It has a Democratic Governor, two Democratic Senators, an overwhelmingly Democratic legislature and a US House Delegation of two Democrats and one Republican. The Democrats there are more socially conservative and Bush won by exploiting social issues and some fears about how environmental reforms would effect jobs in the coal industry.
