Congress: The House GOP's budget

Posted: Thursday, April 02, 2009 9:09 AM by Mark Murray
Filed Under:

"House Republicans finally unveiled their 2010 budget proposal -- with actual numbers this time -- and proposed sweeping new plans to contain the cost of Medicare and Medicaid, ditch stimulus spending and enact a new round of tax cuts," Roll Call writes.

Video: Key points of the GOP's alternative budget include simplifying the tax code, rescinding parts of the stimulus package and cutting corporate taxes. MSNBC's Mike Viqueira reports.

The New York Times says the GOP budget plan, “introduced after days of ridicule from Democrats about the absence of an alternative to President Obama’s proposal, would also freeze most domestic spending for five years, increase Pentagon spending, permanently extend the Bush-era tax breaks and eliminate any taxes on successful investments in 2010 as a way to spur the economy.”

More: “Representative John M. Spratt Jr., Democrat of South Carolina and chairman of the Budget Committee, said the Republican plan to cut trillions of dollars in federal spending could severely curtail Medicare, which Republicans would overhaul for Americans now younger than 55 by subsidizing private health insurance for them when they retire. Democrats also pointed to a $22 billion reduction in spending on education as another objectionable element.”

"For former Sen. Ted Stevens, legal vindication is not translating into a political one. Stevens' former colleagues, while widely sympathetic to the convicted, defeated and about-to-be-cleared Alaskan, are not rushing to restore his honor in the Senate."

Sen. Orrin Hatch said Stevens "got screwed" by the Justice Department.

"[S]ome government ethics advocates worried that the decision, another blow to the Justice Department’s Public Integrity Section, will make it even harder for the government to press charges against Members of Congress," Roll Call reports. |

"The U.S. House of Representatives on Wednesday approved legislation to curb 'excessive' employee pay at financial firms that receive government bailout funds, a measure that could supplant an earlier effort to heavily tax executive bonuses," the AP writes. "The bill, which passed on a 247-171 vote, would give the U.S. Treasury broad powers to prohibit 'unreasonable and excessive' compensation and bonuses that are not based on performance standards."

"The Senate voted yesterday to boost aid to Pakistan and increase funds for security along the US-Mexico border, but rejected a Republican attempt to freeze spending on domestic programs."

"House Minority Whip Eric Cantor (R-Va.), who caused consternation in his party by voting in favor of taxing AIG executive bonuses, voted 'present' Wednesday on a second bill aimed at tackling bonuses."

I don't think anyone was surprised at the GOP's budget proposal.  A republican is a republican is a republican!  There is one tho outside of a family member who I enjoy reading her posts, and that's Izzy.  She seems like a very practical person.
So the Republicans think that by slashing millions from our already struggling education system and by completely eliminating Medicare by 2021, we'll somehow wind up on top?  No, we'll wind up a country full of broke, sick old people and stupid younger people who end up spiraling downward faster than we can imagine.

This plan may have gained some traction if not for the $4 TRILLION in tax cuts for the wealthy.  If they just left the taxes where they are now (which is already too low), they could've saved $4 TRILLION in the budget which would have done wonders for the deficit.  But they'd rather cling to partisan ideology than actually try to fix the problems.

This plan is the Bush plan on steroids.  Even more disastrous cuts in domestic spending and even more tax cuts for CEOs (The average CEO would receive $1.5 million a year, while someone who only makes $15K would get exactly $0 in tax relief).  If they want to be taken seriously, they need to propose real plans, not rehash Herbert Hoover's Greatest Hits.
The April Fool's Budget the repugnant ones unveiled yesterday is the biggest ripoff of the poor and middle classes ever attempted.  They claim to cut taxes massively yet their revenue streams remain undiminished which is the first tipoff that their numbers do not add up.  Only a fool would believe that cutting taxes would not result in a massive drop in tax revenue.

Their worthless cure for health care of tax rebates will not help the poor get health insurance, as always it only helps those at the top.  It does nothing to contain the massive price increases that have plagued health care system that is out of control because it is not socialized.  We have a socialized health care system for our troops and government workers so why not all workers?  Let's take the health care legacy costs off the backs of businesses by socializing the ripoff medical industry.

In Socialized Medicine We Trust!
thank god the repubs are not in control of the 2010 budget.
>>>Democrats also pointed to a $22 billion reduction in spending on education as another objectionable element.”
==========
Of course Republicans want to cut aid to education.  Take a look at what's left of their base (rual, unsophisticated, UNDEREDUCATED).

This budget is merely the same old box of rocks in a prettier package to entice the gullible.  Tax cuts for the rich, while everyone else is on their own (their version of "ownership").

Who Cares

There budget will only be looked at for comic purposes.

The Dems budget will pass and the Reps budget is meaningless.  Just a waste of time and paper.

Just the repubs killing more trees for nothing.

Its Obama's time to run - let him run and hope for the best.

I dont think it will work - but, what do I know?

I Hope it makes America better.

But lets face facts - we are becomming more socialist - but its not a bad thing. We have been heading that way for 100 years.

They dont call it Capilist Security - its called Social Security.  The government runs the military and its the best in the world - they run the Post office and it out performs UPS and FedEx for less money - they run NASA and it used to be the best in the world (before they cut their budget in half)

Face it - Its becomming a global economy and the USA government will be competing - not the private businesses - most of them aren't even from US - they just funnel all their profit to other countries.

What's even more humerous to watch these clowns try and defend this budget on TV. Look at their body language.......they are defeated before they even open their mouths. How CAN they defend it? It's the same ole failed policies of the Bush years and we ALL know how that turned out! It's like watching a fish out of water, struggling to survive. They need to go to Alaska, find Sarah, hold hands and PRAY, because the only thing that can save them is NOT on this earth! A pathetic attempt at leadership to say the least.
The "Gross Odd People" (GOP) still have not presented a real budget. They are still missing specific facts, and specific numbers. This in not a budget! It is a comic book! Colored by the "Dizzy Diva," and written by a GOP "goof" from our great state of Wisconsin. Does anyone actually think that "Puppet Palin" knows where Indiana is located on a map?? I bet not!!
hummmmm, where are the Obama-bashers... Please tell me how your going to spend this.  You now see why the Dem's are in control.  The Rep's has tunnel vision......If you only tool is a hammer, every proble will appear to be a nail.
22 Billion less for education!!!!!!!!!
22 Billion less for education!!!!!!!!!
22 Billion less for education!!!!!!!!!
WOW WHAT A GREAT IDEA-Lets NOT reform education the kids in this country are doing FINE!!!!!!!!!!!

To cut education in this era where education needs an overhaul is an absolute travesty.  I will never vote Republican again!!!!!!!!!!
AS a former Republican, & current Democratic leaning Independent...the GOP continues to be more embarrassing every month. The polls of Republicans moving to Indeoendents indicate the issue, bt the GOP has head-in-the-sand mentaity. Cantor, Ryan, Delay, Palin, etc, ate embarrassing and NOT leadership potential. They act like they have the answers...but had NONE when the GOP held the WH & Congress. they got us into this mess. NO-no-no....and no new ideas....that is the GOP.
You all need to wake up...spending will never get us out of this.  Look at what has happened every where else this has been tried.  Do you really think that borrowing money from our children is going to make things better?  You are trying to build a castle on sand.  I hope your children and grandchildren all thank you from the bottom of their heart as the end up owing more money to the government the day they are born than it will cost them to get an education.
I read that the Repub fudget includes capital gains tax cuts. What a brilliant and innovative idea! <snark>

I just wonder how many people will benefit from a capital _gains_ tax cut when most people with stocks have lost big time over the past year during the stock market crash that these Republican clowns helped to bring about.

I like the Republican budget proposal.  They need to take it one step further.  Think about it.  Don't just extend the tax deductions, eliminate them and the deficit will also be eliminated.  So will our democracy, our freedoms and our nation.
I am 53 years old and voted Republican most of my life. But has there EVER been a Party that is so out of touch as this Republican Congress? They do nothing constructive....all destructive, with tired, lousy ideas. Wew need 2 strong Partgies....but this GOP is so jealous of Obama that they cannot be positive.
Republican budget: Let no millionaire be left behind.
Eric, Salinas, CA I don't agree with you on the issue of healthcare. While I do favor AFFORDABALE healthcare I am opposed to a single payer, universal system or so called socalized medicine.

The GOP budget is just exactly what I thought it would be full of goodies for those who already have more goodies than they need and the rest are forced to take what crumbs are left. Cutting education funding is not acceptable. We are already strapped in our schools. Teachers aren't paid enough, class sizes are getting larger because we can't afford teachers but that diminishes the amount of time a teacher can spend with any one student. Buildings are crumbling and some kids are using Xerox copies of text books because the district can't afford up to date new ones. One but wonders if they would just get out of their private schools and into public schools, spend time there, they would not even consider cutting school spending. A nation of dolts is what they desire. The uneducated or undereducated are much easier to control if one wants to be dictitorial. Knowledge is the enemy of totalitarian governments.

Slash and cut, cut and slash telling us how wonderful it is that we won't have to pay those nasty old taxes  or fewer of them. Sure no one likes to pay taxes but even ol' Ben Franklin knew there were only two things one could be sure of death and taxes. Somehow the uninformed fall for it but consider how little one really pays in the long run and what we get for what we pay. Frankly I don't mind paying a few dollars extra if I know the schools will be second to none, infrastructure is safe and that food and drugs are safe too. I don't like to see police and fire fighters laid off burdening those left especially in events like 9/11 or Katrina type disasters.

Rich people don't have to worry about where their next meal is coming from or finding a clean dry place to lay their head at night. Some poor people do every day. Knowing this who can better afford a small tax increase the wealthy or the poor or middle class? Common sense says, why the wealthy, of course. Unfortunately as Voltaire so aptly put it "Common sense is uncommon". (This must be the mantra of the GOP)

Except for the fact that they already admitted that this creates a permanent 500 billion dollar deficit each year.
Jeremy writes we need to wake up...I have not seeen one single innovative republican idea in years.  Our Nation needs help and the only answer is tax cuts for the rich and hope/pray that they will spend/donate the money to trickle down to us common folks.  This has been proven NOT TO WORK!!!!!!!! SEE G.W. Bush
The rich get tax cuts and stash it away in foriegn banks so our nations banks don't even get the benefit of the account!!!!!!!!They don't spend it!!!  Therefore we the common folk never see it!!!!!!!!
Trickle down economics can not work in a global economy!!!!!!!!!!!!!!!!  WE NEED TO ALL WAKE UP AND SEE THAT

The GOP needs to go out and get a new ABACUS.

Stevens has to go, regardless of the letter of the law. He's old, old, old Beltway and home-pork at its worst. He's 'guilty' of enough of what he was charged with to convict him in the people's political court.
Kudos to Holder, though, for putting justice and law before party and administration. Refreshing.
Our eductation system is broken. Throwing more money at it will not solve the problem. The government has been tossing money down that sinkhole since FDR and the problem has only worsened. I know this won't be a popular thing to say, but...Teachers are a dime-a-dozen, generally. There are certainly quite a few outstanding educators who deserve high praise and appropriate compensation. But most teachers are just glorified babysitters. The standards for becoming a teacher are the bare minimum, which is why they don't make much money. The teacher's union complains about low pay, but will not accept stricter standards for obtaining teaching certifications. And they refuse to accept accountability for their performance. I'm sorry, but teaching is not a difficult job, unless you take it seriously--and many teachers do. The vast majority of teachers, however, are earning exactly what they deserve.

This is a perfect example of what happens when the government infests an institution. Funny thing, education has been a liberal cause celeb for going on 80 years. And all the liberal hype and money invested in our educational system has gotten us what? A complete failure. Yet, liberals want to keep dumping money into a failed system to appease their union donors so they can keep winning elections. Talk about tired, old, failed ideas.
why do we even listen to these repuks. Obama should never have challenged them to come up with a budget. was any of repukes paying attention to the last election. we won, go away
Jobless claims hit a 26-year high, the Dow jumps 200+ points and oil prices rise on the good news.

I'll bet the Republicans think their budget is working already!!
So what is going to replace the obviously out of touch Republican party in 2012?  I assume a new party (hopefully more middle of the road, less right-wing)will emerge.
By the looks of these posts, and obviously the joke of a 'budget' presented by the out-of-touch GOPers, they remain on the wrong side of the ledger, and apparently will remain there until they cease to be a meaningful political party.

That's fine with me, how about you?
The repubs need to take a cue from Romney, even a broken clock is right twice a day.  Obama can't be all bad and all wrong.  They'd get a little more traction and respect if they weren't so jealous of Obama's popularity and angry at their minority status.  The party is so "pea green" with envy, they can't see straight and so they continue to chase their tails.  {{shrug}}  It's just so foolish.
Jeremy, Iowa

I'll be the first to say that I'm a little fearful of all of the spending that has to be done and often wonder if it will work or not...time will tell.

However, one thing's for certain...you cannot decrease your revenue and expect to pay the bills that you can't pay already.  You cannot tax yourself out of this situation either.  You talk about our kids and grandkids having to pay for all of this...then why do you and republicans support these tax cuts?  You don't want your kids and grandkids paying for it, but you don't want to pay for it either...you want to keep your money.  You have to remember that even under the republican plan, there is a $11 trillion national debt.  If they cut all taxes, cut all programs so that they can give these tax cuts, suspend all spending for the next 5 years, how do you think the debt will be paid down and who do you think will really get stuck with it?  They also do not explain how they will pay for the $500 billion dollar deficit their plan causes each and every year for the next 10 years.

This budget by the republicans is a joke and a failed attempt to try and fix a problem.  I think Obama's plan is closer to the middle than their plan.
So what is going to replace the obviously out of touch Republican party in 2012?  I assume a new party (hopefully more middle of the road, less right-wing)will emerge.
Just when you thought the GOP and it’s band of clowns couldn’t get any dumber... This budget is the typical GOP rehash of tax breaks for the wealthy, increased defense spending, and the strangling of social services, education, and infrastructure. If anything has changed, it’s the heightened level of hypocrisy – their rallying against the national debt and deficit spending after destroying our economy over the past eight years is such a joke, it hardly merits comment. They must think that the American people as a whole are as dumb as their mouth-breathing, knuckle-dragging base of supporters.
Chris from Tulsa, you are quit a piece of work. So the education system is broken and a liberal institution. Nice straw man arguement with the liberal nonsense. So smart guy, lets just do away with the school system. Lets close all the schools and send all the kids out into the streets. The streets is the best education Chris the redneck from Tulsa wants. He complains non stop about the present school system, but does he offer any alternatives? No it is about building the straw man so he can justify his hatred of the public school system and liberals. FUNNY he combines both subjects to create the public school boogey man. Chris, lets cancel all schools tomorrow, send all the kids into the streets. Is that what you want? Chris do you want a stupid America? Why I know yes Chris wants a stupid america. He would rather have stupid, street taught, and poor students then ever spend 1 cent on education. Chris from Tulsa is all about himself, he does not care about America or its youth. The only inportant person in Chris's world is Chris. A typical hater that puts party above country.
I do believe that all of the billions funneled to ACORN by the Democrats has gone to good use.....
Just reading the comments posted here in response to the Republican's budget proposal proves it.....
After all, dissent must be squashed immediately!!  No alternative solutions or opinions are allowed in the new Obamanation!   Attack and ridicule anyone with an opinion that doesn't fall in line with the New World Order!
Gross......You people are so transparent and desperate....
Well, it aint over yet because the American people are
beginning to take off the rose colored glasses and they don't like what they see.
Senator Hatch, it wasn't Stevens who got screwed it was the American people who know Stevens is a criminal that is going to walk free.
The Republican budget proposal is a good start.  I like the spending freezes and the permanent tax cuts.  The growth of the federal budget has far outpaced inflation or population growth.  We just don't need that much government.  It's time to reduce it.

FYI, all of you who don't understand tax increases/decreases:  when the government increases taxes, their revenue goes DOWN because it slows the economy.  When the government decreases taxes (to a certain point) their revenue goes UP because it spurs economic growth--which is what we need right now.  It's exactly the opposite of what the President and the Democrats in Congress are doing.  Reducing the top corporate tax rate to 25% from 35% will do a lot to bring more business dollars (and tax revenue) to the U.S.

Also, for all of you who don't understand how a free market economy works, when the government is the sole buyer of health care (that's called a monopoly), the consumer (you) pays whatever price they set (in taxes).  However if the government subsidizes the cost of you buying your own health insurance at 55, the retiree gets great health insurance and the government pays less because the market is competing to provide insurance to millions of retirees.

Lastly, how has increasing federal government spending on education improved education?  It hasn't.  We should get rid of the federal department of education completely and let the states keep their share of the money that funds it.  Let the states fund and govern education.  Our education system would improve dramatically as people closer to the problems find creative solutions that a monolithic federal bureaucracy is incapable of.
