Bush v. Pelosi on Colombia

Posted: Wednesday, April 09, 2008 1:38 PM by Domenico Montanaro

From NBC’s Jeannie Ohm
White House Press Secretary Dana Perino reacted to the move announced by Speaker Pelosi to try and put off the vote for the Colombia Free Trade agreement, saying Pelosi did "something unprecedented changing the rules in the middle of the game."

She added the White House doesn't think the deal is dead yet, because no vote has been taken, but they are very concerned about the signal Pelosi gave today and that it's not just bad for this administration but future administrations.

Pelosi will be at the bicameral meeting at 3 p.m. ET today with the President. "You can bet he will bring it up at the leader meeting," Perino said.

When a reporter asked why Perino sounded angry, she responded, "I think we are pretty fired up about it."

She added that the Colombia Free Trade agreement is the right thing to do and they know it. That's why they don't want a vote and special-interest groups are pressuring them.

Here is a statement, per NBC’s Mike Viqueira, from Pelosi on the move to delay the vote on Colombia:

"Good morning. On Monday, I received a call from the President saying that he would be sending over the Colombia Free Trade Agreement to the Congress. I recommended against that course of action to the President, because I think we needed more time. I told the President that in light of the economic uncertainty in our country which has been going on for awhile, that the downturn is becoming more serious as evidenced by the jobless numbers on Friday and the statements by Fed Chairman Bernanke and now as recently as today, former Fed Chairman Greenspan.

"I was speaking on Monday that before we proceeded, we really had to continue our conversation about addressing the economic concerns of America's working families. That many people were concerned about losing their jobs, many were concerned about losing their homes. But that was not most people. Almost everybody, though, was concerned about losing their standard of living. That their income, purchasing power, their income has gone down, while the cost of everything, all the necessities and the staples -- groceries, gasoline, education, health care, housing costs, etc. -- had gone up. It was about the cost of things. And I thought it would be important for us to continue conversations related to how we bring some balance to this issue.

"I thought there was a risk, the President sending it to the Congress now. If brought to the floor immediately, it would lose. And what message would that send? And so I thought there was everything to be gained about continuing our conversation. The President disagreed and sent it over yesterday. Today, I discussed with my caucus the prospect of a rule change that we will bring to the floor tomorrow.

"It's not really a rule change; it's sort of in keeping with the rules of the House. And that rule will say that we will remove the timetable from the consideration of the Colombia Free Trade Agreement. It's keeping with how the rules of the House have governed how trade agreements have traditionally been brought to the floor under TPA.

"And what the President said Monday, and by his actions yesterday, was that he wanted to abandon any discussion protocols about how this could properly be brought to the floor. That's one thing, but more importantly, was how we could properly address the concerns of America's working families.

"We have the bills ready -- there a number of things we could do -- but the President chose not to do that. So we will choose tomorrow to remove the timeline from the consideration of the Colombia Free Trade Agreement.

"We're first and foremost here to look out for the concerns of America's working families. I take this action with deep respect to the people of Colombia and will be sure that any message they receive is one of respect for their country, and the importance of the friendship between our two countries.

"But the President took his action. I will take mine tomorrow."

Bush doesn't want to discuss anything - he only wants everyone to agree with him.  The arrogance of this administration is disgusting at best.

It's about time the Dems put their foot down about something instead of in their mouths.  They really need to put their collective feet up...oh, well nevermind.  You can finish the rest of that sentence.
This is very interesting. We know the Clinton inner circle made a lot of money off of the Colombians. But, I haven't seen any mention made of the McCain or Bush people receiving large stipends to approve the process.

Give credit to Speaker Pelosi. She is willing to stand up to Dubya (and Bubba). Will Bill have to return the speaking fees if the Colombian FTA is suspended? Would that include Hillary's half?
N. Pelosi is correct. We are tired and fed up with all the trade agreements that we are not benefitting from. We are in debt above our necks and all GWB can think of is a trade agreement with Colombia.
He sits there and knowingly knows that the Amerivan people are suffering from wars that we shouldn`t be in and the economy has eaten into most of our savings and retirement funds.
Just because he don`t have to worry where his meals or mortage note will be coming from.

No compassion what so ever.
Get out GWB you are bad for business.
good move.....Could it be that Democrats are finally speaking out?  I hope so...it's time to think about the average AMERICAN, not everyone else.

Let's see if we understand here. Bill Clinton AND George Bush AND Mark Penn AND Wolfson are pushing the Columbia Free Trade agreement? Isn't that interesting? So, who, then is looking out for the American workers losing their jobs? Hillary. Right??? I've got some swamp land for you Hillary supporters.
I think someone has aready told her this before, but little Miss Dana needs to put her big girl underpants on and take it like a........Republican.  Bush has railroaded the People enough:  our Constitution is in tatters, 4000+ dead because of lies and misleading reasons, and I just heard the All American Peppermint Patty factory is packing up, leaving US boundaries, and going to Mexico probably thanks to NAFTA like policies. Don't like it?  Don't let the door hit ya where the Good Lord split ya.
Way to go, Pelosi. It's about time a democrat stands up to till mis-take of a president. Bush should be allowed to pass anymore bills, let alone Trade Bills.
Isn't it a little wierd that Bush and B. Clinton actually agree on this issue?? Does Bush want to completely Bankrupt the American people b4 he leaves office. This is more evidence to why we can not allow for another Clinton term or J Mac to get into office. These people do not have our best interests anywhere on the radar. I do not even know what to say. I guess all we can do is pray!
The bushies are learning...they don't have any power over congress anymore...congress is now starting to respond to the rights of the majority over the insanity of the minority on the right...you clowns are 30%..go away
That's right Madame Speaker. Stand up to that hard-head, hard-hearted, stubborn, stupid, bully, He is, impatiently rushing to action. He does'nt care that the American people will be left holding the bag long after him. He want his place in history.

He'll have it too, amongst the worst leaders in the history of mankind.
Good job Nancy!  Finally giving the White House some of their own medicine.  Finally.
Can anoyone point me to a good site that gets into the brass tacks of this trade agreement proposal?  I am hesistant to support this without the background.

I sure do admire Speaker Pelosi' grit.  I almost wish she was running for President.  She would make a much better woman candidate than Hillary.
Dana Perino: how does it feel to have the system played AGAINST you?  The White House has played with the levers of government for the past 8 years and now they're a bit upset that somebody is doing it in return.
We are certainly not concerned about losing BUSH!

Nancy tell bush to stuff it!
We have had enough of his dismal failures must be up to 4000 of them.
What is there to be gained from Free Trade with Columbia? Cheaper Coffee? I am sure Obama is up for free trade with Columbia, and I am not talking about coffee, but that country's other chief exporting crop.
We are certainly not concerned about losing BUSH!

Nancy tell bush to stuff it!
We have had enough of his dismal failures, must be up to 4000 of them.
Finally some Congressional leadership with backbone.
"That's why they don't want a vote and special-interest groups are pressuring them."

I am very tired of these generalities ... and I don't think the press should let them get by with it, e.g.
SPECIFICALLY WHAT SPECIAL INTEREST GROUPS??  For instance, is it one of our American Union groups?  We need a name ... this "special interest" group may be one that has the American people's best interest in mind.  We may agree with them.  This business of spouting generalities, like "special interest", which is meant to imply something foreboding and negative is just a ploy to side-track our attention.

Give us a NAME ... and let us decide!

And, by the way ... Hooray for Nancy Pelosi ... stand tall, Nancy.
IMPROVE TRADE DEALS:

There is nothing wrong with trade deals that can benefit the American economy. The issue is that such trade deals have to be re-written so those countries like Columbia will be made to apply the same policies that apply to US companies regarding wage structures, benefits structures, safety policies and environmental requirements. Then such deals will be on an even and fair playing field where US ingenuity and workmanship can compete successfully. Such changes will also make companies to think twice before moving their manufacturing businesses out of the US. But as long as these countries are allowed to pay their employees $3 / $4 per hour with no benefits or safety guarantees, and environmental requirements are lax, then states like Ohio, PA, Michigan and the like can forget such jobs ever returning to the US.

People in the country need to know that if Bill Clinton, Mark Penn and other lobbyist in the Clinton campaign are behind trade deals with countries who basically run sweat shops where workers are taken advantage of how the heck can they even think that Hillary is sincere in her support of the American worker and their rights. It is amazing to me with all the information coming out on this issue how any Union organization in this couintry can be endorsing Hillary.
hey MSNBC, for a little background, what was the original timetable for this to happen?

was it expected to be sent over this week anyway, or is Bush sending it over now because he knows that it is rubbing salt in the Clinton campaign wounds?

thanks!!!
Wow this is certainly a conservative feedback area...LOL

If Hillary or Obama win the white house they can't bring jobs back from overseas, that is unless Americans are willing to work for those wages, this is a free market economy, but liberals want pure unadalturated socialism....
It is about time that Pelosi make a stand on something. Next move should be Impeachment hearings. Now that the lines are drawn in the sand congress needs to remember this is a government of By, Of and For the people. Some heads need to roll.
Obama supports free trade with Columbia so he can get cocoa easier.
Another what is it, nine months, and Bush will be resuming the War on Brush on a full-time, permanent basis.  Pelosi and the rest of Congress will still be in Washington doing the people's bidness, which is trade agreements that have enforceable labor and environmental provisions.

The government of Colombia has in the past and is likely still arming and funding the gangs that are killing labor organizers in that country.  How can we have enforceable labor provisions in a Colombia trade pact when being in a labor union can get you killed there?
Bush will sell his mother and father if he can get away with it.  He has sold out the USA. He does not care about the USA, he only cares about making his buddies rich and himself. By far the worst president in History. McCain is just 4 more years of  Bush.
Dana Perino is a Rove-bot and the most annoying Bush spokesperson ever.
Laughaday, you need to study and learn that more military men and women died while Bill Clinton was president then have died under Bush!
C A, Tuscaloosa, AL / I agree that trade deals that are crafted with everyone in mind, the worker as well as the company are a good thing, and necessary, unfortunately none of the trade agreements the u.s. currently has falls in to that category. every trade deal we currently have on the books are all geared for 2 things, maximize corporate profits and drive down wages and benefits here at home, and they are working, it is all too common for people to work for wages alone, with no benefits whatsoever, it is the trend. hillary clinton has no intention of changing that trend nor does mccain, obama is our only hope
Congratulation Speaker Pelosi. You have really sent a message loud and clear for the American people. We can only signal our  disgust by voteing. You spoke for us in a way no one has in a very long time.I hope you will keep their feet to the fire over this bill. As a country ;we have been lead and pushed down the path of George Bush's making for 7 years. Columbia needs to do more work and our solider's need to come home. The Iraqris need to start spending that 30 billion dollars on their country's infrastruture, creating job, paying their own soldiers. Maybe they would stop taking a lunch break in the middle of being trained. They have a 30 billion dollar cushion in banks here in United States.I feel if they have not caught on to making their own decision about their welfare by now. We need to force them to by leaving their country and bringing our people home.If they are afraid of the Irainans' and Beladan. They will have to fight or are they so weak in their minds theat they have become used to being controlled. I believe they are helping to bleed our country dry under the guise of this helpess demeanor.  These people will never take a stand for themselves as long as our forces are the on the ground. President Bush is determined to bankrupt our country to rebuild Iraq. I am tired and I no longer and never did support his and Daddy's war. As well as ;I strongly feel Sen. Clinton knew of the meeting with Columbia and Mark Penn. Who reported to her and her husband for 7 years. What has changed ? So how can we trust her to make sure that Americans are not steamed rolled again because she saids so and taking sniper fire someplace in Bosnia. I used to believe in her.She has lost my faith and confidence. Now I have only you to thank right now for being the one to stand up and loudly say no more.Hopely Obamba will bring more to the table for the American people, because the Clintons just keep bringing out the dirty laundry from before by accidents this time.
Speaker Pelosi has FINALLY found within her the capacity to stand up against dubya and his Constitutional shredding administration.
I guess when it comes to publicly supporting right wing death squads the Speaker has a limit.
Too bad Hillary's supporters, especially the governors of Michigan, Ohio, Pennsylvania & New Jersey and the former president could not be troubled in making a principled stand against this kind of anti union barbarism.
"He sits there and knowingly knows that the Amerivan people are suffering from wars that we shouldn`t be in and the economy has eaten into most of our savings and retirement funds."

Knowingly knows, huh?  How does that work exactly?  How do you knowingly know something?  Come on BigoldTexan...I know our education system in this state is better than that!!!
Thank you Nancy, someone finally taking a stand against the most incompetent man we ever elected to the presidency. What a forgetable 8 years we will have when this bunch is gone,God bless Crawford,Texas they can have him.
She just postponed it because it is in the news cycle and soon everybody will forget about it and then the stupid democrats will vote yes,yes,yes---the same way they vote for anti-choice judges, and more and more money for the war. What ever happened to the plan to extend unemployment for theose that are on welfare now?Pelosi strong---you are full of it.She has the spine of a wet noodle and will lose her seat in the next election.
I love Nancy, we should wait for her to be our 'first woman President'. She doesn't have Hillary's history of corruption.
I just want to know why we are spending 5BILLION dollars for this program - we have enough problems here at home and it makes you wonder how many other deals with countries are out there for that much if not more. Plus I think that they labled it as an anti narcotic program - Aren't narcotics legal in Columbia
Y'alll should try reading the Trade Agreement before commenting.  If all you are interested in is blaming someone for your troubles, bashing Bush, or just simply patting Pelosi on the back, go ahead.  But reading it may open your eyes a bit.  Of course, those who WON'T open their eyes will bash away at anything anyways.  There are some interesting parts to this that are overwhelmingly good for America.  Take a chance and read it. (good excerpt)
"An agreement with Colombia is an essential component of our regional strategy to advance free trade within our hemisphere, combat narco-trafficking, build democratic institutions, and promote economic development. In addition to eliminating tariffs, Colombia will remove barriers to trade in services, provide a secure, predictable legal framework for U.S. investors operating in Colombia, provide for effective enforcement of labor and environmental laws, protect intellectual property, and provide an effective system to settle disputes. Also, since many products from Colombia already enter the U.S. market duty-free under the Andean Trade Preference Act (ATPA), the agreement will level the playing field and make duty-free treatment a two-way street,"
Pelosi is impressive. She stands up to Bush and Clinton both. Isn't that funny...Bush and Clinton are on the same side.  Listen up Pennsylvania!
Just observed on C-Span that "The HAG of the House" and Harry Potless are trying to blackmail the whitehouse into letting them set the agenda for the nation.  I purchased my property, didn't purchase everything I wanted, and we didn't take vacations so we could pay our bills and make our house payments so we wood have a nest egg.  Now people buy, buy, and buy and then expect the rest of us to bail them out.  They say they can't make it without giving up their designer clothes, their new car, their plasma big screen, their vacations, and its unfair for the rest of us to expect them to live within their means.   Curtis
Dian i will take that swamp land you offered and the obama people who think he is realy going to make any changes for the good had better think twise about it and if you dont belive me go to fact check and see for your selfs and if you still belive in him i have some ocean front property in kanasas you can have

I guess all his drug use helped him achieve "Editor of the Harvard Review" arguably one of the highest achievements for any university in the world.

What have you achieved Pat Huntington?
