Obama's talk with Iraqi foreign minister

Posted: Monday, June 16, 2008 2:22 PM by Domenico Montanaro

From NBC/NJ's Athena Jones
FLINT, Mich. -- Obama reiterated his commitment to withdrawing U.S. troops from Iraq during a telephone conversation this morning with the country's foreign minister, he told reporters in a 10-minute press conference on the tarmac here.

The presumptive Democratic nominee told Foreign Minister Hoshyar Zebari that he looked forward to seeing him in Baghdad and told reporters he also wanted to visit Afghanistan, saying the situation there continued to deteriorate -- noting a prison break this past weekend. He declined to specify when such trips would take place, but said he would like to go before the election.

VIDEO: NBC's Richard Engel, author of "War Journal: My Five Years in Iraq" joins the "Morning Joe" team to discuss the progress of the war.

The men spoke about the progress U.S. troops have made in helping to reduce the violence in Iraq but Obama told Zebari troop withdrawals must go forward.

"I emphasized to him how encouraged I was by the reductions in violence in Iraq, but also insisted that it is important for us to begin the process of withdrawing U.S. troops, making clear that we have no interest in permanent bases in Iraq," the senator said. "I gave him an assurance that should we be elected, an Obama administration will make sure that we continue with the progress that's been made in Iraq, that we won't act precipitously, but that we will move to end U.S. combat forces in Iraq in a manner that's as careful as we were careless getting in."

The need to withdraw is twofold, Obama said. Reprising an argument he has been making for months, he cited the need to encourage the Iraqi government to make the political accommodations on matters like oil revenues and provincial elections, which the surge was supposed to help happen. He argued that the progress made in the South and in Sadr City showed the need not for a longer commitment but a shorter one, because they indicate a greater capacity on the part of Iraqis to deal effectively with their security. Obama said the second reason was the $10- to-12 billion being spent each month in the country, a statistic he often cites when discussing the need to withdraw.

In response to a question about how much flexibility there would be to withdrawal plans, Obama said he still believed U.S. forces could be out of the country within about 16 months and that "I've also consistently said that I will consult with military commanders on the ground and that we will always be open to the possibility of tactical adjustments. The important thing is to send a clear signal to the Iraqi people and most importantly to the Iraqi leadership that the U.S. occupation in Iraq is finite, it is gonna be coming to a foreseeable end."

He said he told Zebari that negotiations for a Status of Forces agreement or strategic framework agreement between the two countries should be done in the open and with Congress's authorization and that it was important that that there be strong bipartisan support for any agreement so that it can be sustained through a future administration. He argued it would make sense to hold off on such negotiations until the next administration.

"My concern is that the Bush administration--in a weakened state politically--ends up trying to rush an agreement that in some ways might be binding to the next administration, whether it was my administration or Sen. McCain's administration," Obama said. "The foreign minister agreed that the next administration should not be bound by an agreement that's currently made."

MI GOP hits Obama
From NBC’s Caroline Gransee

It is clear from the Michigan Republican Party’s conference call that the GOP is trying to target middle-class Michigan voters. Rep. Mike Rogers portrayed Obama as being “completely out of touch with the average Michigan family.”

Rogers continued to attack Obama’s proposed tax proposals. He said they would have “very real consequences,” such as hindering Michigan’s auto industry, an already struggling industry, from producing. In general, Obama’s plan would be “completely destructive” and “punish America,” argued Rogers. Michigan is a toss up, but the GOP depicted the state as a stronghold for McCain. Kerry won Michigan 51.2% to 47.8% or about 165,000 votes.

Your on your qwn just klike DICK NIXON he has a secret plan to end the war he will let you know it after the election
Thats alot of spin for a guy who wants to end the war but not the funding
Zebari got frustrated after about five minutes with Obama, and then started to get his point across using one and two syllable words along with drawings of stick figures labeled "Us" and "Them".
I can almost guarantee Obama will not lose MI.No need to worry Mr. Obama.
After 8 long years of the bush admin, voters are a heck of a lot smarter than they were in 2000-04 - Roves scare tactics are ineffective.  Just wait til the folks in MI get a load of McCains tax plan and see that the middle and lower classes will get screwed again to the benefit of the upper income folks.  The gop can't hide behind their rhetoric this time around - the facts will shoot them down every time, and Obama will be leading the charge.
Obama is proceeding in a way that fosters confidence, not fearmongering, with regard to his conversation with The Iraqi Foreign Minister.

The GOP attacks on Obama's proposed tax reformations, in Michigan, is designed to con an ignorant electorate into voting for McCain. I don't think it will work this time.
this whole Iraq war is a big farce.  obama just pull them all out on day one. who cares what happens to these people. they hate us anyway. why help them? they're a bunch of animals killing each other. I say, let them! and after all the bodies are cleared, we take the oil and run!
I just have to put in that these comments are completely nonsensical.  Was Yosie claiming that Obama was stupid and spoke only in one or two syllable words?  Hold on I thought he was a liberal, elitisit snob?  I mean he was the editor-in-chief of the Harvard Law Review while McCain finished third-to-last in the Naval Academy.
The ironic thing is, is that Obama is actually attempting to make good on the promise Bush made back in 2003/2004...that we'd train the Iraqi's and leave in a timely manner. The Iraqi's would have no problems dealing with Obama b/c we have used that rhetoric all along...not backed up by action although. So it's odd how the GOP and the neocons now attack Obama for picking up the ball they dropped. That goes to show McCain and the party he seeks to lead has no bearings. Their opinions and policy shift with right wing opinion which have been dominated by the Bush administration. McCain isn't his own man..he's no maverick.
Well obamma wants the dead beat homeowner vote but not the deadbeat dad vote
How stupid does McCain think we are by claiming that Obama is going to raise taxes on the middle class.  He is going to raise taxes on John McCain's friends and corporations that fleese the consumer.
Only the radical right wing, which has high jacked McCain's candidacy, thinks an open ended occupation with a "wait and see" strategy will produce favorable long term results. Has anyone asked McCain how long the American tax payers should pay Iraqis not to fight? 5, 10, 100 years?
I wonder with all the for hire (read - Blackwater, et.al.) military in Iraq, what contractual obligations our government has made to them. What are the implications of a withdrawl prior to the completion of thier contract? Will we have to buy out the remainder? I wonder if anything like this has ever happened in past conflicts as elections draw near?

Does anyone know about the legalities associated with this
"Obama is dangerous for America and should not be elected!"  "Why?"  "Because we said so.  Be very afraid!"  "Why?"  "He just is, that's why!"
The Michigan GOP is way off the mark, and voters in Southeast Michigan won't let the election get away from them.  What is worse?  Paying taxes or letting the federal government, as it has under Republican stewardship, continue to drive the economy into the toilet by borrowing money to pay for programs?  How awfully they have taken care of our nations resources and economy.

Yet again we have another republican only worried about their stronghold on their riches.. I haven't met many republicans that likes to share the wealth across America.. Remember big corporations, you are currently living through the wonderful world of the BUSH tax cuts.. God forbid that you have to lower your expectations on your profits to benefit Americans.. I wonder how Americans making over $250,000 a year making it during these rising gas prices.. I am CERTAIN that they are not struggling to put gas in their hybrid or BIG gas guzzling high performance/suv.  Probably not even affected.. So why not help out middle america..

Ooops sorry I forgot I was talking to republicans..they hate a quasi level playing field..
Now Obama says he can win in November without winning either Ohio or Florida. Seeing he's also going to lose Pennsylvania and Michigan, Obama must be depending on Texas and Georgia to slid into his column.

Lets be real Obama fans. Barack sees the writing on the wall, and is just trying to cushion the blow.
Kathy - How stupid does McCain think we are by claiming that Obama is going to raise taxes on the middle class.

Because that is exactly the first thing the last Democratic president did when he got into office. And he too said he wasn't going to raise taxes on the middle-class during the campaign. Democrats live and breath for tax increases. It is their money you know.
It's about time an American politician gave Iraqi leaders and their people a clear signal that we do not intend to occupy their country indefinitely. But don't be surprised if GWB/Cheney pulls some kind of stunt to ruin the transition. The current administration has shown it will not be constrained by our laws or the Constitution. I hope the military is on standby to protect our country from the Republicans. I'm afraid they will do anything to stop Obama from taking power.
Excellent!  I agree with everything Senator Obama said.  It is time for Iraq to take responsibility for themselves, they have plenty of oil and revenues.  Private contractors can stay if they like and hire private protection, but it is time to stop borrowing billions upon billions from China to fund this unjustified war.  The devastation to the American economy is just as ugly as all the blown up buildings in Iraq.

"My views of chaos and genocide ...." stated by McCain is nothing more than an attempt to control Americans with fear and intimidation.  The trillion dollar deficit scares me more than any pull-out of Iraq.  The Iraqis will survive and progress.
When has either party lowered the middle classes taX BURDEN THE PUCKERS TAKE IT AND GIVE TO THE RICH THE DEMORATS TAKE IT AND GIVE IT TO THE POOR .Pat your just the guy to represent the obammawannabes twisted and hateful willing to do his dirty work welcome to the team TEAM< OBAMMA
I mean he was the editor-in-chief of the Harvard Law Review while McCain finished third-to-last in the Naval Academy.  - Greg NY

Obama is long on pretty framed pieces of paper hanging on his wall, and short on any tangible results. From an experience point of view, Obama is dumber then a box of rocks.

JOHN how about sat in a church for 20 years and didnt hear a thing ? Supports hatred ? Supports terrorists ?Support shady land deals ? sells hope when hope cant be sold?
Before we should get out for human reasons now its about the money the dems are so easy to distract look how bush walked KERRY AND EDWARDS and all right into war now your supposed to listen to them HAHAHAH
Obama knows that any country must chose and determine it's own destiny. That outside influence, especially through the use of military power and prowess is short term, and in the end will always fail to win the hearts and minds of the people unless they are ready themselves to change the direction of their society and their government. The Iraqi government is a sham and will always be a sham. It does not represent the will of all the people in a fashion where compromise will be accepted by all in the name of peace and stabalization. When the people of Iraq are ready to make the proper compromises and to work together to establish a give-and-take form of government then they will succeed. And until they are ready US forces policing their nation may reduce violence but will never act as a catalyst towards the stablization and peace required for their success. Nothing would be more positive for the U.S. and for the Iraqis then to pull out the U.S. troops. Both sides win. U.S. troops are pulled from harms way and the Iraqis can begin their struggle towards "real" stablaization whether as a democratic society or under a society that yet requires a form of religious and/or dictatorial form of rule. Obama knows this.
Obama wil not raise taxes on the middle class. But thats because he thinks the "middle class" are rich. The Dems play we will raise taxes on everybody but you game. If you think you pay too much now, just wait till he gets in there. Then of courese if you dont pay that much now like most Obamatrons, you have nothin to worry about.
HOW DOES JOHN MCCAIN PLAN ON PAYING FOR THE WAR IN IRAQ? IF CAN ANWSER THAT QUESTION HE MIGHT JUST GET ELECTED.
If you make more than $2.9 million a year, your taxes go UP under the Obama plan and DOWN under the McCain plan. The first person who benefits from McCain's plan would be lovely wife Cindy who clearly makes more than $2.9 million a year. The Obama plan has more real benefits for what is truly the middle class and although I am in the upper class tax bracket, I will still vote for Senator Obama because of the fairness of his plan versus that of McCain's.
Obama mentioned that he wanted to pull troops out.  The point I think everyone is missing is that he wants to make sure it isn't just all leave at once.  It sounds to me like there will be a slow process checking everything along the way.  If he does start doing this (assuming he is elected), there could be hope that most of the active combat troops and their support groups could be out by the end of his first term.  Don't count on it being any earlier than that.
