Gorbachev was the one who was trying to reach a peace agreement with the U.S., and Reagan almost blew it with his Star Wars idiocy. The Reagan's proxy war against Russia in Afghanistan probably did have something to do with Gorbachev making peace overtures, but Reagan was financing &amp;nbsp;Islamic like Bin Ladin. When they saw they could defeat one superpower, they decided they could take on the remaining one, leading to what the CIA calls &amp;quot;blow back&amp;quot; in the form of the 9/11 attacks.
