The phony registrations have no people attached to them, so no one actually votes and no elections are effected. It is just a name sitting on a role. If someone shows up to cast a vote with the phony registration then there is voter fraud but that statistically never occurs.&lt;br&gt;&lt;br&gt;The fraud is done against the employers of these people, not agains the election or the voters.
