Bush calls Qadhafi

From NBC's John Yang
This is the first time a U.S. President has called Libyan leader Muammar Qadhafi, a man the United States once tried to topple and whom President Reagan called the "mad dog of the Middle East."

Here's a readout of the call, per Deputy White House Press Secretary Gordon Johndroe: "The President called Libyan leader Colonel Qadhafi to express his satisfaction that the claims settlement agreement was fully implemented on October 31. The two leaders discussed that this agreement should help to bring a painful chapter in the history between our two countries closer to closure."

More: "While we will always mourn the loss of life as a result of past terrorist activities, the settlement agreement is an important step in repairing the relationship between Libya and the United States. Libya has taken important steps on the road to normalizing its relations with the international community, beginning with its renunciation in 2003 of terrorism and weapons of mass destruction. The United States will continue to work on the bilateral relationship with Libya, with the aim of establishing a dialogue that encompasses all subjects, including human rights, reform, and the fight against terrorism."

On a potential auto industry bailout, White House Press Secretary Dana Perino, in her on-camera daily briefing, repeated the administration's desire to see the auto industry aid come from the $25 billion in loan guarantees in the energy bill, not the TARP. She said taxpayer money should only to go companies that "show viability and a willingness to make tough decisions to restructure themselves."

While Perino said the energy bill's loan program includes a definition of "viability," the legislation does not (checking to see if the Energy Department's loan regulations do). She said it's "too early to say" whether President Bush would veto legislation expanding the TARP to include auto companies.

if we bail out  banks and not the auto industry, we are showing how hypocritical the government it.  protecting wall street and its rich investors but driving the lifeblood of middle class labor into the ground because of simple greed.

the big 3 should all be reorganized to a modern archtype, and perhaps saturn executives should be  placed in the lead in reorganization for the big 3.  they have shown a solid business model for autos in the states, and could easily turn around an industry that is vital in keeping our citizens at work.

that said, this bailout would need much more oversight and reorganization than was passed in the bank bailout.  the big 3 must make gasoline efficiency to the tune of 40 miles per gallon in the next year, and have 10% of their cars run on natural gas or biofuels.  The tractor trailer and industrial machines must be converted over to natural gas and biodiesel and we need to set up an infrastructure for those fuels...

biofuel is the future, and if Europe can have planes flying on biofuels, there is no reason that we can't use them here.
See?  There is a point in talking to our enemies.  Too bad the British had to be the ones to do it, and too bad they specifically had to exclude Ambassador John Bolton from the discussion because he would scuttle the negotiations before they could get started.  One more reason why Neocon incompetence will not be missed.
Bush mistakenly thought Qadhafi was Obama's Chief of Staff. In fact, Qadhafi is Obama's National Security Advisor. Imagine how embarrassed Bush was over the mistake.
Nobody has a right to blame the management at the automakers. Ford and Chrysler's management has only been in place for 2 years, GM's a little longer. it takes AT LEAST 4 years to bring a new product to production in the auto industry and that's when everything is going perfectly(and they're far from running perfectly right now). These guys haven't been running their companys long enough to truly impact change. However, I believe, based on statements made by them (particularly Alan Mullaly of Ford) over the last few years, that they see the problems and are working on changes, the general public must understand that the auto industry is a slow industry and it takes years to adapt. If these management teams had been in place a decade ago, we would not be in this situation.
OK - the Lockerbie bombing was much deadlier than the Iranian take over of the US embassy - why is it impossible for us to speak with the Iranians?

We harbour a Cuban terrorist that bombed a Cuban civillian airliner - they've never done that to us - and it's also impossible to speak to them.

I'm sure glad Obama is here.
It seems like everything that Obama has said he would, or wants to do is being played out by Bush, i.e. not to talk with rogue leader's.  Old George must have a case of the E.B.G.B's, or the Voodoo lady put a spell on him.  Either way, it is nice that Bush can use his head, for more than a hat "rack".
And thus George W. Bush learns in the 11th hour that if he actually talks to the head of a so-called "axis of evil," it creates an understanding on a human level. Great job, Cowboy Cornholio! And they say you can't teach an old dog new tricks! Go back to pathetic Texas, you idiot.
Republicans don't even know WHO they are, let alone the message. If they don't get unstuck from the 1950s you're going to see Democrats in control for some time coming, my friend!

Diane from Illinois

Republicans don't have to know who they are. After 2 years of Obama-nomics, the Reps can just run a content and issue free campaign and just say "We're not Democrats". A similar thing seemed to work for Obama.

This just proving the GOP are complete hypocrites. Obama gets accused of "pallin'" around with terrorists" while at the same time Bush is talking to them... The GOP is a party that is old and out-of-touch.
There go the Republicans again palling around with terrorists...
So is it true that there are no strings attached to the TARP money? Executive bonuses and dividends are still being paid out? And why is no one telling the taxpayer who the money is being given to?
Libya, the one and only success story of American foreign policy in the Middle East. It was bound to work somewhere I guess.
What would ever possess "W" to call Qadhafi?  This President is the worst President...ever.  If Bush wanted to use his phone minutes, I can think of over 3000 service men who have lost their lifes.  Maybe their wifes, parents, children would want a phone call from the President telling them that he "regrets" his decision to do a preemptive attack on Iraq.
Let me see if I have this straight, the President is willing to work on relationship with Libya and Qadhafi,But gives the big three song and dance. He sends his press secretary out telling us that the money set aside for his buddy"s on wall street is not to be touched .She stated that tax payer money should only go to companies" that show a willingness to make tough decisions to restructure themselves."Like how AIG did,Bear Stearns,Goldmanns, the only restructure I see is how they party on our money ,how the bailout has had no effect on the markets, how main street is being left out of the 700.Billion.
"taxpayer money should only to go companies that "show viability and a willingness to make tough decisions to restructure themselves."

If I were to invest in an industry as an individual I would want to invest in an industry that showed viability and a willingness to make the tough choices and the quick drastic changes necessary for success.

No taxpayer money should go to any auto industry unless that industry presented re-tooling and restructuring plans and legitimate time tables to meet the demands necessary for success (fuel efficient, energy saving, reliable and safe vehicles at an affordable price that your average American can afford).

Why not give GM and Ford Halliburton's 'no bid' contracts ?

That'd have 'em rolling in the money !!

Maybe let Chrysler have 'Blackwater's 'no bid' contract

Either that or the Auto companies should put a Bush on their Board of Directors
That usually works !!

Thanks for nothing, George !!
The WORST President in History !!
Wow. Bush reaching out to other countries? Will wonders never cease.
Problem is, cannot have any trust in his or his
capabilities. Quiver whenever he does anything
that could further jeprodize our future relationships.
Why do the out going Presidents always do this crap.  Next he will pardon everyone and their brother.
It's hard for me to drum up any sympathy for the auto industry.  Instead of manufacturing Hummers, Suburbans, etc. they should've been manufacturing energy vehicles LONG before this fall out.  I do feel sorry for the workers who will be the scapegoat in this mess.

Can somebody please tell me what difference the source of the money makes?  We don't have it either way.  We are spending money the taxpayer has to borrow to loan to the banks and the auto industry. Between the war, the bailout, subsidies, and other government expenses we already spend way more than we can ever pay off. Lets jsut get something done so 3 million more jobsare not lost.
So, its ok for Bush to fraterinize with known terrorists, but Obama can't serve on a board with Ayers, who he barely knew on a personal level?  Palin, where are you? You should be outraged that a sitting president is having a phone conversation with someone responsible for past acts of terrorism?
I thought the Republicans couldn't talk to our enemies WITHUT pre-conditions! Another "do as I say, not as I do" policy from the GOP.
There he goes again...Bush I mean...paling around with known terrorists while accusing good Americans of being traitors for not supporting his insane war in Iraq...gotcha shrubbies
Terrorism sponsored by a modern political state is shrinking.  Terrorism is being more and more sponsored by groups that are harder to track and control.  Qadhafi is joining the growing number of countries that are not sponsoring terrorism; if he could only have some influence on those wealthy that sponsor it and get them to stop.  I just don't think that is going to happen.
