Obama figured out, too late, that his so called stress tests were further eroding public confidence in the banks. Recall he held off on the making the results of the tests public while his economic team and the banks manipulated the data for a few days. &lt;br&gt;&lt;br&gt;Surprisingly, all the banks passed their stress tests with flying colors.
