Obama proposes help for businesses

CHILLICOTHE, Ohio -- In a bid to show leadership on the economic front, Obama proposed government help for credit-strapped small businesses, through tax cuts and easier access to low-cost loans.

His campaign said his proposal for a Small Business Rescue Plan was not a response to the stock market declines of the past few days, but instead a short-term proposal to help businesses that are having trouble getting loans stay afloat. Obama has tried to explain to people at his rallies the ripple effect the struggles of small businesses -- which employ half of the workers in the private sector -- could have on the rest of the economy. He tells crowds that businesses that can't make payroll or finance their inventories will be forced to lay off workers.

Video: Speaking in Ohio, Barack Obama says the McCain campaign's personal attacks against himself are diversionary tactics to avoid talking about the issues.

"If we're going to rebuild this economy from the bottom up, then it has to start with our small businesses on Main Street. I see some of them right along here -- not just the big banks on Wall Street," he told the crowd of 5,000 here.

In addition to eliminating capital gains taxes on investments in small businesses and start-ups, ideas that are already part of his stump speech, Obama proposed today using the Small Business Administration's (SBA) Disaster Loan Program to extend affordable, fixed-rate loans directly to small businesses, as it did after September 11th. His plan would expand SBA guarantees to encourage private lending to small firms by temporarily eliminating fees for borrowers and lenders and increasing the guarantee rate on private loans and he proposes extending through 2009 a temporary provision to increase tax benefits for small businesses that was included in February's economic stimulus bill. That provision is set to expire in December.

The Democratic nominee, who is trying to convince voters that he is the best candidate to lead an economic recovery and look out for the middle class, also sought to make it clear that his tax plan would not lead to increases for 98% of the small business owners, who he said make less than $250,000 a year.

Invoking FDR
As he did in a speech in Nevada late last month, when he first spelled out in plain terms why a massive federal rescue package was needed to avert a deeper crisis, Obama alluded to something Franklin D. Roosevelt told Americans in his first fireside chat in calling for "confidence in America, confidence in our economy and confidence in ourselves" and he directly quoted the former president when he said Americans had seen their share of hard times.

"The American story has never been about things coming easy -- it's been about rising to the moment when the moment is hard; about having steel nerves when things are fearful; about rejecting the panicked division for purposeful unity; about seeing a mountain top from the deepest valley," he said. "That's why we remember that some of the most famous words ever spoken by an American came from a President who took office in a time of turmoil – He said "The only thing we have to fear is fear itself."

This stop in Ross County, which Bush won by about 3,300 votes in 2004, began the second day of Obama's two-day jobs tour through this key battleground. He noted the state's 7.4% unemployment rate and the 12,000 jobs lost here this year as he spoke about creating five million new clean energy jobs and another two million infrastructure jobs.

He also warned the audience to expect more personal attacks from the McCain campaign in an attempt to shift the focus off the economy. "In the last couple of days, we've seen a barrage of nasty insinuations and attacks, and I'm sure we're gonna see more of that over the next 25 days. We know what's coming. We know what they're gonna do," he said.

Casting himself as a "uniter," Obama said such tactics would not work. "They can try to deny the record of the last eight years. They can run misleading ads. They pursue the politics of anything goes. It will not work. Not this time," he said.

"It's easy to rile up a crowd. Nothing's easier than riling up a crowd by stoking anger and division. But that's not what we need right now in the United States. The times are too serious. The challenges are too great. The American people aren't looking for someone who can divide this country -- they're looking for somebody who will lead this country."

That's it guys -- keep talking about the economy.  Let the McCain/Palin crew keep on blathering about all of the negative stuff.  The American voter will listen more closely to issues than negative attacks.

Keep it up.

"Obama's plan for small businesses and what he has done to the stock market is killing my business. I blame him for this crisis we're in."

Really?

You don't read much, do you.  You don't listen very well, do you.  I suppose you have had your head in the sand for the past eight years.

This didn't happen over night - it has been a LONG time coming and most of us started "suffering" long before we ever heard of Senator Obama.  So, in truth, there is NO way he has caused your problems.

Now, do on back to McCain's internet site, collect your points, and go back to work.  You've done your job for the day!!!!

Obama/Biden '08  TRUTH IN ADVERTISING!!!!

I dunno man...the small businesses that are in trouble are in my opinion mostly marginal busineeses...this is confirmed in conversations with my banker..businesses that are well run look good...this type of economy stresses the weaklings and bad actors
Obama proposes solutions McCain goes for fear and hatred. A message of hope versus one of depair. A sign of true leadership utilizing existing programs to help small business.
Offering concrete plans for the Economy

YES WE CAN - YES WE WILL!
We also need meaningful and efficinet REGULATION in most industries: Banking, Finance, Consumer products, Airlines, Transportation, Media

If you look at the Financial industry, it's CONSOLIDATING
The big banks are getting BIGGER
Wells Fargo is ready to devour Wachovia

Time for some REAL anti-trust
Barack offers real solutions while his desperate opponent offers only taxpayer ripoffs when he isn't distracting voters with his smear and fear camapign.  I wonder what new version of "Herbert Hoover" McCain's new $300 billion boondoggle taxpayer ripoff plan is up on his website today?  I bet it isn't the same as yesterday.

Hey we're now only hours away from the real Troopergate investigation's report.  Did the slimy dishonest McCain campaign buy off enough repugnant one politicians to keep the real story buried?

Good point that one reader points out that "Manchurian Candidate" McCain is being supported by commies in Vietnam.  "Commie Sympathizer" McCain pals around with commies!

Go Obama/Biden 08/12!
So muchfor Mclame's nonsense that Obama would tax small businesses into non-existence.
This action by Obama exemplifies one word.... "Leadership".  McCain now exemplifies one word too ....."Eratic"
"Mine eyes have seen the glory of the coming of 'That One'" who is going to crush the thieves, liars, false patriots and religious nuts who comprise the Republicans.
And that is why he's going to be President of the United States of America. He is a leader in every sense of the word.
If you want to help small businesses, why are you Sen. Obama proposing to increase their taxes?
I am so PROUD to be a supporter of this ticket.  I am so proud to have just put my ballot in the mail for Barack Obama here in Arizona!!  As a registered Independent, I voted straight DEM throughout my AZ ballot.

OBAMA/BIDEN '08 - '12
Obama is going to help businesses? This is the same man that says everyone can pursue the American Dream, unless you make more then $250,000 doing it. If you do, then you're part of the Evil Rich, and there won't be any of that around here if Barack has a say. You'll be paying taxes tell you bleed if you happen to make more then $250K.
So CNN has a Ticker article about both campaigns having a Presidential transition team already working with Bush, which isn't a bad thing at all.

But who is McCain's transition team leader?? A WASHINGTON LOBBYIST. Don't believe me? It says it, plain as day, in the article... so basically, the first person McCain will be learning from and transitioning with is someone representing special interests...

Does anyone else see something blatantly wrong with this?!?! Obama could be using this as legitimate ammo, you know.
Hurray for Obama!

As a small business owner I know how tough it is to get credit to expand or even stay afloat. Banks don't want to look at you -- although years ago I finally found one that did -- unless you put up your house and everything else you have to insure the loan. SBA does little to fund anything except investments in equipment. But if you need minds to grow your business, say, programmers, salespeople or administrative staff, they won't back the loan. And if you want money for marketing, forget it.

Small businesses where owners are responsible for the bottom line or they don't make money are the backbone of the economy and deserve more than McCain's platitudes. There's no point in offering tax-cuts to small businesses that aren't making any money to tax, anyway.
Republicans have alienated the highly educated regions — Silicon Valley, northern Virginia, the suburbs outside of New York, Philadelphia, Chicago and Raleigh-Durham. The West Coast and the Northeast are mostly gone.

The Republicans have alienated whole professions. Lawyers now donate to the Democratic Party over the Republican Party at 4-to-1 rates. With doctors, it’s 2-to-1. With tech executives, it’s 5-to-1. With investment bankers, it’s 2-to-1. It took talent for Republicans to lose the banking community.

Ask yourself, why wouldn't educated people vote for Republicans? If your answer includes elite, then Yes, we want elite leaders representing Joe Six Packs. We don't want Joe Six Packs (like Bush) representing us in the white house. Stop the class war and focus on the issues.
well said president obama!!  you won't hear people screaming death threats at an obama rally. *uhem*
This era (1986-present) has been so politically polarizing I fear that no matter who wins, the opposition will tack further to the extremes. With economic unstability, historically, the most radical elements often become attractive alternatives. If McCain wins, watch more Democrats become European-style liberals. If Obama wins, watch the GOP become even more Christian Nationalists.
Our nation, economics aside, is in real peril.
McCain must be sitting there scratching his head, saying, "What a weird approach this Obama guy is taking...he's actually talking about the issues!  That makes no sense to me at all!"
I'm glad to see Senator Obama putting forth a positive plan for small businesses.  He needs to address the personal attacks as well, but can't allow it to seem like he has no plan to address the economic crisis.  I would like to see him identify his economic team so that people understand that there are experienced economic leaders with him.
Amazing. Let me get this straight.

He wants to tax the small businesses then loan the money hack to them?

I know the Hussein koolaid drinkers swallow this crap, but does anyone else?

** Sigh* ** You don't build an economy from the bottom up, you build it from the top down. You have government regulate it, but not own it. You have low taxes and provide an environment for businessed to thrive on. Obama though doesn't get it, he wants to be the one that provides (owns?) these businesses. He wants to say what businesses will get government backing (let me guess, minority and women owned will get the most funding) and will say who succeeds and who fails. Doing so guarantees one thing, they'll all fail.
Well said...
To anybody with a sense of decency, the choice is clear. Obama/Biden 08/12
It's OK to hang out with Osama Bin Laden, too.  He's just a guy from around.  We kick it sometimes and do some community stuff.

Sure, he committed some bad acts, but that was years ago.  I'm sure he's rehabilitated.
Finally Obama is saying what i have been... division will destroy this country, and the ways that McCain/Palin have been conducting their rallies is stoking the fires of hatred.  For christians, they sure don't practice the Golden Rule...

A man of the people worried about small business,no m plan to help my neighbors just something for the guys who underpay and overwork we the people no longer belive we have to just take whats given. HOPE DONT LIVE HERE NO MO
This is why this man has to be the next President.  He is calm and direct at the same time.  I will vote for him.
If you make more than $250k , Bush has protected you for 8 years, now it's time for us the middle class to have that benefit for 8 years, my friends.
From another chapter of "How Can I Fool Them Again Today", Obama comes out with yet another Whopper. Obama requires that he fund his massive spending plans one way, through the heavy taxation of Small Businesses. And now he stands there and says this is "helping" these businesses? Like to see how Small Businesses are helped when they lay off their work force and send jobs off-shore when their taxes go through their roofs.
OBAMMA THE UNITER MACAIN THE UNITER way to divide us all up.
small businesses and everyday working folks need help.  the proposed bail out of multi-billion banks is not working so far, why not give every person who paid taxes last year(those under $200,000) $20,000 cash to spend and watch the economy take off.
I am so scared.  The news just keeps getting worse, my neighbors cars are getting repo'd.  Thank God Barrack Obama is trying to have a stead, calming influence.  Talk about rising to the challenge.
Aside from the Cubs getting swept out of the playoffs, this October is turning out to be the sweetest ever.  I am really enjoying seeing the Repubs getting their just desserts after all these years of ignoring everybody but the wealthy.  It's so much fun seeing the people in McCain's audiences with smoke coming out of their ears. Of course, in four years - and again in eight - they'll be the last to admit that the majority was right to elect Obama, but maybe eventually they will see the light.

God bless America!
