Clinton’s autism plan

SIOUX CITY, IA -- Hillary Clinton used the first stop on a two-day, post-Thanksgiving swing through Iowa on Saturday to lay out a $700 million a year plan to help people affected by autism. The money would be spent for research and provide support for families and teachers dealing with the disorder, as well as for autistic children and adults.

The senator said autism diagnoses had risen dramatically in the last 15 years to some 25,000 each year, affecting 1.5 million Americans and their families and costing the country at least $35 billion a annually. She talked about spending time with a child with autism while living in Little Rock and her work on behalf of children with disabilities over the years.

Clinton said not enough was known about what she called one of the most urgent and least understood challenges facing the nation and not enough services were available to deal with it.

“I think it’s time we had a government and a president who recognized the seriousness of autism and addressed it head on,” Clinton told the crowd at a local Boy’s Club. She said she was at the club because of the work the organization does to provide services for children with autism.

Clinton's plan would double investments in the National Institutes of Health’s efforts to identify the causes of the disorder, including possible environmental causes. Fully funding the “Combating Autism Act,” a Clinton co-sponsored bill that became law in 2006, would cost $200 million a year and would be covered by the senator’s initiative to increase the NIH budget by doubling it over 10 years. The other $500 million would come from savings from improving government efficiency, said spokesman Jay Carson.

"The federal government wastes billions of dollars each year in making improper payments based on procurement and contractual arrangements between agencies and service providers,” Carson said. “Implementing the GAO's recommendations for streamlining the payment process could reduce improper payments by at least $3 billion per year. Hillary will allocate a portion of this savings to fund her autism services program.”

One audience member, her head shaved and painted red, white and blue with “Hillary” written along the side, thanked the senator for talking about the disorder. The woman said she had lost her hair due to cancer and that she was an adoptive parent of two autistic children.

During the question-and-answer session, a man asked Clinton whether her administration would be willing to tackle the issue of providing universal health care for all Americans, regardless of their immigration status.

"We have to have a safety net, but I have not included people who are undocumented in my health care plan,” Clinton said. “I don't think we can do that until we deal with comprehensive immigration reform. Just on a matter of humanity and morality, we want to be able to take care of people on an emergency basis, so there are certain services that we should provide through a safety net system.”

The senator was late to the event due to travel delays, according to campaign co-chair and former Iowa Gov. Tom Vilsack. He spoke to the crowd for about 10 minutes about the responsibility Iowans have in choosing the nominee. He also said Iowa voters had an opportunity to make history on Jan. 3 and stressed that Clinton had been battle-tested when it came to withstanding Republican attacks.

The former governor asked the men in the audience to think about a young girl or woman in their lives as the senator spoke.

"Think about being able to go to her on the day after the election and being able to say to her that for the first time in American history, every opportunity, every opportunity, not just the union president or the college president or the doctor or the lawyer or the teacher or the nurse -- every opportunity is now available to both men and women in this country. It is what America is about," Vilsack said, calling this election an "enormous chance."

I am taking care of my grandson who has autism, he is now 25 years old.
Hillary is the only candidate that is willing to talk about this huge problem.
We still have a year before election day I will be watching and listening before I decide if she get my vote.

As a parent of an Autistic child, I can't believe it has taken a Presidential Election to finally acknowledge the epidemic!  Not sure about Hilary but atleast her "maternal" instincts are on tract.  Wake up America these kids are going to be adults soon!
We all are the loaded guns w/ the gene to enhance Autism, what is it out there that completes the gene??

Hillary Clinton, you make me sick, and so does the comments by Mr. Silverman. I have two severely Autistic daughters, so trust me I can feel your pain better than most, and for you to buy into this is beyond belief.  What about our kids, David?  Ours are no longer babies and will soon have to face the world that doesn’t' seem to fit for them.  I want to hear more about adult services and what happens to our kids when they are no longer in schools and their disability is so harsh that they can not find a job, let alone interact socially.  Where do the adults with Autism go? Where is our funding? And who will pay for that? Or anything Mrs. Clinton has to say. Just as Karen in Ohio said "Where was she when Bill was president? She had plenty of opportunity to do something about it then or even as a Senator in NY.?" Especially when you look at the rates in NJ, not that far away, huh? Please vote, but not on empty promises and a track record to prove it. Don’t buy the lie.
Amazed at the messages posted here.  Most divide on red/blue lines rather than look at the issue itself.  I am glad that any one will pay attention to autism whether they are a Democrat, Republican or Libertarian.  Hillary's comments will go into the mix as will any comments made by other candidates about funding autism research/help.  The idea that a free market will solve the problem doesn't acknowledge that a free market brought us the vaccines.

I am the parent of a 20 year old son with autism and we need all of the help we can get. I want to find the cure and also to help the adult population with autism. Please stop fighting and lets get busy finding the answers. thank you
I question her motives for talking about Autism. If we could just get the CDC to admit that too many antibiotics and vaccines are not for every child.  My eldest son is Autistic, 4 1/2 years old and recovering with the help of Biomedical from a DAN doctor.  My middle daughter no signs so far at 3 years old. And my baby 8 1/2 months has not been vaccinated or had more than 1 antibiotic since birth.  It is pretty clear where this problem began.

We ALSO have to be careful what we give our Children to eat stay away from Processed food and hormones!  

When will the FDA admit to these problems!!  

When someone in POWER has a child with ASD.  They will change their tunes.

I'm glad this has come out in the forefront - though it's a very complex issue.  But to start harping on researchers being in it for the money just really gets me.  I was in research for over 10 years, and am in grad school now, slowly working my way through.  Many researchers make poor or marginal salaries compared to many others. They make huge sacrifices financially and in other ways to do what they feel is of benefit to others.  It's others who benefit from their research that can make tons of money.  

Many research programs falter due to lack of money and support - or cannot even be started for the same reason.  For the person who said 'researchers' are in it for the $ - well, you obviously don't know much about who does most of the ground work in medical research.  (ie. assistants, associates, academics, etc.)

I'd just say - please - make sure you do alot of good research yourself before jumping to conclusions based on a few things you've seen or heard.
Clinton's decision to bring it up now and "win votes," as you may say, may be true. She may be pandering to those who work with autism - or those who have it - to vote for her. But, we have proven here that we are just as politically divided and skeptical as the next group. Why "pander" especially to us?

Another thing I've noticed... none of the other politicians are saying a thing about autism or autism research, at least publicly. It is nice to know that someone cares about us, even if she is doing it for the votes. At least it'll bring some more attention, even if the money is unforthcoming. And let's face it, we do need the attention.
This coming from a woman who backs abortion at all stages of pregnancy and euthanasia of elderly and deformed!

I am the mother of a 6 year old with autism, my family spends at least 30,000 dollars a year on therapies, supplements, doctors, and special foods for treatment of this crippling disorder.  I have seen biomedical treatments, hyperbarics, and behavioral therapies work on my son and others like him. None of these treatments are funded by medical insurance companies or the government.  I also see families and children who can not afford these services who would benefit greatly.  What a injustice for all the children and families affected by this epidemic who are unaware of treatment available or unable to afford treatment.
Autism is not a "one treatment fits all" condition or diagnosis.
Does it really matter who the president of this country is as long as we have a leader who is willing to address the issue of funding and research for the largest disease that affects children today? If you think about it, in twenty years if something is not done about it now, we may not have an adult who is not "on the spectrum" to run for president!
Finally a canidate that is standing up to say something about Autism. I am thankful. I Have an autistic daughter and the challenges she and I face with schooling and support systems are difficult to say the least.
Senator Clinton has long been a friend of our children and families that are dealing with autism. She is not just "going after " the autism vote !! Check out her track record in this area. She is very sincere with her support. I would like to hear where the other candidates stand on this issue. I bet most of them are not even aware of this epidemic.
Sadly; I agree with many of the previous opinions.
I hope Hillary follows through with her promises but I'll believe it when I see it. I have Aspergers Syndrome and have a daughter with Autism. I get so tired having to fight for services. Then again so does everybody else who has a child with whatever problem.

It saddens me to think that some people believe you can place neurotoxins in infants blood streams and they will be unharmed. It saddens me not to know what is to become of my eleven year old autistic son after my wife and I pass. It saddens me to have defended this great nation only to see it taken over by money grubbing politicians and licensed drug dealer that have sold our children's minds and futures for profit. It saddens me to see men of healing become men of medicine and blindly follow there pharmaceutical mentors in to hell for riches. it is sad what we have done here.

As a mother of a child with Autism, HELLO everbody!!! The government says they are trying to help us with our children's needs,Well, this is not all true!!!! I can not get services for my son due to the cost and Insurance does not cover it!!Where's our so called govt. help? So, my opinioN is let's campaign on the most talked about issue at the time to get parents and families like mine affected by the disorder to vote for you, NO THANK YOU!!! God bless those who believe in these hippocratic govt.liars!!!!
I think what she said was...

"I am excited about this, I am looking forward to working with all of you to move this legislation forward, urrr because we have have to continue our duel efforts, urr we have to continue on the track of greater research and understanding, so we can get to a point where we can prevent and cure  anything along the autism spectrum..."

Doesn't sound so bad to me.
At least someone is lobbying for people affected by autism.  There is a lot of confusing information out there about vaccines.  Lots of doctors who cannot or will not come to a conclusion about them.  Vaccines are beneficial to our society but only on those who can handle them.  

Vaccines contribute to autism, it is not the only cause.  Antibiotics on an already weak immune system just help to weaken it more.  Vaccinations for every child before they are even two, especially the 3-in-1 vaccines, are hurting our children that have a weak immune system.  Our babies cannot handle all of the things that are contributing to make their bodies unhealthy.  Their bodies are being depleted of the good bacteria by the antibiotics and vaccines and they can't fight off infections.  Then the bad bacteria and yeast overgrow in their system.  They become picky eaters because of nutrional deficiencies and the pickiness then causes them to eat foods that aren't nutritious.  Our daughter gagged on vegetables and meats and they often made her throw up.  

There are tests that can be done for children with autism and biomedical treatments that can help, but it comes from the families pocket.  Vitamins, minerals, and probiotics that make them healthier and then they are willing to eat nutritious foods.  I could go on and on.  

Information is out there on treatments for autism and the causes.  We need more press on this information so families affected by autism know what to do.  Health Care or the government needs to help cover the costs of all the vitamins, minerals, probiotics, testing, treatments and doctor visits that are associated with helping people with autism.  

Money is flying out of our pocket to help our daughter and at least we are in a position to take on these costs.  What about the families who can't.  Don't they deserve to treat their children too?

At least Hillary is lobbying for families affected by autism.  I wasn't a big Clinton fan before, but I may swing my vote her way if she has my daughter's best interest in mind.  
Fist off. I noticed people making mention of "parents of children with autism". What about people with autism? This is just another example of the opinions of autistic people being ignored or marginalized. Because I am autistic I would say that my opinion counts MORE than that of a parent.

Now on to Hillary. In a speech she talked about curing and preventing all forms of autism. In my mind that is nothing short of eugenics. Fundamentally autism is about the wiring of a persons brain. A persons brain dictates who they are. So my autism is a fundamental part of who I am. So any efforts to "cure" my autism are fundamentally efforts to destroy me.

There are people who have made contributions to society BECAUSE of their autism. Two good examples are  Dr.Temple Grandin and Dr.Dawn Prince-Hughes. Both their contributions came as a direct result of their autism. Had they been "cured" of their autism, they wouldn't have made the contributions they did.

If we find a way to prevent future cases of autism, how many more great contributions to the world are we preventing.

I wont support Hillary and her genocide against my people.
As a mother of an autistic child, I was skeptical of the whole vaccine/autism claim. However, I had my son tested for many things that pointed to this. He is not immune to anything, yet exhibited very high antibodies to measles. His immune system is damaged. He has yeast throughout his body. After chelation, his tiny body dumped high levels of mercury. If autism is a psychological disorder, why do I change up to eight "dirty" diapers a day? It sure quacks like a duck to me.... The first case to go to court, Michelle Cedillo, will be awarded compensation, I understand. The Federal Claims Court itself has CONCEDED that thimerasol was indicated in contributing to her autism. I am not a Hilliary supporter by nature, but 1 in 6 children have some sort of delay or developmental disorder right now. Besides, how much money do you think will filter down to the families who need it? I am anxious to be disappointed. Don't let these promises fool you. Thanks for the post about Dodd. After reading the facts that there are sealed documents not for public view held by the CDC on the vaccine/autism link, I am not trusting any of them now. My fight is with autism in my son. The DAN protocol has brought him far. I was the biggest skeptic to start this, but to my suprise, it is working. Nobody is listening to the parents. They are listening to big drug companies. Money talks. Nobody wants you to know that vaccines are dangerous because nobody would vaccinate. Think of how much money would be lost. What if there was an epidemic? If they had to pay compensation to all families affected by autism, they would not have any money left for their jets and BMWs. Until somebody in Government exposes what is going on within, I don't know what will become of my vote. Probably, who is most likely to tell the truth, and it ain't HC, people!
