Clyburn on abortion, health bill

Posted: Thursday, November 05, 2009 3:31 PM by Domenico Montanaro
Filed Under: , ,

From NBC's Michelle Perry
House Majority Whip James Clyburn (D-SC) acknowledged that House Dems still need to work out the abortion issue in the healthcare reform bill ahead of Saturday's vote. Clyburn told NBC's Andrea Mitchell on MSNBC's "Andrea Mitchell Reports," that the House bill is in a good place on substance, but some remain "skittish" about the language that goes into the bill on abortion.

The potential stumbling block is whether or not the House bill would include explicit language restricting the use of federal money to pay for abortions. Moderate Blue Dog Democrats have threatened to oppose the bill if it doesn't.

"Both sides want to make sure that we don't put wording in here that will cause a tilt one way or the other," Clyburn told Mitchell, "and so that's the problem."

While Clyburn said that everyone is agreeable, that they express language in the bill that would not allow for federal funding for abortions, he added they are looking for a way to "wall off" the money. Right now moderate Dems remain concerned that there are still areas where the money is fungible.

That said, Clyburn thinks the issue will be resolved and they will have the votes necessary to pass the bill.

The HCR bill SHOULD NOT explicitly forbid funding for Abortions

Abortions are a medical procedure ?
Should the bill include funding for Viagra and Cialis ?
How about breast implants ?

Ed Crane, Middlebury, IN: '...The liberal lunacy that has taken over in Washington in the form of a spending frenzy and goverment takeover are not, repeat NOT being well received by the average American...'

Actually, with a Republican Senate and a Republican House, George W Bush DOUBLED THE NATIONAL DEBT

He started TWO WARS, Extended Medicare Drug Benefits and CUT TAXES for the RICH

The THREE STOOGES of the NATIONAL DEBT, Ronald Reagan, Bush I and Baby Bush are responsible for NINETY PERCENT OF THE NATIONAL DEBT AS OF 2008

When id you get interested in spending frenzies ?
When for the deficit ??

Remember Ronnie Ray Guns Voo Doo Economics ?
CUT TAXES and SPEND LIKE CRAZY !!

That's supposed to eliminate the deficit and balance the budget

How'd THAT turn out ??

Oh go ahead-just like the explicit rewording of the already explicit Americans-only wording regarding illegal immigrants and govt. health care (as if they don't already get it at very high rate in ERs).
Maybe in crayon for these dummies who can't read a bill, let alone write one or understand one.
CLYBURN is such a gentleman-and a grown-up. He's seen a lot. These clowns in Congress these days...bring back the rogues and the worthy opposition.
http://www.gallup.com/poll/124094/Majority-Say-Obama-Policies-Mostly-Liberal.aspx

In U.S., Majority Now Say Obama’s Policies "Mostly Liberal"
Fewer than half believe he has kept his election promises

PRINCETON, NJ -- A majority of Americans now see President Barack Obama as governing from the left. Specifically, 54% say his policies as president have been mostly liberal while 34% call them mostly moderate. This contrasts with public expectations right after Obama's election a year ago, when as many expected him to be moderate as to be liberal.
Congress are the dumbest people in America.  Not in our history has Private Insuance or Medicaid ever paid for Abortions, this procedure is Specifically Excluded in all Private insurance policies and in the Medicade provisions

Why is this a mystery?

Insurance companies Private and Medicaid have been denying this procedure for years.  No the public should never pay for Abortions, and why this was ever an issue is ridiculous and I'm and independent.

Anyone with any insurance experience knows that when these claims are processed they are processed under a procedural code for "ELECTIVE ABORTION" WHICH AUTOMATICALLY DENIES THE CLAIMS WHEN THEY ARE PROCESSED.

THERE'S NO MYSTERY HERE IT'S BEEN DONE SINCE INSURANCE COMPANIES AND MEDICAID BEGAN PROCESSING CLAIMS IN OUR HISTORY

APPARENTLY CONGRESS DOES NOT UNDERSTAND HOW THESE ABORTION CLAIMS ARE IDENTIFIED IN THE INSURANCE CLAIMS PROCESSING ARENA

WHY DIDN'T THESE FOLK JUST ASK SOMEBODY

WHEN THEY BEGAN TALKING ABOUT THE GOVERNEMENT PROVISION THAT SPECIFICALLY EXCLUSED ABORTION I THOUGHT THIS WAS A FOREGONE CONCLUSION

THEN ON RACHEAL MADDOW I BELIEVE  REP CLYBUR OR SOMEONE AND CNN DANA BASH WAS SAYING THAT CONGRESS DIDN'T KNOW HOW TO MAKE SURE THAT THESE ABORTIONS WOULD NOT BE PAID

JUST ASK THE EXPERTS IN THE INSURANCE COMPANIES AND AT MEDICAID HOW THEY PROCESS THESE CLAIMS AND THIS ISSUE COULD HAVE BEEN RESOLVED LONG AGO

THE PROCEDURAL CODES ARE "CPT" CODES USED TO PROCESS CLAIMS THSES CODES ARE EMBEDED INTO THE INSURER'S SOFT WARE, AUDITS ARE CONDUCTED BY BOTH PRIVATE AND MEDICAID TO ENSURE THAT ANY NOT COVERED CLAIMS WERE CAUGHT BY THE SYSTEM

THIS IS CLAIMS PROCESSING 101

SOMEONE PLEASE TELL THESE FOLK TO SPEAK WITH THE CLAIMS PROCESSING DIVISION OF ANY PRIVATE INSURANCE COMPANY OR MEDICAID CLAIMS PROCESSING UNIT

NOW CONGRESS IS SPENDING ALL THIS TIME AND MONEY FOR SOMETHING THAT IS NOT AND NEVER HAS BEEN A PROBLEM

From MyDD:

'...AARP, AMA Come Out in Favor of Dem Healthcare Bill
by Jonathan Singer, Thu Nov 05, 2009 at 02:06:14 PM EST

The cause of healthcare reform receives a huge boost today:

Today AARP announced its endorsement of the Affordable Health Care for America Act (H.R. 3962) and the accompanying Medicare Physician Payment Reform Act (H.R. 3961). The Association's support follows nearly two years of work with lawmakers on both sides of the aisle to craft a health care reform plan that meets the needs of AARP's nearly 40 million members and all older Americans. Among those needs are reforms that strictly curb insurance companies' discrimination against older Americans and Medicare improvements that strengthen benefits while protecting the program for future generations.

This isn't too bad of news, either:

The American Medical Association endorsed the House Democratic leadership's health care reform bill Thursday.

It's "not a perfect representation of our views," but is close enough to warrant the support of the organization, AMA President Dr. J. James Rohack said.

Two days out for the forthcoming House vote on healthcare reform, I'm feeling more in more confident that the Democratic leadership will be able to round up the 218 votes in favor of their legislation. Still wondering, though, if Michael Barone or any of the other naysayers are going to be willing to take me up on a bet -- the beneficiary of which would be charitable -- that healthcare reform will pass through the House on Saturday...'

HCR will probably PASS THE HOUSE this Saturday !!

It SUCKS to be a Republican

They suffer least who suffer what they choose
They'll need to put that wording in several times to satisfy the anti-choice yup-yups.  Just a few times won't do.
AMA - AARP - MAJORITY of voters... JUST what MORE do they need to get this done!

As President Obama said... the stars are aligned and they still come across as f***ing up a one car funeral!!!

ENOUGH is ENOUGH already!  We've gone WAY above & beyond in compromising...

Can someone in DC find a 'set' besides Speaker Pelosi!
Jay Cost at RCP begs to differ;

Consider: three Democratic House committee chairs have committed to vote against Pelosi's bill on Saturday: Bart Gordon of Tennessee (Science), Colin Peterson of Minnesota (Agriculture), and Ike Skelton of Missouri (Armed Services).

Consider: up to 30 House Blue Dogs are considering voting no.

Consider: they're still going to lose at least a few pro-life Democrats on the vote, even if they adopt the compromise language proposed by Brad Ellsworth.

Consider: the House has decided to punt on the issue of immigration reform in the bill, knowing full well it will explode the fragile coalition they are putting together."

Please don't shoot the messenger...and besides maybe he's wrong, right?

Clyburn is the epitomy of what a congressman should be, smart, pleasant, and he is intelligent.  I always listen when he speaks.  Contrast his quiet demeanor to the shrillness coming from the right.

Just read what Jon Voight said--those remarks were as crazy as Pat Boone's recent ones.

Caught some of the signs at Bachman's "whites of their eyes" rally, all 3500 of them.  Again, some pretty disgusting signs.  It's one thing to protest, it's another to be void of any respect and full of hate.  One reasonable sign was to Vote the Bums Out 2010--wonder if it occurred to Bachman and the other GOPers standing there, that the voters just might throw them out in 2010 since they're the do-nothing bums sitting on the sidelines instead of working to solve our problems.

"Skittish". Listen Clyburn, why not put in the bill that "Government run health care will not and never will pay for an abortion." You won't do that though because that is one of the main things the baby killers of the country want, they want people that are opposed to abortions to pay for them! You're sick Clyburn, get some help.

The current bill, in it's current form - I don't think they have 170 votes. And by adding/subtracting thngs to make reps on the left wing and the right wing of the Democratic party happy, for each vote they gain on one side, they lose another on the other side.

That's what happens when you don't ever pay attention to the 177 Republicans, you can't ever get a majority.
At least there will be no doubt of who screwed up America's health care system. Only Democrats will vote for this mess of a bill. They won't win another majority for generations.

Your fault and your fault only. That's the sucking part of it to your point. :)
I am so tired of fighting the same deadend battles.  There is a federal law regarding abortions.  It would be massive to overhaul it.  Dems should know to make the language clear so as to not stir the hornets nest.  Of course, the hornets nest has already stated a willingness to lie and deceive in an effort to STOP reform.  That is how the regressives work, think, behave.  Is anyone else bored with them?

We should stop paying for junk science like almost all mental health treatments and drugs, and chiropractors too. Just junk science to make people with insurance feel better about themselves.
You really have to give Speaker Pelosi a Standing Ovation.  This person who happens to be a woman has endured the wrath of the Republican Party, they have called this consumate professional who has always stood up for the Americans people everything but a Child of God

Why the majority of Dems don't have the Balls to do their jobs rather than worrying about GETTING RE_ELECTED

Yss I said it, the majority of congress is not there for the American people they lie to us and then go on to congress and do everything they can to stay thereforever on our die and simply ignore the people's wishes

Look at how many Career politicians are in congress, we are paying their checks which pay for their Health insurance, their mortgages, their groceries, pay for their kids private schooles, colleges, pensions

Yet they deny the very  people who pay their bills and health insurance the right to a Small Portion of what we give them

Every member of Congress is in the FEBP (FEDERAL EMPLOYEES BENEFIT PROGRAM GOVERNMENT RUN HEALTH INSURANCE YET THEY ARE STRUGGLING ABOUT GIVING THE SAME AMERICANS WHO ARE PAYING FOR THEIR GOVERNMENT RUN HEALTH INSURANCE ACCESS

IT'S TIME TO DEMAND TIME LIMITS MOST OF THESE FOLKS HAVE BEEN LIVING ON OUR DIME AND LETTING US PAY FOR THEIR FAMILIES LIVING FOR YEARS, MOST HAVE NEVER HAD A REAL JOB OUT SIDE OF WASHINGTON

IT'S TIME TO DEMAND TIME LIMITS AND A CHANGED SYSTEM BECAUSE THIS TWO PARTY THING IS NOT WORKING

REPUBLICANS ARE SCREAMING AND IGNORING THE DYING THOSE WITH NO ACCESS TO HEALTH CARE USE EVERY EXCUSE THEY CAN

WHILE THEY ENJOY US PAYING FOR THEIR GOVERN RUN HEALTH INSURANCE FEHP FOR THEIR FAMILIES EVERY DAY

HOW DO YOU DENY THE PEOPLE PAYING YOUR CHECK TO TAKE CARE OF YOUR FAMILIES THE SAME OR A SIMPLE PORTION OF WHAT WE GIVE THEM

THAT TAKES BALLS!

DEMS ARE ALWAYS RUNNING AND BEING BULLIED BY THE REPUBLICANS

FINALLY TODAY BARBARA BOXER PASSED THE CLIMATE BILL EVEN THOUGHT ALL THE REPUBLICANS BOYCOTTED THE VOTE

BOUT TIME

IF THEY THE DEMS CANNOT DO THE JOB WE SENT THEM TO DO THEN WE WILL REPLACE THEM COME 2010.

WE NEED RESULTS NOT A PARTY AFRAID OF THE PARTY OF "NO"
Ms. Julia,

Could you please send a note to all of Congress and explained to them what you just explained to me.  Hopefully, they will be able to understand it.

BTW,thanks for the info.

Ed Crane, Middlebury, IN

Bush II inherited about $6 trillion of debt and threw on about $4.5 trillion of his own on to the debt. Obama has already added about $2 trillion more, and is on track to add $10 trillion total for his four years in office.

But at least all that debt produced 3 million jobs, right?
Clyburn: "Both sides want to make sure that we don't put wording in here that will cause a tilt one way or the other," Clyburn told Mitchell, "and so that's the problem."

Oh, that is rich. Clyburn is trying to finesse abortion!

One thin public dime goes to abortion Clyburn, and the Democrats will answer to that by being a minority party for decades.
What is so hard about putting in the bill "will not cover abortions" and "will not cover illegal immigrants?"  The Democrats won't do it, thinking they can sneak it in with fancy legalese.
Other signs seen at this GOP event:

"Obama takes his orders from the Rothchilds,"

Paul, Lexington, Kentucky

That's not true. Obie takes orders from Geroge Soro's.
Well my congressman sure needs to vote for the bill, he represents a large rural Tennessee area, most are farmers who never had much in the way of health insurance or coverage and they know how devistating it is to loose the family farm in order to stay alive and healthy (of course that is the way the wealthy people stay wealthy, break down the working man, the buy his goods super cheap, resell them super top dollar, disgusting, isn't it?).
John Tanner - don't you vote against this bill, proudly vote for it please or I'll be calling your office on a regular basis again - I should not have to do that, you are a democrat, you represent a heavily democratic district, and you know how foolish repugnants are and how evil health insurance companies are.  So does Bart Gordon, thanks for the tip bing censored - i'll contact them all today and ask them to please vote for this bill.

You betcha, Ed!! And that Dumbya was a genius, "Mission Accomplished!!"  And Dumsfeld, "Iraq will take days, six weeks, I doubt six months!!"

Mr. "I protected Alabama" during Vietnam was a shining example of how those on the right, who think nothing of sending Americans to fight in a baseless war, did everything within their power to avoid serving when their country called upon them!!

"Daddy, help me"!!
Right out of Pelosi's bill:

Speaker Pelosi’s 2,032-page government takeover of health care does just that.  On line 17, p. 110, section 222 under “Abortions for which Public Funding is Allowed” the Health and Human Services Secretary is given the authority to determine when abortion is allowed under the government-run plan.  The Speaker’s plan also requires that at least one insurance plan offered in the Exchange covers abortions.

So there it is, right out of Pelosi's and the Democrats "health care bill". Publicly funded baby killing. Babies don't vote though do they Nancy? So who cares about them, right? Sure go ahead liberals, do it in the streets, in the bars, heck in the churches. You make a little oopsie, and Nancy will take care of it, free of charge.

Here's what some Democrats think of Queen Nancy:

Indeed, the Speaker's take on Tuesday's off-year elections struck some of her own members as delusive "happy talk." "From our perspective, we won last night," a cheerful Ms. Pelosi told reporters, citing her party's pick-up of a single House seat in a New York special election and retention of another strongly Democratic seat in California.

That's not how many of her own troops see it. Democratic Rep. Parker Griffith of Alabama told Politico that members are "very, very sensitive" to the fact that the agenda being pushed by party leaders has "the potential to cost some of our front-line members their seats"

How true. The radicals are in charge of the Democratic party. Some of the moderates like Griffith are looking to take it back.
