The bailout: Rejected!

The House yesterday rejected the Bush Administration’s $700 billion bailout proposal -- “a stunning turn of events that sent the stock market into a tailspin and added to concerns that the U.S. faces a prolonged recession if the legislation isn't revived,” the Wall Street Journal writes. “The 228-205 vote, which defied a full-court press from the president and the Treasury secretary, marked a dark moment in a month that has shaken the financial system to its core and forced the government to take a host of ad hoc measures to shore up confidence. Earlier Monday, U.S. authorities helped arrange the sale of Wachovia Corp. to Citigroup Inc., while the Federal Reserve joined other central banks in injecting more funds into credit markets.”

The New York Times notes the lack of leadership on display yesterday. “From the White House to Congress to the presidential campaign trail, the principal players did not rally the votes they needed in the House. They appeared not to comprehend or address in a convincing way an intense strain of opposition to the deal among voters. They allowed partisan politics to flare at sensitive moments.”

“If there was any doubt that President Bush had been left politically impotent by his travails over the last few years and his lame-duck status, it was erased on Monday when, despite his personal pleas, more than two-thirds of the Republicans in the House abandoned the plan.”

In fact, check out this nugget, courtesy of the Washington Post: “Yesterday, Bush called nearly every member of Texas's Republican delegation, GOP aides said. He won over four of the 19.”

Another New York Times piece points out that McCain was the person who perhaps had the most riding on bailout bill that collapsed yesterday. “Mr. McCain had announced last week that he was suspending his presidential campaign to work to ensure the legislation’s passage, even at the risk of skipping the first presidential debate unless a deal was locked down. (He later relented, debating without a deal.) He had called for the high-level White House meeting that some participants later called unhelpful. And after some initial hesitation, he had allowed himself to be identified with a bill that he thought necessary even if unpopular.”

“So when the deal fell apart on the House floor Monday, in no small measure because most of the chamber’s Republicans balked at voting for it, the McCain campaign worked to contain the potential for damage. The first defense was to go on offense.”

The AP's Babington adds, "The house always wins, gamblers are warned, and the U.S. House made John McCain pay Monday for his politically risky, high-profile involvement in a financial rescue plan that came crashing down, mainly at the hands of his fellow Republicans."

A bit after 6:00 am ET, Obama released a statement calling for Democrats and Republicans to come together to address the financial crisis and proposing one step to get greater support for the bailout measure: increasing the limit of FDIC insurance up to $250,000. “Thanks to measures put in place during the Great Depression, deposits of up to $100,000 are guaranteed by the federal government. While that guarantee is more than adequate for most families, it is insufficient for many small businesses that maintain bank accounts to meet their payroll, buy their supplies, and invest in expanding and creating jobs. The current insurance limit of $100,000 was set 28 years ago and has not been adjusted for inflation.  That is why today, I am proposing that we also raise the FDIC limit to $250,000 as part of the economic rescue package – a step that would boost small businesses, make our banking system more secure, and help restore public confidence in our financial system.”

McCain was on Morning Joe, and said this about the bailout: "We didn't convince enough Republicans and Democrats that this was a rescue package and not a bailout package… We have to do a better job of the effect this is going to have on Main Street. The whole spectrum of Main Street economy is going to be jeopardized... I am going to come back ... come back again. This is a tough situation, one of the toughest I've ever seen -- if not the toughest… I am confident we can pass legislation because we have to do it." McCain also said he agreed with Obama's suggestion to raise FDIC limit to $250,000 from $100,000

The Washington Post: “Congressional leaders and the White House faced several options, none of them palatable just weeks before a heavily contested presidential election. Democratic leaders could choose to return with a measure guaranteed to win more Democratic votes, even at the expense of Republican support. Instead of simply purchasing distressed assets from financial institutions, some Democratic economists favor injecting lenders with cash in exchange for stock, letting the institutions figure out what to do with the mortgage-backed securities and other troubled assets weighing down their books.”

More: “Republicans were advocating slight changes to the bill that could attract a handful of new votes. Party members might be enticed by a measure that would allow businesses to write off more past losses on this year's taxes or a more robust expansion of mortgage insurance, financed by banks. Democrats could add more assistance to ailing state and local governments without raising too many GOP objections.”

Can the Senate come to the rescue? Politico: “The collapse of Treasury’s financial rescue plan in the House sent Wall Street into a tailspin Monday and left congressional leaders looking for ways to recover — possibly by starting anew in the safer Senate. Senate Republicans are more supportive of Treasury Secretary Henry Paulson and the massive $700 billion government intervention than are their House counterparts. And leading House Democrats believe that a strong Senate vote — coupled with turmoil in financial markets — will create enough pressure for the House to relent.”

An instant Washington Post/ABC poll conducted yesterday found that 45% supported the bailout measure and 47% opposed it. But nearly nine in 10 “expressed concern that the failure of the bill could lead to a more severe economic decline.” More: “Asked to assess responsibility for the legislation's failure, 44 percent said Republicans were the reason, 21 percent said the Democrats and 17 percent said both sides were responsible.”

It’s interesting listening to Pelosi and the fat boy from MA — the Dems could have passed this on their own. The only reason they latched onto it last week was political — to have an economic crisis in an election year. What happened to the deal that was done? eg? Lying sobs. The system works — chicken little got smushed…Oblaba didn’t take a position, so he’ll probably blame it on the R’s too, but his own party voted it down.
Republicans blaming the failed vote on Pelosi's floor speech is pathetic!  Are they that thin skinned?  If thats true, then they are not putting country first but instead punished all of us for a floor speech as their action cost us our retirement funds!  And these same people wanted to privatize social security....what a bunch of bums!
95 Democrats voted against the bill - 40% of Democrats voted against the bill. And it’s the Republicans fault? Ms. Pelosi and Mr. Obama need to get their members together before blaming the GOP for their lack of leadership.
It’s Tuesday morning and despite no bailout for the corrupt financial industry, the sun came up, my car started, so on. And today the stock market will start it’s recovery without wasting $700 billion taxpayer dollars. The bailout is just another Republican grab at the less fortunates money. Are people going to lose money? Yes, but for the most part these people didn’t earn the money they are losing anyway so excuse my lack of concern. Let the real “free market” flush the scum out of the system and maybe people will stop and think before they try and rape the system next time. There should be no bailout.
The credit seizure could be starting this morning. I heard on the car radio coming in to work the Libor rates had jumped to 6 7/8.

These are the loan rates banks give to other banks. To put that number in perspective, the news on Thursday was how the Libor rates had soared above 3 percent.

But things are volatile so probably not a good idea putting too much credence in any one news report at this point.
Not great leadership from Pelosi at all. Neither side has done a good job explaining to voters how important this is. Frankly the voters don’t see how important this bill is and how it will affect them. Sounds like Both Dems and Repubs were listening to their constituents here
95 Dems against. 65 Repubs for. Not exactly a consensus for either party. At least the Repubs in the house were always uncomfortable with this bill. The Dems are p/o’ed because they bragged about having a bill. Pelosi started to blow it this weekend when she released the outline of the negotiated bill in partisan terms. If this was really about us and our money (us=taxpayer), then the tone and rhetoric would not be sound bites like “we have to protect their money.” They stopped by one of “us” the day they took office in DC - ALL of them. I think the medicine is worse than the disease. Let the markets sort this out and we will all be better off in two years. When could you say that about a government program of any sort.

I’m a life long Democrat but frankly I’m fed up with how politics and Washington has been for my party the main priority during this crisis. I also just reviewed the Community Reinvestment Act for the first time and learned that Republicans tried to impose regulations on Fannie and Freddie but of course my party stopped them. The stunts the democrats play, the outward lies and deceit are just out of control. I am seriously considering for the very first time the idea of switching parties.

There was leadership. You just couldn't find it in the ranks of the political cowards like OPhoneItIn or the other so called leaders in the democrat party. Check the number of "leaders" in the democrat party who voted NO.
Congressional Republicans continue to cling to their ideological belief that this crisis was brought on not by lack of responsible regulation but by excessive regulation, in the face of all evidence to the contrary.  They are clinging to a failed economic philosophy so strongly that they won't even pass a plan primarily written by the White House, even on second draft with changes made specifically to appeal to them.  Turn them out in November and move on to an America where greedy fat cats are unable to profit by gambling with the money of ordinary people.
Bottom line is the Republicans did not produce the votes they agreed to.  Nancy Pelosi's awful speech did not help the situation but I am shocked that adults would risk the huge loss we saw yesterday because of hurt feelings.  This bill was for $700 billion and we lost $1.2 trillion yesterday because grown folks acted like children!  Wow!  I guess they put politics before country.

Nancy Pelosi is absolutely right when she described the Bush administration as a righr wing ideology of anything goes, and are totally responsible for the financial meltdown.  If a statement is true there is no reason she should'nt say it.  "Maybe the old saying "The Truth Hurts"   is why they are so upset about it.  All of a sudden Bush wants them to work together after 8 years of Dictatorial control.  Bush & his fellow Repubs had majority in the congress and senate for 6 years,  and want to put all the blame on the Dems for their only (2) yrs. in majority.

ONE MORE REASON WHY I AM VOTING OBAMA/BIDEN '08
If you want to get American support behind this crucial economic rescue plan, the media should stop calling it a "Wall Street" Bailout and instead of putting President Bush on TV, get Oprah to endorse it.  Americans have more faith in her than in our current leadership.
I just heard the Pelosi speech. It was stupid and at times mean-spirited. It was certainly not something you ever want to hear from the Speaker of the House (and 2nd in line to the Presidency) just before a major history-making bill of such import. She pinned all our problems on the GOP, conveniently ignoring repeated Bush efforts to reform Fannie and Freddie, for instance.

Count me among the undecideds about this bill.  Not having had a chance to read the bill itself, rather than the media's portrayal of it, I have no idea what it contained.

Was the 'ACORN'provision still in there?  This would have guaranteed that that organization received a minimum of 20% of any returns from these 'investments'.  Why in the world would that be in there?

I also did not see any mention of reining in the lending practices that led to this debacle.  Some people should not get loans, since they do not have the means or financial acumen to repay them.

Anecdotally, regarding the 'inability' of John or Jane Q. Public to get loans for cars, mortgages, etc., my oldest son contracted to buy a car eight weeks ago; he put down $2000 and lined up a bank loan to cover the balance.  Yesterday, he went to the bank and, lo and behold, picked up the check.  Same interest rate, same payment, no problems.  Of course, he has a good credit rating, having made on time payments for his previous car loans, and not carrying a balance on his credit card.  

As for falling real estate values, most of the 'lost' value is on paper.  People should not have been cashing out the equity on their homes to use to gamble in the stock market, take vacations, or pay off their credit cards in the first place.  I have zero sympathy for those in the position of being 'upside down' on their houses.  I will, however, offer this:  in ten years, the value will be back; real estate eventually increases in value, because they're not making any more dirt.  Likewise, the stock market will recover, as it always does.  Does anyone remember 1987?  I don't recall Reagan injecting the Federal Government into that crisis.

I do believe that the Federal Government should do something because it was the policies of the Clinton Administration that pressured banks to lend to risky borrowers in urban areas; however, in an attempt to spread the risk banks created their own pool of risky borrowers by encouraging real estate speculation.  Real estate became a giant Ponzi scheme; these are always fated to collapse.

It remains to be seen what the congress will come up with to take the place of the bill that failed.  It bears remembering that members of both parties voted against the bill; it behooves both parties to come up with a plan that can be supported by both parties.
Has Nancy gotten the egg off her face yet?  She couldn't deliver 40% of her own party! Of course, we know she told some of them they could vote against the bill since they were up for re-election. Leadership?  She put partisan politics above a very serious issue for all Americans. Get rid of pelosi.
Nancy Pelosi said from the beginning If she didn't get enough support in republican votes, the deal would not pass, this proposal came from the republican administration, A proposal that democrats did not want to support anymore than republicans. Republicans did not want to pass this bill because if it failed they could blame the democratic party. I think Nancy Pelosi and her party did their part. People are saying the democrats could have added more votes if they wanted to pass the bill. But couldn't the republicans do the same. It was supposed to be Non Partisan. I also believe that the statement Nancy Pelosi made was right and true.

Funny how the 95 Democrats who voted against it are not getting any blame. Aren’t Democrats supposed to be “United behind Obama” and the Speaker couldn’t even deliver. In other words, blame Obama as always.  He claims that Obama injected partisan politics into the process, when it was in fact he who insisted on riding in like a White Knight to "save the day".  McCain (and the Republicans) just won't acknowledge that it is he who is at best partially responsible for this failure.  The rest of the blame lies with his childish Republicans who claim that their feelings were hurt when Nancy Pelosi told the truth.

Pelosi and the Dems will now come under the proper scrutiny to show they were to blame for this financial firestorm. Voting against any regulatory measures (McCain sponsored bill is one) and forcing lending institutions to issue subprime mortgages (ACORN Housing and Obama) are directly to blame. Those of you who blame the Republicans for trying to keep this burden off the taxpayers for generations to come need to examine the issue a little more clearly. The Dems tried to stuff it full of pork and the Republicans objected, as they should. When an agreement is reached, it will be in the best interests of the public.
This is Democratic legislation from day one. Ever heard of ACORN? This is a liberal housing group who stood to gain from passing of this sham, but later was removed due to House Republicans at McCain’s urging. Need to wake up out there. The market swooned due to expectations given by Pelosi, Frank, etc. in their mugshot in NY Times, then they fail to deliver. Better save that picture for posterity. We’re looking for solutions in the wrong places. Pelosi et al CREATED the mess and we look to them for the solution??? Come on folks it’s not that difficult.
Think about it. The GOP has had a blank check from tax payers for 8 years. They squandered and are still squandering billions of our hard earned dollars on a trumped up "war" on Iraq. Where is your outrage about that?!!? I do grant you that the bill needed more protection for "main street". Remember this. The REPs voted against it BECAUSE the DEMS forced the protections into the bill. They wanted another blank check.
Why hasn't this raise in the limit of FDIC insurance been talked about before? Was Obama really the first to think about it? If so, kudo's to his camp for actually bringing a new idea to the table.
WE DON'T WANT NO STINKIN' BAILOUT!! is the message of the people.  Main street business people, when confronted by hard times, put their OWN money back into their own businesses. We the people think the 1% who own the 90% should use THEIR money to bail THEMSELVES out. We're tired of enabling the addicts and this is their intervention. It's time for the fatcats to lose. We the people will lose anyway.
I'm one of apparently few members of the general public who gets how serious this is, and I know some protective action must take place to keep the economy from melting down worldwide.  In the meantime, the lack of leadership by the President, by the members of Congress, and by the candidates (both of them) is appalling.  Just watched the President give a completely lackluster speech 'supporting' action by Congress.  Does ANYONE in politics do anything other than bicker and posture?  We've seen a pathetic milktoast performance by President Bush. We've seen a cynical play for attention by Senator McCain (gee, maybe I'll go to the debate after all).  And now, we've seen a lot of petty finger-pointing and platform-point grabbing in Congress--shame on the Dems for trying to push through extra funds for liberal causes like ACORN, and shame on the Republicans for trying to scare their long-sought decrease in capital gains taxes out of this horrible situation.  So far, not much else.  Come on Senator Obama, DO SOMETHING--you're smart and can be inpiring-- you're either our last hope, or our last gasping breath.

The Republicans are like Rats abandoning a sinking ship (Pres. Bush), and they pretty much said in no uncertain terms that they really don't care what their Presidential Nominee (John McCain) has to say either! especially since it appears, by the most recent polls, that he is not going to win anyway! So why risk their political careers to save any of their butts, one is leaving office (thank God) and the other is sinking his own campaign with "STUPID" and irratic decisions (aka...Palin)! Now normally i would take enjoyment in seeing the unraveling of the GOP, and lord knows i REEEEAAALLLLYYY want too, but it comes at a much greater cost to my children, and hopefully one day grandchildren, to sit back and enjoy! Something has to be done in the short run in order for us to deal with this problem in the long run. So i will hold off on my jubilation for the time being and pray that something is done quickly, before my child who is 15y/o, get's ready to start planning and searching for colleges to attend, and maybe, just maybe, i can get him a car to go to college with, I HOPE!!!!! NOVEMBER can't get here quick enough, i hope that i never see another Republican administration in my life time EVER AGAIN!! This is shameful! Thank you and may God have mercy on our souls!
I'M SURE THAT IF THE TOPIC WAS WAR THEN BUSH&MCCAIN COULD HAVE DELIVERED ALL THE REPUBLICANS VOTES, PEACE NOT SO MUCH. I WONDER IF THEY HAVE ALIENATED THEIR MONEY BASED SUPPORT? OH WELL.
To really make this work, the following must happen:

1) Eliminate Adjustable Mortgage Rates
2) Modify all adjustable rates (people losing their houses) to 1.5% above the current fixed rate.
3) Set a standard % rate for all credit cards up to $5000 and so on with 10K and 15K.
4) Put a freeze reduction on jobs going overseas
5) Reduce the amount of jobs overseas until the economy has stabilize.
6) Penalize/tax Corporations serverly if they do not comply (They are not paying taxes for their foreign employees).
We must make sure that the unemployed began to work at a level that will make them want to work (not a level to just keep them for nothing)  

We must make sure we as Americans have something to work for and not just spend because we have...
I was enraged to hear a congressman chastising congress for not passing the theft of "We the people's" money. He went on to say what a great deal it was, "we can buy the debt for a fraction of it's actual worth, and make money on it".
Well this millionaire should kick in a few million of his dollars for this great deal. In addition each of our "so called" leaders should do the same. And then the CEO's and financial experts can pony up with their last bonus check.
Then maybe the rest of us can send $1.00 each for the "failout".

The stinking republicans are doing again. Why do the republicans hate the American people? I don't understand. They take our taxes and play god with our lives while securely taking millions of illegal dollars to amass their personal fortunes at the American peoples expense. Democrats are not entirely innocent of this either but at least they are trying to look out for the average American in this disaster of a bailout by saying we need 'something' since we are the ones paying for it. The Republicans just take and take and give nothing back.
This isn't a failure of Democracy at all. Finally elected officials are listening to their constituents and voting against this ridiculous and transparent "bailout".

Elected officials who vote yes for this "proposal" can expect their constituents to turn on them.
I thought Mccain had crash landed in DC to save the day? Obama have never made the claim that he would be the hero and save America from financial ruin...Mccain did but he was lying
