Even the Bushes adhered to the theory.&lt;br&gt;Fifth, he should look to someone who would carry his or her own voters in his or her locality, who would adhere to the ticket because that person was on it.&lt;br&gt;and Sixth, he should select someone who does not &amp;quot;stink&amp;quot; of Bush.&lt;br&gt;&lt;br&gt;That VP candidate whould be someone with administrative skills, absent from both tickets at the present time.&lt;br&gt;&lt;br&gt;The person who fills this bill: &amp;nbsp;Christine Todd Whitman.&lt;br&gt;&lt;br&gt;She is strong: &amp;nbsp;a former governor (two times) of New Jersey, she is pro-choice. &amp;nbsp; Whitman quit Bush, quietly, but because she did not like his policies. &amp;nbsp;She is a governor and therefore has been a top administrator. &amp;nbsp;She is from the East as he is from the West. &amp;nbsp;She has appeal down East, as a member of the Eastern Establishment.
