spectrum."  In the conttext of genetic research, prevention means just what it sounds like: developing a prenatal test for routine abortion of autistic babies.

I think you win the award for the most ridiculous "Hillary caused it" story of the month.  Because Hillary sought to increase vaccinations in children, she is responsible for the spread of autism.  Nevermind that DOCTORS administer the vaccinations.  It's gotta be Hillary that's to blame, right?

I have an autistic son who was diagnosed when he was 2 years old. He now is 9 years old and my wife has been battling for him for several years now.

I followed the debate when the Combating Autism Act was introduced in the Senate in 2006. Senator Chris Dodd was working with Senator Rick Santorum of Pennsylvania as the main sponsors of the Act in Congress and it was quite a battle to get the act passed.

I live in Council Bluffs, Iowa and have made an effort to see what each presidential candidate was doing about autism.  I wasn't surprised to find out that Senator Dodd was most informed about autism in comparison to the other candidates. I found out in his campaign that they were currently working on funding the Act. In fact, I will support Dodd at the caucuses on January 3rd because he is the Democrats best hope. Dodd decided to run because of the current adminstrations disregard for the US Constitution, the balance of powers of our three branches of government, and the current administrations poor work which has damaged our nation's integrity amongst our world's neighbors. Dodd has been in the Senate for 5 terms and has a record of passing legislation that has helped American families and children. He did his work on the Combating Autism Act before he decided to run for the presidency and because it was the right thing to do. There are alot of good reasons that he should be our next president.

Hillary Clinton's timing on this issue is interesting and needs to be examined. The caucuses are about 5 weeks away. If Clinton felt this was an epidemic why did she not say something earlier. It appears that she is using autism as a political football, a means to gather support at the caucuses. This weekend she thrust national funding of the Combating Autism Act into the limelight. I think this is oppportunistic and irresponsible because the funding of the Combating Autism Act, like autism, is a complex issue. Senator Clinton did a poor job during her husband's administration when she created a backlash for universal health care as first lady during his first term. That backlash led to the first Republican congess in 40 years and set back the opportunity to have universal health care in this nation. I hope she doesn't do the same for the autism cause.

I would rather have Senator Chris Dodd leading the charge to combat autism than Senator Clinton. His experience and leadership gives me more hope. Dodd is not using autism as a means to get elected. It appears that Senator Clinton is using autism to boost her chances to get to the Whtie House.

This is a serious issue and important that all candidates get it on the radar screen. However, Clinton's promise to fund $500 million of the $700 million will likely never materialize... how does one in Washington "allocate" savings realized through eliminating waste to a new program? It doesn't happen, most people know that, therefore I question the motive.
Just a side note, Democratic Candidate and US Senator Christopher Dodd WROTE the Combating Autism Act in 2006 and carried the heavy load to passage. He is the real leader on this subject and he has been working on funding. If the media would do a better job covering the Democrats running for the White House, others would know this about Senator Dodd.
Wow! I am amazed and impressed by the amount of individuals who commented on this issue.  I am the parent of a beautiful 10 year old boy with and Autistic Spectrum Disorder (ASD).  I am thrilled to see that this tragic disorder affecting so many is now getting the debate it deserves.  With 1 in 150 children diagnosed with some type of ASD, we are speaking about a large population of our future generation who many never achieve self-sufficient and productive lives.  However, with proven effective early interventions many of these children futures look extremely promising. For individuals who are not moved by this thought alone, just think of the strain on our nation’s budget and infrastructure if this issue continues to be ignored.

The federal government has done such a great job dealing with autism so far. Let's elect hillery so they can continue their winning ways with more money to hide the real cause.(I hope you caught the sarcasm in my comments)
She has no desire to help. She desires more power. She's trying to buy the autism vote. My son was diagnosed at three and is now six. She will NEVER get my vote.
We parents in Ohio are fighting right now for the benefits that our state gov. wants to take away from our children.  This will leave most of them with no services.  As a parent of a child with Autism I think if she can bring attention and money to this issue then BRING IT ON!!  Our children are lost in their own darkness, if you find something that works and to have someone take it away is scarey and frustrating.  Here is someone who has the power to fix it then good for our children.  Thank you Hilary, now call your friend Gov. Strickland and tell him to stop this re-wording of the rules and protect our children!!

Time for the candidates to ask the 1 million plus autistic ADULTS what we think. I'm not an epidemic, a tragedy, a national emergency, a toxic waste dump, or damaged. Nor will I vote for anyone who sees me as such. I will NOT be an outlaw in my own country.

I have a son who is autistic, and with the help of simple diet changes and figuring out what he is lacking vitamin and mineral wise, he is well on the road to recovery. The DAN! (Defeat Autism Now Protocol) doctors already have spent the time figuring the majority of the problems out and are recovering autistic children every day. All Billary has to do is look to these doctors and give them the floor to speak. Autism can be reversed if it is caught early enough. Here are some recovery video's.

What a bunch of BULL!!!!!!  I am a parent of an autistic child, and have absolutely zero confidence in Hillary stepping one foot toward helping families with autism.  Being a former military member serving under the Clinton administration has turned my head 180 degrees toward anything that the Clinton's would possibly say is helping anyone except themselves!  Sure Bush hasn't done anything for autistic families directly, but at least he's not goping to say that he is!!  Trust a Clinton????  Believe in what they're telling the public??????  WOW!!!  How nieve is America!!
I really dont care who caused it or responsbile...as someone earnesly puts forth the real effort to help my 5 year old little girl and so many others like her.  Blaming just wastes time.  Does anyone ever consider that we have a huge adult autism community that will soon skyrocket because so many more of our KIDS have it...what are we going to do then.  Help the children now and prevent bigger problems in the furture.

The cause is known for at least 50% of autistic cases ! Mercury and vaccines. Solutions are available too to reverse autism. So it is now time to stop wasting money on phony research designed to keep covering-up the issue and protect the ''pharma cartel'' big business... Autistic kids are just collateral damages for investors in this ''huge market''...

As a parent of two Autistic children, I welcome the change that Hilary wants to bring in supporting children, parents and the teachers that work with our children. It is ridiculous that the government will not provide for the services that our children need becuase we the parents are hard working Americans! It is time to change the rules so that our children receive the services that they need in order to be productive citizens.
I wonder why the folks who don't get immunizations for religious reasons don't have any autistic children?

I see no problem with candidates doing anything on autism research, funding, services for anyone with it at any age, especially long term care, respite care, etc.

In 1994 I was invited to hear President Bill Clinton give his radio address on child support enforcement after passage of a certain law on it.  I think he got briefed on attendees.  My sons were 14 and 12 then.  Before the address, we met him.  I told him my name and shook his hand, saying 1:2 sons had autism.  He stopped, looked at me and said, "I remember reading about you."  I said, "And it's all true!"
You people have to realize that a lot of powerful people don't want her in the White House.  They are digging up anything that they can and blowing it out of proportion.  You can believe everything bad about a person before you will see the good!  Thank God!  She had the balls to even mention our kids!  With real figures.  Didn't she say it will come from waste, like what you were talking about.  People in these organizations don't want to lose their jet rides!

like any other goverment worker  will she make good on her promieses or is she just blowing smoke up the old wazzo, i have a autistic daughter and all i get is road blocks being insurance,reginol center or schooling it is always a fight. i will belive it when i see it.mabey one day we will get help but untill then we just try to keep are haed above the water and survive.
I knew it was just a matter of time before Hillary Clinton would talk about autism because with 1-150 children having autism she knows she will reach a pretty big voting audience. As a parent of an autistic son I can usually tell when someone wants to use my son's autism for his or her own gain whether it be political or financial. I can only speak for myself but I know there are other parents out there who feel the same. We are smarter than that. Why is she just now coming out with wanting to help autism? Where was she when Bill was president? She had plenty of opportunity to do something about it then or even as a Senator in NY. Sorry, I don't buy it. Clinton has a different plan every other week depending on what audience she is speaking to. I just wonder where she is going to get the billions of dollars she is planning on spending if she should be president?? This really upsets and offends me that we are giving someone the podium that has never been there to help the autism population before and now we are to believe that in an election year she all of a sudden has a crusade to help defeat autism! Please correct me if I am wrong and I will apologize in a letter to her personally. Where is the proof that she has supported autistic children and adults in the past 15 years because I have been to a lot of conferences and have never heard her name mentioned as a supporter? When will people open there eyes; stop spending billions of dollars watching and paying for professional football, baseball, basketball, etc. and put it where is can help the most needy.  Wake up, we are the richest country in the world and we spend it on self aggrandizement.  Do you know the black hole we feel in our stomachs that we try to fill up with owning more and more possessions, it doesn't work.  Give of yourself to help others.  Hillary Clinton wants to help people with Autism and help researcher find and understanding this tragic and devastation disorder.  Do you know that Autism which is a neurological impairment is not allowed to be diagnosed by a doctor, it has to be done by a psychiatrist. If you take your son to a doctor he can't diagnose using the A word because only a shrink can. He must call it a neurological impairment. Let us bring Autism into the 21 century.   Being the father of a 20 year old Autistic son, I can tell you my life has changed not only for the worse when raising an autistic child. But  I can tell you that money could have helped us when looking for professionals and tutors that we could not pay for.  Do you know what it is like to live night after sleepless night not able to help your child,  crying because no one could help you or your son.  
What has Bush done but perpetuate the big money, big oil, big tycoons.  If Hillary Clinton does one think to help autistics, their families and researcher's and come one inch closer to find some answers to this living hell called Autism she can have my one vote and all the votes I can muster from others.
she's "using" autism and it sickens me...

and 700 million is a slap in the face, 700 million is nothing compared to what would actually be needed... most of which will be wasted and not go to the families that need it most.
