I almost lost my daycare benifits which would have meant that I would have had to quite my job loose my house loose everything I have worked for instead they just increased the amount I have to pay monthly which I cut out eating myself 2 dinners per night in a 1 week period per week. I have a 5 month old that we provide health insurance for by going to work everyday. The children that will benefit mostly from this are those who's parents will not work. I understand that some parents cannot work, but there are PLENTY that can and choose not to. I feel for the children being brought up in these situations, however I already pay higher state taxes for these children in my state, so I don't feel I need to pay for them double and also pay for the children in other states. What about the elderly that have maxed out their Medicaid? Most elderly cannot work to afford insurance. What do they do? I am all for helping those who cannot help themselves, but I don't agree with having to pay more and more to help those who can help themselves. (the parents) I should not have to raise my child and help you to raise yours as well.

While there are so many issues that we face in society, the one thing that is always at the heart of the issue is how to pay for it. As far as paying for government and the programs associated with it, we need to change our tax system so EVERYONE pays their part and our government can keep all the needed programs properly funded to include defense, medicare, medicaid, social security, etc.

The only thing stopping Bush from signing this bill is the lack of financial gain for private insurance companies, who would be kept under better scrutiny if there were federal tax dollars being spent on healthcare instead of people with no other alternatives. Countries, governments are ESTABLISHED in order to provide basic services for their people. If you want to live in a place where everyone does everything for themselves, move somewhere else. This is America. Are our public schools socialist constructs? Are our police and fire departments planning to enact a military state?? Here, lets call this what it is: a total abuse of power and a lack of respect for the decision making process or the desires of his constituents. How sad that all that stands between this bill and the public are two dozen (out of over 500) legislators. Let us not forget that this is a BI-PARTISAN bill. That (for those of you dense enough not to understand) means that not only are Republicans voting for it, but they helped draft it alongside Democrats. So do I agree we have state issues and too many of the wrong people are getting assistance Yes I do. Do the people who can use a little help get any no they do not. You must be either Dirt Poor,Unemployed,Home less, or Very well off. The GAP Middle Class average US Family & single parents. Theycan send men and women to the Moon and spends billions, they have the lotto and that gets billions, So where and how long will it take us the adults to learn and what kind of message are we really saying to our children and their children? Republicans have again scared their the uninformed into thinking that any kind of public healthcare would be horrible. The Republicans are the ones who are keeping our costs (not our services) inflated by catering to the insurance companies and the drug companies in the country. We are THE LAST industrialized nation in the world that doesn't provide the minimum standard of healthcare to its people. Why? Because insurance companies and drug companies are getting rich and our politicians are getting kick-backs. Am I wrong? Look at the largest contributors to political campaigns. If you think you are paying fair market (capitolist) vale for your services take the example of he Veterans administration which smartly negotiated for veterans drug costs. Through the veterans administration my dad can get 3 months worth of his prescriptions for $12. Under medicare the same drugs will cost him hundreds of dollars. WHY? Because the republicans didn't work to secure discounts for our seniors and the extra profits these drug companies make line the politicians pockets. Medical insurance wouldn't be necessary if public healthcare was implemented. We would pay taxes and services would only be paid for when services were rendered and the government could negotiate directly with doctors and hospitals for the cost of those services. Does it ever occur to anyone that they are paying thousands of dollars for services they may or may not use anyway by paying for insurance to subsidize the cost of other patients. The only difference is that the insurance companies profit would be cut out!! Our government wants us to be very afraid of public healthcare and think that it will cost us more in the long run and their will be lines at the doctors office and people will die because they can't get the care they need. That's not the reality for the dozens of countries that actually provide public healthcare. On vacation in Europe my husband had a horrible allergy attack. We stopped at a pharmacy to get something to help him. The over the counter drug there which cost $6 for a 30 day supply was exactly the same prescription my husband pays $90 per month for here in the states. Even with our insurance which costs us $5000 per year for a family of 4 sponsored by his employer, we still pay $30 for a prescription that cost $6 in Europe. Insurance companies, drug companies, the auto industry and big oil are ripping us off at every turn and our politicians are only too happy to help them and keep us pinching every penny and working too damn hard in this country to have one minute to sit down and think and give a damn or be left with the energy to do anything about it............!!!

It is unbelievable to veto a bill that is even supported by the Republican Party that would help uninsured children in the United States. Leaving children without healthcare can contribute to long term chronic illness. Uncontrolled diabetes can lead to kidney failure later in life. Untreated ear infections can lead to impaired hearing.

Turning down a Bill to help children could be the last thing that Americans remember about this President. We all still remember his father saying, “NO New Taxes!”. I remember when Reagan said that ketchup could be considered a vegetable in school cafeterias.

President George W. Bush will be remembered for turning down health care for children.

Then, of course, his Patriot Act turns out to be Unconstitutional. I know it was unconstitutional when we first heard about the wiretapping without warrants. He made the Attorney General say that certain amendments to the Constitution gave the President the right to authorize that wiretapping. Look how that turned out. Poor Attorney General Gonzalez is now disgraced because he was a “Yes Man” for the President. The Appeals Court can’t be bought or made into a cowling puppy who follows the Presidents order. It just shows you that the President doesn’t even realize that the Government is made up of three branches. He thinks the Executive Branch is the only branch, and that the legislative and judicial branches should all do what he says.

Of course, the War in Iraq is truly and Albatross around the President’s neck. He even had the nerve to compare Iraq to Vietnam. How many years has it taken him to figure that out. He comes across as a six year old when he does his speeches. He can’t speak more than three word sentences unless they are written on the podium or the teleprompter. Well, Duhhhh! I agree that the bill should be vetoed and there are good arguements both ways. But as I see it a family of 4 making $60-80,000 is not conisidered poor and that is the real arguement here. The original bill called for 200% over poverty level which depending on the state is $30-40,000ish and that is a bill that would have passed no questions asked. This really is just political BS, why not get the 200% passed and then focus on the next group. And really just using the war as an excuse is not an educated arguement, I disagree with the amount of spending on the war, but that doesnt mean that I think this current bill is correct. This country was based on people with ideas being able to share and voice them. While Impeachment would be nice for not only Bush, but Cheney as well, I see the problem as a larger one. It encompasses many of the Republicans in both houses of Congress. So, while Impeachment would be the correct thing to do, what should really occur is to see Bush, Cheney and anyone else who had any complicity in the Iraq debacle, to be indicted and tried in a court of law. Guilty verdicts would be nice to see, but the fact that they'd be on trial for crimes would be priceless. The threat of jail time would thrown all of them into a tizzy.

What is needed at this juncture in our history, is for all of us to make sure that our elected officials do what we put them in office to do... serve our country and ALL our interests without breaking the law or trampling the US Constitution. Since 2000, we've not seen the administration adhere to this "contract" and with a Republican-controlled Congress, Bush and his cronies have been able to get away with murder, cheating, lying and deceiptful and immoral actions. It is past time for this to stop. They must all be held accountable for their actions. Facts of the bill. Each state version of "expensive" is different. I've lived several place and what I could afford in Southern Illinois for instance where a 3 bedroom 2 bath home costs less than $100K is far different than what I could afford in say Miami or Philladelphia. So if you live in a state where things are less expensive you say..........then just move here. We all know it isn't that simple because people move where there are jobs. The majority of jobs ard in or around larger cities (which cost more to live). This bill does not cover illegal immigrants or even legal immigrants. You would have had to be a legal resident for more than 5 years. Also, the maximum amount any family in the bill would be allowed to make and still be covered under this plan is $61,200 ($10,200 is the poverty level for every state except for Hawaii............God forbid you live there and get to be above poverty making a little over $11000). The bill was trying to expand the coverage because HUNDREDS OF THOUSANDS of children in this country have lost their insurance over the past couple of years and this bill would help cover those children. Why are people against spending .61 cents more for a pack of cigarettes to give millions of children insurance? Somebody at sometime did the charitable and loving act of taking care of you (before you were able to take care of yourself or you wouldn't be here today) and helping other children is the right and decent thing to do.

I see that you are from Battle Creek so your lack of brains make sense......Actually, I smoke one pack every two days so your pitiful explanation makes no sense.

Also, most insurance plans pay at 90%. So, if my kids had a minor illness that had to be hopsitalized and the bill was $20,000 for that stay (in MI hopsitals, that is the average price for a hopsital stay) I would pay $2000.00 for that stay alone in addition to the $400 a month premium. Way more than a pack of cigarettes every other day for a month.

Again, SCHIP provides a way for my family to pay our mortgage. My husband and I pay our taxes (we WORK). I have no problem asking the gov't to give us a small part of OUR TAX DOLLARS back in the form of healthcare from our children. As the mother of children who use the SCHIP program I need to correct some misconceptions that I have read on this comment board. SCHIP is not welfare (that is Medicaid) it is not for children whose parents can work but won't work. This program is for working parents who can't afford the high cost of private health insurance. Also, it is not "free" and you are not paying for my children. My husband and I pay taxes, he has worked a full time job since he was adult. Therefore we are helping to fund the very SCHIP program that we use. We don't abuse this coverage--we don't go to the doctor's for every little thing, only for well baby shots and serious problems. Also the idea that families who make $80,000 a year will be covered by SCHIP is misleading. That will not happen in most places, maybe 1 or 2 counties in 1 or 2 states but most of the people who use SCHIP are working hard. We are a family of 6 who make about $36,500 a year , private insurance would cost us $700 a month. We can't afford that. Make health care afforable and we will glady pay for private coverage. You know I'm having a really hard time understanding the other side of this argument. Am I correct in understanding that your argument is that healthcare should not be the right of every American...only those that can afford to have it? I'm sorry but I just can't buy that sentiment. Our Declaration of Independence declared that all persons are entitled to life, liberty and the pursuit of happiness. There are certain principles that just can't be compromised. The problem with those on the right are that they take an "I've got mine" attitude. Franklin Roosevelt had the right idea when he saved our country from sliding into a dictatorship which is the direction it was headed during the Depression. He established a series of social safety nets that allowed our country to continue as the democracy that it was. People should read about the Depression era and realize how close we came to losing our form of government and way of life. Everyone of us has a social responsibility to see to it that the weakest among us are taken care of. That means children and the elderly first and always and then those other who are less fortunate. I'm glad I am a liberal/progressive. I would never want to be so selfish and self centered, mean spirited and bigotted, and close minded and petty.

I'm sorry, I guess I'm just stupid and don't get why it is not OK to think ahead and create priorities in your life. I'm a nurse living in Florida with my husband. Between the two of us we make 90,000 a year and have two children. We have a mortgage, car payments and make due on our "self paid for insurance plan" as we are both private contractors in business for ourselves. We can make ends meet without too much difficulty. Our house isn't 5000 sq ft (only 2300 with plenty of room) and we don't both drive Lexus'. Everyday I see people who make 60,000+ per year who own their own business and have chosen not to carry insurance because "they're young and didn't think they would get sick and have more important things to buy with their money" who show up at the hospital crying poor mouth about not being able to afford their care because they don't have insurance. That is just irresponsible behavior. Having children is a privilege and a responsibility, not a God given right. You need to learn to set bounds that you can live within, not expect a handout when ever you make a poor choice in life. President Bush vetoed a change in the current bill that has been extended until a new sensible revision can be written, he didn't end it. People are still being covered. You can't just rant because someone trots children in front of a camera and tug at your heart strings and expect you to go straight for yours and everyone elses wallet. We need a bill that provides coverage for those who actually need it like the mother in the previous post with two kids that makes 17,000 a year, not the parents making 60+ who don't know how to curb their spending in lieu of adequate medical coverage. My question to all of you is this: which children don't have health care? I've been a nurse for 25 years and I can assusre you, any child that is brought to virtually any ER is treated, whether they are rich, poor, insured, illegal alien or otherwise. County health departments provide vaccinations free of charge or at very reasonable rates, county clinics provide physicians and prescriptions. There are tax supported full service hospitals all over the country that provide pediatric care...Are the parents going to be billed for these services. Of course; but in most cases the rates are reduced for uninsured or indigent patients and are frequently written off as charity.
Who is it that has no health care?
I think the difference is that we are confusing health INSURANCE benefits with health CARE. Many people young and old have no health insurance, but NO one in this country has no health care.
And think about it...most children, the large majority of children NEVER have a serious illness or injury; the only things they need are routine vaccinations, antibiotics for an occasional ear infection, etc; these are not huge issues. As I already noted, those types of services are provided by the local health department. A plan for coverage of catastrophic childhood illness for the uninsured or underinsured would likely serve those who truly have need better than throwing out millions upon millions of dollars in the name of "poor and underprivilaged children" as politicians utilize every emotional ploy to gain our vote and undermine the opponent.

Over-funding the program to the point where entire families earning as much as $83K/yr are covered is not "taking care of poor sick children". Let's be honest.
The President's proposed increase of $5B would have been appropriate, not the 200 times that amount which was in this bill.
This over-funding scheme is merely a way for the Dems to secure the whitehouse in '08 by going so over-the-top that of course the President would veto it and look like he hates "poor sick children".

How can we allow this to happen?

How can you and I allow one person, with a cavalier stroke of a pen, to impact children and families so harshly and, in many cases, a such an uncaring and devastating manner? How can we allow one to insure his own children and guarantee them access to the healthcare he would deny your own child? Where is the ‘equality’? How can you allow this to happen to your baby boy or your baby girl? How can you allow him to burden your children by handing over to them the aftermath of his Iraqi fiasco?

Taxpayer costs and physical and mental injury to the hearts and minds of the young coming home and the families who grieve for them, maimed or in body bags, are now building and in the coming years the burden to these present young may well be unbearable. What an inheritance tax you and I are exacting on these boys and girls, and these who are currently little babies of tender years.

The President, and you, parents, teachers, auto and other plant workers, sports figures, maintenance workers, garbage collectors, senators and representatives and I can speak for ourselves. Who will speak for the children? Who will defend their future? Who will insure their limbs, hearts and minds can grow healthy and strong in the coming years?

Today we are offering these young ones a future burden not of their own making and of caring for their parents as the years gather and multiply debilities on each of us, along with the duty of having to pay for Mr. Bush’s care and any left over boomers. These burdens we bequeath to today’s children are coupled with that of having to grapple with an inherited national debt, that escalates in size by the hour. Beyond this we will expect these young boys and girls to fight any future futile wars for us that we can engender.

The bottom line: You are not worth it, Mr. and Mrs. Middle Class American Citizen, you are not among the worthy--you don't earn enough, my dears, to be worthy in this man's eyes, or you earn too much to deserve healthcare for your child but not quite deserving enough, dollar-wise, to really be counted as the wealthy-worthy, in this man’s eyes. I am a Medicaid eligibility worker. I KNOW how many people come into my office wanting and/or needing Medicaid. What makes me sick is not being able to help some sick, elderly WWII veteran who has Medicare but makes too much to get Medicaid to help him with the 20% Medicare doesn't cover. Or, maybe, the woman who worked for 30 years, is now disabled, and has to wait two years for her Medicare. Why aren't we more concerned about these people? We bend over backwards to provide coverage for the children of young, usually healthy, parents who frequently have the option of purchasing insurance for their children. Believe it or not, it isn't alway unaffordable. It just isn't as much of a priority when you know someone will give it to you at no cost. In my experience, the ones who are truly needy and deserving are the ones who are grateful for the smallest things they receive. These people are the reason I continue doing what I do for a living. Oh, yeah, I also do it so that I can provide insurance for myself and my son.

The 15.8% peak you referred to actually ocurred during the Reagan recession of the early 1980s. The 2006 rate of 12.5% is accurate but is the first time the poverty rate has decreased during the Bush administration.

Low income health care for children is and has been available in Washington State for a long, long time. Old news! Walk in clinics and with nurses, doctors, medical equipment has been and is operation in all but small communities and is free to those unable to pay. Charitable legal requirements of our local hospitals turn down NO PERSON for medical treatment. They right it off. We, working group, pay up with higher taxes. Our insurance rates are higher to reflect this cost. Get it? If the insurance-less children want health care and do really care about the children and take them for exams and treatments, so many options are available, including dental and eye. It ain't perfect, but it is here for the anti-workers, and working low incomers, and any with health insurance. Could you, reader of this meesage and commentors before me, be ignorant to this?

The bill was a decent idea, but poorly constructed. As I recall, the money to fund this program was to come from an additional tax on tobacco. Why, pray tell, should smokers be responsible to cover the health care costs of poor children? That's a broad measure that needs to be covered by a broad range of people. So let the funding come from income taxes, sales taxes and property taxes.

So I disagree with Bush vetoing the bill, but in a way I disagree with the bill itself.
