Obama defends policies

America's founding documents are a compass that must guide government decisions on national security, President Obama told the audience at the National Archives, defending steps he says will make the country safer and improve its image in the world.

In a wide-ranging, 50-minute speech, the president addressed critics on the right and left -- without mentioning any by name. He spoke about his decision to close the Guantanamo Bay prison and how his administration would seek handle detainees; about his move to release legal memos on enhanced interrogation techniques; about his plans to overhaul the military commissions system; and about his decision not to release photos depicting torture of prisoners in Iraq and Afghanistan.

Obama said the Guantanamo Bay prison was a result of "a series of hasty decisions" that were "based on fear rather than foresight, and all too often trimmed facts and evidence to fit ideological predispositions." But he also acknowledged that cleaning up the "misguided experiment" would be complicated.

When it comes to dealing with Gitmo detainees, Obama said for the first time that some could be transferred to highly secure, "supermax" federal prisons (like the one in Colorado), from which no one has ever escaped. He also said that prisoners who cannot be tried in federal courts or military commissions -- like those who declared allegiance to Osama bin Laden or who commanded Taliban troops in battle -- "remain at war with the United States" and would have to remain in prolonged detention under judicial and congressional oversight.

"I am not going to release individuals who endanger the American people," he told an audience of some 160 people. "Al Qaeda terrorists and their affiliates are at war with the United States, and those that we capture -- like other prisoners of war -- must be prevented from attacking us again. Having said that, we must recognize that these detention policies cannot be unbounded."

Obama has long spoken of the importance of closing the Gitmo facility and ending torture as ways to restore America's moral authority in the world, and he returned to that theme throughout his remarks.

"We uphold our most cherished values not only because doing so is right, but because it strengthens our country and keeps us safe," Obama said. "From Europe to the Pacific, we've been the nation that has shut down torture chambers and replaced tyranny with the rule of law. That is who we are. And where terrorists offer only the injustice of disorder and destruction, America must demonstrate that our values and our institutions are more resilient than a hateful ideology."

Senior advisers Valerie Jarrett and David Axelrod accompanied the president to the event, which the administration billed as a major speech. Also on hand were Secretary of State Hillary Clinton, Defense Secretary Robert Gates, Attorney General Eric Holder, CIA Director Leon Panetta, National Security Adviser Gen. Jim Jones, Homeland Security Secretary Janet Napolitano, and White House Counsel Greg Craig.

In an at times defensive tone, the president stressed that his anti-torture position was not just a Democratic one, but one shared by people like his former rival Sen. John McCain (R-AZ). He quoted another Republican, Sen. Lindsey Graham (R-SC), in defending the idea of sending detainees to federal prisons that already hold hundreds of convicted terrorists. Graham said "the idea that we cannot find a place to securely house 250-plus detainees within the United States is not rational."

Later, during the afternoon press briefing, White House Press Secretary Robert Gibbs repeated Obama's reference to Graham and suggested new facilities could be built to house those deemed prisoners of war.

"There are a number of options," Gibbs said. "I assume that building a facility, upgrading one that isn't being used. There could be -- there could be many different options that are being used."

With a speech by Former Vice President Dick Cheney immediately following his own this morning, the president directly addressed the politics surrounding this debate, accusing some of his critics of fear-mongering. "As our efforts to close Guantanamo move forward, I know that the politics in Congress will be difficult," he said, adding that these issues could easily be used as fodder for commercials designed to scare voters. " But if we continue to make decisions from within a climate of fear, we will make more mistakes And if we refuse to deal with these issues today, then I guarantee you that they will be an albatross around our efforts to combat terrorism in the future."

He spoke about the need to keep some information classified under the "state secrets" privilege in the name of national security, but said his administration was reviewing that process to ensure that the privilege was not overused. And in defending his decision not to release images depicting the abuse of prisoners in Iraq and Afghanistan, Obama had an answer for his critics on the left.

"I ran for president promising transparency, and I meant what I said," he said. "But I have never argued -- and I never will -- that our most sensitive national security matters should simply be an open book. I will never abandon -- and will vigorously defend -- the necessity of classification to defend our troops at war; to protect sources and methods; and to safeguard confidential actions that keep the American people safe."

Defending his TAX THE RICH policy???????

Awesome speech--as usual.  The man just makes sense.  I'd like to see him back increased investigation of issues surrounding torture, but I think the ongoing "trickle truth" slow release of additional information will eventually create a demand for that and he'll comply at that time.
As I said earlier Obama had to make this speech because Democrats don't have a unified message against torture or Gitmo. Dems demand truth commissions and closing Gitmo but don't want to deal with the politics of it. Torture is a dead end issue, yet they have failed to put the GOP on the spot about defending it. Torture ended during Bush's second term...where was Cheney then? Did he haggle Bush to resume it, and why is he haggling Obama now. Has the danger he spoke of passed? It's a dead end issue yet Democrats put that load of bricks upon Obama. No wonder he wanted to move on, it's ultimately a big distraction. If I was advising him I'd tell him to not mention it again after today because in DC he's pretty much standing alone on this issue even though the public and grassroots agree with him. I've even began to see lefties(PUMA's perhaps) start saying Obama is Bush light because of congressional inaction and muddled messages this week.

fair weather friends and backstabbing pseudo-supporters like you disgust me.  He won't be perfect, and when he starts backing down from campaign points i'll be the first to call him on it, but so far i see no evidence that he isn't trying the best he can to fix the issues facing the nation.  its your right to disagree, but the whining and threats have no place in constructive discourse.  all you are doing is throwing a fit and taking your toys to go home like i've watched my kids do time and time again.  grow up and take some responsibility on yourself, instead of the pity party currently being employed.

I always enjoy reading your posts very articulate and calming!  Passion is one thing – psychosis is another!  Everyone wants everything right here and now!  Too bad the real world doesn’t work that way!

The President clarified a lot of misguided opinions of some of these people that want call foul at every opportunity. I am so grateful that I have common sense and been around long enough to have seen bullS*** and recognize it from reality.

Think whatever you choose, but don't try to rain on my parade, I know what we had for eight years and I also know that this administration has one hell of a job to do and bickering amongst ourselves will not accomplish a single thing.

Rome wasn't build in a day and this Nation did not crumble in one either, it was systematically dismanteled in eight. It will take time and patience to rebuild it. One thing for sure, we don't have an idiot in the White House with a torture fend standing next to him anymore.
I want to congratulate the Republican Advisor that was able to talk Dick Cheney down from his former insistence that HIS speech overlap the President's.  That person should be the Republican 'leader' because they can clearly talk truth (and reason) to 'power'.

I am proud of my President.  We all should be.

Fear rather than foresight, is all heartless Cheney has. Fear that his heartless,Lying, touche is going to jail.

Our President has laid out his plans on what he plans to do. Unless I listened to a a different channel, I heard our President say he had 5 plans to would work with Congress and  keep us save when our President  closes Gitmo. Clearly,  our President wants to exhaust every effort in order provide no appeals will be gotten if there is  tainted evidence; he also  made it known he will not release dangerous prisoners. Therefore, nothing will be be unbounded; and will be a legitimate framework.

Hear that Cheney; because the next litigation will be yours. Those old blueprints in your desk drawer won't build any military compounds!

The president's was interesting to me in that he really didn't offer any reason to believe he wanted to enact permanent change.  He has suspeneded the use of "Enhanced Interregation" to be sure, but has offered to actually relenquish the executive power to use such tactics?  No, in fact he holds on to these powers "in case of an emergency" he doesn't mention that in his speech though.  Why not bolster the confidence in American justice and liberty by revoking the executive authority here?  He touted the Constitution so much in this speech he should know that his office is not legally allowed to authorize this type of behavior.  Not mention the offer to report the uses of the State Secrects Privilage voluntarily.  Oh gee thanks mister president that you would come down from your mountain of enlightenment and let us know what secrets you have been keeping from congress (a co-equal branch of government mind you).  Voluntary implies he doesn't have to...I despise GWB and Dick Cheaney, but at least they had the courtesy to not hide behind the Constitution while they were protecting and creating unconstitutional auhtorities for the executive.

President Obama, I applaud your desire for our nation to uphold "our most cherished values" and for transparency that you promised.  I must ask though, why you are being so selective in when and where you uphold values and show transparency?  Our nation has always tried to live by the value of defending life and standing up for the little guy.  But you and many of your Dem colleagues continue to fight any and every legislation which would protect the innocent lives of unborn babies.  We've killed 50 million since 1973.  You've never voted once (as senator) to defend their precious lives.  And worse, you've criticized the values of pro-lifers and accused them of being irrational idealogues.  Evidently, you get to choose whose convictions are "values" worth upholding vs idealogy which is bad.  On transparency, you defended tax cheats to become your nominees for positions on your team...after telling us you'd stop corruption and bring more integrity to Washington.  You promised 5-day public viewing of bills before signing them and then went on to sign bills with ZERO public viewing and which even our congressmen didn't have enough time to view well.  You and your party allowed bailout money to go to AIG execs after lecturing the nation on how bad that was.  Lastly, when you released CIA docs to go public your team didn't give us the full picture--only the version that made your take look good.  We had to find out from others that some of these harsh interrogation techniques yielded very valuable info to protect our nation and that both parties in Congress were notfied that they were being done.  That's a LACK of transparency.  If you weren't honest in those cases, should we trust you now?

George Bush and Dick Cheney kept us safe?  9/11 occurred under Bush and Cheney.  The drowning of New Orleans residents during Hurricane Katrina took place under the reign of George Bush and Dick Cheney.  The death of thousands of American soldiers in an Iraq war based on lies took place under Bush and Cheney.  

Dick Cheney's speech goes beyond mere partisan spin.  Cheney is lieing, and the fact that the media is ignoring the basic facts and thousands of dead Americans in New Orleans, New York and Iraq, and portraying this as simple difference in opinion is pathetic and disgusting.
