- I suspect yes but have yet to see the data? &amp;nbsp;Do they cost municipalities added social welfare expenditure? maybe but these people also pay federal tax and local sales tax. &amp;nbsp;What affect do this labor have on the cost of housing and food? Nor is there a guarantee that they will reapply when required, or that they will maintaing said coverage. We have laws and penalties that address driving without a license or insurance. The objective should be to reduce the number of marginal drivers or clearly unsafe, unprepared drivers on our roads, not make it easier. I'm skeptical that shareholders in Insurance Companies would think investing in people who are here illegally, and therfor those who have little stake in the community, or in the rule of law, would be a wise investment portfolio. Especially if there were several rapid fire large settlements that resulted from insuring such drivers. It would make better sense to &amp;quot;raise&amp;quot; the penalties for driving without a license or insurance, with mandatory prison sentences and compensation requirements for those involved in accidents. Illegals would of course be forced to serve their time before being deported, and their assets forfeit as compensation for those injured.
