The parties can set their rules, and can punish and local/state parties that don't follow them. If this goes to court, I think it will be a short hearing.&lt;br&gt;&lt;br&gt;Remember, the parties don't have to hold a single primary or caucus. A handful of people in a smoke-filled backroom can simply make the decision of who to nominate. And party members who disapprove, of course, can always vote with their feet and leave the party.&lt;br&gt;&lt;br&gt;The DNC isn't saying Florida's delegates are out.
