her plan for Universal care is to make it a legal requirement to have insurance. She is owned by the insurance lobby and this will funnel more money and more control into thier laps. I didn't know Jimmy Carter was a DLC type, I'd thought he was stabbed in the back by the DLC types in congress where he got more resistance than support -- but I could be wrong. Speaking of populists, I was raised in Louisiana where the populist Huey P. Long was loved by the people. He took on the oil companies and big business, made them pay their fair share of taxes and used the money to build roads, schools, bridges and hospitals and to supply schoolbooks. He was considered corrupt because a percentage of all that was kicked back to his party elections. In retrospect it was probably peanuts compared to what big business pours into the election campaigns today -- only difference, the laws are now written to make it legal.

• Empower doctors by increasing Medicare reimbursement for doctors who obtain special certification in their specialties.

• Spend $125 million to create a public-private, health quality trust that will measure the certification programs to ensure they remain on the cutting edge of research and technology.

• Create a Best Practices Institute that would fund and display state of the art research.

• Give more federal funding on an emergency basis to train more nurses, retain new ones and get more racial and ethnic diversity in the field.

• Spend $50 million to create a quality database that is easy for patients and loved ones to navigate.

• Spend $50 million to support a clinical care program that promotes ethnic and racial diversity.

• Increase federal reimbursement to models of care that don’t treat individual symptoms or diseases but care for the person as whole.

• Clinton supports the recent Medicare ban on payment for accidents or infections acquired in the hospital and would prevent insurers who cover federal workers from passing on those costs in their insurance rates.

• Create a paperless system that would allow doctors, nurses and patients to easily access patient information.

LEBANON – Democratic presidential candidate Hillary Clinton called for more training for doctors, doctor certification and increasing federal money for caregivers who treat the patient as a whole person.

Her proposals to improve health-care quality would include an extra $250 million in federal spending to help patients make better choices about their coverage.
“The idea is that we have to really empower patients, not shift costs on to them under the guise of so-called consumer-driven care,” the New York senator said.

Clinton gave a 35-minute address on the quality of health care to a crowd of professionals at the Dartmouth-Hitchcock Medical Center here.

Next month, she will detail a proposal to expand health-care coverage to all Americans.

“We have begun to agree there is an economic as well as a moral imperative to rein in cost and extend coverage to all Americans,” Clinton said.

In 1993, Clinton gave a speech at this site to promote her failed proposal to offer universal coverage.

“I cannot think of a more appropriate place to come and speak about health-care reform,” Clinton said.

Laura Patchett, a licensed practical nurse at Dartmouth, said Clinton focused on the issues most important to caregivers such as her.

“She has a real depth of knowledge on the subject that impressed me. I never felt at any point that she was engaging in sound bytes,” Patchett said.

Clinton pushed for an end to paper medical records and said it’s a tragedy doctors offering care don’t know as much about patients as a retailer does about consumers.

“While Amazon knows exactly what books you want and what movies you like, an emergency room doctor might not know what medications you are taking or even what blood type you are,” Clinton said.

Patients need to have better information to make decisions, Clinton said, and she would have the federal government invest in a citizen-friendly database on health-care quality.

“We don’t compare prices or quality, we wind up stuck with something, whether we think it is best for us or not,” Clinton said.

Clinton said federal reimbursements are in dire need of change because they often reward inefficient practices with more government money.

“We have to completely overhaul this system. We need a system that actually encourages rather than discourages good health care,” Clinton said. “They often punish doctors who are trying to do the right thing like spending more time with their patients.”

This is HER issue. This is not just campaign rhetoric for her and she will truly make this issue the centerpiece of her administration. There is no other politician in this country who has more experience, more incentive, or more of an understanding of the complexity and underlying challenges to truly overhauling and changing for the better our current ineffectual and unwieldy system that leaves tens of millions without coverage, can bankrupt even those with coverage and leaves life and death medical decisions to bean-counters and insurance company executives.

Amazed- If you mean it is a shrewd political move to say you want universal plan, say you are going to release a plan, delay release of the plan, because the MSM hasn't pushed you on it, and in the debates you are allowed to ignore the actual questions, then if you are the nominee put forward a "plan" that is nothing but the status quo. Which you are able to do, because the GOP nominee won't be any better, than yes it is shrewd. But is it ethical? Does it inspire trust? Does it make you want to work your rear off supporting her as the nominee in a state Al Gore won, but Kerry narrowly lost, and Hillary has little chance of winning? No it doesn't. I'd feel better about Hillary as the likely nominee if she answered questions in the debates, and if she stopped insulting our intelligence by claiming she'll have a plan, etc... I'd still be concerned she is unelectable, because so many independents and more than a few Dem's don't like her, and turn out with the GOP will be massive if she is the nominee, but at least I'd not be so sickened by the total lack of respect she has shown primary/caucus voters.

Ham Milsa, the issues regarding our broken health care system have not changed appreciably since 93/94 when Hillary obtained "her scars to prove it" (I think I'll vomit the next time she uses that line-get a new one!!!!) What are the changes in the insurance/ lack of insurance different today. Bottom line is Hillary has no intention of addressing the issue, and if you think otherwise you will be disappointed.

Jill Venus- I have gone to Hillary's website, are you sending people there to show she doesn't have a plan, or do you think by telling people to go there they'll assume she must have a plan on the website, but won't bother following through? Hillary has no plan on her website. Read her material under health care, it isn't a plan, calling it bare platitudes would be elevating it.

Tuck- You could not be more wrong. Most in the GOP actually believe Obama could be elected, or at least has a better chance than Hillary does. The GOP could be wrong, just as the Dem's were when they wanted Reagan to win in 80, because they were sure the country would never elect a washed up actor, but the GOP wants Hillary to be the nominee. There is concern that if the Dem's nominated Edwards he would be harder to beat. GOP activists used to be concerned that Richardson would be hard to beat, but those concerns have lessened. Most GOP activist will tell you Biden would be the hardest Dem to beat in the general election, especially given he would be able to point to his warnings of the real threat to the US is from terrorist attack, not a nuclear bomb with a return address. Nuanced: Jimmy Carter's confidant and advisor, Bert Lance used to say: 'he campaigns on the left, but governs on the right'.
Jimmy didn't have any campaign goals but 'zero based budgetting' and 'human rights'.
His focus on human rights was (obviously) wonderful and it showed his heart was in the right place.
But his domestic policy was 'I'll never lie'.
That's pretty thin soup and why Ted Kennedy ran against him in 1980.
The DLC is dragging the Democrats into a one party government, the DC insiders party.

I think the reason that personality and sound bites play so much a part of the elections is because there's so little differce in the parties.
They're all getting their money from the same sources.

We would be better off copying the methods of the Private Medicare system, known as Medicare Advantage. The focus is on PREVENTATIVE Medicine, not Reactive. The Doctors are rewarded for NOT running every type of test they can think of, just to justify the procedure and thereby charging more for their services. The less the Doctors have to do and are able to cure the patient, or at least improve the life of the patient, the lower the COST of Medical Care and the savings is passed on.

By the way, as we speak, CONGRESS is trying their best to CUT MONEYS to this very service, Medicare Advantage. This will take Medical Care AWAY from MILLIONS of SENIORS. I was just scrolling through the other comments, and I found one particular part of the post by vanreuter in NY (Sent Friday, August 24, 2007 10:20 AM) very interesting as well as frightening. Let’s reminisce a bit to the previous health care plan Hillary wanted to push onto the American people when Bill was President.
One part of the proposal I just read states that she intends to create a paperless system that would allow doctors, nurses and patients to easily access patient information. Just what does this consist of?
From an article I read back in the 1990’s about Hillary’s ideas for socialistic health care for all Americans, her plans would include provisions that your doctor must be approved by the federal government, and that this doctor must phone Washington to someone she called The Gatekeeper to get approval for any treatment he intends to administer to the patient. This raises a lot of questions.

1. What if you are a thousand miles from home, and you find youself in an emergency situation where you require treatment from another physician?
2. Why would Hillary Clinton pick the name The Gatekeeper for the person in Washington required to approve medical treatments for all Americans? According to that 1990’s article I read about this same issue, Satanists believe the demonic fallen angel who holds the keys to Hell is called The Gatekeeper.
3. Just how does she intend to create a “paperless” system of accessible medical records? Other news articles I have read in the last year or two talk about a new planned medical record system where doctors and hospital staff would scan an implanted computer chip in the patient’s right arm, just as they intend to do soon for buying and selling transactions. If you have ever read the prophecies about the Mark of the Beast in Revelation 13 and beyond, you know that no one in his right mind would ever submit to such a system.

All this considered, it is no wonder I am sticking with Ron Paul, the only candidate who speaks out against the New World Order, the North American Union, and for the United States of America to remain the sovereign nation it has been since the American Revolution.

The Dems and the Rep have done nothing to improve health care or Social Security in the Last 50 years I so glad I can comment on this story. We should all stick together on Health Care. We should just plain DEMAND the same national healthcare that the senators get; The same premium payments, copays and deductables as they give themselves.It could easily be paid for through our economic sytem from the savings from business and all the federal state and city healthcare plans that would be releived of this duty.Hillary's plan is another "elite" health care proposa: Tax Credits!! Art: Imagine. The republicans provided an RX plan that many DEMOCRATS are now critizing because of cost. The REPUBLICANS provided the medicare Advantage plans which are a real healthcare plan and the DEMOCRATS have already begun to gut it. The specifics are too numerous to discuss here but The Advantage plan for a disabled child actually provides the care one needs( Medicare has a lot of holes) Hillary's plan is just a normal "Elite" persons plan. Isn't using tax credits the Republican proposal? We should just plain DEMAND the same national healthcare plan that Hillary and the other seanators get. Same premium payment. Can somebody PLEASE tell me where to get the cool-aide,because I surely missed something. Last I heard there were only 47 million people (some Americans, some illegals) that did not have health insurance. Let's see, if my math is correct, that leaves approximately 253 million with insurance. So, why not screw up the whole system for the few, or just screw the many! Seems like a good idea to me.
