Below is a partial transcript of Biden campaigning yesterday in New Hampshire, where he said that he would move to impeach Bush if he unilaterally attacks Iran.

QUESTIONER: “I have a great fear that say you’re elected as the nominee of the party. Next August sometime during the summer, Dick Cheney and George are going to bomb Iran."

BIDEN: "Legitimate concern."

QUESTIONER: "What can you do about it?”

BIDEN: “I am not one, who if you’ve observed me for some time, I am not one who’s engaged in excessive populist rhetoric. I’m not one that pits the rich against the poor. I’m not one who’s gone out there and made false threats against presidents about, and god love him he’s a great guy, I’m not Dennis Kucinich saying impeach everybody now. But let me tell you, I have written an extensive legal memorandum with the help of a group of legal scholars who are sort of a stable of people, the best-known constitutional scholars in America, because for 17 years I was chairman of the Judiciary Committee.

"I asked them to put together [for] me a draft, which I’m now literally riding between towns editing, that I want to make clear and submit to the Untied States Senate pointing out the president has no authority to unilaterally attack Iran. And I want to make it clear, I want it on the record, and I want to make it clear, if he does, as chairman of the foreign relations committee and former chair of the judiciary committee, I will move to impeach him."

SECOND QUESTIONER: " ... I say this not to fan flames, and not to sound like a raving lunatic. You did mention something about impeachment, if George Bush does something regarding Iran. I say this as a strategic or tactical question. Do you think it would be useful now to forward an impeachment motion as a signal to the world that we're headed in the right direction?"

BIDEN: "It’s a valid statement to make. It is not as clear constitutionally that articles of impeachment would lie absent his action, which is crystal clear if he acted without congressional authority in Iran. It is arguable constitutionally whether some of the action he has taken thus far amount to high crimes and misdemeanors that could be in fact proven.

"So it makes it difficult. But beyond that, it is counterproductive. Let me make it clear what the impeachment case I made is. I think the best deterrent is for the president to know, even at the end of his term, we would move and move to follow through with that so his legacy would be marred for all time if he acted in what was clearly, clearly an impeachable offense. In the absence of that, what happens is, and you’re gonna think I’m joking about this. I’m not. If you’re gonna impeach George Bush you better impeach Cheney first. Not a joke. Not a joke."

More serious attention needs to be given to Biden, arguably the most experienced candiate and an exceptional one.  A Biden-Obama ticket would be unbeatable.
Biden-Can you say grandstanding! Congress should have started impeachment hearings when lies after lies were committed by the Shrub and Darth Vader years ago but Democrats were to spinless except very few exceptions. I guess lying about consensual sex with an adult; to get rid of Clinton; at tax payors expense was their only agenda that matters with this holier than thou Republican party that ignores and than tries to cover up for Foley, Vitter can use prostitutes, Haggard uses male prostitutes/buy crystal meth and than have the audacity to calls themselves the party of conservative moral values and bring honor and integrity. To little to late Biden the doomsayers/rapture party are still in control of the button.

I don't think it's even arguable- I'd say it's closer to a fact.
I should ask - has Sen. Biden agreed to sign Sen. Obama's bill that through act of congress makes it absolutely clear that Bush cannot attack Iran?

Because if Obama's bill makes it through congress, then Biden would have completely sure footing for his impeachment threat.

Edwards: Garnish Wages If Needed to Cover All

ABC News' Teddy Davis Reports: Democratic presidential candidate John Edwards is hoping to stand-out from rivals on health care.

Like Clinton (and unlike Obama), Edwards' health-care plan would require every American to have health insurance.

But unlike Clinton, Edwards is now detailing how he would enforce his mandate.
Under the Edwards plan, when Americans file their income taxes, they would be required to submit a letter from an insurance provider confirming coverage for themselves and their dependents. (no chance for fraud there...)
If someone did not submit proof of coverage, the Internal Revenue Service would notify a newly established regional or state-based health-care agency (which Edwards has dubbed a Health Care Market). (no new bureaucracy there...)
Those regional agencies would then evaluate whether the uninsured individual was eligible for Medicare (which covers those over 65), Medicaid (which covers the indigent), or S-CHIP (the State Children's Health Insurance Program which targets the working poor). (all that and we still need universal health???)
If the individual was not eligible for either of those existing public programs, the regional-health care agency would enroll the individual into the lowest cost health-care plan available in that area. The lowest-cost option could be a new Medicare-like public option or a private insurance plan. (more bureaucracy...)
The newly covered individual would not only have access to health benefits but would also be responsible for making monthly payments with the help of a tax credit. (paid for by who? Oh yea, us...)
The exact size of the financial obligation would vary according to a person's income, lower-income Americans would receive larger tax credits.
If a person did not meet his or her monthly financial obligation for a set period of time (perhaps a year, perhaps longer) the Edwards plan would empower the federal government to garnish an individual's wages for purposes of collecting "back premiums with interest and collection costs." (and if they work under the table...)
The process, according to the Edwards campaign, would resemble the process used to collect money from Americans who are delinquent on federal student loans or child support payments.
The Edwards campaign has not put a dollar figure on the amount that would be garnished from wages because the cost of the lowest-priced plan in that region could vary and is not yet known.

Great we are going to make not having heathcare insurance a criminal activity. Great.
This still does not cover the problem of illegal immigrants abusing the system. No coverage, no taxes so no IRS oversite, no garnishment.
Wait did he really say that he wants the IRS to do oversite of his manditory healthcare issurance plan???
Does Edwards have issuance coverage for his mental problems..........

Wanting to impeach Bush and Cheney when the majority of the country is against it would be a disaster for the Democratic party, just as the GOP's ill-advised impeachment of Clinton hurt them in the 98 election.

The country wants congress to get things done. But warning Bush in advance if you do this I will move to impeach is smart on Biden's part. And because Biden is a man of his word he will follow through.

Also, Biden has never said let's give Bush et al a pass, he  has said that he could be tried for crimes after leaving office, if the evidence was strong enough to convict.
Thanks, Joe. The impeachment threat must be out there and, like on Iraq, your views are respected and are needed within the public debate on these and many other issues.

I like the idea of impeaching Bush/Cheney as a team, the same way they mislead the nation. What started as a "good cop/bad cop" strategy quickly devolved into a "bad cop/bad cop" reality.  
I have a solution that will make everyone "feel" better. Liberals love to rewrite history. Let's just go back and scratch out "lying about a blow job" on the Clinton impeachment and write in "bombing the Serbs without UN or congressional approval"

Some encouraging news for those who pay attention to polls.  A new American Research Group poll in Iowa has Biden moving past Richardson, and also indicates that 33% of likely Democratic caucus goers are still undecided or could change their mind before January 3.

A warning, if you will...as Molly and Sara have stated repeatedly, any polls in Iowa should be taken with a grain of salt.  That being said, if this does indicate a trend in Iowa, it's a very good thing.

Kucinich isn't a nut case even though he's not presidential timber, he's had the right point when it comes to impeachment.  Well, now another (Biden) has come forward to say the word.  To me its simple enough to see that Bush-Cheney have been impeachable from that September day when the first jet appeared approaching the NYC skyline.  We need to rid ourselves of these two before the end of their term.  They can't be trusted and I wouldn't put it past them to pull a big fast one on the constitution just before the election and declare themselves as co-dictators.

you have made my day, week, month.  I was just looking at a Rasmussen poll showing Richardson ahead of Biden and I was questioning my own sanity.

Joe is right and this is probably why the congress has not moved on Bush.  In order to take him down you have to go after the true bad guy first, Cheney.  you cannot leave that madman in charge in order to impeach Bush.

If we impeach Bush/Cheney as a team, and some how, by a miracle, the Senate votes to throw them out of office, that means Nancy Pelosi as Speaker of the House, becomes president, right? Or is it the president pro temp of the Senate, Sen. Byrd?

As one who will most likely (but not a given) vote for a republican I have to say that Biden is the only candidate in the dem field that has any crossover appeal. I don't know how others think they can spew venom about Republicans to the degree they do then think they will appeal to us as people when they need our vote. We are still 50 percent of the vote. Reading these blogs has convinced me that dems are not even close to united as a party and many will not vote if the party does not choose their candidate. Many say they would vote against one not of their choosing to punish the party for not leaning left enough. Biden seems to have realized that Bush is not running and dwells more on actual policy not as much of the " I'm not Bush" slogan. Add to that that the others look to him for original thought and it would be sad for the party to choose a candidate based on popularity poles only to watch them lose. If you only listen to those who agree with you you may start to believe that everyone agrees with you. That has been a problems for both parties.

All of us who blog here are obviously very interested in politics.  I'm wondering--are the upcoming caucuses in your state the dominant topic of conversation in your area?  Are they generating as much interest in Iowa as they are on this blog? It would be interesting to know what the level of participation by voters in the state is/will be. Would a large turnout benefit any specific candidate? Any thoughts?

I agree the polls are statistically invalid, and I've been a broken record on that issue. But obviously you prefer movement up versus down. The problem with the polls isn't so much the order of candidates. I don't think I've ever disputed that Clinton, Edwards, and Obama are the top three. The question is with the actual % of support, and who is 1-3. I've also said since September that Biden was in 4th on the ground, and now this poll has him 4th.

Caucus polling is really slow to reflect trends, because they poll a large % of non-caucus going Democrats, and they are slow to pick up lack of support for candidates with high name ID. The best example of this is 03 polling with Lieberman. His polling always reflected high name ID not real support. In the 8/3/03 Des Moines register "Iowa Poll" he polled at 10%, however he had less than 1% actual support, but non-caucus goers would give his name from the list of candidates running, because they recognized the name. 5 weeks after polling at 10% and in 3rd place (or 4th?) Lieberman officially drops out of Iowa. By the 11/9/03 "Iowa Poll", two months after publicly dropping out of running in Iowa, and actually moving to New Hampshire (it must be a Conn. thing as Dodd as a rental home in Iowa) Lieberman only dropped to 5%, where he was now tied with Edwards. Lieberman wasn't at 5% in August, and he wasn't at .05% in November, but such a large number of non-caucus goers who are included in the poll continued to say they'd support Lieberman, because it was the only name they knew.  Richardson has support in Iowa, but he's been in 5th place on the ground for some time (he is the only candidate without a single Iowa legislative endorsement, Biden's a close third in Iowa, one less than Obama and two less than Clinton), but because from April through July he spent more on ad time than all other Democratic candidates combined, and he sends as much direct mail as Clinton he polls high (with non caucus going Democrats), because of name recognition.

If Iowans caucus for who they think would make the best President Biden would come in first by a landslide.
More coverage of Joe Biden please!! He's making the most sense. Let's hope the voters in NH and the caucus goers in Iowa are paying attention too.
I have said all along that there are grounds for impeaching Cheney right now. It's time to remove him, or have him leave on his own "for medical reasons"

To file a tax return, one needs a *physical address*, and, that address must be one's *residence*.

Homeless people don't have residences, and cannot possibly file a tax return. If Edwards, Hillary, Obama and crew had any idea of what poverty is really like, they would not be making such absurd assumptions.

The fact is that the richy-rich power elite are so far out of touch with common people that they actually think that everyone has a home!

I dare anyone who thinks these plans might work to go out into the seedy parts of your community, and seek out the people who live under bridges and in tunnels. Only there will you find people who are truly in need of charity and good will.

I like what Mark in Des Moines says.  The warning should be out there, whoever writes it.  Much as I'd love to see Bush and Cheney impeached, it's not likely...unless you draw a constitutional line in the sand. If Bush and Cheney are really mentally ill enough to cross it, bang, you've got them.

The bottom line is Dems will NOT hold impeachment hearings because it would be harmful to Hillary's presidential ambitions.

Always, along with Corpus Christie, dragging out the "libs" moniker when real facts get in the way.  Right out of the Fox News playbook.  But the "facts" are clear that Bush and Cheney have written history (in addition to witholding information , hiding behind executive priviledge, and refusing to comply with the Constitution re: "signing statements" instead of no excuses bill signings or vetos etc.etc.etc.etc.) as they see fit.  They have repeatedly lied when it was convenient and have no respect for the idea of co-equal branches of government or the Constitution.  The constant "liberal" charge has nothing to do with the facts any more than "conservative" applies to Bush and Cheney.  Conservatives supposedly believe in a strict interpretation of the Constitution and the rule of law.  These two believe in nothing but the expansion of Executive power and their own rulemaking, regardless of the law.  They hide behind "national security" whenever anyone or any group challenges their agenda.  Biden is absolutely right.  Starting impeachment hearings today would not be too soon.

I'll take a President "lying about a blow job" over one "lying about WMD's and establishing a sanctuary nation for al-Qaeda".  The U.S. created Iraq's new illegal immigration problem.

By the way, U.S. action in the Balkans involved our treaty obligations with NATO. If that action was impeachable, why did Henry Hyde (God rest his soul) spend so much time/effort/tax dollars worrying about Bill's personal desires?
