Obama calls for aggressive stimulus

Posted: Monday, November 24, 2008 4:03 PM by Domenico Montanaro

From NBC’s Athena Jones
CHICAGO -- President-elect Obama stressed the need to “act swiftly and boldly” to prevent millions of job losses next year and said his economic team, which he announced today, was at work on an “aggressive economic recovery” plan that he hoped could be enacted soon after he takes office.

“Beyond any immediate actions we may take, we need a recovery plan for both Wall Street and Main Street, a plan that stabilizes our financial system and gets credit flowing again, while at the same time addressing our growing foreclosure crisis, helping our struggling auto industry, and creating and saving 2.5 million jobs, jobs rebuilding our infrastructure, our roads, our bridges, modernizing our schools, and creating the clean energy infrastructure of the 21st century,” Obama said. “I've asked my economic team to develop recommendations for this plan and to consult with Congress, the current administration, and the Federal Reserve on immediate economic developments over the next two months.”

Video: President-elect Barack Obama unveils his economic team and vows to use a massive stimulus program to get the economy back on track. NBC’s Savannah Guthrie reports.

The economic team will brief Obama daily, and he plans to provide an overview of their initial recommendations to the broader public and to the new Congress in the hopes that legislators can begin work on a recovery plan in early January so that his administration can “hit the ground running.”

The president-elect promised to honor the public commitments the Bush administration has made in dealing with what he called a financial crisis of historic proportions, said the current administration must use the authority it has “forcefully” in the coming weeks to stabilize the current situation and added that economic recovery would also require the government to make spending cuts and sacrifices, a subject he plans to speak more about at a press conference here tomorrow.

In a departure from a promise he made frequently on the campaign trail, Obama would not say today whether he still planned to repeal the Bush tax cuts for the wealthy or would instead simply allow them to expire in 2010. During the campaign, then-rival John McCain cast the plan to end the tax cuts as a tax increase that would stifle a recovery.

Obama made the comments during a press conference -- his second since the election -- at which he announced four members of his economic team. Saying he had sought leaders who could offer both experience and new ideas, he said New York Federal Reserve President Timothy Geithner would be his pick for Treasury secretary, named Lawrence Summers, a former Treasury secretary in the Clinton administration, as the director of the National Economic Council, Christina Romer, as chair of the Council of Economic Advisors and Melody Barnes to be director of the Domestic Policy Council.

Geithner has been working with current Treasury Secretary Henry Paulson to manage the Wall Street bailout and Paulson released a statement praising him.

"I have the highest regard for Tim -- his judgment and creativity have been critical to designing and implementing the necessary actions we've taken to protect and strengthen our financial system,” Paulson’s statement read. “I have great confidence in his understanding of markets, his judgment and leadership, and his ability to meet the challenges that lie ahead."

As he did frequently during the final weeks of the campaign and upon being elected, Obama said solving the crisis would not be easy, a warning to the American people about the tough times ahead and a way of buying some time to fix them.

“There are no shortcuts or quick fixes to this crisis, which has been many years in the making, and the economy is likely to get worse before it gets better,” he said. “Full recovery will not happen immediately.”

Obama said his economic plan would also serve as a “down payment” on longer-term strategies he spoke about often during the campaign, from investing in clean energy to reforming the health care system and improving education, but he declined to offer specifics on the size of the stimulus plan he would put forward, saying that would be something he would decide along with his economic team, along with how to handle the Bush tax cuts for the rich.

“I think the most important thing to recognize is that we have a consensus, which is pretty rare, between conservative economists and liberal economists, that we need a big stimulus package that will jolt the economy back into shape and that is focused on the 2.5 million jobs that I intend to create during the first part of my administration,” he said. “We have to put people back to work. Now, that runs in parallel with making sure that our financial system is stable. And so we're going to have to do more than one thing at a time. But across the board, people believe that this stimulus is critical.”

While believes the auto industry must not “vanish” because so many American jobs depend on it, Obama said he was surprised that auto executives had not presented a stronger proposal when they appeared before Congress to request federal help and that lawmakers had done the right thing by telling auto executives to come back with a plan for sustainability.

“My attitude is that we should help the auto industry, but what we should expect is that any additional money that we put into the auto industry, any help that we provide is designed to assure a long-term sustainable auto industry and not just kicking the can down the road,” he said.

Aggressive Stimulus, followed closely by Aggressive Taxation.
How simple is this? Every problem we have is solved by the government spending more money! Just where to they get it all? There must be some big vault they're not telling is about.

Words we're going to hear a lot of in an Obama administration - "In a departure from a promise he made frequently on the campaign trail . . . . "
Looks like Wall Street has explained to Obama who runs the country, and it's not him.
Golly - it is sure nice to have a credible adult finally leading us.
Obama is correct that the economic stimulus needs to be big to have a productive short term impact. The stimulus must not just be giving out free money to everyone who pays taxes. This is not an economic stimulus instead, it just heping pay down debt that people already have. The stimulus should go into fairly restructuring our economy/tax policies, retooling/retraining our work force, and rebuilding our nations infastructure. Closing huge loop holes for corporations that send our jobs to other countries. These are good long term goals. Getting our military out of Iraq within a year, and using that money to rebuild our nation. Increase our military in Afganistan, and finally end the war on terror where it began. That is fact!
This collaboration of strong, sound leadership, fine minds, bi-partisan cooperation, along with the private and public sector's willingness to do their part will get our nation where it needs to be-on top!

All Americans and Country first!

BHO --> "and added that economic recovery would also require the government to make spending cuts and sacrifices, a subject he plans to speak more about at a press conference here tomorrow."

Goool-Darnnn, I think we just elected ourselves one them there conservatives!!
When Obama was campaigning, the economic situation was not what it is today.  When all the whiners on this site were planning family, career, etc. did your plans change according to circumstances or did you just continue on a path the wouldn't work for you because thats what you said you would do?

When Obama and his team do the right thing to lead us out of this mess, which, by the way will take a while, will you stop with all your negativity, or do you just live to b!tch and moan.  You are welcome to stay in that dark place you love to be in, or you can join in with the majority of the country who believe we will see better days - even for you!
Some of y'all are just looking for something to bash Obama with. I'd rather have Obama tweak his plans to fit the current circumstances on the ground than to obstinately stick to a plan that no longer makes sense (like W).

Ya' mean....McCain won?
So what would you bozos have the country go into deeper recession or worse. Your man Bush is doing nothing, has no ideas and is merely running the clock out. At least Obama has in record time put together a team, rolled out a stimulus call/plan to be ready to roll on day one. If you don't have any better solutions stop with you yaking about nothing...emopty vessels that you are. Support your president and your country!
You republicans are hillarious - Bush gave us a HUGE deficit(which we have nothing to show for) and a 700 Billion doller gift to Wall Street which was suppose to be a "bailout" to get credit flowing again- LOL /  Now you guys are already crying about fiscal resposability and Obama hasn't even taken office yet.  Give him a chance he couldn't be worse than Bush.
BHO hasn't even been sworn in yet and he already stated he will NOT increase taxes on those who earn over $250,000. We need that income. On the CEO of Ford motors who makes 22 million a year even at a 5% increase in taxes is another $1,087,000 per year. Now let's times that by all the CEO's and CFO's on wall street and all the big wig bankers that we are saving and the oil executives etc. With that tax base alone is enough money to loan the US automakers the funds they need to survive and save a million + jobs. Come on Obama, don't be what all the republicans thought you were. Nothing but a good speech giver! You are proving to be a supporter of the rich and a deserter to the middle and lower classes.

Apparently, you weren't listening. That is to be determined by the economic team later. Where is George Bush at this critical time? Is Bush taking a swift act and bold movement? Yes, he is taking a swift act and bold movement to get happily away from this mess and a last chance to scrooge US.

Obama is essentially framing the crisis around a short-term stimulus plan that builds the foundation for his long-term campaign promises. It's smart framing.

As to the conspiracy comments above, it's kind of funny that after a campaign in which conservatives distorted his tax plan by accusing Obama of raising taxes people other than the wealthy are now complaining that he might let those tax increases come in naturally after the crisis is over. Isn't that exacty what you guys were demanding in the first place? It represents a willingness to accept a compromise while moving his overall agenda forward.

Which is exactly what he said he would do in the campaign.
What a bunch of cynics! Some flexibility should be allowed for a pragmatic leader that Barack Obama is.
Paul in LA -- Obama supported the bailout ... AND Bush's stimulus. And now the next one is being rolled out by his guiding hand. Do angels dance on your head, or is it possible you're just not as right as you think?
"Likely to get worse before it gets better."

Translation: "I really have no clue how to help us, so if I screw us even worse, since I'm actually NOT Jesus, at least I covered my butt!"
Partisan-ship is what republicans do.  Party first, country second.  They do not give a darn about the middle-class nor do they care about anything but their fear of paying higher taxes.  What a crew.  No wonder they lost big in all states.  Wait until 2010 and see how many more states they lose.  The best replublicans are willing to work with anyone to solve our problems.  Those folks may have to realize the truth and switch parties.
Big leeway for stimulus in the wake of another Citi bailout and the worsening condition of the economy. Only hard-core conservatives will see it as wasteful spending.

As much as I hate the bailouts, I realize they have to happen.  My question is this.  If I mess up at my job and cost my company $2,000, I am at risk of loosing my job.  How come these CEO's need billions of dollars to survive and they don't get shown the door?  Times like this, I can see why the socialists gain in many countries.

Along with the unborn and the undead, it should be illegal for anyone claiming to be a "Republican" to vote in future elections.

Perhaps we could save their votes in one super-sized Diebold machine and use the data as source material for video war games and kinky virtual sex fantasies.

Whatever, somebody please tell them their votes have been counted already.

Your bitterness borders on the psychotic compared to where you were politically on this site 18 months ago.
Whatup?
What happen to Kerry?
HWD, you're telling people to support the president and the country.  That's fine, but then you say 'your man Bush...'  Guess what?  Bush is still president!  Do you support the president?  Don't get me wrong.  I'm p****** at him too, but don't be a hypocrite.  I didn't vote for Obama but I hope against hope he proves me wrong.
it is amazing how the need to dislike or hate can warp some people minds and their ability to think sensible.

to have a roster of individuals that are familiar with such economic problems before us today, that are being lauded by republicans as well dem's gives pause to the chance that something is being done right and could help turn our situation around in the long run.

it is sad that some because of dislike, hate, partisanship, prejudice or just sorry and ugly ignorance can't see that if this president-select can be successful it benefits all americans.

mccain didn't win. that is in the past at this point. we must now move forward. for those of you that want to relish in bad times and hardship I understand your need to have obama/biden to fail.

i hope they are successful because if they aren't the situation that bush/cheney has created will hurt for years to come. lay down the ignorance and hate mongering and hope for us all they get this thing right.
Ricks - There is only ONE president at a time(unfortunatly)Just because Obama voted for the Stimulous and the bailout does NOT mean he mismanaged it - That was our "decider and Chief" with the 2004 "mandate" - Please take a civics lesson.  But of course with you Republicans - everything wrong is the Democrats fault and everything right the republicans take credit for.  Pretty simplistic school yard thinking.
I PUT MY TRUST IN MY PRESIDENT OBAMA HE IS WORKING HARD AND I AM PRAYING FOR HIM. EVERY THING TAKES TIME 8 YEARS LOOK AT THE COUNTRY  MR. BUSH DID THE BEST HE COULD I WISH HIM WELL AND GOOD -BYE HAVE A GOOD LIFE. PRESIDENT ELECT OBAMA IS NOT EVEN IN OFFICE YOU GUYS ARE ALREADY TRASHING HIM . I WILL SURPORT HIM AND HE WILL NEED TIME. I AM EXCITED ABOUT THE BIG DAY JAN 20,2009 IT WILL BE AMAZING.
Any way you slice this, our economy is in very dark and disturbing times. We are standing on the edge of an abyss with one foot half way already down into it. It seems like as a nation we are running around like chickens with our heads cut off. Everyone knows we are in deep despair but no one seems to be able to agree on what to do about it. So much attention has been given to the mortgage crisis that little attention  or credit for what the high cost of fuel this past year has played in our downward spiral.  That one single factor caused families to break the budget at the pump alone. Consumer goods in every capacity from production to shipping passed the increased costs on to us. (and most products now cost more and come in smaller packages) Electric companies sought and were granted huge price increases. We cut back, quit going out to eat as much or at all, quit spending on frills and even necessities, that sadly resulted in even more jobs being lost. It has been a real catch-22 in the economy. Record jobs and homes are being lost still. Unemployment is climbing every day. While most of the public seem to be doing the happy dance around the pumps, and reporters are reporting the happy dance, little is being reported about OPEC's plans to keep cutting production and they will until they get prices back up where they want them to be. The average family is so far behind they will never get caught up. Jeff Wilson has an interesting book just out called The Manhattan Project of 2009. I heard him on a radio talk show interview and he blew me out of the water. I got his book on Amazon. I think we are going about this whole thing wrong. WE keep spending billions on bailouts and stimulus checks. Why not invest in creating improved grids, infrastructures, and creating millions of badly needed new green collar jobs? The last stimulus package cost us 168 BILLION and did NOTHING to stimulate our economy. That would have gone a long way toward starting up alternative energy projects and creating new jobs.  Check out what they are doing in California.Check out this link to read the news. This is so exciting for those who realize the importance of seeing out country transfrom away from fossil fuels and to cleaner, cheaper electric cars. I read about this in Jeff Wilson's book The Manhattan Project of 2009. I am thrilled and surpriesed to see it taking place so soon. Go The Manhattan Project of 2009, Go Jeff Wilson for writing this enlightening book, Go California, Go Arnold, and GO BETTER PLACE...IT IS ENCOURAGING TO SEE THERE ARE THOSE OUT THERE WHO ACTUALLY GET IT. HOPEFULLY WASHINGTON WILL FOLLOW SUITE SOON! BHO hasn't even taken office yet and he is already renigging on "campaign" promises. Repeal of the Bush tax cuts? Nope.... Wiretapping? Nope, changed his mind.... Bringing the troops back fom Iraq? Nope....What happened to "CHANGE"? He is appointing every Washington insider he can find! Can you say "suckas"?
A child was interviewed locally and asked why the CEO's of our car manufacturers still have their jobs if they caused the company to go bankrupt. Good question.  We would all like the answer as to why all these corporate execs are not being shown the door.  It will take a lot to restructure our economy and should be around a "new energy" platform.
Money in the peoples hand reguraly WILL give them confidence. Not another one time deal.  How.  All interest rates (credit cards, auto and home loans) cut 50%.  All home loans to reassed at currecy value. If loans are below home market value this does not apply.  The people NOW have hundreds if not thousands of dollars EVERY month.  They inturn have disposabal income. When this happens people spend money on all products.  This puts people back to work, to make more products. Economy on the road to recovery.  This can be done as a two year project, giving law makers time to make corrections in the current format.  The people have made many sacrifices.  Now it is time for others to do the same.
For the love of God!  Please explain to idiots like me who are lucky enough to own a computer and have internet access to boot, why the banks et al get a blank check and the auto industry flawed as they are and should be held responsible are any different.  Sounds like a call to class warfare to me. Hello?
We'll now, it seems like change looks like the SOS, I'll let your imagination run wild.

To all of you genius's from the left and right, what's happens in a year when all that money is not worth the paper it's written on, oh that's right, I missed this part in economic's class in college, when it debt and in trouble...just print more money or borrow it from a country you won't be able to pay back!!!!

Fools...Fools..Fools!!! We're on a runway train...
a credible adult??? i'll take him a little more seriously when he produces a legitimate birth certificate to prove to the AMERICAN PUBLIC he is fit to serve (not rule, as his staffers generally say).
I agree with those expressing frustration with the negativity.  We need to give him a chance to dig us out of the enormous hole we find ourselves in.  BTW, as much as i disliked Bush, i never wished for him to fail, and for him to actually harm our country.  He was not my choice but i hoped that he would do a good job.  So can we all just get on board and try to  move this country forward?  It seems so petty to whine and predict failure before he's actually taken office.  Something we should all be able to agree with is the fact that what we're doing now is NOT WORKING.

if you like 1.50 gas, then thank a democrat! obama and the dems. need to take credit for this.

please spread the word...do not lose track of the big picture... obama and the dems sweep into power and big oil drops its prices by two bucks over night. they know the gravy train is now over and they made trillions with bush/mmcain. this may stop waxman from questioning them in congress. anyone who lives in denial and refuses to believe their lying eyes at the pump is either tetched or a republican party hack.

oh yeah, bobby jindal's real name is piyush jindal. bobby comes from the kid on the brady bunch. what a joke.. is he legal???????
I am really heartened with Obama's policies and moves to date.  The man is organized, smart, and knows where we need to go as a country.  And I agree with the vision of a healthy middle class who can afford to send their kids to college and pay the costs of medical care.  So, apparently, do a lot of people smarter than I.  Please give this man support, or at least get out of the way.

Sometimes:

Give us a break. Any person with some sense knows that any elected official's decision making versus those promises made may require changes depending on the cicumstances they face after taking office no matter if republican, democrat or whoever. You're such a dolt.
So I guess the Republicans were right about not raising taxes, funny how all you so-called educated Obama supporters don't have enough intelligence to admit when you were wrong.  I'm sure you will spin this into something like:

Well the situation has changed and now we have the intelligence to change for the better of the country"

The only situation that has changed is that someone finally explained to Obama how the economy works.
"Forewarned is forearmed: turkeys possess absolutely unwarranted and absolutely unshakable self-confidence. They insist on high visibility, and can show up at a party, in an argument, on the jogging path. The reader's best defense is through study of this important manual, keying in on the single most important turkey fact: a turkey never knows that it is a turkey." don't let the turkeys get you down! president elect obama has said the challenges facing our country are complex and interconnected; keep you eye on the ball and keep moving the ball forward. don't be distracted by the naysayers. change we can believe in!
I hear a lot of whining and moaning from the right about Obama this or Obama that but they offer no suggestions as to what should be done differently. McCain demonstrated a lack of their side to come up with anything constructive. He rushed in to do nothing,"suspending" his campaign to save the day. The top Republicans even told him he was just in the way. So typical of the right. Just in the way with no viable plan.

Now that we have a new leadership team in Washington chomping at the bit to get started it appears that every effort by those experts will be made. I am pleased that Obama's team will modify their plans as things change. Dubya would be the decider. He would decide early on and never change no matter what the circumstantial changes or consequences are.

Change is coming. Some will roll with the flow and benefit while others will go kicking and screaming into the future and also reap the benefits. Change is difficult. More for some than others. Without change we would all be living in caves and wondering how to make fire.

Shout out Indie Woman and Paul! Good observations folks as the GOPers are still in denial about how we got into this mess. Hint, Barack did not do it!

Yes they will look for something else to bash Barack with, but they will also benefit from his flexible approach to the crisis. After all he will be their POTUS also!
