Please explain what jobs will be lost by companies being responsible citizens and doing their part to help out. Those favoring Capitalism should love this to death. It would meand that your precious polluter can buy chits that would allow him to continue to pollute as long as chits were available from those who are more responsible and curb filthy output on their own or in industries that don't pollute. One side continues to pollute while the other makes money for not polluting. Seems fair and even to me. New jobs as traders would be created.
