Obama team unveils lobbyist restrictions

Posted: Tuesday, November 11, 2008 5:46 PM by Mark Murray

From NBC's Amna Nawaz and Abby Livingston
John Podesta, Obama's White House transition co-chair, today promised the "strictest, most far-reaching" ethics rules "ever applied" to a presidential transition. Podesta made that promise in a press briefing at his staff's offices in Washington, DC.

Those rules prevent federal lobbyists from working for the transition in the fields of policy for which they lobbied in the last 12 months. They must also "cease all lobbying activities" while working for the transition, and they can't lobby on their transition-team issues for 12 months after ending their service. A gift ban similar to the one recently passed in Congress also has been instituted.

Replying to the question on whether some expertise may be lost in adhering to these rules, Podesta simply said, "So be it," reiterating Obama's commitment have the "toughest" rules to "stop the revolving door" in Washington politics and reduce lobbyists' influence. His office today released bipartisan declarations of support for these rules from both the liberal-leaning Brookings Institution and the more-conservative American Enterprise Institute.

With an expected staff of 450 and $12 million budget to see through the transition, Podesta pledged the "most open" and "most transparent" transition in history. More than $5 million of that money will come from Congressional funding and the rest from individual donors.

He also announced the creation of "agency review teams" that will complete reviews of more than 100 government agencies, commissions, and offices in the White House. The information gathered by these teams will be used by agency officials "to make strategic policy, budgetary, and personnel decisions prior to the inauguration," according to Podesta. The teams will be dispatched as early as November 17 to begin work, and their names will be posted on the transition Web site (www.change.gov) as early as this week.

Alright! Getting it done and walking the walk, even after winning the election.
President-elect Obama, who said lobbyists would not run his White House, signaled Tuesday that lobbyists could serve in his transition. What does this mean in regards to his campaign promise? All lobbyist are regulated right? Why not have NO lobbyist as he seemed to have said repeatedly during the two year campaign?
There are those who can't wait for Obama to fall off the donkey and there are those who think that Obama IS the donkey.

Which ever is your case, thank you.
yes Obama President of the people by the people.
Good start, now we want strict limits on the lobbyist influence for all sections of government.
It's s great start.  It's about time someone put the interest of people int this country before the almight dollar.
Mr. Obama you do what it takes to clean up the mess in Washington, D.C.
obama Get'er done
Looks like going back on your word to me. The only way to make it a Government for the people by the people is to get the lobbyist out. As long as legal bribery is allowed it will be a government by the people for lobbyist and special interest groups.

Getting strict is a start, but only a start.
No matter how you coat the pill, lobbying is the purchase of influence in the government of the people. In other words it is government of the people by those who can to afford purchase influence. No wonder Islamic countries look at democracy as a farce. When this sort of thing goes on in the underdeveloped countries we call it corruption or bribery.
I felt like crying when I watched a draft dodging war criminal place the wreath on the Tomb of the Unknown Solider.

Clinton was at Arlington today?
Joe Biden will hopefully disappear from public view for the next four years as many VP's do. We all became dumber having listened to his talks during the campaign. Keep Biden in Hiding for our remaining brain cells.
I've never really understood why lobbying is even legal.
Limits on Lobbiests? Ha, Ha, Ha. Best laugh yet of the election. Nothing like being nieve about how government works. Especially if your president. Ha Ha Ha.
Obama also said that those few lobbyists on his transition will not be doing what they lobby for. In other words if one is a lobbyist for the phamarseutical industry they will have nothing to say about the policies regarding transition regarding interests of pharmaseutical companies.

So far so good.
Obama is not the donkey.  He is walking the walk.  There are exceptions to everything.  He is working with what he has.  Give him a Break! Kudo's OBAMA!
Wow...unbelievable.  The lobbyists no longer INFLUENCE Washington...now they are going to RUN Washington.  Are we stupid?  Lobbyists don't talk to each other?  "You push my agenda and I'll push yours...." It's all just posturing bull@#$% to make the ignorant masses think that CHANGE is happening.
now lets keep the negative enviromentalists from further damaging our planet. they have no place in having Mr. Bush make anymore bad decisions, enuff!!
Oh, what man may within him hide, though angle on the outward side. BILL JACKSON
Change.gov is what separates the men from the boys.
I would agree that the lobbyist should be sent home to find gainful employment.
What a scam.  I bet they roll out someone who just 366 days ago was a LOBBYIST.  The Dems are soooo obvious.....And such hypocrites.  All week the News people tell us that Michelle was not going to be co-president, but focus on motherhood.....the today they announce that Michelles mom will move into the White House to watch the girls.  Hypocrites.
Nice start, President-Elect Obama continue to make bipartisan descisions.
I say get rid of all lobbyists, that is just a nice name for bribary. The people who are elected are supposed to serve the people, not the corporations that send lobbyists to Washington, to bribe the lawmakers and the administrators.  We will all be better off with out any of them telling our congressmen and other govt officials what to spend the tax payers money on, (if there is any left to spend)??
Can;t wait till January 20th, 2009. We have a lot of faith, hope and love for our country under the new administration.
First thing Obama's administration has to do is to balance the budget. That means end the war, keeping up and improving anti-terrorism measures. But more than anything, we need to stop funneling money to the Pentagon to give to Northrup Grumman and Lockheed Martin. They build billion dollar airplanes that we don't need. All we need is some good press, and rigorous scrutiny of suspected terrorists, and that doesn't cost as much as even ONE of those planes.

How about beating our swords into ploughshares. Get the arms builders to whip up several million wind turbines and solar centers and get them running.
How ignorant can people be. This is the beginning of dictatorship, to be followed by silencing the news and voice of freedom. Marxism is just beginning since very few have ever studied the initialization of communism. Go back and read Lennonism to understand the mechanics of transitioning a government to socialism and ultimate communist rule, followed by a National Civil Militia who restrict civil liberties through strong arm tactics and legislation to prevent lobbying thereby controlling freedom of enterprise. Spreading the wealth means taxing exorbitantly and driving out entrepreneurship by intimidation through taxation legislation. Read it in the Communist Manifesto and learn for yourselves where this is all leading to. What the eyes see and the ears hear, the mind believes. The methods of mass control. Apathy in this country is so obvious, it won't take long to destroy the Constitutional Freedoms that so many have died to protect. Lobbying is freedom of speech, so there goes the first amendment.
No lobbying but private donations? Well, the pay back has begun. Good, grief.
Thank you President Elect Obama.  You are making us proud, stand tall and keep going!  We've got your back and we will stand up to the challenges we all face.  Don't let us get complacent!  Hold us to your higher standard too... and we shall succeed again.

Wonder when the nay-sayers will stop.. probably nay-ver.
To the earlier poster;

Everything is a transition. You can't go from the top of the stairs to the bottom without making a few steps. Sometimes you can skip one or two.

To see a politician at least this committed to his promises is inspiring.
Please, this is called "going through the motions". Just wait - you people who voted for him and gave the EXTREMELY socialistic Democrats full control of all three branches of the government are going to get exactly what you deserve - unfortunately, so are the rest of us.
in reading this he has not broken his pledge on lobbyist..."they must cease all lobbying"..and for one year afterwards...
I like that he is having over 100 offices, etc looked at and their budgets. Maybe those $150 plus screwdrivers or hammers price will go down a bit.
first it is not his white house it the people who work and pay the taxes  yes joe plummer and me
It's all bull. Now the lobbyists will get the graft while in office, pushing an agenda for all that pay and passing it under the table. Business as usual with a smopke screen in place.
Didn't take long for him to break his campaign promise of no lobbyists in his administration.  This approach of placing lobbyist on staff but telling them that they can't lobby for any causes they have supported for the last 12 months is riduculous. It just shows the lack of experience that Obama brings to the Whitehouse.  What's next? Placing recovering drug addicts in charge of America's pharmacies?  Does he owe too many large corporations to honor his campaign promise?  This is just another chapter in Washington Politics as usual!
We throw around phrases about limiting lobbyists and special interests - but they are important.  Environmental groups are special interests.  Businessmen (who provide jobs) are special interests.  Industry groups (that provide jobs) are special interests.  And it is often these groups - working on behalf of private citizens - citizens who would otherwise have a smaller voice in government.

Special interests are important - even though politicians love to use them as a foil.
Will Obama tell us who the individual donors are? Or will that be a secret. And where will I find my answer.
maybe they can also tell us when to take a dump!!!!!!
How will we solve the housing market crisies when people aren't working to pay for their houses?
How about a huge tax on industry lobbyists. Say 50% off the top line ?  That is a $1 tax on every $1 spent.  We could pay off the federal debt in no time.
Finally, a President who is not money hungry.
Are there not enough qualified people to assist in the transition without hiring lobbyists?
his white house doesent he know its the people of the united states white house not his were just going to let him live there for awhile.
Though not as tough a stance as he preached on the stump, it is a solid application for the incoming transition team. From a practical matter it is a positive signal, will we hear back on this issue?
his white house doesent he know its the people of the united states white house not his were just going to let him live there for awhile.
Great!  Does this include limits on unions and community organizers too?
Yes inded, down with the lobbyists. We don't need them
to "buy" our senators and Congressmen.
WHO SAID IT WAS HIS WHITE HOUSE, THAT WHITE HOUSE BELONGS TO THE AMERICAN PEOPLE REGARDLESS OF POLITICAL, RACE, RELIGION.  JUST BECAUSE OBAMA WON THE RACE,IT DOES NOT GIVE HIM FULL AUTHORITY...REMEMBER THE CONGRESS AND SENATE REALLY RUNS THIS UNITED STATES OF AMERICA (WHICH I AM PROUD OF) AND FEDERAL COURTS.
OMG..."There are those who can't wait for Obama to fall off the donkey and there are those who think that Obama IS the donkey."
The haters are out there already! And there are those who want him to fail...so be your best interests of America!
Lobbyist help create the problems that Washington has now, the corrupt politicians.  Prime example of this is the 635 million dollar capitol welcome center.  What, they did not think that the money would  be better spent on education? I think the rules should be harder.
