Obama unveils middle class 'rescue plan'

TOLEDO, Ohio -- With just 22 days to go until voters hit the polls, Obama announced a series of proposals designed to help Americans weather the economic crisis, including tax credits to promote job growth and measures to help people stay in their homes.

Obama has been trying to convince voters that he would be a better steward of the economy than his rival, arguing that he offers steady leadership, can relate to the economic concerns of ordinary Americans and will a champion for the middle class. He has consistently tried to portray McCain as erratic, out of touch and beholden to special interests, big corporations and the rich. Polls over the last few weeks suggest the Democrat is doing a better job of connecting with voters on economic issues.
 
"We can’t wait to help workers and families and communities who are struggling right now -- who don’t know if their job or their retirement will be there tomorrow; who don’t know if next week’s paycheck will cover this month’s bills," Obama told an audience of about 3,100 people here Monday. "We need to pass an economic rescue plan for the middle-class and we need to do not five years from now, not next year. We need to do it right now."

The four-part plan, billed as an economic rescue plan for the middle class, includes several new components: a temporary tax credit for companies that create jobs in America over the next two years and a 90-day moratorium on home foreclosures for those making "good faith" efforts to pay their mortgages.

He said the Treasury Department must move faster with its plan to put money directly into struggling banks to help free up credit and he wants the Federal Reserve and Treasury to set up a mechanism to lend to cities and states facing a credit crunch.

He is also calling for the temporary elimination of tax penalties for people that make limited withdrawals from their 401(k) or IRA accounts, an idea he noted McCain also supports and that he said would help families weather the crisis without having to sell their hms or forego college for their children.

"I want to give credit where credit is due, I welcome Sen. McCain’s proposal to waive the rules that currently force our seniors to withdraw from their 401(k)s even when the market is bad," Obama said. "I think that’s a good idea, but I think we need to do even more.  Since so many Americans will be struggling to pay the bills over the next year, I propose that we allow every family to withdraw up to 15% from their IRA or 401(k) -- up to a maximum of $10,000 -- without any fine or penalty through 2009."

The campaign stressed that all of these new proposals should be enacted immediately and that that could be done using existing authority or through emergency legislation. Obama drew a standing ovation when he talked about the urgency of helping "Main Street" quickly.

"Congress should pass this emergency rescue plan, the rescue plan for Main Street as soon as possible," he said. "If Washington can move quickly to pass a rescue plan for our financial system, there's no reason we can't move just as quickly to pass a rescue plan for our middle-class, that will create jobs and provide relief, and help homeowners and if Congress does not act in the coming months, it will be one of the first things I do as President of the United States of America."

Congress is expected to return to session after the election to consider a second economic stimulus package aimed at helping the middle class that could include extended unemployment benefits, new infrastructure projects and a tax rebate. 

The McCain campaign sent an emailed response to Obama's speech hitting him for proposals they said would mean "massive tax increases."

"As our economy and our financial markets struggle through unprecedented turmoil, one thing is certain: raising taxes on the American people and American business will have a devastating effect," wrote spokesman Tucker Bounds. "When pressed on this point, Obama has repeatedly said he would consider abandoning his planned tax increases if the economy is 'weak,’ but apparently this economy is not weak enough for Barack Obama."

Bounds argued Americans needed across-the-board tax relief. Obama's plan would raise taxes on people making more than $250,000 a year.

The McCain camp also highlighted an apparent reversal by Obama on a foreclosure moratorium, sending around a newspaper article earlier in the day that noted that when Hillary Clinton proposed such an idea, the Illinois senator had called it "disastrous."

The proposals Obama announced today are in addition to the tax cuts he wants to provide to working families. Today he said Congress should pass a plan that would allow the IRS to mail out the first round of those tax cuts as soon as possible.

He has called for measures to help states avoid property tax increases, increase access to credit for small businesses and help families restructure their mortgages to make the payments more affordable and he proposes temporarily eliminating taxes on unemployment insurance benefits, fast-tracking the $25 billion in loan guarantees for the auto industry and provide more help to them to build fuel-efficient cars and other efforts to unfreeze markets for individual mortgages, student loans and other kinds of debt.

The presidential hopeful, who has promised to review the federal budget line by line and to eliminate programs that are not working, said the current crisis was a result of not just lack of regulation on Wall Street but unfair lending and irresponsible borrowing and said that once the current crisis had passed, Americans must learn to live more responsibly, save more and borrow less.  

Obama appeared at the convention center here in Lucas County -- where John Kerry beat George Bush 132,715 to 87,715 votes in 2004. He arrived in Toledo on Sunday and is set to spend the next few days here preparing for the third and final presidential debate to be held in New York Wednesday night.

The truth is all Senator McCain could do today was bear teeth, bark, and pant out “fight.” He offered not one ounce of meat, not even a bone. Perhaps he’s just waiting for Obama to go first so he can continue to plagiarize and capitalize on Barack’s messages. John McCain is just another vintage cut from the old and rusty GOP divider mold that calls upon constituants to wage an interior battle against their own American brothers and sisters. Mavericks are loners not leaders. Here, the underdog and the pit-bull really do “dog” their campaign - and it smells as though they’ve stepped into it too.

You have got to see Obama’s speech where he lays out his economic rescue plan. Specifics Baby, Specifics!!!! The sharp contrast could not be more evident. This is a leader for ALL the people no matter how you define yourself or who you are or want to be.

I am so completely sick of the drum beaters who keep spewing the misinformation that we shouldn't raise taxes in a downturn economy.  We shouldn't have CUT taxes while waging two wars.  We shouldn't have borrowed so extensively on our Chinese Express card and the rich and greedy should be embarassed about how little they've paid to continue to live in a 'free society' such as ours.  They don't cry when the dues go up at the country club; because membership in that club means something to them.  They just want to bitch and moan while wreaking havoc on main street.

Apparently power and greed are intoxicating and they just don't want to deal with any hangovers from the Bushwhacking we've all taken.  I agree with Biden, paying taxes IS Patriotic.  If you make more, you should pay more because you know as well as anyone, were it not for the many opportunities in this country you wouldn't have grown your wealth so incredibly disproportionately.  Get over yourself and PAY UP so we can start an economy of PAY GO!  
My fellow Americans on either side of the aisle, if you run into ANY resistance at the polling booth about your registration it is your RIGHT (and DUTY) to request a Provisional Ballot and a receipt.  CAST THAT BALLOT!  They cannot stop you and with your receipt, you will be able to PROVE your right to be on that roll and cast your vote.  I have heard of a ridiculous number of registrations being purged and I just want to encourage EVERY SINGLE VOTER to be heard on Election Day.  I prefer it if you are a DEMOCRAT; but I don’t want one single American’s vote not counted and I don’t want a single instance of disenfranchisement on either side.  That is Un-American and Un-Patriotic and as a country WE MUST DEMAND BETTER!
good plan. it is time to create jobs which stimulate the economy. taking up to $10,000 from one's 401k without penalty is also good because individuals won't lose all of their retirement savings. all around the plan is excellent. just what we need. where is McCain's plan? I thought he said he had one. I guess it is difficult to create a plan when McCain believes the economy is strong. I guess it is strong when you have 13 cars and 7 homes.
It took Obama to come up with smart, concrete solutions.  

This candidate has what is necessary:  intellect, judgement, the ability to inspire and to lead.  I'm afraid McCain lacks most or all of these.
McCain you fight for me by showing me your proposals. I want to know how you improve my health care options under your plan.  I want to know how you plan to improve my finances.  Telling me you are going to fight is not enough.  I want solutions . You are not only erractic you offer no solutions.

Now this a plan for the future. This is specific and thorough to solve the issue. I like what I have heard and read so far. Only an individual who is Presidential, thinks on his feet, well educated, is a problem solver, and cares about moving our nation forward develops a plan like this.  Obama is impressing me on his plans for our nation more and more.
With each passing day one can see the difference between a real leader and a wantabe leader.  It is no accident that Obama convened Republican and Democrat economists to get their ideas about how to confront this issue.  Obama was able to distill these many ideas into specific "opportunities" to get us out of this mess.  McCain's plan...talk to a couple of fired CEO's, write their ideas on a lunch napkin, forget the napkin at the table.  Only the right-wingnuts and the die-hard Republicans can support ol' John.  The independents/moderates have made up their mind this past week, hence the shift in the polls.
I am a veteran and an ex POW, I have plans to end the war in Iraq, I know how to capture bin Laden, I know how to save the economy, I will protect and help veterans. Right John, but you aren't telling us what you know. Barack is.

Chose and vote on the candidate sharing his plans, not the one with secret ones.
Obama has plans, comes out with plans. Whether you like them or not, part of them and not others, the guy is showing cool and calm leadership.

Those leaning on the fence in this race need to vote Obama. Let's give Obama a big victory and give the man a chance to lead and to rely on some of the best minds to assist with the economimc crises.

If he does nothing or proves not to be a leader then vote him out in four years. But give him a chance. Vote Obama. You will be making history and an Obama election will immediately give a boost to the nation's (and the world's) confidence that yes, the U.S. is serious about moving forward, seeking world peace, and once again becoming fair but firm in our reputation as being the shining light for human rights and human dignity throughout the world.

The election of Obama will prove to the world once again that we are "The" unique, talented, fair minded and progressive democracy on this earth.

I watched that speech today and have been looking where to post to ask people to check the speech out--it was excellent.  He told us exactly what he plans to, how it will work and how it won't be easy, but it made TOTAL SENSE! You can tell he means what he is saying, believes what he is saying and truly wants restore America.  he is not just reading what someone thinks might work today.  It was such a great speech there was no blame game, no negativity, just the fact that he wants to help Americans and America no matter who you are!  Try to catch the speech if you can and see for yourself.  I can't say enough about it.
Isn't it easy ....John McCain...to attack your opponent for all the good things he would do....and defend those darn tax cuts when you, yourself...own 9 homes and 13 cars.  Methinks you are talking about yourself when you whine about the taxes.  As part of the lower middle class you never talk about....GIVE ME A BREAK!!

Obama preempts McCain again. What is McCain going to say? It's unfair to tax those making over $250,000? Yeah, that'll play well in middle America.
When FDR took over during the early years of the depression he pulled out all the stops in trying to restore confidence in the economy and prevent what he saw as a possible populist uprising. (When asked why he had suddenly become "that kind of Liberal" FDR answered that it was because he was "that kind of Conservative."
When told by economists and financial experts that his economic measures wouldn't work out in the long term, FDR reportedly noted two important facts: 1) People don'e EAT in the long term and 2) People don't VOTE in the long term.
I have a feeling that FDR was right, that Obama agrees with him, and that we'll see it borne out on Election Day.
And yet another one Obamas policy plans that will fall through costing middle americans billions ! People wake up, you can't give away the cow and not expect to get the milk for free. Obama will HAVE to raise taxes on eveyone and everything to cover all of his free give aways. He and Pelosi are already trying to increase benifits to welfare. ( why can't these people go out and get jobs..... oh with obama in office they won't have to, middle America will foot the bill for their lazy a$$es.) I've had enough of his Robin Hood tactics ! and I'm not weathly !

He can't wait to destroy the image of the American Dream ! The only country where you where you make something of yourself. But if obama wins that too win change. You can only gross 249k a year without  fines, penalties and 100% taxes. Why would any small business even try if that is the case ? Finally, a plan that is not only detailed (i.e. well thought out, people) but doesn't reward the mortgage companies and people living beyond their means for their bad behavior.  Yes - both the companies offering sub-prime mortgages and the people taking them are at fault here.  And I personally don't want to foot the bill for these people.  There's plenty of us out there that live within our means and we shouldn't bear responsibility for the risky and greedy behavior of others.

And is it me or did McCain just steal Obama's line about not being able to afford 4 more years of the same policies that he voted for?  Erratic and hypocritical.

I'd also like to know if McCain's new "underdog" theme comes complete with a cape and a damsel dog in distress....

I can't tell from the wording, would the $10,000 401k withdraw allowance be taxed?  Currently there is a 10% penalty for early withdrawal, and then (in the case of a pre-task 401k) the remaining 90% is taxed as income.  I like the allowance idea, but it would be less valuable if the withdrawal is taxed.
Wonderful!!!! He has outlined a plan that makes sense, helps us all and even slaps us on the wrist for what we know to be true - many of us haved lived beyond our means. I’m awake, Sen. Obama, and I’m cleaning up my own financial mess and will vote to help you clean up the country’s financial mess. This is the most logical, helpful plan I’ve heard laid out by anyone throughout this mess.

what about what we have already lost in our retirement savings-- it has eaten into the principal, forget what pennies we earned. I know people who have lost more than 50k. Why doesn't Congress use some of that 700 billion to top up what main street has lost. Haven't they thought of that ? Or are they all in cahoots with wall street who fund their political campaigns?????????

NOTE: If you are losing a job or losing capital gains on invested income, your taxable income will be lower and you will already pay less in income taxes.  This will be a revenue problem for the next president.  How on earth can Tucker Bounds think that LOWERING taxes further will help solve the budget deficit or provide needed services to citizens?  Sen. Obama has not said that he would raise taxes (except on the top 5% income bracket), and Sen. McCain's staff keeps using an old bogeyman -- raising taxes.  Remember that you can deduct mortgage payments from taxable income, small businesses can deduct losses....really think through everything you know about taxes, budgets, deficits, etc.  
Just remember next year to blame the other guy not OBAMMA and the year after that maybe blame CLINTON and after that BLAME white people Lewis said Macain is like wallace I say that Obamma sows the seeds of hatred look at the CLINTONS how he made Bill look like a racist while getting 97 percent of the african american vote what is that monolithic voting block if not racist what, homies.

Wow a stop gap plan that all the dems think is the answer to putting them on the road to riches. Steal from your retirement now and mortgage your future, when the market is at it's lowest- a terrible idea unless you can also do it when it hits it's peak!
Most of his other ideas were trotted out in Hillary Clinton's campaign. He dismissed them then
TO SOME WILL CALL IT RACISM: You had better hope people don't ask themselves, " What is Sarah Palin's qualifications? What is her real experience??" Abuse of power and affiliation with a group who wanhted Alasks to secede from the union??
What Obama prosposes are the exact same things that got us into the mess we are today. Think stopping foreclosures will help or hurt the banks? Now they would need to carry deadbeat loans for a longer time. Allowing people to take money out of their 401Ks and IRAs, oh now there's a good idea. Lets let people sacrifice their future for no other reason then to get votes today. Not very forward looking Obama. Not very smart. A tax credit to businesses that create jobs? Not even sure what that means or how you monitor something like that. Here, why not do what McCain says and just reduce the coporate tax rate and reduce the capital gains tax. That way the government is completely out of the picture and there are less forms to process and less overhead needed to be supported.

Obama is just the wrong guy for the job. He thinks the government is the solution to every problem, and it's not.
Obama's plan looks good and will provide some true relief with reasonable and responsible provisions.
What specifics does McCain put forth? Tax breaks for corporations, a $10 billion a month war, and giving us a $5,000 tax credit for a $12,000 health plan, and being taxed on top of it, is definitely not the answer..Quit "hitting your head against the wall"..It hurts, doesn't it?
I remember a time during the primary when many said that Barack was only good at making speeches. Now when we need answers, huddles with his advisors and comes up with specific new programs. Seems like he brings more than speeches to the table. Intelligence, depth, willingness to listen, all important qualities in our next POTUS

All the GOP can say is "Program = Tax Increase". It is a sad commentary when one candidate seeks solutions while the other lurches back and forth, promises to "fight" but only has his brashness and his rhetoric to show us.

Time for real change!

On Wednesday night Obama will be able to lay out specifics with tangible numbers of cost and payback while my 22 year old will play the drinking game of downing a shot everytime McCain says "My friends....."
I am becoming more hopeful that race will play a much smaller role in this election than previously thought.  The desperate situation that the world is in requires a leader with insight and intelligence.
