He attempted to get the attention of the White House (Clinton and Bush) regarding our countries security weaknesses. Unfortunately neither had Biden's foresight. After 9/11 Biden was the first to call for the 9/11 commission, he joined with Lugar in introducing legislation for implementation of the commission, which Bush fought for a year.He was the first Senator to call for full implementation of the 41 9/11 commission recommendations.
