WH on health care, illegal immigrants

The White House tonight is providing the below clarification on what the president's health-care proposals would mean when it comes to the issue of illegal immigrants.

The question, as we all know, arises from the Wilson "You lie" outburst, and the core claim that notwithstanding specific bill language barring illegal immigrants from participating in the "exchange," as a practical matter, there is no way of verifying the citizenship of applicants -- which is the current state of play. Republicans say that then means illegal immigrants would end up being enrolled in plans -- bill language or no bill language.

Today, for the first time as far as we know, the administration is backing a provision that would require proof of citizenship before someone could enroll in a plan selected on the exchange.

Here, the administration also concedes that hospitals would be compensated with public funds for the care of undocumented immigrants.

The bullet points sent tonight by the White House:

  • Undocumented immigrants would not be able to buy private insurance on the exchange. Those who are lawfully present in this country would be able to participate.
  • Undocumented immigrants would be able to buy insurance in the non-exchange private market, just as they do today. That market will shrink as the exchange takes hold, but it will still exist and will be subject to reforms such as the bans on pre-existing conditions and caps.
  • Verification will be required when purchasing health insurance on the exchange. One option is the SAVE program (Systematic Alien Verification for Entitlements) which states currently use to make sure that undocumented immigrants don't participate in safety-net programs for which they are ineligible.
  • There would be no change in the law that requires emergency rooms to treat people who need emergency care, including undocumented immigrants. There is already a federal grant program that compensates states for emergency room costs associated with treatment of undocumented immigrants, a provision sponsored by a Republican lawmaker.

Let's Make A Deal

Can we all agree that anyone who needs emergency treatment should receive it? This the USA after all.

Can we also agree that for anyone in Congress who is against health care reform for American citizens, especially for our children, then they ought to have their health care coverage taken away if it is provided for by the government. This should become the law. After all, they keep repeating over and over that government run health care is WRONG. That's why they're against it. It has nothing to do with President Obama perhaps passing decent affordable health care. And if these same legislators or family member of theirs end up with a pre-existing condition, tough.

Sounds like a good deal to me.

So, illegals are covered then. Or, who exactly is doing the compensation the administration talking about?
What "exchange" is Obama talking about? If that's the Public Option, there is no support in Congress for it.

And if illegals go to the ER for their medical needs, they can't be denied? Why in the world are law abiding citzens and taxpayers responsible for the medical bills of someone that is breaking the law?

So Wilson is correct, illegals are covered. Illegals will be getting their medical needs taken care of in the most expensive way possible, at our ERs.

Wilson is owed an apology by both Obama and Pelosi.
But we all the know Rebubs by now, they'll holler and scream about that last part.  God forbid any undocumented immigrant receive medical treatment in any way, shape or form.  They want them all deported immediately.  Now there's Christianity for you.  No matter that if one undocumented immigrant goes to an ER for swine flu - they should NOT receive any kind of health care, no matter that they might spread the disease to many others just by being denied treatment.  Same for chicken pox and various other communicable diseases.  These people would rather get sick and die or see many others get sick and die than see one undocumented immigrant (i.e. Mexican - we all know to what you refer when you say "illegal alien", BTW) receive any treatment at all.  

Face it, our cities and suburbs are FULL of undocumented immigrants.  They are probably taking care of many of the kids and lawns of many on the right, just as they are those on the left.  But before they are "immigrants", before they are "illegal", before they are "foreign," they are HUMAN BEINGS who have a contribution to make to this world, more so than any unborn fetus in any uterus in the world because THEY'RE ALREADY HERE!  So, where's your right to life for them??  Where's your compassion??

So, basically, Joe Wilson was right.........
Now what you stupid Republcian's. Even now Obama is still putting republican ideals into the bill, and still not one of them is going to vote for the health care bill. Now is the time for them to put up or shut up and vote infavor of health care for all Americans!
Either illegals are covered, or they are not. And by this bullet list, they are covered.

And that is just wrong. You cannot believe how much illegals cost us citizens in the south.

Pelosi should be sure to bring that fact up that illegals are coveredat Wilsons spanking.
Perhaps these republicans would like to man the doors and gurneys of our nations hospitals to protect the taxpayers from the possibility of an illegal alien getting attention?

They could support meaningful immigration and healthcare reform rather than confusing the two and their poorly educated flag waving base.
We don't need no stining reform. I get my healthcare coverage through work disability, dad gets medicare, the wife has state benefits and the kids use schip.

I don't see why I should be forced to pay for someone elses healthcare. Obama and the democrats just want to take away my hard earned benefits and give them to someone else. Sheesh what a bunch of socialists.
I have to agree with Joe Wilson about the "lies" and The President needs to listen and not ignore the issues. including the denial of death panels. They exist and I know for a fact, my husband fell victim to them. They call themselves the ethics committee but reality they are the death panel. strangers making life/death decisions.
Death Panels do exist that is no myth. My husband was a victim of this so called "lie". The government (county) tried to end his life May 29th, 2009 by a group called the ethics committee. Behind closed doors they determined my husbands fat...e......complete strangers.....I was told a week later what the intentions were. I went to the media. The media is what saved him. Help me get my husband home. As long as the county has control my husbands life remains harmed. Help me expose the "lie" there are no death panels.

There is no reason for ER to treat any illegal or undocumented immigrants. They contribute no tax money to the system as they have no actual SS# for verification.
Have all legal immigrants receive sub q chips for verification and let the rest end up in a pile somewhere...such as there own cesspool of a country.
Healthcare is not a "right" listed anywhere in our Constitution. Nor is free burial or free food. When more of them die crossing the border they will tell their friends to stay home and return the USA to
those that belong here.
And screw the anchor babies as well. Deport them as garbage that they are.
The real concern is there is so much that is unknown in this process that what seems it would be good for many also has the equal or greater chance to destroy us like the machine on the new movie "9". The machine monster will consume the life out of our nation and our own being.

We would be fools to jump on a ship headed east but with no real idea where that ship is going to wind up. A huge gamble unless you have nothing to lose and in this case, we do.

A big Thank You to people like Joe Wilson who help by speaking up to force answers or clarification in specifics not maybe's.
It seems there is a lot of waste in Medicare, and maybe that waste should be dealt with along with more affordable healthcare for all citizens.

Very sloppy reporting. First you falsely suggest that hospitals "would be compensated" with public funds for the emergency room treatment of"undocumented immigrants". By using the phrase "would be" you suggest this is something new, when the facts are that this is a long standing program. Since when is proposed legislation somehow responsible for its "failure to change" existing law and when did that "failure" suddenly result in the proposed legislation now including this existing law. If the Republicans want to require that public hospitals refuse emergency treatment to illegal aliens let them introduce that legislation and let's see how many doctors support it, And, even if it were to pass how could a doctor who takes the Hippocratic oath possibly comply with such a law. Second, you blatantly confuse "proof of citizenship" with verification efforts to prevent undocumented immigrants from participating. These are quite clearly not the same thing and you must know that unless you have never herd of legal resident aliens. There are in fact millions of such legal resident non-citizens in this country and I do not think anyone is suggesting that they be excluded from any public insurance benefits. Indeed such a provision would likely be unconstitutional. The Republicans, including that idiot Wilson, conflate these two very different things all the time and you do a real disservice to the public by repeating their falsehoods.
You know what MSNBC who care what Wilson said.  If you guys would report the facts and not about Wilson, you could end this issue within minutes.  The President of the United State was and is correct.  If you really want to report on real issue call it for all it worth.  The behind your reporting and what Wilson did was plain down racist no white male wants a black man tell them what to do and I am sure we can find them to at MSNBC.  Remember Wison is from South Caroline the home of Slavery, he is a racism white man.  When the Iranian man threw his shoes Bush he went to jail for several years and we do nothing to Wilson, but we can continue call out other countries for acts on women, race, relgious.  There is an old saying "sweep around your front door, before you sweep around mind.  America is Racism point blank.  Wilson should fired by congress.
That idiot is not going to make us turn health care reform into an immigration reform bill. The bill already makes it illegal to cover undocumented workers. The prospect of stopping potential fraud lies in closing our border and enacting immigration reform. Now Americans have to grab the B.C every time they take their children to hospital?

By "undocumented immigrants" are your referring to illegal aliens?

So, Joe Wilson WAS right.  This provision has been submitted in committee several times and has been voted down.  Isn't "illegal" to be in the US "illegally" right now?  Why not enforce this law?  Since this isn't being enforced what makes you think that any provisions under government run health care relating to illegals will be enforced?
What they slide right by everyone- is that Obama intends to give all illegals, undocumented WHATEVER- amnesty.
So the point is totally moot.

Everyone deserves decent medical care...
The illegal aliens who are being treated in the emergency rooms today are the same illegal aliens who were treated under the Bush administration. And perhaps anyone who disagrees with government run health care programs ought to be able to opt out of them. I'm sure they'd have no problem supplying their own insurance when they reach retirement age rather than relying on medicare.

Conservative here... Lets get that out of the way.  Now, please listen to reason:

I don't want anyone to die.  I don't want disease to spread because someone didn't receive treatment.  I don't want anyone else to suffer because of a lack of affordability.  I don't hate illegals.  The illegals that simply want a better life are wonderful people.  Yes, they are humans also, just like an unborn fetus with a heartbeat and fingerprints, etc, etc.  Both an illegal alien and an unborn baby have a right to life.  Their right to live shouldn't be judged by their contribution to society.  The liberal person who argued about this above defeats their own argument... If that unborn baby was going to be a scientist that defeats cancer, I would say it would be pretty important to let that person live.  Then compare it to someone who is mowing a lawn who is already here?  C'mon.  That is a worthless argument.  You can't determine someone's destiny for them.  You are not God, and have no right to play God.  As humans, deciding the fate of another person's life or death is quite beyond us and our God-given rights, don't you think?  That is also why I am against the death penalty.  Trying to be consistent here.

I simply want the born and unborn to have care.  Notice I didn't say the "living" and "unliving."  An unborn baby is living.  It is undeniable.  And intentionally killing a living person is murder.  Why can a pregnant woman murder their unborn baby legally, but if another person kills that same woman and the baby dies as a result, why is it charged as double murder?  You can't have it both ways.  Either way it is murder.

In terms of health care, I wish we could provide care to everyone.  But just like when times are tight economically and you can't afford that movie at the theater on Friday night, so goes the same for health care.  There simply comes a time when we have to say, "enough," in order to save our own skin.  We can't afford this.  The CBO even confirmed that.  After the President's health care bill passes, it will bankrupt the country.  Then there is no health care for anyone.  Is that something you can live with?  Your generosity becomes our downfall.  That is simply unacceptable.  It is a tough deal but it is true.  You have to look at this economically before you look at this compassionately.  I, like you, wish that were different, but it is just not reality.

I wish I had enough money to cover every person in this country who can't afford care but needs it.  I really do.  Wouldn't it make sense to try the half dozen things that Republicans want to try first to see if it works?  And if it doesn't work, then revamp the whole system.  That is fine with me.  I would rather try a couple other things that aren't so radical and wouldn't risk the health of our economy first and if those things don't help, then try it your way with a huge overhaul.  Republicans tried to pass these things when President Bush was in office, but of course the Democrats voted it down.  So we were socked with another few years of continuing rising costs, rather than trying some things here and there that would have helped.

There is no perfect solution here, but we do have the best health care on the planet for a reason, because the government stayed out of it and allowed free enterprise to flourish.  We can't stifle the very system that made us the best.  That, my friends, would be lunacy.
Civics 101... While the President has taken this on as a signature issue, it really doesn't matter what the White House says "his" plan does or doesn't do. All that matters is what Congress passes and what the President signs. The only version of the bill that is available for public viewing (the "tri-committee bill") says illegal immigrants can't receive subsidies under the plan (there is no enforcement language in the bill, which *could* be a problem).

However, there is nothing in the bill preventing illegal immigrants from participating in the health care exchange and if they can pay their portion of the premium it appears to me they can even select the public option if that is the choice that's best for them. So when the President says "The reforms -- the reforms I'm proposing would not apply to those who are here illegally" he's not exactly forthcoming and you'll note his important addition of "i'm proposing" as if to underscore that Congress will do whatever it wants.

In the scheme of things, this is a minor issue unless it greatly expands the access illegal immigrants have to publicly funded health care. That presents legal and, more importantly, resource constraint problems.

They may not get direct subsidies under the current bill but if there is no language preventing or limiting their participation in the exchange they will receive greatly expanded access to publicly funded health insurance programs (which will include far more than ER care). While that may be a desirable outcome for some and is certainly worth discussion, I can't believe we have the resources to support something like that and it is perfectly reasonable to ask the government to make reasonable efforts to limit its services (where feasible) to citizens or legal residents of this country.
A McKennan, an unborn, non-viable fetus and a human being are not equivalent. If you force a woman to bear a non-viable fetus to term, then you give the fetus more rights over controlling her body than you give to the woman herself to control her own body. And that's the issue. A viable woman, a woman old enough to get pregnant, should have more rights to control her own body than a non-viable fetus does. It's not a baby. It's a potential baby. If it can't live outside the womb, even with lots of medical support, then it shouldn't be able to force a woman to continue to incubate it inside her womb.
