Hillary announces anti-crime agenda

PHILADELPHIA -- Clinton is taking a page from her husband's playbook, today announcing a plan to put 100,000 new police officers on America's streets as part of her anti-crime agenda.

The plan would set a goal of cutting the murder rate in cities with high or rising murder rates in half. The time frame for doing so would vary by city, from as little as five years to longer than that. Her proposals would cost an estimated $4 billion a year and would be financed with savings gained from eliminating outdated corporate subsidies.

"We've got to get back to doing what works. I'm old-fashioned about that. I think you should actually look for solutions to problems -- find out what works and execute. Enough with the talking, enough with the speeches, enough with the rhetoric," she told a group gathered in a gymnasium at the YMCA. "At its core, this agenda is about responsibility. It's about the federal government fulfilling its responsibility to help restore order in our communities, to pave the way for economic development and new jobs and to help families feel safe here at home."

Under her plan, Clinton would implement programs to help at-risk youth, fight gangs, drugs and online crime, and invest $1 billion in a grant program aimed at reducing the number of repeat offenders and the prison population's size. She talked about what has worked to bring down crime rates in New York -- from old-fashioned police work and innovative technologies, to youth intervention initiatives and partnerships with law enforcement, clergy, citizens' groups, parents, social service providers, and even gang members.

The former first lady said crime was reduced to "historic lows" during the 1990s and noted the violent crime rate went up two years in a row -- in 2005 and 2006 -- for the first time since the Clinton Crime Bill of 1994 was passed. Bill Clinton instituted a cops program during his administration to help reduce crime. The senator said her own cops program would be modernized to address homeland security and other issues.

Philadelphia Mayor Michael Nutter highlighted the importance of a federal government that works with cities to deal with crime. "In the '90s, we had a wonderful partnership with the federal government," he said during his introduction. "The first President Clinton helped us put police officers on the street. Here in Philadelphia, we put 750 more officers on the street because of the help we received from the federal government."

The gun issue
Nutter often cites what he calls Clinton's ability to understand how to deal with the problems facing big cities as a reason he supports her. The New York senator's crime-fighting plan includes an anti-gun-trafficking initiative that would be based on partnerships between the Bureau of Alcohol Tobacco and Firearms (ATF) and local law enforcement to improve tracking of gun crimes and to prosecute traffickers. It would renew the Assault Weapons Ban and repeal the Tiahrt amendment, which limits the ATF's ability to share federal gun-trace data with local law enforcement.

Nutter signed five new gun-control laws yesterday that would limit handgun purchases in the city to one a month and require that lost or stolen firearms be reported to police within 24 hours, among other measures. The new laws are controversial because gun regulation is under the state's purview, not the city's. The Philadelphia Inquirer reports that the National Rifle Association plans to sue.

Gun control as an issue has not come up very frequently with Clinton on the campaign trail, but it could be important here in Pennsylvania, a state with a lot of gun owners. In the lead-up to the Wisconsin primary, she made a point of talking about learning to shoot a gun and her experience hunting. She often says she supports the 2nd Amendment and she believes her cities and states have a role to play in confronting the challenges presented by firearms. But it was not clear whether she would support the Nutter measures specifically or these kinds of measures generally. When asked during an interview with local radio this morning about what she would do as president to address the issue of cities and gun regulation, she gave her standard answer before going on talk up the proposals in her anti-crime agenda.

"I would start looking for a balance and find some common ground and end the polarization that has gone on," she said. "Obviously, I take the issue of gun crime and gun violence very seriously, and I'm also committed to protecting people's constitutional rights under the 2nd Amendment to own and bear arms and I don't see why we can't do both."

In this morning's speech, Clinton noted that white-collar crime cost people their pensions and their jobs and contributed to the economic woes communities face. As president, she would pledge to pursue corporate criminals like street criminals, directing her attorney general to conduct a 90-day review of all deferred prosecution agreements and report on how to strengthen prosecution efforts against corporate wrongdoers.

After the speech, Clinton stopped by a senior citizens' aerobics class and briefly danced along with the mostly minority group to a song with lyrics that included "we gone have a funky good time."

Re j fl's earlier comment about focusing on the right competitor (McCain): can anybody guess what the combined Obama + Clinton fundraising machine would generate in the months leading up to the election?  I'm guessing $50 million/per month through the summer and $100 million in September and October.   Compare that to the $2-3 million that McBush would have.
Is resume-padding a crime?

She lied about Bosnia.  She lied about N. Ireland.  She lied about virtually ALL of her foreign events to try and "prove" that she had some sort of foreign policy experience.

That should be a crime...
What America needs most is anti-corruption initiatives. We already have a lot of anti-crime legislation, but we decided to spend more money on fighting the crimes of the Iraqi bad guys rather tha crimes on our streets.
So, her agenda is nonsense.

I agree say NO to Obama. He is wrong for America and he is racist liar.
This is all politics.  Her language is all coded - "I'm old-fashioned about that. I think you should actually look for solutions to problems -- find out what works and execute." It's sad that I can't take that for face value.  Besides, this plan feels like one that might've been tried ten or twenty years ago, and I doubt this will do anything at all.  It's all to score political points, folks - don't get it twisted.
She is just now mentioning this, Obama has a plan already.  He has also talked about reducing the recidivism rates with our youth with programs to try to prevent these actions.  
 
That was the initial key point that got my attention with him.  I am glad she has a plan though, it's just late.
This issue is kind of off the radar at the moment.  Sounds like its out of a '90s agenda and I'm surprised she's bringing this up now.  ???  Although it could become important, the IraqWar--Economy issue is much more important to me (e.g., military post-industrial complex).

I'm not pro-Clinton, but i commend her for addresing a pernicious issue in urban america. Although, Obama has addressed this issue in town hall meetings such as the MSNBC college tour  it was a response to a question and not the venue for his plan.  I've heard Obama give similar responses in black neighborhoods but they've received little coverage or interrogation of the details of his plan.

I think Clinton would be better served listening to the communities before outlining a detailed plan, but her initiatives are commendable. More importantly the national press has ignored the rising crime in many major cities and hopefully instead of playing politics Clinton's plan can shed light on a serious issue. Hopefully she wont veer into hyperbole.  

And hopefully Obama can offer his own detailed plan without panning his opponent; because in Philly and even in towns like Charlotte and Durham NC this is a major issue.
WHAT AVOUT TAKING RESPONSIBILITY FOR CORPORATE CRIMINAL HUSBAND HILLARY?

Also blames Penn’s game plan for Clinton trailing behind her rival, said it looked at this moment that Obama would take the nomination.
“[Penn] is looking to target non-Catholic Latino woman. All two of them… He slices the baloney incredibly thin. And in addition to being a political strategist, he is heading one of the biggest public relations firm in Washington, which is a huge conflict of interest. The campaign ended up looking like Exxon Mobil instead of what it really is… this campaign has been so incremental and corporate.
Oh Hillary...!!!! Time to stop promising things that you can't deliver....or then again keep promising because now it's becoming obvious to even those whom you might have fooled before. Why had Hillary laughed off a reporters questioning her of her campaigns Columbia fiasco last week?  Why did she not address the question and don't the American people deserve to have some questions answered; regardless of the answer?  These were her options when asked about the conversaton she had with the former president on Columbia:

lPOSSIBLE ANSWER 1: I told him that was fine. He's his own person and I'm my own. I oppose the trade deal, and he knows that.

RETORT: So, you OK'd him working (and making money) to promote a trade deal that you believe hurts American workers, and stand with a President who you said is "targeting labor leaders?" How can you say you're trying to really kill this trade deal, then?


POSSIBLE ANSWER 2: I told him that I would rather he did not do that, and he knew I didn't like it. But he's his own person and I'm my own person, and we're going to disagree from time to time.

RETORT: So you told him not to do something and he did it anyway? Why can't you control Bill Clinton, especially on a matter so important? And if you couldn't control him now, why should Americans believe you can keep him in check as President? Or, more importantly, how are you going to control your Administration, filled with people who have different agendas and disagreements?


POSSIBLE ANSWER 3: He never asked me, but I told him I was upset when I found out.

RETORT: Bill Clinton is undermining your positions behind your back? Is this what your Presidency is going to look like?


There simply is no good answer to this issue. She loses no matter what she says. Either she admits that she's not really as opposed to the trade deal as a moral issue as she says, or she has no control over Bill Clinton, which of course is a bigger problem, as we'd be facing a "Two-Headed President" under that scenario - with world leaders and the American people not knowing who they should listen to.
Crime is one of the biggest issues in our country. It is not talked about enough.

It effects everyone - everywhere.

First, where are you going to get the money for that when the country is 10 trillion dollars in debt? Second, you are not addressing the disparity in the social economic system and education in urban areas. This is leading to the high crime rates because if people are not receiving education, it will be difficult to find jobs. Without a job, it is financially straining. As a result crime occurs. Third, she did not address implementating after school programs to prevent the children from hanging out in the streets. I applaud Clinton for her plan, but it is putting a band-aid to the proble. It is important to examine the system and how it is contributing to the problem. Just a thought.
I guess Ol' Hillary will have a new slogan in PA now. It will be "I offer you the same things my husband offered you 10 years ago" Hillary you and your family stood on stage with Sir Elton John and let him insult our country and its citizens, what’s up with that? The plan is fine.  Her "plan" on how to fund it, along with nearly every other idea she has is not fine.  I'm tired of her, and some others, constantly trying to "fund" things by "streamlining", "cutting out inefficiency", "closing loop holes", etc.  It's a line of garbage.

You want to fund it that way... fine.  Fix the problem first, free up the money... THEN you can pay for your new program.  Enough of the funding first, oops we can't free up the funding from this other problem, give us more tax money line of crap.

When Christa MacAuliffe won the award to be the first teacher astronaut, as I watched the news when she was selected, I felt afraid for her, and a sense of doom.

As I watched Hillary announce her candidacy for The Presidency of the US, I felt dread, and got the creeps.

There are good things here and bad.  It is good to have more police and assault weapons should be regulated much better.  Stop trying to go back to the 90s and anchor yourself to your husband's good achievements without accepting responsibility for the bad as well.  Please stay away from 2nd amendment issues and any mentioning of you shooting guns.  That statement alone made me flashback to Mitt Romney's "varmint-hunting" lie.  After Bosnia and your Northern Ireland lies, your credibility is almost zero.  The sad thing is even if Sen. Clinton was a crack shot, her and Bill's lies make us question her every statement.  The key to reducing crime has always been education.  Focus on how you're going to improve that area.  Also, people need a good way to provide for their families.  These Free Trade Agreements that your campaign staff (Bill and Penn and Wolfson) have been in support of directly oppose this last point.  At least Hillary did address the issue somewhat but she has more to fix within her own campaign first.

While Senator Clinton’s agenda is pointing to a very productive, agenda, especially for the future, our youth of America, however, I view it as no more than a scare tactic and a potentially unbroken promise.
We never got healthcare; but we got NAFTA (another lie), and her Bill’s lies about Bosnia. If Obama is all rhetoric Why does she follow his lead about Afghanistan and education?
So, its true words do matter.
