The Congress makes the laws and the President executes them. He lets Congress know what laws he would like to execute and let them do their job. He was to inept to know and really didn't care and then there was Reagan who was too old and mind going to be engaged in the workings of the gov'ment. Hands off is fine but when one listens and is briefed by the likes of Dick Cheney, Don Rumsfeld and John &amp;nbsp;Ashcroft he is being given the worst information possible. &lt;br&gt;&lt;br&gt;Living in a border state Senator McCain understands the need for a guest worker program. Paying union wages for picking fruits and veggies would increase the cost of food exponentially to the point of unafordability. If the unions want good inexpensive food on the tables of their workers and the working poor they need not push for higher wages. Caesar Chavez was more about safety and about breaks etc than for pay and so that was fine. Keeping track of who is where among immigrant guest workers is also a good idea. I believe this is one of the few things I would have to agree with Sen.
