Clinton hits Obama on health care again

Hillary Clinton is trying to turn up the heat on Barack Obama over health care. In a conference call with reporters today, her campaign manager demanded that Obama's campaign take down a TV ad running in New Hampshire that claims Obama's health care plan would cover "everyone."

“By choosing to forgo a mandate, it’s not universal,” said Neera Tanden, Clinton’s policy director. “It will leave 15 million Americans uninsured. Even with a generous subsidy, millions of Americans will not get health insurance.”

The campaign doesn’t supply data to support the 15 million figure, but cites independent analysts, specifically studies published in the Inquiry Journal. One such study on mandates and health care from the journal was authored by Dr. Jeanne Lambrew, who told First Read in an e-mail that she is an informal adviser to Clinton. Lambrew, a public affairs professor at the University of Texas and a senior fellow at the Center for American Progress, also served as a health policy adviser in Bill Clinton’s administration from 1997 to 2001. In a memo on health care costs, the Clinton campaign footnotes an article Lambrew co-authored with John Podesta, Bill Clinton’s former chief of staff.

On the conference call, the campaign said Clinton’s mandate would be “enforced through default enrollment.” In other words, people “would be automatically enrolled, anyone who goes to the emergency room,” for example. The campaign said it would try to work through employers as well.
 
"She has experience in this issue and knows how to work with congress to make it work,” her staff said. The campaign did not say specifically what percentage of income individuals should expect to spend on health care, but added that Clinton is in favor of a cap on how high it can go.

When asked why she is now attacking Obama every day, rather than avoiding inter-party attacks as she previously promised, Campaign Communications Director Howard Wolfson said Obama and Edwards have been attacking Sen Clinton “on a daily basis.” So, he said, it was "important for us to correct the record and make sure people knew the facts."

Obama's ad, though went up two months ago when asked why the campaign is now calling for it to come down, Wolfson said it was “seen yesterday in New Hampshire.” When the ad first went up in late September, it began running in Iowa. After a week of debating health care, Wolfson said it was important to respond.

“He [Obama] chose to put up this ad I guess to make up for this weakness, and we want to make sure voters get the truth,” Wolfson said. “We’re not going to mislead voters for him saying that he covers everyone when he doesn’t.”

Campaign Manager Patti Solis Doyle even wrote a letter to Obama Campaign Manager David Plouffe, asking the campaign to take the ad down, calling it "false" and "inaccurate."

The Obama campaign responds: “The Clinton campaign didn't say a word when this ad was released a month ago, and the only thing that's changed since then is the poll numbers. The truth is, Barack Obama would offer health coverage to every single American who can't afford it, and he'll do it by bringing Republicans and Democrats together like he's done before. Rather than spending their time attacking Barack Obama, the Clinton campaign should explain how exactly they plan to order every American to buy health insurance even if they can't afford it," said Obama spokesman Bill Burton.

She's lost it. If anything, the Obama camp should take this one and run with it in NH, since even Dems there must have some of the libertarian spirit that runs deep in the state. The fact that she believes that adults should be forced to buy something, even if they can't afford it, indicates that she's never been in the position of having to choose between a rent payment and a health care insurance payment.

She's still where she was in '93, and that can't be a popular position too many places in the country. I'm all for universal health care as an objective, but really don't need or want Hillary Clinton standing at my door with the Insurance Police to make sure that I've done my obligation to her. Hell, there's your ad, Big O; show Hillary's Insurance Police pounding on the door, demanding to be shown proof of Health Insurance from some guy who can't afford to pay his rent much less do business with her insurance company friends. Short and sweet, it makes the point of what life in Hillary's America would be like if she had her way.
I have been paying attention to the Clinton camp over the past few months and I must say they have an interesting strategy. They put out things that they know are blatently untrue, knowing that there will be many people who only remember the headline "Clinton HITS Obama on Healthcare Again", people who never read the entire article, just glanced at the byline and go and have a conversation about it.
If they infect enough people with their lies then there will be so many people that think it is true that it won't make a difference b/c they will tarnish another candidates record. Now I know there are alot of people out there that don't pay attention but it is my hope that the media does a better job of explaining things, than just quoting the bylines. Obama healthcare plan takes into account poor people, it is clear by the mandates in Clinton's plan that she didn't quite think it through. We need a plan that actually make sense!! We need President Barack Obama!!!!!
I understand what the term "mandate" means but is there some other legal or political definition which accounts for the continued use of the word with respect to health care? Are they simply saying that "mandated" means required under law?
Obama is against universal health insurance, and he wants to privatize SS.

I simply do not understand the Clinton Machine's criticism that lack of a mandate means it is not universal?  

Clinton claims to be able to FORCE everyone to do it, but that idea empirically fails.  Go look how well it worked in Massachussetts.  And without an ENFORCEMENT MECHANISM, by Clinton's same reasoning, her plan ISN'T universal either.  If even 1 person doesn't get it, then it isn't universal.  How insane of a concept to judge the quality of a health care plan by...

The reality is that you CANNOT FORCE ("mandate") people to buy their own health care.  A mandate will NEVER get bipartisan approval.  A mandate simply DOES NOT work.

Like Obama says, people aren't failing to get health care because they don't want it.  People WANT health care.  People just dont have health care because they CAN'T AFFORD IT.  So, Hillary, how will YOUR plan make it more affordable?  Why are you always attacking Obama instead of backing yourself up?

Maybe it's because she wants to hide the fact that she's received the MOST from pharmaceutical lobbyists, because to her, she says, quote "lobbyists are people, too".  Lobbyists DERAILED her last FAILED attempt to pass health care.  She's letting them DO IT AGAIN.

people get a grip. while health care is an issue for the new congress in 08' the polls indicate the 2 prime concerns are iraq & econony. these arguements over health care, immigration, and any domestic policy will be compromised by congress in committee as domestic policy is the domain of congress. no candidate's position will pass intact thru congress but be negociated and reflect hopefully the demo agenda with a trifecta [house,senate,&pres.] win in 08'. put your focus for president in foreign affairs as that is more the domain of POTUS. clearly as the other candidates state "joe's right" in this arena and should get your seiuos consideration for the POTUS job as he's best qualified in that area.

Obama's plan UNIVERSALLY covers everyone that wants it.

Hillary's plan isn't universal by her own standards.  She wants to act like not covering even 1 person makes it NOT universal?  Well, Hillary, how are you going to FORCE ("mandate") everyone to get health care?  She doesn't even have an enforcement mechanism that -gaurantees- everyone have health care.  Her plan leaves people uncovered as well.
I have experience with Hillary and healthcare too.  My experience tells me that she is a failure when it comes to enacting healthcare reform.  She is a failure when it comes to working with congress to get healthcare reform enacted.

As Clinton says - experience is important.  I personally believe judgement is more important than experience but in this case my judgement and experience are in line.
So when illegals are caught here without health coverage can we deport them? It is a huge problem now. Or will we give it to them with a drivers license, at tax payers expense? This would be another law that illegals don't have to obey while we punish citizens. What is HRC's plan to mandate that?
Communications Director Howard Wolfson is failing the Clinton campaign.  If this liberal blog is any indication of how the American people are against mandates, the healthcare fight is one that she does not want.  There are so many reasons not to do this (she is looking petty when she was against intra-party wars 2 weeks ago when she was ahead, she is appearing angry to Iowans, she is making a distinction with Obama and lumping herself with Edwards—how will that split the vote), and there are better policies for her to address and at the very least, better ways to address them.  If she wants to keep this up, I love it!  Or for a large sum of money, I’d be happy to shirk my morals (give me 2 days notice) and get her headed North again.

If you don’t have car insurance and you hit my car, I suffer.  If you don’t have health insurance and you get sick, you suffer.  It’s your fault if you choose not to have it.  Affordability is key, so that people can opt to have it.

If you want to trust someone who failed at it the first time, then hid behind her husband, and has not explained how the word "mandate" is equal to "universal", then that's your prerogative.

I want to see Senator Clinton go into a poor neighborhood, and hold a town hall meeting in which she says to the people, "Either you sell off all of your assets to qualify for Medicaid, or you will be forced to buy insurance."
Even if Hillary's team continues to put out headlines it knows aren't true in the hopes that they will stick in people's minds (e.g. "Hillary Hits Obama on Healthcare Again"), the important thing is that people in IA and NH are paying attention.

Hillary is hitting what she feels is the “healthcare hot button” because she thinks she has credibility on this issue due to her attempt at it in ’93. The important point about this “attempt” is that she FAILED MISERABLY and, as a result, we are now stuck with the term “Clintonian Healthcare”. Bill actually hurt her a few weeks ago when he attempted to take responsibility for the failure of her attempt at getting universal healthcare by saying that “it was his fault” and that the republicans just fought it to get back at him. If they were the “twofer” presidency, then the republicans turned it down to get back at Hillary as well, and what makes you think they won’t do it again?

I don’t doubt her “desire” to pass universal healthcare, but if Americans REALLY want some form of affordable, universal healthcare implemented nationwide, why would they pick the one candidate that republicans hate the most, the one for which they will turn down any healthcare initiative just to get back at her and her husband? Hillary is the one candidate that the republicans are using as a lightening rod to unify their entire party to come out against her in the general election, if she is the nominee. Regardless of whether or not you feel that they will be successful in using the “we hate Hillary” card to unify their party, it should be absolutely clear to you that this woman is polarizing. Recently, when they successfully fought the expansion of SCHIP, several high level republicans referred to it as “Clintonian Healthcare.” Here we go again with the old fights from the 90’s.

Democrats need to get someone in there who has a hope in hell of getting the job done with respect to universal healthcare, and all we know about Hillary is that she can’t do it, and she knows it too. Which is why she’s only promising to have universal healthcare in place by the END of her SECOND term. That way, if she fails again, she can slink out the back door and say, “Sorry, I tried. It’s the republican’s fault.”

Hillary had 8 years (nearly a decade) to do it under her husband’s administration and she FAILED. What makes the Hillaryites think she won’t fail again? Please.

if you get sick... everyone suffers.  think about contribution to the economy if our country was full of healthy americans, as opposed to sick ones.  less welfare, higher GDP, etc, etc... you should really stop thinking so closed-mindedly regarding health and its impact on society.
Obama has now sunk out of my top three list with his weak positions on Healthcare, and energy, and the Peru trade agreement.  Obama even supports the creation of new nuclear power plants.

Edwards will fight for us on all the important issues.
I still have yet to hear HRC or a supporter for that matter, explain why we need to wait until the END OF HER 2ND TERM for Universal Healthcare, when both Obama & Edwards stated their goal is for their respective plans to be implemented in their 1st terms.  Until you can give a valid explaination why we need to wait 7 years, then you have no right to criticize anyone else's plan.
Clinton has to tell us how she will make Americans buy coverage and what it will cost.  Edwards has at least done that; he wants to make you add another form to your taxes proving you have insurance - what's the bureaucracy for processing those going to cost relative to the amount gained by signing up the small fraction of people who wouldn't sign up under Obama?  

By the way, Clinton herself stated that she would have to compromise during her plan's rollout back in October.  She's trying to draw a distinction on a detail she's likely to leave out herself as president so she can attack Obama as untruthful.

And quit repeating that "15 million left out" figure. It's based on a loose estimate from a TNR article, itself based on a unclear statement from an expert who may not have been accounting for the limited mandates in Obama's plan.  From factcheck.org: "a 2003 Commonwealth Fund study found that a plan with mixed private-public options (as the leading Democratic candidates have put forth) that also included an individual mandate would reach near universal coverage, leaving just 1 percent of people uninsured. Not including a mandate would still reach most of the uninsured, leaving about 3 percent without coverage."  Repeating the falsified number won't make it stick guys, sorry, just like the bogus "1 trillion" social security number Clinton tried last time didn't stick.

Karlos: You need to read the Constitution again. Foreign and domestic affairs are within the domain of Congress. The President has very limited authority without the approval of Congress for both domestic and foreign issues. For example, the war in Iraq had to be authorized by Congress, which it was. Any treaty that the President chooses to sign must be authorized by the Senate.
The plan that Hillary Clinton is proposing, with its mandate, is very similar to a plan that was enacted in Massachusetts by Governor Mitt Romney.  My understanding is that many people have fallen through the cracks in Massachusetts with this mandated coverage plan.  

I don't believe it would be effective policy to require folks to buy insurance.  I believe that if you offer them something affordable , the vast majority of folks, recognizing the wisdom of having coverage, will buy insurance.  And it seems to me that Senator Obama's plan has a vastly greater chance of garnering bipartisan support. If we want truly want to get the ball rolling on health insurance , offering a plan that has a good chance of being enacted is the wisest course to take.

Why is Hillary wasting everyone’s time with this mandate issue? With the exception of Dennis Kucinich, none of the candidate’s plans are truly “universal”. In other developed countries (like Canada and England), universal healthcare is funded from tax revenues. You are given some form of “Health Card ID” that you show when you visit the doctor, and the state pays the physician directly. You don’t have to purchase insurance to be served.

What these candidates are proposing is reforming the healthcare system here so that “affordable” healthcare is available to all citizens, and they get rid of limitations such as barring you from coverage because of preexisting conditions and things like that – but YOU still have to pay insurance premiums for it DIRECTLY out of your own pocket.

We all know that the republicans would never support the type of single-payer universal healthcare system they have in Canada or England, so for the meantime some version of the healthcare that democratic candidates are offering is the probably the best we can expect in the USA.

By “mandating” her plan, Hillary is saying we all have to purchase her insurance, “or else”. Given that she’s been through all of this before under her husband’s administration, you’d think she’d have the common sense NOT to push the issue of mandates. One of the criticisms of her earlier failed proposal (in ‘93) was that people would be “forced” to subscribe to a program they don’t want if they are “happy” with their current coverage. Now she’s beating everyone over the head with this mandate thing. This is a losing argument for her and I hope her opponents take full advantage of it.

Affordability is the issue, not mandates.
I like Obama. He didn't cover up for Mark Foley or Randy Craig or Duke Cunningham or Abramoff He doesn't lie about torture, domestic spying, WMD or Pat Tilman's death. He's never shot someone in the face. He didn't get five deferrments(my god, what a coward) or duck out on his Guard service. And he hasn't failed for six years to get Bin Laden, "dead or alive".
Of course health coverage has to be mandatory.

National health systems (whether private or public) are affordable only when the young and healthy are forced to be in there, shouldering the burden with the rest of us.  

Anything less will be unsustainable and unaffordable.  Can you imagine if car insurance were voluntary?  If only the people who get into accidents got coverage?  They'd be paying premiums of $10K/year.  That's the kind of health care system we have now.  That's why it's so expensive for those of us who have coverage.  
to kate fron chicago and other hillary supporters, some of the points you make are true, but you are missing out on the meaning of the main ingredient in the difference in plans attempting to support hillary at all costs. (facts) it will cost the taxpayers dramatically more if insurance is mandated. if it is mandated by the federal goverment then liability for those who cannot pay will eventually fall to the federal goverment for reimbursement because the law was mandated legislatively. the cost of enforcing payment and imposing penalties is an additional cost that will be passed on to the taxpayer. all these events are put into action because of the mandate. if you look at obama's plan, by not mandating insurance, but instead making it affordable it doesn't create a predicament of robbing peter to pay paul for a large portion of america. you then make health care a more inclusive certainty for so many that aren't insured. the cost passed on to the everyday taxpayer is decreased because premiums for health care will be based upon affordability relative to income and per capita in your vicinity. with this approach and creating incentives for employers for giving health coverage the health lobby will be more likely to be more friendly towards reduced premiums and billing rates because more will be insured do to the increased number of persons with health insurance because of it's affordability. doctors will charge less for health care because the discounts from the pharmaceutical companies, medical manufacturer's and overall health will filter down to them because of the number of people able to maintain their healthcare policies. hospitals will charge less because they will receive money owed on a regular basis instead of having to insure against non-paid liability cost because of premium lapses. think about it mandating is a win for the health lobby only. obama's plan opens the door for affordability thus making the possibility of everyone being covered a more viable and realistic probability. not to mention getting a non-partisan bill passed through the house and senate. don't believe what a candidate spits out for sound bite. do your research and investigating. did you know that the folks from the health industry that are hammering obama's plan are from former president clinton previous advisory council on health issues. these same people failed previously. we don't need more fighting in congress. we need non-partisan cooperation. it is basic economics. don't be fooled by the hype. it is ok to support a candidate just make sure you scrutinize your candidate for facts. that goes for all of us no matter who we support.  
is the Clinton campaign so NAIVE to think that mandating health insurance will make coverage universal?  last time I checked the law requires everyone have car insurance and more than a few Americans have slipped through the cracks.  the Obama campaign should embrace HRC's attack - it only highlights her loony liberal position on health care.
to erik, you sound as though you have read enough to make better comments than those which only incite further animosty, untrust and polarization between party lines. this country has been angrily divided for so long. that is why there are more independents than ever in the history of our great country. our present president hasn't served. a number of politicians haven't served. what we need is to find common ground for all parties and beliefs to move this country together. truth, facts, good ideas, hope and change in washington is going to propel this great country forward. fighting each other has gotten us in the worst condition this country has been in ever. I am a vet and i believe this. we can support our candidates and parties, but haven't we had enough of bush/cheney politics in the last 7 years? can we debate seriously with respect to anothers view? can we move our country forward or is it preferable to stay in the rut our country is presently in?
The mandate brings health care costs down even farther by bringing healthy people into the mix, and is opposed only by people who don't want health insurance because they are healthy now and think they can make it through life without an accident or unforeseen illness, so they can save money just by eating an apple a day.  Nobody should be put in a position where they have to choose between getting treatment for an illness or paying the next instalment on the house.
Furthermore, Clinton is right when she says that covering most but not all people is a violation of Dem principles.  Social Security is for everybody, for example, and that is why the Dems (including Obama) opposed the privatization plan.
In Europe, where I live now, the rule is that everyone is covered and that medicine is not a for-profit business.  Medical care costs 30% less than in the US, and everything is covered.  You even get sick pay, and it still costs 30% less!  We Americans are just so afraid of being "forced" into anything we won't take the responsibility for our own health.
The Obama campaign should use this reaction from Clinton to their best advantage.  Expose Clinton for what She is.  They only want the ad taken down because the poll numbers are turning in Obama's favor.  Clinton's running scared!  Obama's healthcare plan is better than her's, and She realizes it.  But Hillary is a dangerous player.  She'll use every dirty, underhanded and cheap trick to win.

It is possible that Senator Clinton is the best candidate.  However, even though any may like the policies that Senator Clinton proposes, they should also consider her record, just as Senator Clinton insists.

Either buy it or don't buy it, but don't make me have to buy any 'mandatory' healthcare insurance! I DO NOT WANT TO PAY FOR ANY STUPID COVERAGE! Whoever believes in the MOST FREEDOM will get MY VOTE, not a candidate who thinks I ought to get stuck paying for healthcare insurance. It would be more economical to pay out of pocket for healthcare than to involve the insurance industry in my healthcare. Ron Paul will be getting my vote. He would have more sense than Clinton & her scam policy on healthcare insurance.

Too much of the debate on universal health insurance in the U.S. has focused on whether or not to mandate that individuals must pay for it.  Senator Obama’s plan for making health insurance more affordable addresses a major obstacle that prevents many working poor and even middle class families from enrolling in health insurance.  Massachusetts is the only state experimenting with mandated health insurance.  As a related NY Times article noted recently, “even Massachusetts officials acknowledge that their (mandated) plan is not likely to be universal any time soon” with only half to a third of the previously uninsured having enrolled. It is irresponsible to push for mandates without talking about how it would be enforced. Do we really want to garnish the salary of a single mom who is working two minimum wage jobs just to make ends meet?   Or to fine her $1,000 or more a year at tax-time?
Meanwhile employers are discovering the benefits of preventive health care and making it readily available to their employees.  There are many alternatives to be explored.  Perhaps we will need to expand our subsidized medical centers with their sliding scale fees.   Or we could draw from the examples of all the other developed nations that have found ways of providing health care without punitive mandates. It is, at the least, premature to assume a mandate is necessary, as Senator Obama acknowledges.  The keys to health care reform are affordability and accessibility, not adding to the obscene profits of private health insurance companies.
