Obama issues warning on bailout

CLEARWATER, Fla. -- In his strongest language to date regarding the hotly-debated plan to rescue America's financial system, Obama called on President Bush to be more flexible about changes to the proposal and warned Wall Street CEOs against being selfish about the terms of the bailout.

“Yesterday, the President said that Congress should pass this proposal to ease the crisis on Wall Street without significant changes or improvements,” the Illinois senator told reporters, arguing that everyone has a stake in solving the crisis to protect the jobs and the life savings of millions. “Given that fact, the President’s stubborn inflexibility is both unacceptable and disturbingly familiar. This is not the time for my-way-or-the-highway intransigence from anybody involved.”

In a roughly 20-minute press conference here Tuesday at the hotel where he is set to spend the rest of the week preparing for Friday’s debate, the Democratic nominee said power over $700 billion in taxpayer money should not be placed in the hands of one person without adequate oversight. Obama suggested an independent, bipartisan board be set up to “provide oversight and accountability at every step of the way”. And he noted he was pleased that in testimony on Capitol Hill this morning Treasury Sec. Henry Paulson appeared to be softening his position on the oversight matter.

Obama said the country was being “tested by a very serious crisis” and he committed to returning to the Senate to vote on the bill if it appears that the vote will be close. He repeated and expanded on some of the other principles he has said must be part of the legislation, including providing a mechanism for taxpayers to benefit from any future profits as Wall Street recovers - -for instance through a Financial Stability Fee on the entire financial services industry that would repay any losses to the American people; help for families that are struggling to stay in their homes and protections against rewarding the “bad behavior” of Wall Street CEOs.

“There’s been talk that some CEOs may refuse to cooperate with this plan if they have to forgo multi-million-dollar salaries,” he said sternly. “I cannot imagine a position that’s more selfish and more greedy at a time of national crisis.”

He said he wanted to deliver a message directly to those CEOs:  “Do not make that mistake,” he said. “You are stewards not only of your companies, but of workers and communities all across the country who have put their trust in you.  With the enormous rewards that you’ve reaped come responsibilities and we expect and demand that you to live up to those responsibilities. This plan cannot be a welfare program for Wall Street executives.”

The tough talk is in line with the Obama campaign’s efforts over the past several weeks to cast the Democratic nominee as a champion of working and middle class Americans and to portray his rival as a caretaker of big business and the wealthy.

The senator said negotiations over the next few days would be difficult but did not answer directly whether he would vote against the bill if it did not contain the measures he had laid out, at first saying only that it was important to deal with this emergency situation in the right way to avoid future problems. Later, he added, “If the plan that emerges does not address the principles that I’ve discussed then I will strongly recommend to Sec. Paulson that he go back the drawing board and find an approach that does address them.”

Obama also reiterated his plans to go forward with his agenda for middle class tax cuts, universal healthcare, investments in renewable energy and other areas despite the tax burden of the bailout, arguing they were necessary to strengthen the economy. He again urged Bush and McCain to join him in supporting an economic stimulus plan to help working families, though he made it clear that he was not insisting this package be included in the bailout legislation.

He said he was open to the idea of the government buying other bad non-housing related loans, like car, college and credit card loans, if the Federal Reserve and the Treasury deemed that necessary to stabilize credit markets.

The senator plans to be in the Tampa area until he departs for the foreign policy debate in Oxford, MS on Friday. Prominent lawyer and foreign policy specialist Greg Craig will be standing-in for his Republican rival during these practice sessions.

It’s no accident Obama chose Florida to spend this time. Polls show a close race in this state, one that has been called a must-win for McCain and that the Democrat hopes to snatch away with the help of extensive campaigning, voter registration, and get out the vote efforts. He leads the Arizona senator in the Tampa Bay area by a six-point margin, according to the latest TODAY Show/NBC/Mason-Dixon poll.

This was Obama’s second press conference in the state this week. His last meeting with reporters was Friday in Coral Gables, FL. 

Soon after landing in nearby St. Petersburg earlier in the day, the senator spent a while talking with locals at a Clearwater pub, including a pair of men in the real estate industry, a real estate lawyer and a contractor, who asked about the bailout discussions in Washington.

“My sense is we'll get something done. You know, this is beyond politics, but the problem is you've got a lame duck president and he can't really rally the public. I mean nobody is really paying attention to what Bush has to say right now,” he said. “So basically Bernanke and Paulson are running the thing and we're trying to negotiate with them and some of my colleagues in Congress - Democrats and Republicans - you know they want to play games, but we'll figure it out. We'll figure it out."

Good job Barrack. I'm glad your voice is toughening up yet maintaining the high road approach. Continue to focus on the issues that matter to us.

I can never imagine what it would be like to put another Republican in office. Particularly one that does not shy away from the decisions and values of this administration. We are in grave danger if McCain and Palin sets foot at the highest office of this land.

The American people simply deserve good, better government than this. May we all learn from lessons of the past. Go out and vote, let your voices be heard. Take nothing for granted.

For those of you saying Obama has no plan, he has very concreate plans that he talked about as far back as March. Do your homeowrk forst. As far as Biden's gaffe, at least we know Biden can think for himself. Sen.Obama said he choose Biden, so they could have healthy debates and not agree on evrything. That is what we need in this country. As far as Gov.Palin not meeting with the press, this is getting ridiculous. Mericans should boycott this ticket, till they can answer some basic questions. I know some Republicans are getting nervous about letting the MCain/Palin team control the future of this country.
Yes, I am from California. If the rest of the country followed our lead and voted for Gore and Kerry, we would not be in this mess. Nothing against Republicans, see our Gov is one.
Stubborn--now who else would I apply that word to?  Perhaps "we're going to win the war in Iraq, even tho I can't tell you what winning looks like, no matter what it takes and even if it takes 100 years and by the way I don't care that most Americans want us out of there--I'm the decider."

The Democrats in Congress need to develop a backbone! Just Say No!
It is simply incomprehensible to me that anyone could possibly even be considering voting for the Palin/First Dude/McFLIP/Bush/Cheney ticket.  Mr. Deregulation and all his dozens of cronies perpetuated this mess, and what, we should reward them with 4 more years?  Just who are you people who condone that thinking??  There shouldn't be one single, solitary Repug left in either the house, senate or the executive branch come January '09.

Obama is showing tremendous leadership.

He even found time to have a frank discussion with Americans about the economic crisis.

I feel safer knowing that Obama is involved in figuring out a solution.

Thank you for those incisive words, Sen. Obama.  What a different situation America would be in now if our public servants and financial leaders had taken their stewardship role seriously.  Because they didn't, we are now being shaken down for $700,000,000,000 we don't have to cover the rear ends of the irresponsible and greedy.

I can't help but see this situation as one last "up yours" from this current cabal that is in power - a naked attempt to starve the beast so that the next administration will have absolutely nothing to work with for any type of social reform programs.

If anyone can lead us through the dark days to come - and this is not over by a long shot - it will be a President Obama.  

McCain offers us nothing but continued decline.  He can't turn it around.  He's too entrenched in the culture that caused this debacle!

One of the more obvious things about Obama, are his verbal skills, the man is a walking dictionary.  I wonder if GW could even use the above word in a sentance, let alone pronouce the word properly.

I can't wait for the day when my President is smarter than my 5th grader.

Why does this guy need four days to prepare for a debate?  There's only 42 days left in the campaign and he is going to use four of them to study?  Shouldn't he be up to speed by now?
I feel Wall Street, the Bush Administration and other Reagan Republicans should pay the price.  President Franklin D. Roosevelt enacted his New Deal policies to save the nation from the Great Depression and to prevent it from ever happening again, this nation prospered as a result. I wonder if this was the reason why President Bush's father, who was part of a coup conspiracy, sought to prevent in 1933. The coup attempt is discussed in "The Plot to Seize the White House: The Shocking True Story of the Conspiracy to Overthrow FDR" by Jules Archer.  What the grandfather could not accomplish, the son and grandson took action to dismantle the New Deal and plunge us back into chaos.

I feel that what has happened to this nation is tantamount to an act of treason.
McCain and Palin responded angrily, asking "What does 'intransigence' mean?"
Obama will make a great President.  He speaks to the American people not at them!
Right!  Paulson has been a "fox guarding the hen house" for years!  Who, and why should he be trusted with 700B.

As for Bush, he doesn't even care.  He hasn't succeeded in scaring congress to rush to judgement so he has to try other tactics.

This entire (crisis) event is contrived to create a Third Branch of Government.
Executive, Legislative, and the Financial.
Reasons:
This is contrived as a hedge because:

1. The feeling among the power brokers is that Obama/Biden will win and they must kill their abilities to create and control programs.


2. If The McCain Palen Team is elected,they realize that they are “Totally Incompetent” and they will destroy the system.

It's amazing the attitude of entitlement the very rich have in this country.  The fact that these CEO's balk when their companies are on the brink of disaster because they may not get the 40+ million salary is amazing.

What the hell do they need 40+ million for anyway?
Under no circumstance should Paulson and Bernanke be given freedom to make these decisions.

Every politician that voted for the 1999 banking deregulation bill and the 2000 Enron loophole bill should be banned from holding any public office.  Their pensions should be taken away, just like they took aware our retirement with their irresponsible bills.
McCain and his advisors are a huge part of this economic meltdown.  

Once again McCain can tout his experience with economic meltdowns .......... he is after all Mr. Keating 5 & Savings & Loan meltdown of the 80's.

Apparently Mr. McCain did not learn a thing once again proving that his is "stuck on stupid"!!!!
As Paulson outlined it, I say, along with Paul Krugman, "No Deal".  c.f. 9/23 NY Times article on p. C9 "How Sweden Handled a Financial Crisis Without Burdening Taxpayers".

Being a magician must be a big plus for a candidate. Obama can offer something to everyone and never really say who is going to pay for it.

The only thing certain-- is if you are a success in your career or your life,things aren't looking too rosy for you if Obama/Biden get elected. If you are a union member however, the champagne corks will be popping.

When will Sarah Palin do that?  OOps... I forgot. All she has to do is be cute, read speeches prepared by others, be a mom, and wear lipstick so we can distinguish her from an ugly breed of dog. What moderation means in regards to whether or not responses get posted here is that there has to be at least 10 pro Obama posts for every one that doesn't praise him
Let's see, do I want to vote for the party that doesn't let the media cover the VP candidate at the UN or the one that takes it directly to the President today?

This was a really good speech, it touched on all the right issues. I think most Americans are appalled at the CEOs getting anything from this debacle. Also, John McCain can say all he wants to about reform but he and his friends were behind the legislation that caused this mess. Greed cuts across all lines but it takes deregulation to allow it to flourish. And John McCain and his pal Phil Gramm saw to it that it flourished.
Will the 700 billion dollar bailout be another trickle down that does not trickle?
Finally some sensible talk.

How arrogant of those CEOs -- and this is being shoved down the taxpayers' throats with no choice, dependent on our congressional reps to step up on our behalf -- CEOs wanting their millions of dollars of our taxpayer money after they've screwed us all is infuriating and disgusting. They will be lucky to escape jail time.

Please people-we need a change-we can't stay with failed Republican policy's which despite rhetoric McCain proposes.  An article was just published in which he advocates turning health care over to the private sector and de-regulating it just like the banking industry-look what that got us.  His plan would hurt even worker like me who have some health issues but continue to work.  He would tax my insurance and take away my employer incentive to insure me to help his buddies make even more money.  Bush has already put us in dire straights and on the economy McCain has been right with him.  Also, don't forget McCain was part of the Keating 5 and the Savings and Loan bailout.  Same horse-different color.
Up until now,I've been hearing Bush has been a lame dork. Now he's a lame duck. Can anyone explaine the difference?

Fix these issues first:

1. iraq
2. fema (new orleans, look at galveston ... )
3. deficit spending
4. deregulation and then turning a blind eye (this is what happened on Wall Street)

And who is going to pay the $1 trillion? Did you hear Paulson on the hill --- he's a snake oil salesman in a suit. He's the worst guy to handle this mess! GET Warren Buffett in there!

Obama is actually RIGHT about something! I can't believe that just came out of my keyboard...

But, this "plan" (if you can call it that) should NOT be a "welfare program for Wall Street executives". They should pay the price for what they have done.

But then shouldn't the Democrats come out and admit that it was their last love affair, B Clinton, and his administration's HUD man Andrew Cuomo that were the REAL cause of this housing bubble? THEY were the one's who went and signed legislation FORCING the large banks to give loans out to the "poor" who the banks KNEW had horrible credit histories. But since the loans were supposed to be federally backed the banks did anyways with looser regulations, so OF COURSE they gave these people adjustable interest rates....the people DID NOT QUALIFY for "good rates". They shouldn't have even gotten the loans, ESPECIALLY since they shouldve been able to understand what an ADJUSTABLE RATE is.....now, these people who defaulted on their loans when the banks raised the interest rates are wanting YOU and ME (the taxpayers) to pay their mortgages while they stay in the homes! Worse yet, the Democrats are blaming Bush (will it ever end?) for the problem that they themselves helped create.


This problem is due to:

#1-DEMOCRAT GOVERNMENT (Clinton Administration)
#2-IGNORANT homebuyers (or maybe not ignorant, but maybe the SAME people who just think they are "entitled" to "free" things from the US Gvmt)
#3-Predatory Lenders, of course they did this, they are BUSINESSMEN! Are you going to open up a new business in your hometown to just GIVE AWAY all your profits to every person that walks in there demanding and saying they are OWED your products?!?!?
The fact is that McCain attempted to address this problem in 2005, but was thwarted by Barney Frank & Chris Dodd.  
It appears Barack has goten his info from two perpertrators of the Fannie/Freddie Fiasco.

Perhaps a little "contrition" from Sir Barack would be helpful, instead of pointing at others.
The Bush Administration shouldn't expect action on its proposed bailout for Wall Street to be any faster than its own action in the wake of Katrina.
