ISI rules it... the government of Pak knows this well... but is helpless...&lt;br&gt;Indian army can crush Pakistani terrorism if it wants to... the only reason it doesn't is that if Pakistan is cornered.. it will launch a nuclear attack... &lt;br&gt;Indian government and army are moral enough to not hurt civilians and the government of Pak if given the chance and just attacking the terrorists...&lt;br&gt;Hell, if India was offered Pakistan at this point, it wouldn't accept...&lt;br&gt;But yeah, we WANT Kashmir back... thats our only beef...&lt;br&gt;Dsarming Pak would make it clear for India to get in and take action..&lt;br&gt;And trust me, Indian military is better equipped and has a better capacity than even the US military.. to handle these particular terrorists..
