IL AG tries to remove Blago from office

Illinois Attorney General Lisa Madigan today asked the state Supreme Court to temporarily remove embattled Gov. Rod Blagojevich from the governor's office and to put the lieutenant governor in charge for now.

Madigan acted under a section of the state constitution that gives the Illinois Supreme Court the power to declare a governor unfit to serve. She urged the court to take the case and act quickly, "in light of these extraordinary and unprecedented circumstances." 

The Illinois constitution gives the court exclusive power to consider "the ability of the governor to serve or resume office." This provision has never been invoked before, so the attorney general's effort is without precedent.

Recognizing that this is a legal long shot, Madigan said she's trying to seek "a remedy as narrow as possible." That's why her filings with the court today ask that Blagojevich be declared temporarily unfit to serve. She claims he is unable to carry out his duties, including performing the work necessary for the state to get short-term loans. "State government is paralyzed," she said.

Madigan said she supports an effort by the legislature to impeach Blagojevich. But her advisers say the authority of the current legislature evaporates when the year ends. Any impeachment effort that's launched now would have to start all over again in the new year.

Rules of the court give it complete discretion, so it could refuse to take up the case. If it does agree to hear it, the court would likely ask for legal briefs from the governor before acting. How long would the process take? No one knows, because it's never been tried before.

Meanwhile, news organizations are now reporting that Blagojevich chief of staff, John Harris, has resigned.

Chicago — The firestorm surrounding Governor Blagojevich is putting some heat on Barack Obama’s transition team. Fox Chicago News has learned about possible conversations between a top Obama aide and the governor regarding the open senate seat.

DOES THIS MEAN OBAMA BLATANTLY LIED TO THE AMERICAN PEOPLE — ON NATIONAL TV ???

When the lieutenant governor claims he hasn't talked to the governor in a year and a half, it's a wonder that Illinois state government wasn't paralyzed long before this.  Or maybe it was.  In any event, it looks like Illinois will be exchanging a paranoid, delusional, and completely corrupt governor for one who's either been kept, or kept himself, totally out of touch.  

Given that this IS Illinois, sounds like a fair trade to me.  And good luck with that.  ;)  
Obama never said that Rahm didn't talk to Blago.  He said that he hadn't and that he was sure any member of his staff who did, weren't involved in this pay to play crap.

WASHINGTON – People who have been briefed on the Illinois governor corruption investigation say Barack Obama chief of staff Rahm Emanuel is not a target of the probe. Emanuel, a Chicago congressman who would have been a likely contact between the Obama transition office and Gov. Rod Blagojevich, has been a focus of media attention since Obama said Thursday he has asked for an internal review of contacts between his staff and Blagojevich.

Emanuel has been refusing to answer questions about whether he's the "president-elect adviser" referred to in the criminal complaint that accuses Blagojevich of putting Obama's Senate seat up for sale. The complaint does not say that Blagojevich ever spoke to the unidentified Obama adviser about the Senate seat.

The two people who said Emanuel is not a target of the probe spoke on a condition of anonymity because the investigation is still under way. One is a person close to Emanuel, who said he has been told by investigators that he's not a subject of their investigation.

NEW YORK – General Motors Corp. said Friday it will temporarily close 20 factories across North America and make sweeping cuts to its vehicle production as it tries to adjust to dramatically weaker automobile demand.

GM said it will cut 250,000 vehicles from its production schedule for the first quarter of 2009, which includes a cut of 60,000 vehicles announced last week. Normal production would be around 750,000 cars and trucks for the quarter, spokesman Tony Sapienza said.

Many plants will be shut down for the whole month of January, he said, and all told, the factories will be closed for 30 percent of the quarter.

"We're adjusting pretty dramatically," spokesman Chris Lee said.

The move affects most of GM's plants in the U.S., Canada and Mexico. During the shutdowns, employees will be temporarily laid off and receive a portion of their normal pay from the company. They can also apply for state unemployment benefits, Lee said.

GM and nearly all automakers who sell in the U.S. are mired in the worst sales slump in 26 years. GM reported its sales in the U.S. plunged 41 percent in November and are down 22 percent for the first 11 months of the year compared with the same period last year...
