Biden aiming to keep seat in family?

With President-elect Obama having resigned his Senate seat yesterday, folks may be wondering about what Vice President-elect Biden might do.

Biden told a local TV station right before Election Day he didn't want to resign his seat right away, leading to speculation about whether he is trying to deny the outgoing governor of Delaware -- Democrat Ruth Ann Minner -- the chance to appoint his successor.

Under that scenario, Biden would wait until moments before he is sworn in as vice president to resign his seat, which could enable the new governor, Jack Markell, to make the appointment.

Biden has been said for some time to be grooming his son Beau Biden to succeed him in the Senate. Beau is currently Delaware's Attorney General. He is on leave while he serves on active duty in the Delaware National Guard, where he is a captain.

Beau Biden is scheduled to be deployed to Iraq for about a year, making it unlikely he'd be appointed now to his father's seat. But he would be well positioned to run in 2010, when a special election will be held to fill the remaining four years of his father's term.

The current thinking then is that a placeholder would be appointed to fill the seat for two years until the younger Biden could run. The consensus choice of Delaware Democratic officials is the outgoing Lt. Gov. Jack Carney, who lost his own bid governor to Markell in a bitter primary.

But others worry Carney might not want to step down in 2010, and might instead seek to keep the seat and present an obstacle to Beau Biden.

With all of this swirling, Obama's resignation Sunday is putting a lot of pressure on Biden to announce his intentions soon, several Delaware political observers tell NBC News. Waiting to resign could be seen as unseemly -- an obvious political ploy to manipulate the system and clear the way for his son.

So the likely speculation now -- and that's all it is at this point -- is that Joe Biden will step down sooner rather than later, and allow outgoing Gov. Minner to name his successor.

For those who care -- any appointee named before the incoming 2009 freshman class is sworn in on Jan. 3rd would have more seniority. And if Carney isn't the pick, then Delaware Secretary of State Harriet Smith Windsor could be the choice, observers say. She's in her late 60s, a loyal ally of Gov. Minner, and unlikely to want a long career in the US Senate. If selected, she'd be the first female US senator from Delaware.

Joe Biden: "Biden has been said for some time to be grooming his son Beau Biden to succeed him in the Senate."

Gee, think maybe we should have a vote first?
Really now, how hard could it be to go from Army PFC to US Senator? Obama got to be President without accomplishing one thing, so it seems only natural then that an army grunt should be able to roll right in to the Senate.
I just love Senator Biden so much. When the results came in on November 4th, I was as happy for Joe as I was for Barack. I immediately began writing a letter of lovely prose to send to Joe. I hope he replies!
Here's something that would be a definition of "Change". No appointing of immediate family members to fill spots vacated by their kin.
You are right. It is all speculation.
Cannot imagine Biden not doing what is right.
He knows the American people are fed up with
politics as usual and is a staunch supporter
of change.
Appointing his son?  That is so wrong on so many levels.  I'll be really disappointed if this turns out to be the case.
I'm sure the state of Delaware could do much worse than have another Biden in the seat.  They seem to be a very unpretentious family.  If Beau is as dedicated as his father to middle class causes then he would be a positive addition.
Politics as usual. Where is all the 'CHANGE' from Obama/Biden? Too much to hope for I guess.
Biden and Obama should NOT be allowed to choose their successors

It's a pity we can't have special elections, instead of letting Governors appoint Senators

I would have objected had Simple Sarah appointed herself to replace Ted Stevens

No dynasties, please

Ted Kennedy is the only 'pass down' that worked
He's been a LION
But, he's the exception
Senator Biden's action are normal for a career pol.  His interest is self-centered and has been from day one.  He will be hidden as of 1/21/09.
go to delawareliberal.net if you want more info and back story to what is going on and the speculation about what is going to happen.
Beau Biden would make an excellent Senator.  The gov't should give him an exception from serving in Iraq so he can be Del. Senator.  His dad was great, so he should be great too.
The blatant nepotism is is more blinding than Biden's bleached teeth. I thought here in the colonies we did away with royalty. I guess I'm wrong, given the Kennedys, Bushies, Clintons, (Carnahans and Blunts in Missouri) etc.. Time to grow up America and start electing leaders that really care about the country instead of creating lifetime employment for their families.
Senator Byrd is trying to get his dog to take his seat. With Byrd leaving, and the dog coming in, that will add 15 points to the Democratic caucuses IQ average.
I called this on election night, Joe Biden is no better than other career politicians and I am still dumbfounded that Obama picked him to be VP.  I think Obama will avoid any major blunders while in office, but Joe Blowhard will probably be Obama's version of W.
You're correct, this sounds like speculation.
This move would make sense for everyone concerned. Biden's son has a good record, and he appears to have the same values as his dad. Beau Biden also knows what to say in public more that what his dad does. This is a good thing!
During the campaign Sarah Palin was doubted as being ready to be president, all the while she was running for the vice presidency.  She had said she would not appoint herself or a family memebr4 to replace Sen Stevens of Alaska, if the became necessary.

I think we should have paid more attnetion to Joe Biden's readiness to be a vice president.  If his son Beau Biden succeeds him due to this poltical manuevering by Pappa Joe, I thionk it's clear that Sarah would have brought more integrity and honor to the office of the Vice President, whether or not any of us believe she is ready to be president.
Your the man Champ ! Keep up the good work, your son Beau would be a great choice.
Biden should resign whenever he feels it is appropriate to do so. However, the decision for his replacement is at the sole discretion of outgoing/incoming governor without any undue influence from Senator/VP elect Biden.
His current term expires at the end of the year. What happens if he resigns before he is sworn in for his new six year term? If he resigns now, wouldn't that change the picture (regarding a special election)? That wasn't the case in Obama's situation (his term didn't expire until 2010).
That's a mess.  Let the voters of Delaware decide!  I don't like this trying to do so that a son can take over after a father (or other variations on that).  This is a public office and should be kept so.  This is from someone who likes Biden.
I think Biden should keep his senate seat as long as he wants to. He's going to be the Vice President, which means he "runs the Senate" and "can really get in there with the senators and make a lot of good policy changes."

...or so I've been told.
looks like more of the same old crappy politics from the liberal senator from Delaware...so much for change!
ask Mike Castle to declare as an independent and then appoint him. he is a thoughtful moderate.
I think the bigger issue with a Biden resignation is the effect it would have on the current lame-duck US Congress.  If Biden resigns, that would leave 98 sitting senators and a 49-49 split, giving the tie-breaking vote to Cheney, and majority control to the Republicans.  Or am I missing something?
So the media pounded us day and night that Palin was unqualified to be VP, but not word one on a kid that is serving in Iraq experince for a job in the Senate. Pretty soon we'll be seeing professional comedians in the Senate . . . .What? Oh, right. Franken . . . , and Schumer.
Beau is already the Attorney General for the state so I think going to Senator is great and good for him. The Army should release him for that to happen if the Governor see fit to appoint him.
Didn't get to the first post of the day in time.  What do you all think-if Obama had been the loser two weeks ago, do you think he would have been man enough to sit down with a President-elect McCain?
I'm sure the state of Delaware could do much worse than have another Biden in the seat.  They seem to be a very unpretentious family.  - Reno Will

You're new around here aren't you?
Deleware could do worse then having another Biden as their Senator. Not much worse, but worse just the same.
It is great to see that Obama/Biden are bringing "change" to Washington.  Maybe Michelle Obama is on the short list for Secretary of State too.
There is NO mention at all of Biden or anyone appointing Beau. The article makes it clear Beau cannot be appointed because he is serving in Iraq.  He will have to be elected if he is to become the senator.
This doesn't seem even to be news - just FR stirring up the usual knee-jerk reactions. So leave Biden alone he has done nothing wrong.
Have any of you naysayers read this article. Biden would not be appointing his Son nor would the Governor. Bidens son is in Iraq and cannot take on that role right now. What he wants is for his son to have a chance at becoming Delawares Senator through a special election where he would have to be elected by the citizens of Delaware. Now stop the sniping!
New York Mike, you do understand that Biden's son is a grown man right and not a kid? Also that he's actually Delaware's Attorney General right? He's also a captain in the National Guard.
"Really now, how hard could it be to go from Army PFC to US Senator? Obama got to be President without accomplishing one thing, so it seems only natural then that an army grunt should be able to roll right in to the Senate. "

Beau Biden is State Attorney General of Delaware, an OFFICER in the US Army, and a lawyer who passed the state bar exam of Delwrare in the 90th percentile. I'd say he's slightly more experienced than "an army pfc" you dolt.
Apparently, some of you have not read the article. You just complkain without having any facts to back up your complaints. Beau Biden is currently the Attorney General for the State of Delaware. Not just some kid or just a PFC serving in Iraq. And it is disrespectful to think that just because they are a soldier serving in Iraq that they have no intelligence!!
Did you all read the same article I did???  No where in this article was there ever any mention of Joe Biden "picking" his successor!!  That is not up to him, as the article makes clear.  It is up to the governor.  And for all of you spewing this nonsense about Beau Biden not being qualified to serve as Senator since he is an "army grunt", as one ignorant person commented, REALLY!?!?!  Come on...you just got off a two year campaign praising John McCain as an American hero for his years that he served in the military, which was the basis of his campaign, and now you are going to say that all of a sudden, that doesn't make a person qualified to hold office?!?!?  I mean, REALLY!?!?!?
Joe Biden has held his Senate seat for many years, and he probably has much to finalize before vacating it. He is a great Senator and will be an outstanding VP. He's proud of his son and has confidence in him...I hear Attorney General/Captain Beau Biden is also stand-up. Delawareans should know best. Good luck to both the Bidens and to Delaware...thank you for sharing Joe! America is fortunate.
Judging the the above, the republicans are largely reduced to roll of ankle biters.
Beau Biden is far from "some kid" - 9 years as a federal prosecutor - 2 as DE AG and a Captain in the Army. I don't agree with him inheriting the seat but don't make this argument about him being some privileged kid.
Since when is an officer in the Army - a Captain - an "army grunt" or a "kid"? Beau Biden is the Attorney General of Delaware and is currently leading his men in the war zone. He was a federal prosecutor before being elected Attorney General.
Regardless of political shenanigans around Sen Biden's resignation, he deserves some respect. And regardless, whoever is appointed will have the opportunity to run for re-election in 2010.
Each state has its own laws for replacing a Senator who can not finish his or her term.

In Delaware, as with Illinois and Arizona (had McCain won), leaves it up to the Governor to appoint a replacement (Arizona goes so far, however, as to require the replacement to be from the same party as the outgoing Senator).

Biden won re-election this year and I believe as such that he should be allowed to have some say in who his replacement will be.
Six of one, and half dozen of the other?  Chess anyone?......
This is speculation, just that.  Maybe he wants to wait to vote on important legistation in the next weeks. With Obama resigning on the 16th, that took away one vote. There is no rush for Biden to resign yet.
Conservatism did to the Republican party what Palin did to McCain.

"Conservatism=the best example of what happens to a person when narcisissim goes bonkers!"
Biden doesn't appoint his successor the Governor does.  Plus there is a special election for his Senate seat scheduled for 2010 so the person selected doesn't get the full term.

It shouldn't matter if someone is or isn't the son/daughter of another politician.  They should be judged on their qualifications.  Beau Biden is a very capable Attorney General that may be more prepared to run for Senate in the election after the special election.
The whole point of this post is that Biden's son WILL NOT be appointed to take his seat.  The only way that Beau Biden will become Senator is if he is elected to the position (if he chooses to run) in 2010.
"Really now, how hard could it be to go from Army PFC to US Senator? Obama got to be President without accomplishing one thing, so it seems only natural then that an army grunt should be able to roll right in to the Senate. "

Did you not read that he is the state's attorney general? Also his position in the military is not that of a "grunt".

I'm not for nepotism on any level but you sir are obviously looking for an excuse to make an ignorant right wing rant without regard to the facts (<goes without saying).

But perhaps I should thank you.

As long as the republicans have the bitter, angry, good ole boy curmudgeons as their biggest supporters it will be easier for us progressives to win elections.
