Houses passes credit card fix

The House passed legislation today imposing regulations on banks earlier than expected in order to protect the consumer and stop banks from raising credit card interest rates to astronomical percentages.
 
Earlier this year, President Obama signed the Credit Card Accountability Responsibility and Disclosure Act of 2009, which enforces strict rules for credit card companies -- in particular, outlawing retroactive rate increases on credit card balances and regulating fees.

These rules were set to go into effect Feb. 2010; however, House Democrats today expressed their disapproval of how banks have handled the interim period, with some calling it outright abuse. They called instead for those regulations to now take effect Dec. 1. The bill was approved, 331-92.

House Financial Services Chairman Barney Frank (D-MA) expressed his upset over the banks' actions. "They have retained the right unilaterally and retroactively to raise the interest rate on what you already owe them. It is the single unfairest economic transaction I can think of that doesn't involve a pistol!" But banks suggest that the hiked rates are fair due to the economic state of the country, and say that they will not be able to comply with the earlier effective date set by the House.

Furthermore, on the House floor today, Rep. Virginia Foxx (R-NC) said, "Let's get real... This bill is just a time consumer because the Democrats have no real legislation to offer. They know this bill can't go into effect by December, but they need something to keep us here this week because they are trying to twist arms to get the votes for the health care bill."

You misbehave and you get regulation. Banks, insurance industry, pharmaseuticals etc. Just like railroads, coal and steel industries in days past.

Give me a break! Taxpayers money bailed out so many of these card issuers yet they turnaround and gouge their consumers with outrageous interest rates. Some of these rates aer so high that they are truly forcing their customers to become delinquent. Good for the house passage.
The banks have had too much influence via the contribution trough for way too long. The GOPers are beholden to many are are some DEMs.

I find it interesting that for a "do nothing" bill, almost 1/2 the GOPers voted for it. Feeling the heat of consumer outrage, folks?

The greed of the banks have cost consumers billions. Now it is our turn to fight back. Don't give me the increased risk crap either. When someone pays on time and still has their rates go up and limits go down that is unacceptable. But due to deregulation they are able to literally rape us of our hard earned money.
HELLO, Ms Foxx...the heck it can't go into effect by December.  You pass the law, and if they don't comply, you fine them exorbitant amounts of money, just like they have held consumers hostage.  We wouldn't have this problem if Congress would have done what they were supposed to do and make this law effective way back in the spring when it was first passed.  
  I went into a bank the other day, and they were offering a 0.15% interest on a passbook savings account.  That's a whole $1.50 earnings in a YEAR on $1000, yet they will charge the guy who owes that same $1000 on his credit card $250 interest in a year.  What's wrong with that picture?  And they say their hurting????
Rep. Virginia Foxx (R-NC) is a real piece of work,I would be embarrassed if I lived in NC with her as my Representative. People need to wake up and look at the stupid things their Representatives say. This woman is a follower with long wind, has she ever sponsored a bill? She sounds like she might be related to that other nut in Minnesota,Bachman I think.
The dumb media tax has some promise, but only if it is applied early and often in journalism school.

Virginia Foxx is a total idiot!  Why do you even waste space with her comments, other than to point out the ignorance of R-NC...  
This should have been put into effect a long time ago instead of giving the Credit Card Companies time to raise their rates numerous times. I have one Bank Credit Card that raised their APR in Feb 2009 and just got a notice in October they are raising it again...that is twice in less than a year. Needless to say I have cancelled the card along with several others. All the government did was give the Credit Card Companies time to rack in more cash. Too little too late is what I say. This appears to be more of a smoke screen than anything else.
It's about time someone takes care of us.  Credit card bank have hike my rates several times and reduce my credit line more than once, even thought I've been a good customer, with good paying history, good credit history but yet had to take part of higher rate.  It's feel like there is no brake for us.  My bank card company such as Bank of America, Citibank, Chase has made a lot of money from me.  Shame of this bank card company. I wish I have the money to pay them all off at once so I can close my account.    Someone need to take care of us sometime.  
Let's not forget the fees charged to merchants by credit card issuers.

The average interchange fee in the U.S. is seven times the interchange fee set by Visa and MasterCard in countries throughout the rest of the world. Using 2008 figures, if the interchange fee charged by credit card issuers was decreased (via comprehensive credit card reform legislation) from the current 2.10% to 0.60%, the result would be an annual savings of approximately $34.3 billion for U.S. merchants and consumers.

Let's be clear. The interchange fee is a hidden tax, just not a tax subject to political control or for which there is any discernible social benefit.

The comments by Reps. Frank and Foxx regarding this issue prove conclusively yet again - as if anyone needed any further proof - that the party that is on the side of the middle class in this country is the Democrat party.  The GOP aligns itself against the interests of the middle class, just as it did during most of the disastrous tenure of George W. Bush.
to late they already screwed ous, because you were more concerned  about getting money for re elections....It still remains Washington and politics the same....And you gave them bale our and put the payback on ous...were not stupid or are we for letting Washington remain the same....Fed up Third party getting stronger fro change..
The credit card and banking industry in general are just another example of how ridiculous the entire Republican battle cry of "free market" principals is a farce, unregulated capitalism is the most destructive and evil force ever concocted by human beings, and the greed of the Congress has rendered them the enabler of a corrupt corporate system that has left this once great nation in ruins, the citizens of this country have no one representing their interests.
I think the government should run credit cards.
Well the banks expect us to comply with the rate hikes and due dates of our bills, so I expect them to comply with this! As for Virginia Foxx, I know it's hard for the Republicans to actually do something to help the people of this country. As one who pays the balance each month imagine my dismay when my interest rate got hiked!
Classic example of giving big banks the benefit of doubt that they would do the right thing and once again greed proved too tempting.  Good move by Congress and bi-partisan.  
Virginia Foxx again proves the "time consumer" to be the time wasted listening to her speak.  What legislation does she or the GOP offer that would be better.
Chase beat them to the punch. as of Nov. 1st they changed all fixed rates to adjustable rates. does not matter if you always paid on time and over the minimum. they doubled my rates and said it was because of the change in the economy. what a bank, when people are hurting they make it harder on them.
