WAKARUSA, Ind. -- President Obama returned to Elkhart County, where he made his first outside-the-beltway trip as president, to announce a grant program to help bring jobs to this struggling community and dozens like it.

The visit was meant to show how hard hit areas would benefit from stimulus funds, even as critics argue the massive $787 billion bill is not working.

The administration is using $2.4 billion in Recovery Act money to help fund 48 projects some two dozen states. The grants will help U.S.-based companies develop and manufacture advanced batteries and electric vehicles, which officials says will result in "tens of thousands of manufacturing jobs" and help reduce America's dependence on foreign oil, an oft-stated goal of the president's.

Obama told the crowd he understood their economic concerns and sought to explain what his administration was doing to help.

"I know these are tough times," he told an audience of some 250 factory workers and elected officials at the Monaco RV plant here in an area known as the RV capital of the world. Navistar International Corportation, which owns Monaco, will receive a $39 million grant to build electric trucks.

Although the economy contracted less than expected in the last quarter, the jobless rate nationwide reached a 26-year high of 9.5 percent in June. Matters are even worse in places like Elkhart, where unemployment has reached 16.8%. Obama noted as much in his speech, pointing out the jobless rate here went up 10 points in a year -- the second greatest increase in the unemployment rate in the country.

"This area has been hit with a perfect storm of economic troubles," he said. "Over the last few decades, you've borne the brunt of a steadily weakening of American manufacturing in the face of global competition. You've felt the impact of the struggles of American auto industry and the repercussions that have hit the Midwest especially hard."

The White House is sensitive to the complaints of everyday Americans who say the government has bailed out banks and auto companies but hasn't done enough for ordinary people. 

When asked during an interview with NBC after the event, whether it was fair to say the fortunes of this region and the president's own are "entwined" -- as an article on the front page of a local newspaper put it -- Obama said "absolutely."

The president was not the only one out hailing what he sees as economic progress today. Vice President Joe Biden, who yesterday rattled off a list of statistics to show the stimulus was doing what it set out to do, was in Detroit today to talk about the economy, highlighting grant money going to companies there. Other administration officials spread out across the country to do the same, with Energy Secretary Steven Chu traveling to Charlotte, N.C., EPA Administrator Lisa Jackson visiting St. Petersburg, Fla., and Commerce Secretary Gary Locke hitting Kansas City, Mo.

Indiana -- which went blue in November for the first time since 1964 -- and Michigan are the largest recipients on a dollar basis of the $2.4 billion, officials said. There are seven grant recipients in Indiana and eleven in Michigan.

The grants are aimed at establishing a domestic manufacturing industry able to produce the batteries and drive systems for the next generation of advanced vehicles here in the U.S.

The program provides $1.5 billion to companies to produce batteries and their components and to expand battery recycling capabilities, $500 million to manufacture electric drive components for vehicles including electric motors, power electronics and other components and $400 million grants to purchase and test thousands of plug in hybrid and all electric vehicles for test demonstrations in dozens of locations and to build electric charging infrastructure and to educate and train workers in electric transportation technology. The $2.4 billion investment will be coupled with another $2.4 billion in cost sharing from the award winners.

Under Recovery Act guidelines, 70 percent of the money must be spent by Sept. 30 of 2010 and 100 percent by Sept. 30 of 2011, though officials said some longer term research projects may not meet this standard.

Just watched the heartwarming homecoming of the two journalists released from Korea, so hope I have time left to get this posted. The mom of the pair, Ulna, being reunited with her tiny daughter (although only slightly smaller than her mother) was a joy. The little girl hugged her mom so tightly I was afraid she would crack her neck, but I'm sure Luna was hugging back just as hard.
To show the different route this administration is willing to take in contrast to the previous administration's policy, John Bolton, President Bush's top diplomatic official in the United Nations and thus, the world, last night criticized the mission by saying it was sending the wrong message to the North Korean government. Appointing this man as Ambassador of the United Nations would be like promoting the most rude, disgruntled worker in the supermarket to be head of customer service. Just one more example of the failure of the Bush foreign policy.
President Bill Clinton glowed at the ceremony, and rightfully so.  This is an outstanding example of successful diplomacy by the Obama Administration...

Just a note to Claire: I saw yesterday where you weren't sure what astroturf meant in relation to grassroots. I saw an explanation from jawillie, who I usually agree with, but he confused me, so I'm going to give it a shot.
Grassroots is at the lowest level of our political model. At the bottom are the people, serving as the foundation for the model, their toes reaching down into the roots of the grass. Above them are the bureaucrats who perform the day to day functions of government and above them, the elected officials who go right up to the desk where the buck stopped even prior to President Truman.
A grassroots movement is one started from that foundation, or bottom and works upward, as opposed to the general direction of policy, which goes from top to bottom.
Astroturf is fake grass. An astroturf movement to me would represent a phony movement from the bottom upward, meant to look like a grassroots affair. These disruptions of town hall meetings are astroturf because they are funded and formed by outsiders, in this case the health insurance industry and the Republican Party, with a bunch of outsiders funded to appear to be the real deal.

Elkhart Indiana should have diversified many years ago. They didn't and now they are like a lot of one factory towns in the country.  Many people have already moved from Elkhart.  President Obama should not consider Elkhart a bellweather community.


I got nothing from that statement that you attributed to President Obama that would encourage "a group of people to use mob mentality and tactics to get their point across."  Am I missing something? Did you then see people go out to town hall meetings for an example, after this statement was made and become as obnoxious and disruptive as we are witnessing today?
The things I have witnessed thus far, has the potential of turning into the same kinds of ugly fiasco that that Palin woman caused/encouraged in her so called rallies.

If Bush & Cheney hadn't done such an incompetent job, it would've been easier for McCain to win the election. But they did, he didn't, and you need to accept it. Pace the rage! Otherwise, it's gonna be a LONG 4-8 years.
And the electricity to power all these new vehicles is going to be generated where?  And the old batteries are going to be dumped where?  
Obama isn't helping, he's subsidizing failure. Just like with the banks borrowing money to people that could not afford homes, Obama is pumping money into an industry that just won't sell. Electric cars are useless. Too bulky and heavy. Takes too long to recharge them. Limited range. Extremely expensive, and are biohazards to dispose of.

But that doesn't stop Obama. Just like his health care plan, it all looks good on the blackboard, but fails so badly when you try to implement it.

Obama can create electric cars and RVs all he wants, but that's not the problem. The problem isn't producing those things, the problem is no one can or will buy them. There has to be a consumption component to the Obama plan, and with unemploymnet and deflation being what they are under his administration, no one is going to stick their necks out to buy these things.
Good to see President Obama among the people talking up his stimulus bill that is helping our bushwhacked economy recover.  Also good to see that Joe Biden is on the stump pumping up the enthusiasm for the stimulus as well as other members of Team Obama.  Slowly but surely the Obama Recovery is working it's magic to recover the economy that Clueless George and the dopes of nope wrecked.

We all knew that economic recovery would be slow. We really do need to exercise a little patience. I know that is difficult in these times of uncertainty.

We definitely have to change the way we do business in this country. We have to diversify and branch out in new ways. The electric car is just a beginning. We cannot continue the status quo.
I don't agree with everything Pres Obama has done, but I do see him as putting our country and citizens first. Every idea put forth is for our benefit. We don't all agree with it but I think we owe it to our future as a country to support the ideas. It is our responsibilty to research bills and positions that are being put out there. It is our responsibility to seek the truh. HCR is greatly needed in this country. I have a plan I love, but my adult children don't have one. They are too old to be covered by my plan because they no longer attend school. (didn't go to college). They both work, but do not have enough time on the books to be offered health insurance. (School district does offer a form of Medical). The misinformation on HRC is ridiculous. I sometimes feel that I'm in the middle of "Brave New World"

Ihere's no irony whatsoever. There's nothing wrong with organizing protests, even noisy protests. There IS something very wrong with corporate lobbyists and Republican groups organizing mobs purporting to be "grass roots" protests with the intent to completely disrupt townhall meetings between members of Congress and the people they represent. These mobs don't show up to debate; they show up to shut down debate.

But the truth doesn't fit the corporate media narrative that these supposed grass roots protests are expressions of wide-spread voter anger at the Democrats and President Obama. And the truth is that these protests are clearly Astroturf -- a term that's been around at least since the phony "tea parties" organized by Faux News, corporate lobbyists, and other Republican organizations. But the corporate media doesn't seem to want the "astroturf" meme to escape into the public consciousness with a meaning other than the trademark for the stuff they put in baseball stadiums.

If the kind of anti-democracy ugliness we're seeing now in these Republican "protests" also was widespread in the labor protests that helped defeat Bush's attempts to mess up Social Security, then please provide some evidence, not just your biased opinions. You people are, after all, supposed to be journalists, aren't you?
Not related, but here's something we should be on the lookout for.  The next scary rumor to come from the right regarding health care is that it is likely to mandate FREE SEX-CHANGE OPERATIONS (per Rachael Maddow).

I always laugh when Boehner and Cantor run in front of the camera and say the money should already be spent.

Anyone remember the Minneapolis bridge took more than a year after it collapsed to be rebuilt?  That was a clear project with a major priority and it took that long.

Do Boehner and Cantor really think the government should spend 100% of the money for these multi-year projects in 6 months?  I'm sure glad they aren't running things.
It's funny how the fate of one thing always becomes the fate of Obama, regardless of what that "one thing" is!  It's just so childish.  I can't believe people get paid to say and write stupid stuff like that.

Reagan administration economist Art Laffer appeared on CNN’s Newsroom yesterday to debate health care with CAP Senior Fellow Judy Feder. At the height of the debate, Laffer offered a curious argument against health care reform:

LAFFER: I mean, if you like the Post Office and the Department of Motor Vehicles and you think they’re run well, just wait until you see Medicare, Medicaid, and health care done by the government

The reality is that we don’t have to “wait” for the government to take over Medicaid and Medicare because they are both already government-run programs.

Many opponents of a public health insurance option across the country don’t realize that we already have a number of highly successful government-run health care programs. At a recent town hall meeting in Simpsonville, South Carolina, Rep. Robert Inglis (R-SC) was approached by a constituent who demanded that he keep his “government hands out of Medicare.” Inglis tried to explain to the constituent that his coverage is “being provided by the government,” but the constituent refused to believe it.

Medicare, the government-run single-payer coverage system for the elderly, is particularly popular. A 2009 study by the Commonwealth Foundation found that Medicare recipients reported greater satisfaction with their plans than those in employer-sponsored coverage by wide margins. And Medicare’s status as a government program allows it to run without the need to generate profit, resulting in administrative costs that are a fraction of those of private plans.

Even though conservatives continually attack the government’s ability to run public health plans, they have tacitly admitted the popularity and effectiveness of programs like Medicare. Faced with an amendment by Rep. Anthony Weiner (D-NY) that would’ve eliminated Medicare, not a single member of Congress voted for it. Rep. Mike Pence (R-IN), another conservative who has railed against a government-run health care plan, actually denounced a public option in health care while declaring his support for Medicare on the very same day. Despite the chorus of attacks from the right, the public remains overwhelmingly in favor of the choice of government coverage.

Reflecting on Laffer’s remarks, Paul Krugman laments, “The prejudice against government seems to have become free-floating, unattached to any actual experience.”...'
