House Dems to unveil war-funding plan

House Democrats today announced that they will vote to send President Bush and his successor $184 billion to spend on the war, plus a couple of other items that are politically popular but have not been requested by the president and may be veto bait.

The "emergency" package, to be considered on Thursday of this week, gives the president much of the $108 billion that has asked for the remainder of this year, plus $66 billion that would sustain the war effort into the first months of a new administration.

But the House will also be voting on an extension of unemployment benefits, the establishment of a new GI Bill for educating veterans, $500 million more in international food aid, and money for Louisiana levees. These items will be hard for many Republicans to oppose, though the president has not asked for any of it to be included in the war spending package.

There also will be a vote to attach some strings to the war money. Redeployment out of combat in Iraq would have to begin within 30 days and be completed by the end of 2009; troops would have to have as much "dwell time" out of theater as in; any treaty with Iraq would have to be ratified by the Senate; and Iraqis would have to match American spending dollar for dollar on reconstruction and development in their country.

There will also be more money for Pentagon weapons development, which some may not see as "emergency" spending that isn't paid for.

PROCESS ALERT: Beware all ye who enter here...
Remember when Democrats promised to be more fair to the minority if they were elected to run the place? How they wouldn't hold votes open and that they would allow more floor amendments and they would let the committee process work its will? That turned out to be a lot of hooey. They have discovered that it's near impossible to get anything done and be procedurally "fair," at least as they themselves defined the term in the run up to the 2006 election.

SO... this massive war spending bill will NOT go through a committee, will likely NOT be subject to any amendments put forth by Republicans, and will be presented in such a way as to take away the one motion to present an alternative that is almost always afforded to the minority.

How do they get away with it? First, because as the majority they can. Second, it's really the only way to get done what they need and want to get done. Third, they don't' feel too badly about it, because they got it in the neck in a similar fashion for 12 long years. And finally, because they know that the public doesn't care to hear whining about the process, and that reporters, producers, and editors would therefore rather not take up space and time telling people about it.

I think we voted the Dems into the majority to end the war...perhaps you all should be cutting funding to stop the war...grow a backbone!
Now let's see the Republican congress try and block this again in support of Bush.   Then it is so amusing when the republicans try and figure out why they are not being voted back in?  Why can't Congress realize that most Americans do not agree with Bush and his policies?
As a lifelong Democrat, mostly liberal, it's always tempting to make Republicans the bad guy in everything but frankly the Democratic controlled congress has made a half-a** effort to produce better results.

Obama's message resonates for just that reason. Washington is frozen in fear of the next election cycle.

Wow sonuds like the Democratic Leaders are finding a few sets(walnuts for pc) under the table for a change. Is it that they feel a change is nearly in the future ? I hope they dont lose those sets to Hillary . They may find that the support of the voters may back out with any underhanded dealings towards this election.

The 2006 election was about Iraq. We got a Democratic House AND Senate that promised change. And we're still there. We even went through a SURGE IN 2007!

Now that the Democrats have had BOTH houses of Congress, which is responsible for the management of this country, for nearly two years, we have record high gas prices, record low dollar values, and an economy that makes a terrific punchline in a few dozen jokes.

This is an excellent explanation of how the Clinton campaign spins, and spins and spins until most of the reporters are dizzy and gets them to play the Clinton's expectation game.

Also-- note that the Clinton campaign has already leaked to the Drudge Report (per usual) that they are afraid of a 15 point loss in North Carolina.  So, the Clinton campaign thinks that their loss will be LESS and is leaking this so that anything under 15 pt. is considered a win.

You have to hand it to the Clinton campaign -- they do spin like crazy.  They also threaten everyone from the media, to the DNC like crazy.  They are rather like a combination of a spinning top and Don Corleone.  None of this will be very helpful coming for a President, but then Senator Obama is already the presumptive Democratic nominee -- how can I tell?  Have you heard the Republican talking heads lately?

If this is the only way to get things passed by Congress that we need (the extension of Unemployment benefits et al.), then so be it.  If this president can only see the conflicts as the only important thing going on, then we have a war-hawk in the White House and one as the Republican nominee (not technically though) who have little understanding of anything else.

This bill doesn't stand a chance. Guess G.W. Bush will have to have Nancy P. over again for lunch. He can explain to her again how this all works. Obviously, it's slipped what little mind she has.
All these people keep talking about change.

They keep talking about how the country needs change and how the Democrats are the only party capable of bringing real change and Obama is the only candidate capable of bringing real change and yet in November 2006 everyone in this country was saying the same thing.  

So the majority of people in this country voted and sent the Congress a mandate to end the war by putting the Democrats in charge and thus making Nancy Pelosi the Speaker of the House and Harry Reid the Majority Leader and all of that didn't change a dam thing because the Democrats are useless and weak.  They have no spine, no back bone and they always talk tough, but when the chips are down, it's just talk.

At least the Republicans have the courage of their conviction.

Every one of the candidates will TRY to get Congress to see things their way, but at the end of the day, the Congress has the say and the rest is nothing but a lot of hot air.

Why havent we impeached this president yet? That would be the Dems showing a backbone. Honestly im begining to think the Dems dont have a bone in their entire body, and the republicans have one great big Boehner! How sad!
Reading the blogs, I think some people need to have a better grip on how Congress is set up re:  Presdient's veto power. while I believe either Dem would be tons better tahn a REpublican, I think that Obama has more integrity, broader vision and is not saddled with the burden of Bill, which could sink Hillary if she gets the nomination. It's time for some nation-wide and international healing. Go Obama!
Look the Dems got a very minor victory and where NOT told to end the war.  They Made a Big Deal out of getting a minor majority which they said was a clear mandate, when in fact it was a very uneasy fact that they just barely won a majority.  The Dems have done absolutely everything they could to undercut democracy, not just fighting the President at every turn.  They called congress back early and then locked out everyone but the dems.  The dems have killed more people because they have fought logic.  Logic says you go in great guns blazing and tell the people we are going after terroists and if you get in the way and get hurt or worse we are not going to care.  Your best way to not get hurt is to get rid of these people yourselves (in some areas they have and they are peaceful areas).  You go in with a Patton attitude and get the job done.  The Dems have killed more because people are stretched too thin and that is a fact.
Clinton has bought people and they are the absolute worst person to have even as a canidate.  Of course the Dems keep electing people into the senate that have physically killed people so for them to be underhanded and do everything undemocratic is not a suprise.  Ted Kennedy killed a person and did not have to pay for it and Bill Clinton broke the law and did not have to pay for it and I believe that the Clintons have had people killed and they will do ANYTHING for power, he  Bill is a bastard and she Hillary is a BITCH and both are as underhanded as the Mafia and both are as two faced as a mafia hit man.

People want the war over but the clintons are responsible for sending soldiers into harms way for much less of a reason than Bush did and people died as a result.  The clintons are totally responsible as well as the Dems to the high paying jobs leaving the US with the law that he signed into law and lobbied and got 13 votes that he needed to get it passed.  

The ONLY thing that Bush has done wrong is not hold the energy comanies and car companies feet to the fire.  Oil companies and other energy should not be allowed to make above a certain amount of profit a year as they are totally responisible for the economy being in the mess that its in.  And car companies have had the ability to have cars the size of Camerys to get 120 mpg hwy and 60 city since 1979, and congress does not make them put the cars on the road.  Insted they have hybrids with mega batteries that cause and will cause MAJOR waste and replacement cost.
Congress as a whole are doing things illegally as they are not representing the wishes of the majority of the people in their districts and or state which is unconstitutional and the courts are also doing most of their judgements unconstitutionally.

So Piss on Hillary.  She is a total power monger and cares nothing about anyone but herself, not even for her kid or for Bill.

And finally, finally. Congress has liberal reporters noses, like those that work at MSNBC, so far up their collective butts, that they won't say a word to what hypocrites and liars the Democrats have become. Dems will be back in the minority soon enough.
I think that the Democratic plan on the war funding is an excellent idea – if they actually have the resolve to go through with it. For 12 long years the Republicans ran roughshod over the minority. They will get exactly what they deserve and if they have a problem with it, too bad. They should have thought about the consequences back then.  
If we as Americans with any kind of sense can't get Obama elected, we deserve the gloom and doom we will get with either Hellary or McCan't. Obama is the MVP, you idiots!
Bring them home. Most targets here are liberal sewers anyway.
It's sad that we don't get to hear any of this on the 24/7 cable news channels.  Instead we get to hear every detail about the food the presidential candidates are eating and on MSNBC, we get to watch numerous hours of ridiculous programming like Lockup.  Maybe MSNBC could let Mike V. do reports on what Congress is up to on weekends so we don't have to keep tuned to Cspan and watch quorum calls all day.
