The money is not going to wall street. Second, &amp;nbsp;the congress is approving $250 billion and the treasury has to prove that this works. If it does, then the congress will approve more. The bill allows people to renegotiate their mortages, raised the fdic to $250 thousand from $100 thousand which benefits small businesses. &amp;nbsp;Obama is proposing a security tax so it puts the burden of big business to flip the bill instead of taxpayers.
