Obama vs. McCain: The energy debate

Posted: Monday, June 23, 2008 9:36 AM by Mark Murray
Filed Under:

The New York Times says Obama yesterday “proposed tightening the regulation of oil speculators in an effort to ease record high gasoline prices and address one of Americans’ top concerns. Mr. Obama proposed closing the so-called Enron loophole, a legal provision requested by that company in 2000 that exempts crucial energy commodities from government oversight.” More: “How large a role speculative investment plays in pushing up oil and other commodity prices is not entirely clear. While some analysts believe that large flows of money into largely unregulated exchanges have distorted markets and pushed up prices, most energy experts see no support for that theory.”

VIDEO: Newsweek senior Washington correspondent Howard Fineman talks with TODAY's Ann Curry about the presidential candidates' positions on taxes and energy.

Reuters: The campaign also said he backed legislation that would direct the Commodity Futures Trading Commission, the top US futures market regulator, to investigate proposals such as increasing margin requirements in the market."

"McCain hopes to solve the country's energy crisis with cold hard cash," the AP says. "The Republican presidential nominee-in-waiting is proposing a $300 million government prize to whomever can develop an automobile battery that far surpasses existing technology. The bounty would equate to $1 for every man, woman and child in the country, 'a small price to pay for helping to break the back of our oil dependency,' McCain said in remarks prepared for delivery Monday at Fresno State University in California."

Excerpts of the speech on energy independence McCain will deliver in Fresno, CA: “[T]he CAFE standards we apply to automakers -- to increase the fuel efficiency of their cars -- are lightly enforced by a small fine. The result is that some companies don’t even bother to observe CAFE standards. Instead they just write a check to the government and pass the cost along to you… CAFE standards should serve large national goals in energy independence, not the purpose of small-time revenue collection.”

“My administration will issue a Clean Car Challenge to the automakers of America, in the form of a single and substantial tax credit based on the reduction of carbon emissions. For every automaker who can sell a zero-emissions car, we will commit a 5,000 dollar tax credit for each and every customer who buys that car… I further propose we inspire the ingenuity and resolve of the American people by offering a $300 million prize for the development of a battery package that has the size, capacity, cost and power to leapfrog the commercially available plug-in hybrids or electric cars.  This is one dollar for every man, woman and child in the U.S. – a small price to pay for helping to break the back of our oil dependency – and should deliver a power source at 30 percent of the current costs."

“My friends, energy security is the great national challenge of our time. And rising to this challenge will take all of the vision, creativity, and resolve of which we are capable.”

"With communities in the Midwest still under water, Democrat Barack Obama on Saturday criticized Republican John McCain for opposing federal spending on flood prevention programs and opened a new debate in the White House race," the AP reports. "McCain's campaign said Obama was confusing the facts and engaging in typical political attacks that the Democrat rejects in his speeches."

Bloomberg's Al Hunt has a great piece about how both McCain and Obama are pandering on key economic issues. "McCain is placating economic conservatives in the Republican Party by promising tax cuts that would lead to a fiscal nightmare. Obama is pandering to labor with protectionist threats that would endanger relations with important trading partners. These stances run counter to major themes in both campaigns that seek to differentiate the two contenders from the unpopular Bush administration: McCain as a bipartisan leader, and Obama as a candidate out to change the my-way-or- the-highway approach to foreign policy.”

“Moreover, it's difficult to accept that McCain really favors expensive tax cuts tilted heavily toward the wealthy or that Obama really thinks former President Bill Clinton's international economic policies hurt the country. For Obama ‘to talk about a more multilateral world and then be unilateral on trade is a contradiction,' says I.M. Destler, a fellow at the Peterson Institute for International Economics and a professor at the University of Maryland."

The New York Post looks at both candidates' tax plans. "Obama takes the Robin Hood approach: taxing the rich and giving more tax breaks to low- and moderate-income workers and seniors, including new subsidies for those who currently pay no taxes. McCain's plan retains the Bush tax cuts for all income earners, nearly doubles the exemption for dependents, slashes the corporate tax rate to 25 percent from 35 percent, lowers the 'death tax' on estates and maintains lower capital-gains taxes. The Republican's tax cut - aimed at spurring the economy - tilts more to helping higher-income taxpayers, married couples and job producers."

Obama is really making some enenies against the more rich people in this country.  Increasing taxes to the rich is not exactly right as well.

Taxes are already grossly high!!!

I am sure Obama will find a way to make this affordable for all Americans.. including the rich!!!

Barack Obama has the correct way to reduce oil prices by undoing the "Enron Energy" loophole brought about by the repugnant ones.  Every time the repugnant ones deregulate something it ends up costing us regular Americans a whole bunch of money.  Time to stop the speculators from screwing all of us over just so they can make a quick illicit buck.

It's time for some Robin Hood government.  There's been too much Sheriff of Notingham government brought about by the repugnant ones and it's time to shift the economic table back to favor the poor and needy.

Go Obama 08/12!
I like McCain's x-prize approach. I'd offer a second for whoever can tackle the technological hurdles that keep hydrogen fuel cells from being affordable.

After the first inning, Obama ran up the score on foreign policy and national security, but McCain cuts into the lead a little with a bunt, stolen base and sacrifice fly on energy independence.

Going into the second inning its Obama 4, McCain 1.

The baseball commissioner, though, is considering a fine against McCain and maybe even a suspension for his un-American remarks regarding the recent Court ruling.
Debate? What debate? McCain has a plan. Drill domestially, build nukes, and once and for all get us off foreign dependendancy. Obama? His idea is to tax the oil companies, and put a windmill up in everyones yard.

Heck, if we got AlGore to cut back 10% on how much energy he uses, we'd be half way home on solving our energy problems.
I don't get it...the Republicans have done nothing in 8 years and now they have a plan.

Bus in the ditch...WHATEVER!

If McBush and their do nothing party get in that white house again, we only have ourselves to blame.

McBush has been absent more times when it comes to voting on issues, how is he so important and have bright ideas now.  He didn't stand up to Bush then when the economy was being driven in the dirt, so now he needs to get a clue and LEAVE!

It's sad when the Republicans only way of trying to win is by running and selling bigotry.  They have not a leg to stand on.

Obama is right, McCain is wrong...we need to regulate the speculators driving oil up.  It's not about supply [we dont' need to destroy our environment to get more oil], and its not about demand...the recent escalation is all about the Enron Loophole McCain voted for.

Obama's jugment on energy is more trustworthy.
I'm not rich, but I get that wealth redistribution is not the answer. Liberals just don't understand you have to work hard to get ahead. Depending on a populist politician like Obama to solve all your problems is just not going to work. It all sounds good in speeches, but it never works in practice.
See? Told ya. Obama is the second term of Jimmy Carter.
Increasing taxes for the right so they pay the same amount I do is compelrely fair...35%  Come on I make $45,000 a year and I'm paying 35% but the board member down the block is making $1,000,000 down the year and pays 20%.  Something's wrong with that
The Enron loophole is not the only one that need to be closed. There is also the Dark Market loophole and the Swap loophoole. We need close all the oil trading loopholes to how it would effect the price of oil.

Tim, maybe you should start doing what the board member down the block is doing. And when you've got that going for yourself, give me a call and I'll start doing the same thing.
"The bounty would equate to $1 for every man, woman and child in the country ..."
--There John McCain goes again, always raising taxes.
;  )

Obama is right, McCain is wrong...we need to regulate the speculators driving oil up.
Pat Huntington NY
--First, if we were to regulate anything to hold the cost of oil, then it would be China and India.
--Second, I thought most experts agreed with the premise behind Sen. Obama's plan.  The speculators and the weak dollar were working hand-in-hand to drive of energy prices.  High oil is like a dragon with many heads, but cutting of a couple would hopefully still help, no?
For all you idiots, trying to be like Al Gore, the phony.  We have to drill now and become oil free of middle east, and then alternative later.  Thats why McCain is your president.
Obama is going to beat McCain big in November because Obama has ideas and all McCain does is criticize because he has NO ideas.

Look at this store for some great Obama stuff

Why do the Republicans "think" they have a plan now, when the Bush Administration has done NOTHING in the past 7 1/2 years? Where have the plans been before McFossil started his campaign? Do they seriously think people are going to buy this? McFossil is 4 more years of Bush and his failed policies. No thanks! Obama '08!
Certainly the pseudo supply side economics doesn't work either. We have to find a balance in which we do distribute the wealth in this country. Funny how naieve people are to think that making money has to do with how hard you work. If that were true more miners and ditch diggers would be millionaires. No this country is about the wealthy getting richer through the system that they are wealthy and powerful enough to manipulate. Look at the Enron Loophole - the guys pushing paper and holding energy assetts aren't working hard they are working the system they understand and are given ways to take advantage. Government should work to bring balance between the forces of greed and those who work hard and can't get ahead. It's Republican propaganda to say all you have to do is work hard and you'll get ahead. Ask any teacher how hard they work and they never seem to get ahead even though they are as important to this country as any lawyer, banker or stock broker. It's not a coincidence that Bush and Cheney come from the oil business and oil has seen greater profits than ever before. Why isn't the Cheney oil strategy meeting minutes made public? It's all a farce - they took us to war for oil and they sent our economy into the duldrums for oil. Wake up and just follow the money and stop supporting the rich when you aren't. They've got you fooled. Hey just because you own 50 shares of enron doesn't make you an oil magnet - so why are you supporting them for your few measely dollars. It's truly ridiculous to watch the little guy believe he can become rich supporting big Corporations rake the rest of us.
McBush clonies, should we continue spending billions in Iraq a month????????????

How can we take care home and Iraq too?  Just wondering...

This "liberal argument" and calling people "liberal" is not 21st Century politics, its old and it's stupid!
Get a clue...try common sense on for size!

I will say it again, we need everyone to have health care, because there are people walking around dead from the neck up!
Thad Hill -Freemont MS,

Are you really that naive?  Or that rich?  If working hard got people ahead, then we'd have more than 50% of Americans doing significantly better.  You are so blind to corruption you seem infantile.  Enron's failures at the executive level left thousands of employees completely destitute with NO retirement (you recall their 401K was an investment in themselves).  This board room level of the rich getting richer by breaking the backs of the hard working citizens has gone completely unchecked and unregulated for long enough.  When we have pay parity and benefit parity and reasonable and affordable healthcare for EVERY citizen who is willing to work, we can talk about who should foot the bill.  More millionaires have been created under this administration than at any other time in history.  Yet, time and again you hear and speak as if taxes aren't the dues we all pay to live in a 'free' society.  Government should be measured and lean.  Under this administration - we have the highest national debt in the history of the country (right next to The wonderful Reagan years).  I would much rather have a TAX and spend liberal than these No TAX and CHARGE conservative nimwits we've been saddled with.  McCain is a 3rd Bush Term and there isn't enough perfume in the bottle to make this turd smell better.
The federal budget deficit is at an all time high.  Inflation and the cost of living is on the rise. How are we going to pay for the two wars?

Let's keep on lowering taxes and increase spending.  It's done wonders over the last 8 years.
I'll back whoever is absolutely serious about an "apollo program" that will get this nation's vehicles gasoline free in 10 years. You aren't going to do it with ethanol or increasing vehicle mileages from 25 to 40 mpg - that's like paying the minimum payment on your credit card. The money we pay out in subsidies and war needs to go into funding this "freedom" program.
When will this great media ask "Who killed the electric car"? I think it was this great piece of work in the White House! And when will this great media ask " what about the Enron loophole that the republicans got rid of" to protect us from this fiasco. Come on, media, do your work.
How do we belive Mcbomber/Mcbush/Chaney/ and the rest of lieing Repubs,They have told us that the war would be paid for with oil profits.they told us that we would be treated as liberaters,Bomber said the war would be over in three weeks,(not six years). The oil biggies could not be happier with there record profits, and bomber is going to protect his money base same as Mcbush/McChaney have. And now the bomber will say what ever it takes to pander to the groups who are paying his bills,or even taken money from Canada????
Diane from Illinois: Why do the Republicans "think" they have a plan now, when the Bush Administration has done NOTHING in the past 7 1/2 years?

And Obama's plan? And, raising taxes is not a plan.
To reduce the need for foriegn oil, look no further than our Nations coal fields.
The technology for conversion of coal to synthetic fuels has been with us for some time.
Circa WWII the Germans perfected this technology (unfortunately slave labor was required to fesabley produce this at the time). At the end of the war this was passed along to the South Africans who I believe began actual production around 1956 (still very expensive to produce).
I suppose my question would be, with the economics of the petroleum industry being what they are today has any one in our government given this a second look?
If the technology is there, and the resources are there am I missing something?
There's one reason for gas prices going so high and I think that it has allot to do many upper or upper-middle groups of individuals. These individuals are buying or giving their children and grand-children calls to drive to high school. This may not sound like much but if you add this process to each family by 1 auto (and some have 2 or 3 autos), the amount of fuel consumption greatly increases. I begin to look at the school buses and they are empty.  The cars these kids are driving looks better than mine and I work everyday.  We need a leader who addresses this issue and many more. Some complain of taxing the rich, it does not seem that they have a leg to stand on. When this country is in trouble, we forget to look below our nose for the resolution.
There's only one conservative American in the race for President and that's Bob Barr.  Vote Libertarian.  Vote to control a runaway gov't and give power and tax dollars back to the people.  www.BobBarr2008.com
Well, the hidden agenda's are slowly leaking out and so is the price tag which comes along with them. Major issue: paint a new face on it,,give it a new name,,call it change. But there is a price tag on anything, Your self serving paper hanger has his agenda and your agenda is meaningless. Thus we are and will be higher taxed for the new face lift!

Your Washington self serving paper hanger has all the answers, they are derailed in Congress, they can compensate by raising their salary with just a vote, now what job do your have where you tell the boss how much your salary will be! We have lost our Washington voice , but we haven't lost our vote, we have lost national unity at the hands of lost common sense, we have and accept the crumbs thrown from Washington and life goes on!

We are a failure of our own making. EPA, No input to how we are governed, three hundred million and a handful control and destroy our being! Sad , but the truth is exposed, Typical response ""Well "I" can't do anything about it! Now there resides real common sense!
We must get off the oil! Electric technology has been around for years. The oil co's and automakers buy up patends, and shelve them. We've seen prototype cars in the past.  Where are they now? Hope Obama can solve this problem. More drilling, more pollution, global warming, get it?
http://www.evworld.com/article.cfm?archive=1&storyid=1198&first=4374&end=4373
the economic plan under clinton worked pretty well for middle America and baraks plan will too.  ARE YOU BETTER OFF TODAY THAN 8 YEARS AGO?  More oil is not the answere, SOLAR AND WIND ARE.  Economic incentives for businesses located in the good ole USA to build solar  and wind technologies for energy are both the immediate and long term solution. bush/cheney/rove/mccants oil plan will have us fighting oil wars forever.  WE WILL NOT HAVE TO FIGHT A WAR WHEN WE HAVE ALL OUR ENERGY FROM SOLAR AND WIND.  so if you want your kids and grandkids to die in the sand for oil you know who to vote for, IF YOU WANT YOUR KIDS AND GRANDKIDS TO ENJOY CHEAP ENERGY AND NO OIL WARS AND HAVE GOOD PAYING JOBS YOU KNOW WHO TO VOTE FOR.
Thad Hill,
We have had conservative republicans in the WH for 7 1/2 yrs. and they have been "working hard". Notice any progress there, Thad? A lot of rich republicans have gotten a lot richer, without doing a damn thing for the "peons" below them. They did not have to work hard for that did they?
when it comes to alternative enrgy sources mccant is adopting democrats solutions BUT WE ALL KNOW HE WOULD ABANDON THOSE ALTERNATIVE SOURCES FOR YOU GUESSED IT YES OIL.
Wait let me get this straight, first we put a 25 million dollar bounty on OBL's head and have nothing to show for it now we are putting a 300 million dollar bounty on energy.  How long do we have to wait until we realize that we wont see that happen either.

Stop with the vote gimmicks already, yea you promise something that is left to chance for my vote but tell me after you are elected that it can't happen.

No thanks, McGimmick
I see a mixed bag of tricks here. McCain wants to eliminate the tarriffs imposed on Brazilian imports of sugar based ethanol which is far more efficient and less costly to produce, OBama is against that & pushing corn based ethanol. Since we are also having a food shortage in much of the world, I am with McCain on that. But I do beleive that if you make more money you should pay more taxes just as the person whom makes $25,000 a year or the one that makes $45,000 a year, you should not get a break just because you made 1,000,000 a year. I especially think this should apply to those that are affiliated with the enterprises that are making ther wealth by exporting jobs overseas. Then there would be more funds to help all the Americans that have been disavantaged by the greed of these multi-millionaires. Perhaps they should be deported to the country's they do business in. Does anyone remember when we had "Made in the USA" & the quality these products had. So much so that they were prized overseas as well? At least we weren't being poisoned by them! But, if only O'Bama was more truthful, I could get more enthusiastic about him. He spouts more 1/2 truths whenever he thinks it necessary to win the favor of the public that will swallow all he says. Half truths are lies. He did that to Clinton (both of them) & now he is doing it to McCain. That IS being a typical politician & makes me wonder what else he is saying just to get elected.
"I'm not rich, but I get that wealth redistribution is not the answer."  Then you don't get that wealth redistribution is already happening and it's ALL UPWARD.
Curious that Mr. Private Sector McCain proposes taxpayer payments to get the automakers to do what their plummeting SUV sales and high oil prices suggest the market is demanding already. While arguing that their corporate tax rate is far too high.   No more taxpayer handouts in advance, Senator, even if Ford will gladly pay us Tuesday for a hamburger today. When the automakers produce the cars we want to buy, why, we'll buy them. In the meantime, invest our prize money in fundamental research that derails the oil, gas, and coal/shale oil folks from destroying the country and the planet. Make mine wind, solar, and hydrogen cell.  In the smoke and mirrors Dept., Obama is ahead with his deflection of blame on to speculators. Yes there is some, but no, it won't change the overall supply/demand problem globally. Restoring stability to the Persian Gulf might. Reducing the slide of the dollar--worth half what it was in 2000, Mr. Bush--might. Somewhere around $85/barrel in current dollars is where we ought to be with better fiscal management and a smarter set of tax policies governing profits earned domestically which are shipped out as investment capital overseas. And we might consider reducing our global share of oil use from 25 percent of the world's resources to about 20 percent in the next decade, which would reduce U.S.demand 4 million barrels a day from current use.  Belt tightening is what we need, the equivalent of Nutri-System for oil and gas guzzling that will reduce our consumption, make us fit, and leave us unhungry for power, electrical or political.
I am hoping for an "X" Prize for the company or companies that exploit the one thing that will give us cleaner oil that we can grow right here and won't effect the food chain as ethanol does. I'm talking about algae blooms, which when grown under the right conditions produce and oil that can be extracted, purified and used instead of corn-based alcohol as a bio-diesel fuel. Imagine if every truck in America in 5 years was using 1/10th of the petroleum-based fuel it is using today. That would bring down the costs of everything that moves via truck, which means EVERYTHING. We could then expand the program to convert every car in America. The oil we produce domestically mixed with the algae-oil would mean we would no longer need ANY imported oil. I have read reports that this kind of technology only needs a few more technological breakthroughs and it could be a reality. There should be a $600 million prize ($2.00 from every American) to perfect the technology and turn this country around. I think we would all be willing to give $2.00 towards our energy independence.
FirstRead:

I would like someone to do a story on alternative fuel, that focuses on converting Tobacco biomass into both massive quantities of ethanol, and $5/ton feed for use in cheap manure for natural gas.

http://home.ktc.com/bdrake/tbe3.html#te003

Turning something bad in this nation, into a boon, and it requires virtually no change to infrastructure? Seems like a no-brainer to me.

McCain, please, please, PLEASE stop calling me "your friend."  I am not.
We are a nation of spoiled, instant-gratification, narcissistic people.  We've known our natural resources are finite, but have been unwilling to make any sacrifices to benefit us, the world, or future generations.  We've felt entitled to all the oil produced, and care less that other developing countries want a share.  Now we feel we're in a crisis situation, and expect an instant fix.  It ain't gonna happen, no matter what the politicians promise.  It's going to take all of us to sacrifice, and work together, to get on an energy-responsible path.  It's going to take a wide variety of programs, and lots of patience.

Instead of arguing over plans, we need to be working together to combine them.
Many of the rich have been feeding off of the poor finding new ways to change laws and open up situations that allow them to take advantage of people.  They pay a lower percentage in taxes than the average american who has to make their money stretch much farther to have a basic decent life and forget healthcare...  So, I think the wealthy need to pay the same percentage in taxes and less fortunate americans and I believe we need to rethink most of the deregulation that has happened in the last two presidencies.
NYTimes' article points out that Obama is for tightening up on the oil speculators.  This would make a HUGE difference in the way our energy game is being played . . . and personally, I'd love to see it.

Also, Obama is absolutely on target when he talks about closing the Enron loophole.  I had read that such a measure was buried deep in the Farm Bill that Congress passed (veto proof) and that Bush is refusing to sign.

There's a lot in that Bill that we on the "left" don't like (ethenol), and yet we are willing to wait on that fight in order to close the Enron loophole.

There's a lot in that Bill that the "right" does like (ethenol), and yet they are holding it up because the Enron loophole means A LOT of money and power for a VERY FEW people.

It's not so much the money really, and it's a really lot of money . . . it's that there is a small group of seriously wealthy folks who are so profit driven that the poisoning of air and water needed for our earth is never even a question in their minds . . . just 'how do I get more power?'  It really is that simple, and it really is that dangerous.

John McCain has never been the 'favorite' political water-carrier for the futures traders and buy-out-banks, but he has been loyal (iran contra, keating 5,mississipi/alabama gambling law agreements).  The few folks I know in this circle have a "he'll do for now" attitude toward him.

This is our chance to make the playing field a little more level.  Let's take it.

Obama '08
I like McCain's idea of offering a csh prize to incentivize engery independance. I don't like it coming from the government. Would be best if several green organizations banded together and offered it preffereably partnered with a major auto company. IMHO an annual contest with the winning vehicle(s) actually going into production. And make it open to any and all means of powering the vehicle, not just battery or hydrogen or whatever.

As far as the effect of speculation I don't think it's that big a factor. The main factors are the increased demand from China and India. And of course the falling dollar. Realistically, unless something is done about the monetary issue everything else is just political manuevering.

As far as taxes go, lowering taxes is always good for the economy (though not necessarily for the government). And anyone that paid 35% on $45k needs to let a professional prepare their taxes as even for a single the marginal rate is only 25% (effective rate is 12%) at that income. Even if you were self employed paying both sides of the payroll taxes your effective tax rate would only be 27.7% at $45k. Please keep exageration to a minimum.
McCain's tax credit for zero emissions vehicles is fine, but give me a break with his battery prize. I wish we had one of them things, too, but we don't, so it's just hot air. It makes me sick to see the way these news sources just muddy the issues until neither candidate sounds convincing, when we know that Obama has the forward thinking approach and resources for these critical issues while McCain is playing minor variations on the same old tune. Wake up, America! Evolve or die.
Paul Miller, Woodbridge, VA, your post is RIGHT ON! I, an Obamabot, too, like McCain's incentive for the electric car battery and the $5000 tax credit for purchasers of hybrid cars (of course, unless you lower the price of the cars themselves, only the environmentally conscious wealthy will see that tax break that the middle class so desparately needs!) But the $64,000 question of the hour is: will he reverse himself on this too, and flip again, is it more pandering?
Guido Reese, NYC, I'd suggest you do some reading and pay attention, if you still don't now Obama's MANY plans that aren't ALL raising taxes. Stop drinking the GOP "liberal tax and spend Dem" koolaid! You can't lower the deficit without raising taxes, or fund domestic programs without taxes, or fund TWO wars without raising the deficit, which will have to be lowered by raising taxes. Sorry, buddy, but taxes are LIFE, a toll paid for being American. This past administration has done more SPENDING than any other, and BORROWED to fund the wars! Who's SPENDING?? Tax and spend Dems or borrow and spend Repubs?
Jano, clearwater, FL., I wonder how you define McCaint's flip-flopping. I guess if you have been on either side of an issue at one point of time or another and back again, then you're always right, and can't be said to be telling half-truths or lies! LOL
David Anders, Texas, i agree that alternative fuel sources is a longer term investment with not much potential for lowering prices NOW; but, it's more HONEST. Drilling more now, whether you realize it or not, won't help now either. it only postpones the inevitable, and it's more harmful to the environment.
so first he want to drill for more oil,two days later me is offering 300MIL for the person to invent a battery for a car, which is it john, do you want more gas or a better battery. come on, and as i think we as american are to blame for this mess our selves.
we started buying big SUV, Hummers, 8 cylinder trucks, ford motor only offers 2 cars that get more than 28 MPG. GM is no better and chrysler with the HEMI chargers mean while toyota, Honda, only have 1 or 2 cars that gets less than 30 MPG. i don't here people in japan complaining why, because they have fuel effecient cars and bullet trains. we blew it back in the 70s and 80s when the feds started cutting transet dollars and the big 3 did not ever thing gas would be where it is now. well we have to go back, lets go back in time as build the speed trains, and get rid of cars that get less than 25MPG, that is the only way we can get our consumption down, getting our consumption down is the only way to get gas prices down.
