The Magic Circle

Posted: Friday, March 27, 2009 2:17 PM by Petra Cahill

From NBC's Chuck Todd

In the midst of the congressional outrage over bonuses and bailouts, many of the very firms who benefitted from TARP funds are still making political donations. And the politicians are still taking them.

According to the latest F.E.C. data for February, several members of Congress who have been critical of the federal government’s bailout of U.S. companies have received campaign contributions just in the last six weeks – from the firms they bailed out.

Campaign-finance-reform advocate Fred Wertheimer says the government's been bailing out banks and other major "too-big-to-fail" firms -- as these same companies continue to use their PACs to make contributions. "It all adds up to kind of a magic circle involving the government, TARP recipients, members of Congress, and campaign contributions."  The reality, of course, is that these contributions, individually, aren't a lot of money. But many members of Congress (including Speaker Pelosi and Financial Services Chair Barney Frank) have decided against taking any of the money. The optics of this for both the banks and for the members of Congress is bad, and only feeds the credibility problems both entities have with the American public.

Video: NBC’s Chuck Todd reports on the political contributions some politicians are getting from businesses and other organizations receiving bailout money.

So who is getting money and giving it right back to the politicians? Here’s a list of companies who received at least $1 billion in TARP funds and in February alone also gave money to members of Congress or national parties:

(Note: more TARP-recipients may have given money in February but not every company PAC reports their contributions monthly, some do it quarterly, meaning we won't know until mid-April if these figures are actually higher)

Citigroup
Bank of America
Goldman Sachs
U.S. Bancorp employee PAC
Chrysler
American Express
KeyCorp
BB&T
Huntington Shares

Now here’s a list of House leadership and banking committee members who got money from these bailed-out companies:

But Senators also benefitted:

(Note: Both Reid and Shelby say they returned their checks. *** UPDATE *** Sen. Blanche Lincoln's office also notes that she returned her check. And Sen. Sherrod Brown's office says that if he had received donations from a firm receiving TARP funds, they will be returned.)

Richard Shelby, R-Ala., $5,000 from Bank of America
Arlen Specter, R-Pa., $2,000 from Chrysler
George Voinovich, R-Ohio, $5,000 from Bank of America

And so did the Parties.

The Democrats:
(Note: Both the DSCC and the DCCC say they never received the checks Bank of America reported in their March FEC report)

NDCPAC, $5,000 from Citigroup, $5,000 from Bank of America
Blue Dog PAC, $5,000 from Citigroup; $5,000 from Bank of America

From an earlier post...

"In the end this race is coming down to voter intensity and turnout, and our internal polls show us with strong leads in both areas."

Okay I can understand how turnout can increase the vote but intensity? If the voter marks the ballot extra dark or hits the touch screen extra hard or screams and stamps his feet how does that translate to more votes?
nuanced (Sent Friday, March 27, 2009 11:30 AM)

--------------------------------

"Intensity" is defined as the ground game...not only whether or not you voted yourself but what did you do to get your friends and neighbors to go out and vote?

--------------------------------

What's with the teleprompter crap? Do any of you realize that Bush used one too? Geez! They all do! What's wrong with that? I don't get it.

Trish, they're Republicans.  Don't you know how much they hate it when you dare to challenge the talking point Boss Limbaugh has fed them?

When The Master of Puppets pulls the strings, you do his bidding.
Please do not let this story die.  Shine as much light on these hypocrites as necessary to shame them into living up to thier rhetoric.
Lovely, just lovely.
Let me guess...the folks on this site will conveniently ignore the Dem recipients of funds and trash the GOP recipients.
Money (That's What I Want) Lyrics
Artist(Band):The Beatles Review
"The best things in life are free
But you can keep 'em for the birds and bees
Now give me money (that's what I want)
That's what I want (that's what I want)
That's what I want (that's what I want), yeah
That's what I want
Your lovin' gives me a thrill
But your lovin' don't pay my bills
Now give me money (that's what I want)
That's what I want (that's what I want)
That's what I want (that's what I want), yeah
That's what I want
Money don't get everything, it's true
What it don't get, I can't use
Now give me money (that's what I want)
That's what I want (that's what I want)
That's what I want (that's what I want), yeah
That's what I want
Money don't get everything, it's true
What it don't get, I can't use
Now give me money (that's what I want)
That's what I want (that's what I want)
That's what I want (that's what I want), yeah
That's what I want
Well, now give me money (that's what I want)
A lot of money (that's what I want)
Whoa, yeah, I wanna be free (that's what I want)
Whoa, a lot of money (that's what I want)
That's what I want (that's what I want), yeah
That's what I want
Well, now give me money (that's what I want)
A lot of money (that's what I want)
Whoa, yeah, you owe me money (that's what I want)
Oh, now give me money (that's what I want)
That's what I want (that's what I want), yeah
That's what I want."

Does the word HYPOCRITE come to anyones mind?
Time to clean that congressional house again.  Term limits might help do the trick!
I think that this is disgraceful that this still continues.  During times like this, our own government is getting hand out.  Many Americans have not only lost jobs but have lost their homes.  It is said that as Americans we stopped caring for each other.  Greed has taken over the United States and God help us.
Vote em all out!
Not for nothing, but some of these companies are local to the politicians they gave to. Such as Austria and Kilroy in central Ohio - Huntington is a local company keeping many local individuals employed.
Todd I thought Sen Dodd recieved monies from companies that recieved bailout funds yet you did not list his name . Maybe he didn't recieve any funds. Kindest Regards Joe
Please get your hands out of my pockets and put my money in an interest-bearing account - that you all took from me.  Thank you.
this is why we can not get any over sight, every body is getting paid.
Why did Dodd and Obama not make this list?  Last year, as both men were running for president, each raised $104,000 from AIG employees. Mr. Dodd, a Connecticut Democrat, is the top all-time beneficiary of AIG contributions, with a total of $280,000 in donations from the company's employees, according to campaign-finance data collected by the nonpartisan Center for Responsive Politics.
Didn't you forget Barry O's $105,000 from AIG
Enough!!!  This article make me mad as hell.  And we should all be mad as hell.  These companies are giving money they don't have!!  As far as I'm concerned every single pol should insist the money be given back.  Then, dismantle the PAC's of these firms.  We don't need to listen to them any more and they should have no voice in Washington.  No PACs, and no lobbies for these guys.  AT ALL.  It's time they listened to the American Public.  Enough!!
Typical Republican politics, scream out the front door how wrong the Democrats actions are while you get your pockets lined through the back door as a result of their actions. They should all, Dems and Rep. give back any funds "donated" by these folks PACs.
Wow doesn't this just smack of conflicting interests? Do I think they should give the money. Absolutely! They most certainly should give it back. It is coming from the taxpayers and should immediately be given back. It should never have been accepted by the members of our governmetn.
At least we're getting some kind of transparency now.
People are losing their jobs/houses/etc and some are now living in tents. The politicians don't get it or don't care. I guess the TARP money can be used for what ever they like. Most on the list are Republicans, but there are Democrats too. I would like to see the President call these people out.
Whoever takes money from TARP people is an IDIOT

Where is that budget again??? The one with NO NUMBERS??
Obama is a  Muslim Terrorists, marxist, Socialist , Communists and now he is a dictator. Whats next????

Its killing the GOP that Obama actually WORKS everyday and has real plans.

Grow Up GOP wingnuts
Holy cow! These crooks are finaly getting the recognition they deserve.
Reminds me of Christmas Vacation.
"Eddie we'd like to help you out and get your kids something for Christmas"
"That's great Clark, and if it's all right with you I'd like to pick you out something real special"
I find it odd that NBC runs this story and says it is a bi-partism problem yet only shows prominant GOP members in the story with money values.  I also find it odd that they omitted any connection to Obama.  Obama got over $2300 from Goldman Sachs CEO in December.  That seems worthy of a story.  Further, where was this story last fall when the top two political benefactors of AIG donations were 1) Chris Dodd and 2) Then Canidate Obama.  Fair reporting as always NBC.
Hey you people out there giving out money, please send me $1000 too. I vote for you too!
"where was this story last fall ...."

DUDE! read the article:

They're talking about something that happened as recently as FEB.  Ya' know like last month.
Hey you people out there giving out money, please send me $1000 too. I vote for you too!
Tell the truth - this has nothing to do with saving the Auto industries.

This is More money for the Auto Labor Unions.  The very same unions that gave millions to Obama.

Pay-To-Play the Obama Way.

This is just normal Chicago Thug Rule.

Blago learned it from Obama.

Pay-To-Play the Obama Way.

Obama the Liar and Theif (Sent Friday, March 27, 2009 9:30 AM)

Bravo Bravo - where are the Dems complaining about their lord and savior (and thief) Obama
I've been of the opinion for a long time that businesses, especially large ones that have our money, should not be able to solicit our lawmakers. I say thta because plain and simple they are not citizens and they in no way hold the same values as citizens.

Banks and credit card companies especially are conflicted. They have our money and use profits from our patronage to solicit our lawmakers in ways that are disadvantageous to us, their customers.
It's a snake pit in washington - neither political party has any moral sway. We don't need to waste money on trying to created Term limits-- they are already in force -- it's called THINKING, ORGANIZING, EDUCATING and VOTING --it's called RECALL and IMPEACHMENT.  The politicians know that they just have to wait out a little and the indignation will take a back seat to whether or not Miley is a diva or Simon and Paula are pretend fighting. Meanwhile the left wing socialists are having a fun time spent future generations' money on programs that will not work and the idiot republican losers will just whine. You wanted Obama -- you got him and all the baggage that goes with it.  You wanted Hillary....???...you did???.......sigh......where's the remote and my beer?
I AM OUTRAGED!  I AM ANGRY!  AND I WANT TO CHANNEL THAT ANGER!  And I want every congressman and and senator on this list in my office on Monday to explain themselves!  Under oath!  And I want names!  And I want a chart!  And I want to know who knew about this and when!   And I want.....

Oh well, it doesn't hurt to dream a little....

I am so happy we are finally getting to know all this financial data. Never before has any of this information been available to the American public. Thank you Mr. President. Let the chips fall where they may. It's about time.
What amazes me more than anything is the tone deaf behavior of politicians. Since September any member of Congress that has accepted money from the banking community while having to choose whom to bail out and how many billions of tax dollars to spend is beyond brain dead. There is just no way that will come out in their favor.
Have we voters ignored our congressional wrong doing for so long that they have become immune to even listening?
I do believe that all these donations should be returned, but I have a question:  isn't an 'employee PAC' funded by employee donations?  If so, it doesn't belong in this story-it belongs in a story of other employee donations and union donations.
I wish we could all get over the democrat and republican bull, and hold whoever is taking advantage of the public accountable. They wont do it until the people make enough noise and do not quit!
Hey all you whiney GOP's.  This is who is getting money AFTER the TARP paid them.  That is why Obama is not on the list, he is not taking their money since the TARP!!!  Do try and learn to read the article before you go off on your baseless whining.
I counted thirty people, 20 republicans and 10 democrats.  Watch your back, while you watch thier's.
Funny Funny ... Not a link, not a reference on FOXNEWS... Ya think that they are quiet on Boehner's $5,000 from Bank of America; $5,000 from American Express; $1,500 from U.S Bancorp employee PAC and the other Rebub's who have their hands out?

Hypocrisy at it's finest!
Hey, Zach, if you actually read the above numbers, you will see both dems and republicans and since these figures are reflective of this year, it is understandable that they are not talking about the people who got money LAST year.  And they clearly show that both parties received money.  And they also show that Pelosi and Frank returned the checks but none of the republican's did.  And it is the republican's that have been screaming about the bailouts, not the democrates so they are the ones that are the biggest hypocrites.

But I have always been against our campaign system ever since the supreme court declared money as free speech which means that once again, only the rich get heard.  I want the european method, limited money and one month of campaigning.  After all, just how much work can a congressman get done when from the moment they reach office, they must spend most of their two year term raising money to run again?  This is why they don't get anything done.  Because money is somehow freedom of speech.
I have to second the comments regarding Obama....how much did he receive from AIG?  Citibank? Oh, of course we'll get the lame reply from commentors that these are Limbaugh talking points.
Thanks for information.  I'll remember it at election time.
Yeah for my state rep - Stephanie Herseth!!!  At least someone's got a bit of scruples left on the Hill!
Subtle bias even in the picture above the fold. Notice that the two GOP'ers were picked because they are party leaders and had more "post-its" than the two Dems. Mr. Todd, why wasn't Richard Neal, D-Mass. used? He had $4,000 from Citigroup; $5,000 from Bank of America; $1,000 from American Express donations. Stop shaping the news and report it!
The online dictionary defines a bank as:" Business offering financial services: A business that keeps money for individual people or companies, exchanges currencies, makes loans, and offers other financial services"....Bank of America has totaled around $170,000 in political contributions as noted in the story above. These monies must be channeled thru the part that says, "and offers other financial services."... Speaking of offering services, I wonder who claims the title of Chief Pimp? Is he/she political or financial? It is hard to tell the difference anymore..
These greedy politicians should NOT be in Congress and certainly NOT reelected if they keep any of this blood money.  It belongs to the taxpayers!  What the hell is wrong with this country?  Looks to me like these Congressmen are just as crooked as these Corporations are.  I am sick and tired of this unethical fiasco and we need to let these companies fail and also let these fools in Congress join the unemployed.
Let me guess...the folks on this site will conveniently ignore the Dem recipients of funds and trash the GOP recipients.
-------------------------------------------------------
And vice versa, no doubt. I think this was Pres. Obama's point during the campaign. There is way too much lobbyist/PAC influence-on BOTH SIDES-in Washington. This exposure will underline the need for change and bring this hypocrisy to light. Just as the bonus scandal may have been a "small scale" thing but it is symbolic of a systemic problem. I think we will see more regulation and more rules of transparency for government officials in the future, thanks to Pres. Obama's commitment to cleaning up Washington and the American people's demand for such things.
Proud member of RepublicansforObama.org
Hey Zach - maybe its because many of those "prominent GOP" members are some of the biggest mouths with the largest amount of whining ie. Eric Cantor and John Boehner - Guess those mouths have made their beds - now get comfy and lie in them!!
It's amazing how dems always point out the hypocrisy of republicans but ignore things like money in freezers, sweetheart mortgages, all of Barney Franks misdeeds, money received by dems.  This is not a partisan issue despite what all over you liberals think.  Dems are equally responsible and equally corrupt.  Start calling a spade a spade.  It's time ALL Americans stand up with one voice and tell our elected officials we will no longer accept taxation without representation.  We're tired of not being heard and having our wishes ignored while they all make fortunes from lobbyists and back alley deals.

---------------------
The context is that these were funds received AFTER these institutions received TARP money.
My congressman, Steve King and senators Chuck Grassly and Tom Harkin were not on the list.  Thank goodness.  To those who are?  Get them out of office!!!
I'm sorry to see Jeff Merkley on the list of bribe takers. I campaigned for him, here in Oregon, I am ashamed to admit. Based on the amounts he took, he is even a worse swine than many of the Republican's on your list. We should have known better. Merkley ran as a populist who was going to end the H1-B visa and do something to stop job outsourcing. I'll bet we see him taking bribes from IBM and Microsoft and Indian business interests before too long. What a jerk!
