'Contraceptives' provision out of stimulus

The 10 or so House Republicans that we spoke with coming out of their meeting with the president were uniformly impressed with him as a person and a speaker, but that's as far as it goes.

"No blood drawn, no minds changed," said one southern conservative who went on to praise Obama as "a nice guy." At the mics later, John Boehner allowed that the president is "sincere."

Another Texas conservative admiringly referred to the president as "The Charmer-in-Chief," as well as "personable" and "funny." But when asked if any minds were changed on the bill, he and a colleague together laughed and, without saying anything more, got on the elevator.

The provision within the stimulus that would allocate money for contraceptive programs through Medicaid will be pulled out of the package.

NBC News confirms that the president called Henry Waxman, the chairman of the committee that inserted the contraception provision into the stimulus during the mark up last week, to ask him to remove the measure from the bill, according to a Democratic leadership source.

In short, the idea has simply become too controversial. Speaker Nancy Pelosi's defense of the program over the weekend, where she indicated that it would be a money saver, was not well received.

So that provision is out.

Complicating matters, both Minority Leader John Boehner and No. 2 Eric Cantor have told House Republicans that "all Republicans should vote against the stimulus" if it remains "in its current form," according to a GOP leadership aide.

They spoke inside their weekly conference meeting, behind closed doors. Afterward, both men came to the on camera stake out. The House will begin debate on the stimulus package late today, with no votes expected until tomorrow. Debate is expected to begin somewhere close to 5 p.m. ET.

The way your U.S. House works is that anyone who wants to offer an amendment to be considered on the floor has to go to a committee, the Rules Committee, beforehand.

The Rules Committee is a complete and utter tool of the majority leadership. It decides which amendments will be allowed on the floor for consideration. The minority is habitually unhappy with the result, as their measures, especially the ones that have a chance of passage or contain some political mischief or "poison pill" language, are barred. The Rules committee meets this afternoon to make its decisions.

"I think what our big moves will be today are to ask the President to help us," Boehner said. "Help us make this plan better, so that it will put Americans back to work. The goal has been to preserve jobs and to create new jobs and if that is the laser focus that we want to have, a lot of the spending in this bill does not achieve that. All it does is burden our kids and their kids with more debt. So we need the president's help to make this plan better so it will work for the American people."

*** UPDATE *** NBC's Doug Adams adds that in the House version of the stimulus bill is a provision that would allow states, thru Medicaid, to provide "family planning services and supplies" to low income women. States have been able to do this already (27 already do), but they had to seek a waiver from the federal government. The provision would have eliminated the waiver requirement. 

The CBO report out today estimates the cost of this provision would be about $550 million over the next 10 years, with most of the costs coming up front in the first three years.

Republicans have riduculed the provision, with Boehner famously asking last week, "How can you spend millions on contaceptives? How does that stimulate the economy?"

Rush Limbaugh had a long tirade yesterday on this subject on his radio show; and Drudge has also given it big play. 

Pelosi defended the provision Sunday on ABC, saying the family planning services would "reduce costs," presumably by decreasing unplanned pregnancies.

The issue is a winner for Republicans, because it helps them to rally their base, and allows them to portray Democrats as liberals (not to mention Pelosi as a Bay Area far lefty). 

Given all the bad press, and the bad politics, House Democrats decided today to reverse course, and strip it from the stimulus bill.

*** UPDATE 2 *** The National Family Planning & Reproductive Health Association takes issue with the post pointing out the cost.

A spokeswoman writes: "It’s our understanding that this provision would continue to SAVE money, just as public funds for family planning usually do. The 2007 report pegged federal government savings at $200 million over 5 years and $400 million over 10 years, in addition to savings at the state level."

Is Minority Leader an oxymoron?  Obviously it is where Boehner is concerned.  This guy is a putz with a capital P.

Unfortunately, I agree with Nancy Pelosi.  From a pure dollars and cents standpoint, avoiding a pregnancy is far less expensive than prenatal, neonatal care.  Perhaps she could have spoken more 'artfully'?  I don't understand the uber vigilant stand against preventing pregnancy.  It is sexism at its highest form.  How many of these screwballs (like McCain) voted for Viagra coverage and are having hissy fits about contraception for women?  Mind boggling.

They just got a nice increase in there budjets while Americans continue losing there jobs...Something wrong with this picture, or is it politics as usual but in disguise mode......
Previous administrations, both Democratic and Republican, would have dug in their heels on the contraceptive proposal because they had the votes and they didn't want to appear weak.

Kudos to the Obama Adminstration for doing what is best for the American people and not just what is the easiest to "spin" to the media.

Yet it's perfectly OK to spend money on overseas contraceptives??? Give money to foreigners but not americans.
Boehner and the rest of the republican congressional leadership should beware.  They suffered losses in 2006 and 2008, and looking like spoilers for this economic recovery package will keep them in the wilderness in 2010 as well. If the President offers them modest concessions, they better take it and pass the bill. The alternative will probably be a filabuster proof Senate majority in 2010.
Now get rid of the $200 million sod for the Mall provision and we're getting somewhere.  
John Boehner had to be one of the republicans President Obama was speaking to when he said, "I won."  John may have an unhappy two years if he doesn't wake up and see there is a new sheriff in town. It will be interesting to see how many republicans vote for the stimulus package.  
This was a program that has no business in a stimulus package. Having said this, I certainly hope that Obama and the DEMOCRATIC controlled congress does not cave in to republicans whose ideas over the last 8 years, and their lockstep support of the worst president in history, are responsible for where we are today. Imagine NOT spending 12 BILLION a month on an UN-necessary war in Iraq?
I agree with what Boehner said. We need to get people back to work. Making it easier for people to receive contraceptives is not the goal here.
the contraceptive portion of the bill should come out.

boehner and cantor are trying to play the same old tires partisan politics. they ask for a meeting with the president and before he gets there the two of them tell the gop to vote no. the president should cancel the meeting they requested and visit the senate only. president obama will still go because he believes in bipartisanship unlike boehner and cantor.

this type of politics is what hurt our country already. it will be why boehner will lose his seat in 2010. he forgets that obama won his state and part of his district. when folks in his district see him holding up the stimulus as they lose more jobs and homes he will face their retribution at the polls in 2010.
Nancy Pelosi's remarks over the weekend were out of line.  Notice how no Democrat's are coming to her defense.  
Barack needs to get busy and call alot more who have added their pork to this package.  
Let's hear it for Waxman and Obama, whatever their reasoning is.

I would expect nothing less...and how about elimination of funds for ACORN???  and so many other measures...these measures are so going down the wrong road...

The best stimulus package would be to eliminate business capital gains, personal income tax, FICA and Medicare deductions for 6 months. All of that money will go to the individuals needs. Most will be spent or used to reduce debt.
As I recall, not one Republican voted for Clinton's economic plan saying it would be a disaster......

Say what you want about Clinton but in my lifetime, the economy was never so good.
So Waxman put this turkey in the bill. Anyone look at Henry's campaign contributors? Let me guess, Planned Parenthood is near the top. And is Henry turning into some kind of a rodent? He's looking a bit weathered lately.
I thought that the influences of those who supported the President was not suppose to be there, this clearly shows that it is.  Get Planned Parenthood out of all government spending and we will make great steps towards our debt.  
My feelings on this stimulus plan is that it's 30% Economic Stimulus 30% Tax cuts to appease the Republicans 40% Spending that the Democrats have longed wished for.
Well, the times before free sex was the norm, we didn't have all the problems we are having now...why can't people go back to valuing their virginity and not having affairs outside of marriage???
Of course, Obama could not offend his Muslim "family members" Plus he wants us to have more of them around.
Well, then I certainly hope there was no provision for Viagra, Levetra or Cialis in the stimulus package (pun intended).  
Forget the "stimulus" pkg. Install a national sales tax (10-15%??) food, clothing exempt , abolish the federal income tax. Watch the economy take off as the money not deducted from paychecks flows into the economy. Remember EVERYONE would pay their fair share including current non payers, illegals, and foreign tourists etc. Could cut the IRS by perhaps 50%+. Makes too much sense, never happen.
I thought Obama said this bill wouldn't have any pork in it. Congress is ridiculous.  They are starting to make Obama look bad.
I can see why many Republicans would be against the stimulus package.  What I don't understand is why Medicaid providing contraceptives is a problem.  I would imagine that paying for contraceptives is a lot cheaper than paying for the birth and care of the children that will result from not having the contraceptives.  I would be interested to see some insight from the minority leaders that is a bit more specific.  "In its current form" leaves a lot to the imagination.  I get so irritated when I see the government, both Democrat and Republican, undermine the efforts of the people to behave responsibly.
How about Dems and Repub's work together for the American people for once and stop these games.  We all know that government has stock in many companies and want free money.  Just for one year how about working for the people and not yourself.
If Nancy Pelosi resigned, look at the money we could save on her salary along with the time spent by our  government putting up with her antics, like shutting down congress in the middle of a crisis (gas).  I feel she is a disgrace to the position she holds and is of no usefullness to our government along with Reid.
I just don't get how the Republicans can believe that more tax cuts - for 2 mil unemployed people not earning any salary - will put us back to work.  I'm a late 40's single female management executive, generally considered top of my field - who can't find a job...I've even been with a career coach to help me transition my skill set to alternate industries.  I recently relocated to Florida for a new business project which unfortunately is held up.  Why?  Because there are no new business loans happening and the funding is stuck.  Stuck here and stuck in Europe. There are no jobs out there - so what do I do to support myself?  My IRA is dead in the water and I still have a good 30 years to go....this is not good people. It is not just about families you know.  We need something going on now - a tax cut on a salary of 0 - is still 0.  And it certainly isn't going to help me now when I need to earn a salary. Employers are not just magically going to start hiring again because they get tax cuts.  Get the loans going people....then people can get back to work - and new business enterprises can blossom - and hopefully flourish.   Republicans - get with the 21st century.  President Obama is correct.  You lost.  The Dems won.   Move on.
The stimulus package should not be used by the Dems as a pork frenzy or a way of forcing their social views on the country like the contraceptives spending. This package is suppose to provide jobs not make our sex lives easier or is prostitution the Dems idea of job stimulus. Personally, this is not what I voted for or hoped for.
There is still about 200 billion dollars of pork in the stimulus plan that can be removed. These are special little projects,mostly sponsered by democrates, that will benefit only a few. You can call them "bridges to nowhere". If this president is for real, he will get his party to tow the line. Removing Henry Waxman's condoms from the bill is only the tip of the iceberg.
I'm loath to say that I agree with Pelosi on anything, but I'd much rather see and increase in the use of contraceptives as opposed to the ever increasing abortions.  I'm kicking and screaming about so many things in the two bail-outs, but tax-payer money for contraceptives or sterilization surgeries I would have supported!!  

Not to sound cruel, but the less babies that families pop out who can't afford them, the more jobs for our children. It costs a whole lot less to help people prevent pregnancies than it does to pay for medical and welfare for more babies.  
I don't have a problem with removing contraceptives from the bill - as long as Medicaid doesn't pay for Viagra.

I think that it will serve America good if Nancy Pelosi was no longer the Speaker.  If the Democrats want to work hand in hand with Conservatives on issues, they need extremist like Pelosi, who is boderline communist, to take a back seat.
Congratulations to Boehner and Cantor for standing up and being leaders.  Also once again thank you to Nancy Pelosi for opening her mouth in favor of and defending something so wrong that it creates an upheaval and her wishes get overturned.  Maybe one of the things that the Rebublicans on the Hill have going for them is the mouth of Nancy Pelosi.
This is supposed to be a stimulus package to jumpstart the economy.  How can this contraceptive package be included??? Make it a separate bill.  Even if it passed the House, it would never pass the Senate.  I consider myself fairly liberal.  I have never found a Republican worth voting for.
I haven't seen all the details of the stimulas package. But a emphasis on energy efficiency should be a priority. Not only will this create green jobs, but reduce our reliance on foreign oil, and provide cleaner air saving health care costs.
   Not well received. Gee, I wonder Why ? Could it be that Speaker Pelosi has lost her mind ?  It as surreal to hear her defend a proposal "without apologies" that offers a way out the economic slump by culling the human herd through increased funding for contraception and abortion.

Am I reading that right?  They're taking out the contraceptive provision and Boehner STILL says the bill can't pass?  Now do you see what I'm saying?  All democrats accomplish by placating a guy like Boehner is empowering him to pound the table harder and demand more concessions.  He's acting like a spoiled child, while democrats play the role of harried and exhausted parents, who give their children sweets just to shut them up.  Except it never does, does it?

Democrats need a whole new strategy -- send republicans to their collective room to think things over while a few critical votes go by, and then see what happens.  Republicans will be forced to change their approach.  After all, out of spotlight, out of mind.
Allocating  money for contraceptive programs  will increase  Family Planning  is a tool  which does have an effect on the way american lifestyles can be stated.  What happened to the freedoms written in the Declaration of Independence. Those who oppose pro-choice, I suppose never did consider killing innocent people in Iraq is just as bad.

Boehner thinks...All the stimulus does is burden our kids and their kids with more debt. So Republicans need the president's help to make this plan better so it will work for the American people. Boehner should focus his laser on what is necessary to preserve the quality, dignity, and ability of citizens to be  productive working class members of American society for today and tomorrow.

isn't it absolutely amazing that all of those pundits in Washington D.C  can not even get a multi-billion dollar (read... cost to us  the taxpayers) bill   ready for the President's signature with out padding PORK into it!!! Gee, I don't know, but how about just having one page with the final total at the bottom with absolutely no PORK, EARMARK (or whatever they are calling it today) in the bill.  Are those greedy, power hungary morons so "out there" that they don't know how  to enact bills without putting PORK into it?   AMAZING, JUST AMAZING!!!!  cONTRACEPTIVES!???? WHAT THE HECK ARE THEY THINKING?

I have been a Republican my whole voting life, but this year I voted for President Obama. I am glad to see this part of the stimulus out of the spending. I think this shows how the President will work with Republicans and also shows that he is a man of integrity and humility and is able to go against his own party when need be. That shows real leadership in my mind.
That's the Democrats, they love to spend welfare money on childern of unwed mothers!
Please, Republicans. Quit this nonsence. Give the President a chance. You are obstructionists. It is right to make sure what is in the stimulus package is good, but you are going overboard. What you want,is to be in control. You are not working with the President & you still will not accept responsibility for this mess which you made.  It is you that have helped divide this country. It is sick!!   The Democrats are responsible too, for not having the backbone to stand up & do what is right for this country. We  the people are sick of it. Grow up, get along, & think of the country. John Boehner
Eric Cantor & John McCain, where is the bipartianship??  Give this president a chance. We need a drastic change because of you.  YOu will be judged.
